OVERVIEW AND BACKGROUND National Level Exercise 2018 will examine the ability of all levels of government, private industry, and nongovernmental organizations to protect against, respond to, and recover Get Involved in NLE 2018 from a major Mid-Atlantic hurricane. A number of local, state, and federal exercises have been integrated into NLE 2018. This includes FEMA Region III Atlantic Fury (DC, VA, MD, There are over 200 organizations PA, DE, WV), Vigilant Guard 18-3 and 18-4 (Virginia and Maryland with National Guard participating in NLE 2018, Bureau), Eagle Horizon (FEMA National Continuity Programs), Clear Path (U.S. Department including: of Energy), Ardent Sentry (U.S. Northern Command), Citadel Gale/HURREX (U.S. Navy), Federal Departments and Fifth District Hurricane Exercise (U.S. Coast Guard), and U.S. Army Corps of Engineers Agencies Hurricane Exercise. A common exercise scenario and control environment will bring State and Local Governments together each of these components into one unified exercise. Private Businesses The real-world storms of the 2017 Atlantic hurricane season reinforced the need to Nongovernmental Organizations examine response and recovery core capabilities associated with a major hurricane. The Critical Infrastructure Owners functional and full-scale portions of NLE 2018 will occur in the first two weeks of May and Operators 2018, focused on thematic areas identified from ongoing real-world continuous improvement efforts. This provides a well-timed opportunity to apply lessons observed in advance of the 2018 hurricane season. NATIONAL-LEVEL OBJECTIVES PRE-LANDFALL PROTECTIVE ACTIONS Examine and validate the capabilities of federal, state, local, tribal, and territorial governments, as well as private industry, nongovernmental organizations, community organizations, and members of the public, to take coordinated and inclusive protective actions prior to a projected major hurricane landfall in accordance with applicable plans, policies, and procedures. SUSTAINED RESPONSE IN PARALLEL WITH RECOVERY PLANNING Demonstrate and assess the ability of federal, state, local, tribal, and territorial governments, in coordination with private sector, philanthropic, and nongovernmental partners, to conduct inclusive post-hurricane landfall response operations and simultaneously conduct inclusive recovery planning activities. CONTINUITY IN A NATURAL DISASTER Demonstrate and assess the ability of federal and non-federal government organizations to implement continuity plans and perform essential functions appropriate for incident conditions to sustain National Essential Function (NEF) 6. POWER OUTAGES AND CRITICAL INTERDEPENDENCIES Examine and validate the capabilities of federal, state, local, tribal, and territorial governments to support the energy sector and synchronize efforts to manage the consequences of long-duration power outages and critical interdependencies. KEY FOCUS AREAS NLE 2018 will serve as an opportunity to apply lessons learned from the 2017 Atlantic hurricane season in advance of the 2018 season. The National Exercise Division worked closely with ongoing real-world after-action efforts to identify focus areas that will be incorporated into the design of NLE 2018. These focus areas are organized below under the four NLE themes. By leveraging lessons observed from the past hurricane season, NLE 2018 will be more realistic, more relevant, and will help better prepare the nation ahead of the 2018 hurricane season. SCENARIO The NLE 2018 scenario will include a major hurricane that makes landfall near Hampton Roads, Virginia, causing severe damage to residences, businesses, and critical infrastructure throughout the Mid-Atlantic region. The scenario will include power outages and cascading effects, including impacts to communications, transportation, water/wastewater, and hospital systems. The storm track depicted here is only one part of the scenario; additional elements are under development to support all levels of play. HOW TO PARTICIPATE The functional and full-scale portions of NLE 2018 will occur between April 30 and May 11, 2018. Participation in NLE 2018 can help all levels of government, private industry, and nongovernmental organizations be better prepared for a hurricane. SIMULATIONDECK FACT SHEET AND USER TRAINING SCHEDULE SimulationDeck will provide a single platform that all players in NLE 2018 will use to experience the exercise information environment for publicly-available sources of information. This exercise information environment replicates traditional news outlets (e.g., TV, radio, and newspaper), social media platforms (e.g., blogs, video-sharing sites, and microblogs like Facebook and Twitter), and other Internet websites (e.g., websites for the National Hurricane Center and FEMA). All exercise participants will have access to SimulationDeck to maintain situational awareness on the progression of the exercise scenario and player activities. SIMULATIONDECK TRAINING OPPORTUNITIES SimulationDeck webinar training will be provided for all exercise players, controllers, public affairs staff, and other exercise participants. Training sessions last 30 minutes. Players are encouraged to train early, as sessions are capped at 200 callers. Downloadable user guides are available from the NLE 2018 SimulationDeck site (nle.simulationdeck.net), and SimulationDeck’s support team is available 24/7 for technical support. TYPES OF SIMULATIONDECK TRAINING Each NLE 2018 participant should participate in one SimulationDeck training session in advance of exercise play. SimulationDeck users during exercise play fall into two categories: Read-Only Users: Players, planners, controllers, evaluators, observers, and others who will usethe simulated information environment for situational awareness or to control exercise play, but who will not add or change content in SimulationDeck. Read/Write Users: Public Information Officers and Simulation Cell staff who will have rights to publish content (e.g., press releases and social media posts) on behalf of playing or simulated agencies.
