Online Mutation is different from Offline Mutation The Odisha Survey and Settlement Rules, 1962 is a statutory provision where as the instructions contained in the Mutation Manual are executive nature & the provisions contained in the Mutation Manual cannot override the provisions contained in the Odisha Survey & Settlement Rules, 1962. The new method of Mutation process focuses on the use of technology where Pen Paper works replaced with Computer Systems. What is Online Mutation? Online mutation is a form of Government-to-Citizen (G2C) electronic governance which allows citizen to directly file mutation case using Tahasil Office tools where LRMS is linked with BHULEKH website and features all mutation related options. The emergence of online mutation developed with the emergence of easy and rapid access of internet where the system so connected with internet & main server computer for a real-time transaction with a simple menu-driven human- computer interface. Such technological innovation was introduced recently in Revenue Administration of Odisha. This interface provides a largely collected, secured and consolidation of information with spatial arrangements of stimuli in web. The two major dimension of this system are Transparency & Accountability. However, this has been proven with higher focus on efficiency, convenience & transparent e-Governance service. Online mutation has reduced the typical pen & paper works, human resources, physical spaces in office rooms & delay in service. Difference between Online Mutation and Offline Mutation: Mutation Registers: The Manual written registers have been replaced with list of cases which is very useful for quick data retrieving & report preparation in online mutation interface which is accessible anytime and anywhere. [as per Rule- 7 of Chapter- I (General) of Odisha Mutation Manual] Institution of case: The process simplified with minimum required documents as compared to offline mutation case process. to appear at Dealing Assistant & Tahasildar desk minimized and also the paraphernalia of the process minimized with documents & time. RoR verification process: Record Keeper was entrusted with updation of BHULEKH records. However, this process has been skipped recently (Paragraph 29 of Odisha Mutation Manual) vide recent Notification No. 35608/R & DM & dt. 22.09.2018 of Revenue & Disaster Management Department, Odisha, Bhubaneswar as online registration the RoR is examined at the level of Registering Officer and updated in BHULEKH. Uploading of Map & Notice: RI login interface facilitated with upload of sketch map & served notice and this feature is highly necessary for contested cases, uploading of maps and served notices, data storing/ retrieving for future reference. Easy & less minute approval: Here a case can be approved by viewing the case history, Map, Registered Sale Deed, availability of area in Khatian. In case of Offline mutation lots of documents, signatures and document verification was required for approval where chances of loss of any pages of documents were there.It has resulted in reduction of precious time that the process normally used to take. Map Status & RoR update: After updation of RoR by Officer-in- Charge of Record Room,the updated ROR is delivered with secured credential and responsibility fixed by the Officer alongwith this updated map (newly created plot) which is also updated in BHULEKH database> Map view. Recently sending of RoR & map through postal delivery service introduced vide Notification No. 26916/R & DM., dated 21.07.2018 of Revenue & Disaster Management Department, Odisha, Bhubaneswar. Citizen will be benefitted for hassle free doorstep delivery of Map and RoR.It will also eliminate middlemen and the corruption associated with their actions. Preparation of Reports: IDs of Approving authority in online mutation do have MIS report month/ year wise, ORTPSA time limit. Thus it is time saving for preparation of reports MIS, Statistics. Khatiyan/ Plot No. & Tehsil wise Info related Revenue can be retrieved within no time.It will lead to more transparency and efficiency. Push SMS Service: Mobile Numbers linked with cases got push messages in each stage of forwarding. This feature enhancing the awareness, transparency, SMART (Simple- Moral- Accountable-Responsive-Transparent) governance. Case Record Storing/ Retrieval: After implementation of online mutation, the old/ missing case records, online mutation is very much helpful in re- construction of case record. The Document Management System (DMS) & Certified Copy of Case Records retrieving/ supplying will be easier than before. Case status view: Case Status view option is available at approving authority for online mutation and useful for viewing status of the case.This will cut down on the unnecessary delaying tactics used by unscrupulous people to harass applicants. Appeal & Revision Under Rule 42, an appeal from any final order of the Tahasildar shall be- (a) To the Sub divisional Officer if the original was made by any officer below the rank of the SDO or RDO and (b) To the Collector of the District if the original order was made by the SDO or RDO. Note: Collector has no power to hear appeals as Rule 42 has been amended. [As per Rule 92 of Chapter IV of Odisha Mutation Manual] Online Mutation is different from Offline Mutation Page | 5

USER WISE STEPS/ ACTIVITIES 1 Filing of Mutation Case Step 1 Citizen/ Applicant Steps Activities 1.1 The applicants will file a mutation case with all other requisite documents or through Form- 3 from Sub Registrar Office, On- application. 2 Registration of the case & forwarding to Tahasildar Step 2 Single Window Operator Steps Activities 2.1 The Dealing Assistant will institute the case after receipt of Form-3, on application (Inheritance Cases). 2.2 The case will be forwarded to Tahasildar/ Additional Tahasildar for institution of a case. 3 Institution of case & Forwarding of case to Revenue Inspector Step 3 Tahasildar/ Additional Tahasildar Steps Activities 3.1 The Tahasildar/ Additional Tahasildar will institute a Case. 3.2 The case will be forwarded to concerned Revenue Inspector for verification of documents and enquiry report submission. 4 Enquiry report submission Step 4 Revenue Inspectors Steps Activities 4.1 The concerned Revenue Inspector will upload served notice and sketch map after service of notice. 4.2 The Revenue Inspector will send the case to Tahasildar/ Additional Tahasildar for approval/ rejection/ hearing after maintaining due procedure depending on the case type. 5 Disposal of Mutation Case Step 5 Tahasildar/ Additional Tahasildar Steps Activities 5.1 The Tahasildar/ Additional Tahasildar will approve/ reject teh case depending upon the case type. 5.2 In case of contested, the Tahasildar/ Additional Tahasildar will issue notice to the petitioners for hearing. 5.3 In case of contested, approved case will be forwarded to the Record Keeper for entry of Final Order details after expiry of appeal period of 30 days. 6 Entry of Final Order Step 6 Record Keeper Steps Activities 6.1 The Record Keeper will enter new Khatiyan Details, Final Order of Mutation and Map in BHUNAKSHA 6.2 The Record Keeper will forward the details of Mutation to Officer-in Charge, Record Room for RoR updation and Map status update. 7 Approval and updation of Officer-in- charge, Record Room Step 7 Officer-in- charge, Record Room Steps Activities 7.1 The Officer-in charge of Record Room will update both Map and RoR. 7.2 The Officer-in charge of Record Room will forward to concern RI for view of intimation slip to make necessary changes/ correction in physical RoR. 8 Return of intimation slip Step 8 Revenue Inspector Steps Activities 8.1 The Revenue Inspector will view the intimation slip and return it back to Officer- in charge of Record Room. 9 Submission proposal of closure of the case Step 9 Officer-in- charge, Record Room Steps Activities 9.1 The Officer-in charge of Record Room will forward the case to Tahasildar for closure of the case & issue of RoR. 10 Closure of the case Step 10 Tahasildar/ Additional Tahasildar Steps Activities 10.1 The Tahasildar will close the case. 11 Delivery of RoR Step 11 Single Window Operator Steps Activities 11.1 The Single Window Operator will get the RoR delivered to the applicant on the date of print of RoR.
