MINUTES Palliative Care and Quality of Life Interdisciplinary Advisory Council Virtual via ZoomGov September 2, 2021 Members Present: Jamie Newell, Barb Hansen, Linda DeSitter, Glen Patrizio, Bob McCauley Members Absent: Andrea Cano Staff Present: Mark Altenhofen, Jason Gingerich Call to Order A quorum was established. The meeting was called to order by Mark Altenhofen, OHA Staff, at 1:05 PM. Minutes Approval N/A Staff Report Mark provided a brief update on the current status of the Council and conducted roll call. He then began introduction of new members, current members and other OHA staff in attendance. Draft Charter – Mark provided an overview of the charter and presented to the Council for feedback. There are currently vacancies for the Chair and Vice Chair role and Mark asked the members to email him if they are interested in serving in either role. These roles will be forwarded for consideration and appointed by the Director of OHA. PCAC Website – A draft structure of the new website was presented and will be one of the projects the Council will need to work on completing in the near future. Mark asked members to provide feedback and email him if they have any suggestions for content. He also asked new members to send him a draft of their Bios to add. Linda asked how often the website will be updated. Mark indicated that this will vary depending upon content area. For example, public meeting notices will be updated regularly and as required by public records policy. Linda wondered how articles and other content would be vetted prior to adding to the website. Mark said this will be at the discretion of Council leadership and OHA Staff. He agreed that this can be a bit challenging given the broad range of possibilities. Mark reviewed the current open positions for the membership and encouraged Council members to refer colleagues that they think would be interested. PCAC Minutes September 2, 2021 1
OHA Psilocybin Advisory Board Barb Hansen is currently the PCAC representative serving on the OHA Psilocybin Advisory Board. She provided a summary of the current work of the Oregon Psilocybin Advisory Board. She indicated that there is a two-year implementation process associated with Senate Bill 109 which passed last November. Meeting materials are available on the OHA website and there is a list of current members. She referenced the work that has been done by the rapid evidence review sub-committee and completed this past July. Barb is currently working on the licensing sub-committee and presented the eligibility requirements and standards for the four different licensure types currently under consideration. She indicated that some of the licensure requirements are called out in the statute and a lot is not. For example, under the Facilitator license type, there is a separate training sub-committee that is vetting content for a 10-month training program that a Facilitator must complete. Then the licensing sub-committee will review the content and testing requirements that will be required prior to implementation. There is also a Products sub-committee that will determine whether there will be natural mushroom or manufacture of prescribed psilocybin products. The role of the Advisory Board is to recommend what rules should be adopted by OHA for the administration of this program. The rule making process will follow standard OHA administrative rule procedures and include public testimony prior to finalizing the program. The process is expected to take much of next year to complete with the goal of having licensure requirements and programs available by January of 2023. Barb also said that out of state applicants who would like to be a facilitator are not going to be allowed at this time. The current requirements in statute call out that Facilitators must be Oregon residents who have lived in the state for two years. Glenn said he is very interested in reviewing the evidence that is under consideration and will be taking time to take a look at it. Barb provided information how to find this information on the OHA website. HB 2981 Barb provided an update on this bill. She said this bill was similar to what was presented in 2019 and passed in the last legislative session. HB2981 did not have as much detail as what was previously submitted, but does direct the Oregon Health Authority to work toward a palliative care benefit that could be contracted with CCO’s around the state. Barb shared the website information with the Council members. She thought this would be a good group to help work on the rule making process once that begins with OHA. Barb specifically pointed out that there will be a need to establish provider qualifications and eligibility criteria which is relevant to the work of the Council. There are some criteria that are spelled out in the statute and much that is not. Mark said that this would be a good area of focus for the Council and that staff are monitoring the process within OHA. Public Comment There was not any public comment at this meeting. The members will meet at least twice a year or more upon request. Patients & Families The role of the Council is to consult with and advise the OHA director on the: •Establishment, maintenance, operation and evaluation of palliative care initiatives in Oregon; •Implementation of Section 5 of Senate Bill 608, requiring health facilities to identify patients or residents who could benefit from palliative care; provide information to patients, residents and Services their families about palliative care; and coordinate with a patient's or resident's primary care provider, if practicable, to facilitate the access of patients and residents with serious illnesses to appropriate palliative care; and •Information and resources to publish on its website relating to palliative care, which may include best practices, continuing educational opportunities, consumer education, and referral information. Margaret Klein, RN, MS, MSN, JD, Chair Director of Care Management – Oregon Health & Sciences University Margaret is a nurse, attorney, ethicist, educator, and published author with over 40 years of experience in healthcare, law, ethics and the insurance industry. Meetings Margaret has held positions in direct patient care, management and administration – serving in healthcare leadership positions for Legacy Health System, Oregon Health Sciences University, and Providence Health and Services. Currently Margaret is Chief Clinical Officer for Vibra Specialty Hospital, Portland, OR. News & Information As an ethicist, Margaret has served in a clinical ethics role at the bedside and in an organizational ethics role at the table and in the boardroom. For 11 years, she served with the United Network for Organ Sharing national Ethics Committee, four years as vice chair and three years as chair; as co-Chair of the Oregon Contact Us Providence Health System Ethics Committee, Chair of the Ethics Consult Service at Oregon Health Sciences University, as a member of the Legacy Health System Ethics Service, and currently serves as a Senior Scholar with the OHSU Center for HealthCare Ethics. As an ethics consultant, Margaret has extensive experience working with patients and families at end-of-life and has worked with hospitals throughout the country in development of organ donation Reports/ Publications programs, speaking extensively on integrating palliative care in the organ donation process. Recently Margaret was recognized for her work by the national Supportive Care Coalition, in development of new innovations in the area of advancing end-of-life care and advance care planning. Margaret currently serves as Chair of the POLST Registry Advisory Council, and as a member of the Immunization Policy Advisory Task Force. Healthcare Providers As an educator, Professor Klein has taught University-level courses in Personal Ethics in Organizations and Health & Wellness to undergraduate students; and, Healthcare Ethics, Healthcare Leadership, Ethical Healthcare Management, and Healthcare Administration Law and Ethics to graduate MBA students. Margaret currently serves as adjunct faculty with Concordia University, and has held similar positions with Marylhurst University since 2007, and DeVry Resources University since 2012. In her spare time, Margaret helps at the family-owned restaurant Tebo’s with her husband and co-owner, Craig; has served as the photojournalist and now Continuing Education/ team administrator for a medical mission team to Guatemala through Faith in Practice out of Houston Texas; serves on the boards for the local chapter of Hockey Ministry International and the Portland Winterhawks Booster Club; grows roses, and has three beautiful Shih Tzu pups, Porsche, Lincoln, Tesla and Conferences their domestic cat, Miss Bentley. Jennifer Levi, LCSW, Vice-Chair Patients & Families Jennifer Levi, LCSW ACHP currently serves in a palliative care position with Providence Health and Services. She is an adjunct instructor at Portland State University in the graduate school of social work. Jennifer received her masters training in social work at the University of South Florida and her undergraduate at Eastern Michigan University. Jennifer has previous experience serving a hospice population in Florida before moving to the NW. She recently completed Services her post masters certificate in palliative care through California State University. Jennifer shares a passion for culturally relevant, early advance care planning and is active working with the interpreter community. Jennifer strives to increase awareness for individuals that are faced with a serious illness, their families and healthcare team has a better understanding of each person’s values and outlook on life.
