Chapter 1: Introduction-The Challenges of Today’s Government IT Environment Government IT departments are often littered with database servers, storage networks, business applications, and network infrastructure – all running with a variety of hardware, software, and configuration settings. Not only do these systems struggle to provide the performance and high availability necessary for enterprises large, small and remote, they also make the IT stack cumbersome and difficult to deploy, manage and maintain – which ultimately compromises government service delivery. In the private sector, IT advancements have revolutionized the efficiency, convenience, and effectiveness with which businesses serve customers. But the public sector has lagged in embracing this transformation due to poor management of technology investments and IT projects often costing much more than they should, taking years to deploy and becoming obsolete by the time they are completed. Today, the public sector is changing. Driven by a number of government initiatives, including Cloud-First mandates, the federal data center consolidation, and the never- ending pressure to do more with less, agencies are increasingly seeking ways to simplify their IT environment and pave the way for innovation – across the IT stack. Chapter 2: Engineering your IT Stack for Extreme Performance Learn about: > What Oracle engineered systems are > The benefits they deliver > How the component parts work together to deliver extreme performance “Hardware and Software Engineered to Work Together” – this is Oracle’s motto for its family of engineered systems which interlace servers, storage, and networking equipment in integrated boxes. The idea is simple, and, on first impression, may not seem that new. In essence, these systems allow you to: 3 Build a compute platform that’s optimized to run your agency’s technologies 3 Develop application aware, intelligently caching storage components 3 Interconnect a fast networking technology with the compute nodes 3 Tune the application to scale with the nodes to yet unseen performance 3 Reduce the amount of data moving via compression 3 Provide this all in a pre-integrated single product with a single-pane management interface Sounds impressive, but these ideas have all been around in IT for a while. The latter is also pre-integrated into Oracle SuperCluster and Exalogic to simplify deployments. Figure 1 shows the appliance and its component parts. The Exadata Database Machines Exadata Database Machines are available in two models: the newer X3-8 and X3-2. Both machines include the same database software options, in addition, the storage server architecture and version used is the same, although the number of storage servers and capacity vary. The main difference between Exadata X3-8 and X3-2 is related to capacity in terms of processor type, number of processors, memory, and underlying server type. Figure 1: Oracle Exadata Machine 1. Exadata Database Machine X3-8 –New! The new Exadata Database Machine X3-8 is designed for database deployments that require very large amounts of data, delivering extreme performance and petabyte scalability for all applications including OLTP, Data Warehousing (DW) and consolidation of mixed workloads. It comes complete with two 8-socket database servers, 14 Oracle Exadata Storage Servers, InfiniBand switches and more than 22 terabytes of Exadata Smart Flash Cache to support extremely fast transaction response times and high throughput. Chapter 3: Exadata - The Fastest Database Machine for Warehousing and OLTP California Department of Corrections and Rehabilitation Avoids $2M in Technology Expenses and Boosts System Performance The California Department of Corrections and Rehabilitation (CDCR) is one of the largest organizations in the country for offender management—operating 33 adult institutions and 3 juvenile facilities with approximately 132,500 inmates. In addition, CDCR supervises approximately 55,000 parolees. Like many public sector organizations, CDCR has faced budget constraints in recent years and continually looks for opportunities to optimize use of available resources in its IT department and elsewhere. In 2012, the IT department migrated several databases that support business-critical applications, including its parolee management system, to Oracle Exadata Database Machine. With the move, CDCR significantly improved the availability and performance of applications that must be available around the clock. Cost Savings With Oracle Exadata Database Machine, CDCR has consolidated five databases and 12 servers onto a single machine, each with its own instance. As a result, CDCR avoided US$400,000 in annual license support costs. As important, since CDCR requires fewer Oracle database licenses with Oracle Exadata, it was able to transfer those legacy licenses that are no longer required to its business information system program (an enterprise resource planning solution), which is migrating to Oracle Database. In doing so, CDCR avoided the need to purchase $1.5 million of additional technology licenses. The department expects to achieve full return on its investment in just two years. Optimized Performance and System Availability The benefits that Oracle Exadata delivers to CDCR extend far beyond financial savings. For example, the department has gained a new level of hardware stability for its critical applications, enabling 24/7 availability for systems. Running two nodes on Oracle Exadata Database Machine, CDCR ensures redundancy and immediate failover for databases that support critical applications. Previously, when a database failed, it required CDCR IT personnel intervention to restore the system. Today, failover is automatic, ensuring availability and enabling IT personnel to focus on other mission priorities. 14

On average, CDCR now completes reports involving large data extractions 100% faster than it could have done with the legacy environment, while some reports show time improvements above that. t. Joe Panora, Director, Enterprise Information Services, CDCR had this to say about his organization’s decision to migrate to Exadata: “Oracle Exadata presented an ideal solution for our critical inmate, juvenile, and parolee data and management systems. We achieved significant performance gains—including the ability to run reports up to 70% faster—and ensured system redundancy. We also consolidated servers, reduced the number of Oracle licenses needed for legacy applications, and transferred those licenses to another initiative, reducing costs as well as avoiding the need to purchase an additional $1.5 million in technology licenses.” Exadata at Work: Denver Regional Transport District Denver Regional Transportation District (RTD) was organized in 1969 and is the regional authority operating public transit services in eight of the 12 counties surrounding Denver, CO. It operates a bus and light rail system that has a service area of 2,337 square miles. RTD provides safe, clean, courteous, and cost-effective transportation services to the public, and relies on cost-effective IT to assist in doing so. The organization runs many of its critical business systems, including its Oracle E-Business Suite environment, as well as security, dispatch and control, and other systems on Oracle. The organization’s IT environment was growing rapidly, and would continue to accelerate as it prepared for a $6 billion expansion to its rail lines in the coming years. Image courtesy of RTD 15
Chapter 3: Exadata - The Fastest Database Machine for Warehousing and OLTP Storage and Processing Demands Put a Strain on the District’s IT Infrastructure In the short term, RTD was beginning to plan for an upgrade to Oracle E-Business System Release 12 and it was facing some acute challenges. Its 12 IBM database servers were nearing end of life and the organization was running low on storage area network (SAN) capacity. In addition, new and existing demands from the business for storage and processing power were growing too rapidly to manage, and the organization projected that its disk storage requirements would grow 40-fold in the next 10 years. To meet operational requirements, RTD’s business applications increasingly required higher availability and recovery capabilities. The organization was also concerned about the cost of managing its rapidly growing environment, including an expanding need for database administrator (DBA) resources, which are increasingly difficult to find and expensive. Exadata Provides Support for Changing IT Requirements To support its changing IT requirements, RTD is migrating its core business systems to Oracle Exadata Database Machine X2-2 running on Oracle Linux. The Oracle system provides a secure environment to support the migration of RTD’s online transaction processing (OLTP) workloads while enabling the organization to deploy a data warehouse without the need for a separate environment. Oracle Exadata is also simplifying RTD’s infrastructure dependencies, as the storage, operating system, and software are in a single integrated system that streamlines administration, patching, and monitoring. Further, RTD no longer requires SAN or network-attached storage (NAS), reducing overhead for fiber channel switches and storage cards in each server. The Result? A better solution is cloud computing. Unlike many hot technologies that rapidly cool off and disappear almost as fast as they burst on the scene, cloud computing is predicted to become the dominant platform for new applications, as well as the most popular solution for existing applications as they age and need to be replaced. In the public sector, cloud platforms help to reduce costs and transform business processes completely, improving the flexibility and security on a large and dynamic scale. It also enables greater collaboration and transparency in data analytics and information sharing capabilities between various government agencies. Oracle is widely recognized as one of the leading vendors for supplying cloud solutions to governments. This chapter explores how Oracle Exalogic Elastic Cloud can help agencies meet federal, state and local cloud computing policies and mandates while establishing an optimized foundation for running mission-critical applications.
