1. Introduction The European Volleyball Confederation is pleased to open the registration procedure for the newly launched CEV U21 Women / U22 Men Volleyball European Championship 2022 as a test event for the future editions followed by qualifiers in 2023 and Finals in 2024. The organisers of the Final Round are still due to be defined: Men dates between: 01-31/07/2022 Women dates between: 01-31/07/2022 The candidature application guidelines for organising the Finals can be found here on the CEV website. The format and number of teams in the qualification and the Final Round depends on the total number of registered teams, and will be defined by the European Sports Organising Commission (ESOC) once the number of registered teams is known. The latest ranking from the U20 Men and U19 Women will be taken into account to define the pool composition. A new ranking will be composed for the new Age Group after the first edition. Furthermore, the financial requirements for U21W/U22M will follow those for the U19/U20 Age Groups. It remains the sole responsibility of the NFs to respect all Communications, Regulations, Guidelines and institutional decisions to guarantee the delivery of correct, accurate and complete data at any time that these are required. 3. Registration procedure and deadline The registration for this edition will be done through the CEV Database using the following form: 01CH (Team Registration) The registration deadline for closing and sending the above-mentioned form is: Monday, September 20, 2021 at 23:59 CEST After closing the form on- paper copy and send it by post to the CEV Office. On this form, there are tick boxes to inform CEV if the respective National Federation intends to apply to organise one of the qualification tournaments. For any assistance on filling the registration form, please do not hesitate to contact the CEV Volleyball Department nationalteams@cev.eu. 4. The Competition Window As already announced the format and number of teams in the qualification and in the Final Round depends on the total number of registered teams, and will be defined by the European Sport Organising Commission (ESOC) once the number of registered teams is known. Qualification Round format and dates The 2022 competition will be structured as follows: In all cases, teams are allocated according to the latest respective CEV European Ranking of CEV U19/U20 age category (07/12/2020). The organiser of the qualification tournaments are seeded as head of the pool. Qualification Round The Qualification Round will be played using the single round robin tournaments format (i.e. 1 tournament 7 (seven) teams will qualify from the Qualification Round to the Final Round. COMPETITION FORMAT: Each Qualification tournament will be played with minimum 3 [three] and maximum 4 [four] teams (*). , based on the number of registered teams, 5 Pools will be organised (2 pools with 4 teams and 3 pools with 3 teams). on the number of registered teams, 6 pools will be organised (5 pools with 4 teams and 1 pool with 3 teams). When 4 [four] teams in Qualification Pool, pool will play 1 [one] tournament (3 competition days in each with 2 matches per day = single round robin). When 3 [three] teams in Qualification Pool, pool will play 1 [one] tournament (3 competition days in each with 1 matches per day = single round robin). Each National Federation involved has the right to apply for the organisation of the tournament. Each organiser will receive 40 MIKASA balls. Should more than one National Federation apply for the organisation, the organisers will be drawn by the CEV. Should less than one National Federation apply for the organisation, the organiser will be drawn by the CEV. In each pool, the first placed team qualifies to the Final round and the remaining places will be filled by the next best ranked team(s) across all pools. (*) The method to define the best second team when facing a non-equal number of the teams over the pools we discard the results of the matches with the lowest placed team to compare all runners-up performances based on an equal number of matches. 4. Final Round format and dates The 2022 competition Finals will be structured as follows: Based on the total number of registered teams in the competition, the Final Round will be organised with eight teams. Organiser will be directly qualified to the Finals with the best 7 teams coming from the qualifications. The Final Round will be played with two pools of four teams each (single round robin), the two best placed teams from each pool will continue to the semifinals and all remaining teams will leave the tournament. On the Final day the bronze and gold medal matches will take place. The competition requires six competition days (that includes 1 rest day between the pool phase and semifinals). The teams arrival is as usual -2 days before the first competition day and departure is either day after pool phase or after the Final matches. Maximum stay period is 9 days (including arrival and departure days). Round Competition period 08-17/07/2022 Final Round (TBD by the respective organiser) 5. Bidding for Final Round The bidding process for the organisation of the Final Round for both genders is open to all participating National Federations. The relevant bidding documents can be found on the CEV Website. Deadline for application: Monday 06 December 2021 at 23:59 CET. 6. Commercial rights In accordance with the rights already granted to the National federations (Chapter 18 of the CEV Volleyball Competitions Regulations), the table hereafter shows the split of Advertising rights for the Advertising spaces in the competition hall between the CEV and the organising National federation (NF). RESERVED PRODUCT CATEGORIES: The CEV reserves the following product categories: 1. Airlines 2. Banking 3. Betting and Gambling services* 4. Body & Healthcare products 5. Courier services & logistics 6. Sports Equipment - Volleyballs and flooring 7. Sportswear The CEV may release one or more of the above-mentioned categories, upon written request of the National federation. *In any case, the categories n°3, n°6 and n°7 will not be released. Advertisement of betting & gambling partners, whether direct or indirect, is not allowed in the frame of the competition, except for advertising on player uniforms (jersey) on the positions foreseen as per FIVB Events regulations. reserved by the CEV, the Organiser may exploit, based on prior agreement of the CEV, the category for same brand as their National lottery operations. Thus, gambling and betting services are prohibited and the category will not be released by the CEV. The CEV partner is the ultimate betting rights holder on a global basis in relation to the National team and Club competitions, including the CEV Volleyball U21/U22 European Championship 2022. 7. Branding In order to guarantee a Europe-wide corporate identity and image of the competition, all graphics and templates will be made available on the CEV cloud in due course. 8. Media rights & Production obligation Qualifiers The production of matches in relation the CEV U21 Women / U22 Men Volleyball European Championship 2022 Qualifiers are optional. In case the appointed National Federations wish to produce matches of the CEV Competition, the CEV is granting to the National Federations the domestic media rights in relation only to the matches organized by the National Federations in their host territory in exchange of the production of such matches in accordance with the CEV standards indicated in Section 7: Media Production of the CEV Volleyball Competitions Regulations. The National Federations are allowed to live stream matches of the CEV Competition (i.e. the matches being produced in their territory) in their digital platforms including Facebook & YouTube pertaining a state-of-the-art geo-blocking. This means the streams shall only be available within the host territory. More particularly, the National Federations shall respect the following requirements: To inform the CEV Digital & TV department of their wish to produce matches minimum 2 weeks prior to the start of the tournament. To respect CEV production standards including number of cameras & integration of the CEV official TV graphics package (TV graphics are provided by the CEV). To provide CEV and relevant partners the signal of the produced matches via Internet (RTMP) or via satellite delivery (Eutelsat carrier). In case of further questions, please contact tv@cev.eu. Final Round In relation to the Final Round of the CEV U21 Women / U22 Men Volleyball European Championship 2022, the CEV is granting to the National Federations the domestic media rights in relation only to the matches organized by the National Federations in their host territory in exchange of the production of such matches in accordance with the CEV standards indicated in Section 7: Media Production of the CEV Volleyball Competitions Regulations. There is no media rights reciprocity allowed between organizing National Federations. The Organiser shall produce a World Feed signal for the following matches of the CEV competition: Semi-Finals 1-4, Bronze and Gold Medal matches (total of 4 matches) The Organiser shall produce a World Feed signal as per the below requirements: a. A live uninterrupted and continuous HD TV signal 16:9 i. Video - HDTV SMPTE 292 M HD IT-R BT 709 aspect ratio 16/9 ii. Audio AES/EBU 48 kHz 20bit embedded b. Three (3) HD cameras (including one (1) fixed camera and two (2) hand-held) c. Official CEV English match data graphics to be integrated into the feed d. Audio configuration i. Minimum four (4) audio channels for international stereo sounds and second language commentary mix (if applicable) e. A feed with slow-motion and replays. f. Without any national or unilateral elements including but not limited to anchorman, stand-up positions, local advertising, interviews and national logos. g. Around- the-court microphones (including 1 net microphone) h. It respects the CEV world feed running order. It starts 2 minutes before the start of the relevant match and ends 2 minutes after the end of such match. It also runs during the complete match, intervals, time-outs and all possible breaks (for the awarding ceremony of the CEV Competition, it ends 2 minutes after the end of such awarding ceremony). Such World Feed signal must be delivered by the Organizer free of charge to the CEV according to the following standards: Uplink free of charge to an established European satellite such as Eutelsat 10A or 7B. Book the corresponding satellite space and segment (including end-to-end test synopsis). An encrypted satellite feed (also called BISS code). Provide the CEV with the complete satellite parameters and SNG contact details no later than 2 weeks prior to the start of the CEV Competition. Be suitable for any use, distribution and unlimited transmission by CEV and/or its designees. 9. Digital Coverage Qualifiers There is no obligation to the appointed National Federations to provide match related content to the CEV Digital & TV department during the tournaments. We however welcome tournament/match key facts via bullet points or short match action and celebrations that can be captured via mobile devices. All material can be forwarded directly to digital@cev.eu for further distribution to the CEV social media and digital channels ecosystem (Slack communication system may also be used). Final Round National Federations shall provide match related content to the CEV Digital & TV department during the tournament including pictures, tournament/match key facts via bullet points or short match action and celebrations that can be captured via mobile devices. 1. Final Round organiser and dates At their last plenary meeting held in Budapest on December 18, 2021, the CEV Board of Administration appointed the National Federations of Italy and Poland as the organisers of the inaugural #EuroVolleyU21W and #EuroVolleyU22M events. Two leading Volleyball nations will have the privilege of hosting the very first edition of these championships, where the rising stars of European Volleyball will be able to hone their skills. Further information on the venues and exact dates will follow in due course. All of the remaining registered teams will contest the qualifiers scheduled for May 2022 in an effort to secure one of the seven remaining spots at stake to contest the Final Round. 2. Any other promotional material with CEV identification markers shall be uploaded for approval. Please note that we do not provide any ticket and brochure / Program layouts. However, all the relevant information and logos must be included in the design layout produced by the organisers, namely CEV logo, competition title and logo. The production of an official brochure / official program is not mandatory. All graphics will be available for downloading from the CEV Cloud. All Organisers have the opportunity to review the basic Brand Guidelines, to download and use the official competition logo and graphic devices in various formats, as needed.
