ACKNOWLEDGMENT Acknowledgment for Greg Cuoio On March 3, 2011, the City finalized the purchase of 400 acres in north Lacey to be preserved for passive recreation, educational opportunities, trails, water resources, and ecological habitat. With this acquisition, the City created the largest municipal parks system within Thurston County. Shortly after, the City Council honored Greg Cuoio upon his retirement by naming the parkland after him in recognition of his 24 years of public service and contributions to the community as Lacey’s City Manager; Greg was instrumental in negotiating and securing this land purchase, which would eventually become the City’s largest park. PARK VISION To provide open space preservation, water quality protection, and enhancement of the natural environment, balancing the natural environment with recreation opportunities to create a place for visitors and residents to experience and learn about this incredibly unique park. We will accomplish this vision by: • Enhancing and protecting the ecological value of this site; • Providing a balance to proposed amenities between active and passive uses, with primarily passive uses near environmentally sensitive areas and their associated buffers; • Being transparent in the community and city expectations for the intended use of the park and the on-going maintenance needs for any future development; • Including previous planning efforts for the area and properties in the master planning process; • Considering opportunities for unique recreational activities that aren’t currently available in the area; and • Focusing on sustainability, protection of sensitive areas, phasing of any proposed improvements, and educational opportunities throughout the site. WHAT IS A MASTER PLAN? Master plans are about expressing a long-term vision for your parks and greenways. Features shown in a master plan include the type of activities you might want to experience. Activities might include: • Hiking • Having a picnic or playing games • Attending a community event A master plan also includes the infrastructure and circulation needed to support those activities like walkways, parking, lighting, and restrooms. Ultimately, a master plan is intended to guide future implementation, with more detailed design and funding to follow at a later date. CONTEXT MAP Where is Greg Cuoio Park & Greenways? Greg Cuoio Park & Greenways is located between the Crossroads and Hawk’s Prairie neighborhoods of Lacey, just north of I-5. Part of the area also extends into the City’s Urban Growth Boundary, which means it’s not currently in the city limits but could be in the future. GREENWAYS Project Site Hawks Prairie Rd NE This Master Plan encompasses large areas of public open space, including: • Greg Cuoio Park Carpenter Rd NE • Pleasant Glade Park • Palm Creek Headwaters GREG CUOIO The existing park and greenways is largely undeveloped PARK and dominated by mature forests, streams and creeks, wetlands and other natural systems. There is a small GREG CUOIO picnic area and open lawn at Pleasant Glade Park and PARK GREG CUOIO a few informal trails through the park and greenways. PARK There are also open fields from where farming activities PLEASANT GLADE PARK used to occur. Protected Water Rights Conservation Water quality protection in the Woodland Creek PALM CREEK PROTECTED WATER HEADWATERS RIGHTS CONSERVATION watershed restricts direct access to this area to Britton Pkwy NE prevent vegetation damage and associated erosion that could occur. ON-LINE SURVEY #1 SUMMARY 40% of the respondents mention VALUED PARK ASPECTS the importance of nature, and their admiration for viewsheds, biodiversity, and less developed parks. 24% of the respondents specifically discuss disc golf, and describe it as their most sought-after feature in a park. 18% of the respondents mention paved trails for biking and walking, and also unpaved trails for hiking and nature viewing. 11% of the respondents like mixed use parks that include playgrounds, athletic fields/courts, trails, and picnic areas. Other items mentioned include: Attention to ADA accessibility and inclusivity for all ability levels, safety, restrooms, and overall cleanliness. OPEN HOUSE #2 - JULY 28, 2021

PARK & GREENWAY PRECEDENTS TOLMIE STATE PARK “ We love Tolmie and Watershed park hiking with our kids. Would like to see another option to do family hiking, interpretive trails, bird watching, maybe the occasional resting bench. “ I appreciate close interaction “ with local species and nature like Tolmie State Park. “ Burfoot Park, Tolmie and Priest Point Park are great examples of mixed use with somewhat low footprint. Lacey needs a park like this, not another recreation area like Rainier Vista. Given that this area is crucial habitat for salmon and other species, I’d love to see only 10-15% developed maximum, setting an example for green space and “ habitat protection like nowhere else in Lacey, or even Thurston County. NISQUALLY NATIONAL WILDLIFE REFUGE “ I enjoy Nisqually Wildlife “ Refuge for the diverse plants and wildlife. “ Nisqually Wildlife Refuge “ is pristine, full of nature, and animals. “ Nisqually Wildlife Refuge, Woodard Bay and Priest Point are by far my“ favorite family walks, though I would love something closer to home. “ As a female, I’m very choosy of the parks that I go to on my own. I prefer open spaces to take my kids to, like Nisqually Wildlife Refuge.... I prefer “ plenty of mature trees trimmed up about 8+ feet from the ground. OPEN HOUSE #2 - JULY 28, 2021
PARK & GREENWAY PRECEDENTS WOODARD BAY CONSERVATION AREA “ I love the large trees/ forested areas, wetlands and any natural spaces I can retreat to. Woodard Bay and Priest Point are by far my favorite family walks, though I “ would love something closer to home. “ Burfoot Park and Woodard Bay are some of my favorite places because they feel like there is so much space that it doesn’t feel crowded and busy. PARK ALTERNATIVES - ACCESS & CIRCULATION PRIMARY PATHS Primary paths serve as the main form of circulation for users within the park. These paths could vary in width between 8 and 12 feet, and could be paved with asphalt, crushed stone, or mulch. Primary path level of accessibility may vary with path location and material. SECONDARY PATHS Secondary paths serve as an alternative route through the park to add length to a walk/hike, or to link various programmed activities throughout the park. These paths could vary in width between 4 and 6 feet, usually with a soft surface material, such as gravel or mulch. PARK ACCESS Access to the park can include pedestrian only access, or may also include some level of parking. However, there is a long-term desire to expand the course to include an additional 18-holes for a full gold-level course. However, this could also include a zip line and/or ropes course in the canopy above the trails, which would be developed ONLY in partnership with another agency or organization to operate and maintain the zip line or ropes course. PARK ALTERNATIVES - EDUCATION INFORMAL OUTDOOR EDUCATION Outdoor classrooms could include informal seating and space for small gatherings. The outdoor classroom could be used for a variety of programmed events and/or be specifically tied to outdoor classes. SMALL MULTI-PURPOSE SPACE This space could vary in size depending on cost and partnership opportunities, and could be an open pavilion or a series of configurable spaces within a building. Events could include company retreats, weddings, school outings, or education opportunities. ENVIRONMENTAL LEARNING CENTER An Environmental Learning Center would typically be one story, with an entry/reception room and 1-2 small offices. PARK ALTERNATIVES - RECREATION PROGRAMMING PLAYGROUND Small playgrounds at trailhead locations could include nature themed play structures or be created as natural play areas using only rocks, logs, and other natural elements. A larger, inclusive play area supporting all ages and abilities would be located in the primary programmed space of the park off Carpenter Road NE. PICKLEBALL COURTS Pickleball courts could vary from 4 - 12 courts total to support regional tournaments or future expansion. Courts can also double as spill over play space for summer camp type events with kids or striped for other temporary court uses depending on future needs or interests. OPEN HOUSE #2 - JULY 28, 2021
PARK ALTERNATIVES - RECREATION PROGRAMMING BOTANICAL GARDENS A botanical garden could serve a wide range of visitors to the park and help promote a message of conservation and naturalism for the park. A mix of trails could meander through a botanical garden providing multiple points of connection for other trails throughout the park. A portion of the garden could be used as a community garden. COMMUNITY / FOOD FOREST A community garden or food forest could serve Lacey residents and park visitors, enhancing the sense of community and providing its caretakers with a nurturing objective. PARK ALTERNATIVES - RECREATION PROGRAMMING EVENT SPACE This event space would be a flexible lawn and spill over area that could provide space for trail events or meet ups also serving as overflow parking if needed. This area could also provide space for larger informal gatherings or performances in the park. STRUCTURED CAMPING This could include event camping spaces, special tree houses, or yurts available for rent only in conjunction with events. PARK ALTERNATIVES - RECREATION PROGRAMMING MULTI-USE FITNESS / ADVENTURE TRAIL This loop could have a set mileage, with training equipment placed at regular intervals along the path. It could also be used as an adventure trail for families with younger kids. OFF-LEASH DOG AREA An off-leash dog area could consist of open field or grass areas along with forested conditions as well. This space would be enclosed and would have designated safe points of entry with a separate safe space enclosed for small vs. large dogs. Agility training, weather protection and gathering spaces could also be included to support social interactions within the off-leash area. OPEN HOUSE #2 - JULY 28, 2021
