In case of Storms/Floods If potential of Extreme Storm or Flood exists staff will monitor and respond to warnings received from the radio, TV, Bureau of Meteorol- ogy and local authorities. Staff will prepare for the predicted hazards (Extreme strong winds, torrential rain, electrical storm) by: - Referring to emergency plans Securing buildings, equipment, chemicals, fuels and other facilities Removing/appropriately storing floatable objects and material that could become airborne Ensuring first aid kit and Emergency Kit are immediately available Make sure that people are at a safe location by: Sending Staff or students home if sufficient warning is given (for students there must be a carer at home) Ensuring all staff and students are indoors Keeping people away from windows and skylights if strong winds are predicted Check before moving outside for damage to neighbouring buildings, fallen power lines, fallen branches ,debris and local flooding. In Case of Hazardous Materials In case of possible exposure to Hazardous Materials staff will isolate material or evacuate staff and students to non-affected area. If the leakage occurs on site or in the vicinity, staff will seek advice from Police/CFS/other relevant emergency service. Refer to the ChemWatch (M)SDS for additional safety information. Attend to injured person(s) if necessary Where it is possible to do so safely, staff will seek to prevent further spread of hazardous materials by: Closing doors and/or windows Turning off air conditioners In case of Disease Outbreak Staff will take advice from regulated health authorities Staff will refer to ‘Refer to You’ve Got What? ‘- www.sahealth.sa.gov.au/youvegotwhat for further information Staff will also refer to ‘communicable diseases’ for information and advice An individual’s GP will notify the Public Environmental Health Unit if the disease is notifiable, www.sahealth.sa.gov.au/wps/wcm/connect/Public+Content/SA+Health+Internet/Clinical+resources/Health+notificatio ns/Notifiable+disease+reporting/ Staff will abide by the Standard Precaution Procedures for preventing the transmission of infection Staff will refer to site and departmental infection control policy Report the situation to Education Director Disseminate information as advised by health authorities (where necessary) to staff and students and consider parent newsletters
In case of Earthquake/Structure Collapse IF INDOORS PERSONS SHOULD; 1. DROP to the floor somewhere close to avoid injury and seek COVER under desks, tables, benches or internal doorframes. HOLD on to a table leg to keep it from moving away from you. 2. Reassure all students and visitors. DO NOT PANIC. 3 Keep away from windows, shelves and overhead fittings. 6. Protect your head and neck with your arms IF OUTDOORS Keep everybody clear of buildings, walls, power lines, trees and anything that might present a hazard. AFTER EARTHQUAKES Turn off utilities such as electricity Evacuate to Location away from buildings, trees and power lines via the safest route. Attend to injuries. Administer first aid where required. Do not move seriously injured people unless they are in immediate danger. Report missing persons to Principal or Teacher Listen to local radio and follow any relevant advice given. Be aware aftershocks may occur. On-Site Fire Notify the CFS if fire breaks out in on school site or adjacent to it. If safe, have staff extinguish small fires which may have started in or near the buildings. Serious Unlawful Violence on School Premises Contact SAPOL. Do not act alone without first getting advice from SA Police. Do not antagonise the situation. Do not touch items such as firearms, explosive devices. Do not put self, victims or hostages at increased risk. Encourage people to remain calm. Attend to injured person(s) if safe to do so Administer first aid where required. Seek appropriate medical assistance from a doctor or SA Ambulance Service by telephoning 000. Ensure the safety of the rest of group Evacuate/invacuate the workplace partially or totally according to the situation and based on advice from the police. Inform parents/carers/next of kin of people who are directly involved in the incident when it is safe to do so. Assemble people who are not directly involved to explain the situation and allay fears.
Suspicious Package/Bomb Threat Handling of Mail and Packages Procedures Common sense should always prevail – should a package be located or delivered and it looks out of place and appears suspicious then com- mence the following procedures immediately: If unopened, place item in a plastic bag and seal it. Place all items in a second plastic bag and seal that bag. If opened, do not disturb the item any further. Call for help. This may be your supervisor or to 000 depending on your situation and advise; Wait for help to arrive. If you suspect the mail item may contain an explosive device initiate off-site evacuation Assault/Intruder/Disappearance or Removal of Student Ensure the safety of the rest of group Inform Site Leader Contact Emergency Services Call together the site’s emergency response team to implement emergency procedure Gather information to establish the status of the student’s whereabouts (Consult with friends, siblings, teachers, families/caregivers etc.) Search area if applicable and safe to do so
High Risk Emergency Procedures In the Event of an Emergen- cy;-
Emergency Supplies Plan Drinking Water Supply Plan Ensure as many students personal drink bottles are as full as possible. Stored water is available on site. 1 litre of water is allocated for each person for Owen Primary School Bushfire Re- sponse Plan. There is stored water on site which is regularly replaced. On days of Extreme or Catastrophic conditions staff will ensure all students present maintain filled personal drink bot- tles. Food Supply Plan during a daytime emergency situation ; Children have their own prepared food during a daytime emergency. Sufficient non perishable foods stored on site for short durations for the student numbers. Essential Items Supply Plan - included are: Student Role Books—UP/MP/JP Copy of DUX list and Emergency Action Guide Medical and Special Needs Lists Battery-powered radio/phone with ABC Radio App in- stalled Wind up torch Children activities (board games, colouring books, read- ing books toys etc) Spare batteries (AA) Lollies Sanitising wipes Drink bottles and cups Toiletries – tissues, Baby wipes, toilet paper, tis- Notice of Evacuation signs sues Blankets Bushfire Management Plan Battery powered camping light Also; First Aid Kit Towel and Tea Towel Spare Clothing Whistle (to signal for help) Garbage bags and ties Plastic sheeting and duct tape (for Shelter-In- Stationery - Duct tape, pens, scissors, sharpener Place) Children activities (board games, colouring books, Staff to bring—Keys/Mobile phones reading books toys etc) Water for Ablutions/Sanitary Purposes As water (or power) may not be available during an emergency or it may not be safe or possible to access the school toilet facilities the site has an emergency portable toilet. In case of evacuation to the ‘Last Resort Refuge—offsite Evacuation Facility’ there are ablution facilities as part of the facility.
Student Collection Protocol Students Attendance Record Current roll books indicate student attendance each morning. Student Roll confirmed when assembling for any emergency response. Parents/guardians must sign out EACH child – indicating the name of each child. A DUX report is situated in the Emergency Kit to provide information to supervising staff with regard to collection authorities. Student Collection During Emergency If persons other than parents/guardians are collecting children as a result of an emergency response contact with the school must be made by the parents/guardians via phone. Bushfire Response Plan Bushfire Refuge A ‘Last Resort Refuge’ is identified in each Council for community members as a space or building which could be used as a place of last resort for individuals to go to and remain during the passage of fire through their neighborhood. A Last Resort Refuge is intended to provide a place of relative safety during a bushfire but does not guarantee the survival of those who assemble there and should only be used when personal Bushfire Survival Plans cannot be implemented or have failed. No DECD sites have been identified by the CFS as a Last Resort Refuge. Administrative Support Plan Scheduled Emergency Drills Owen Primary School will conduct emergency procedures on at least two (2) occasions per term (8 per year). Appendix A1 – Incident Controller (Emergency Procedure) Emergency Procedure Checklist: Incident Controller The intention of this checklist is to provide a helpful guide as to the minimum requirements for actions taken in re- sponse or in anticipation of an emergency event by the mandatory role of an Incident Controller within an Incident Re- sponse Group (IRG). Your site may have additional steps to be followed and these should be listed within the spaces available. Actions Yes No 1. Ascertain the nature of the emergency and determine the appropriate action/alarm to be raised to initiate procedures to be followed (if not already activated) 2. Appendix A2 – Incident Controller (Post Emergency Procedure) Emergency Post Procedure Checklist: Incident Controller The intention of this checklist is to provide a helpful guide as to the minimum requirements for post procedure ac- tions to be completed by the mandatory role of an Incident Controller within an Incident Response Group. Your site may have additional steps to be followed or may delegate some of the post procedure actions to another member of the Incident Response Group.
