Introduction • Strong strategic planning at a national, regional and county level is the platform for good governance as it provides a clear purpose, strong policies and processes and identifies the skills required to deliver a successful strategic plan. A robust and sustainable County Plan will identify priorities and actions which in turn will shape the role of Nottinghamshire Netball and the associated governance structures, i.e. Technical Support Groups. • Nottinghamshire Netball supports and endorses England Netball’s (EN) vision, mission and strategic goals so this County Plan is strongly aligned to EN’s strategic aims as framed by the `Your Game, Your Way` strategy. • NCNA and its TSGs are fully committed to: o protecting the integrity of the sport so that all those involved can enjoy a great game; o adhering to the EN Codes of conduct to ensure the highest level of moral and ethical sporting standards; o providing a first class participant experience; o developing our athletes, coaches, officials and volunteers; o following all EN guidelines and policies, including for Anti-Doping; Safeguarding; Discipline, Inclusion and Restart • In developing this Plan we have taken into account Nottinghamshire Netball’s mission statement: o To establish Netball in the county as a high profile sport in all disciplines with a financially sustainable governing body that promotes “Netball for Life” and develops athletes, coaches, officials and volunteers. 2
We want this plan to: • Help us to understand better the needs of the netball family in Nottinghamshire and so plan to meet their needs and expectations. • Encourage wider participation and ensure that we are inclusive in our approach to all sectors of the community. • Enable us to focus on what is important and do it well (and encourage us to stop doing things that are no longer important.) • Give a shared vision, purpose and objectives to stay focused as a team. • Enable us to target volunteer recruitment around the skills we need for the future. • Enable greater accountability and task delegation to the volunteers with the appropriate skills, hence reducing workload. • Make it easier to measure our impact and communicate who we are and what we have achieved for our members, partners and funders. • Open up more opportunities to attract external investment (grants and/or sponsorship.) • Facilitate the development of a sustainable longer-term budget that aligns resources to priority actions and determines the level of monies to be raised annually through county membership fees to support the delivery of the County Plan. 3
Roles & Responsibilities of England Netball Counties • Create and deliver a county plan based on EN and regional priorities. • Ensure robust governance procedures and high operational standards. Achieve and maintain Tier 1 status of “A Code for Sports Governance”. • Manage and deliver county leagues and county rounds of National Schools and National Clubs Competitions. Consider the delivery of additional competitive opportunities for target audiences. • Deploy officials to support all county competitions. • Provide a pathway for two-way communication with leagues, clubs, members and our partners. • Manage and deliver the county element of the performance pathway, satellite and county academies, including coach recruitment & deployment. • Provide grants for netball activity (hardship, inclusion, education). • Act as an ambassador for all authorised and recognised netball activity and promote events, products and programmes within the county and local areas. • Recruit, train and deploy volunteers. • Create a rolling two/three year financial forecast and an annual budget that supports the delivery of the county plan. • Support the implementation of county facility priorities. • Support the delivery of EN events within the county. • Manage and implement disciplinary processes in the county. 4
Nottinghamshire Netball governance structures • County Committee; • Technical Support Groups (TSG): o Coaching o Competition; o Governance and Finance; o Officiating; o Performance; o Schools (current structure will be reviewed post 31 March 2021); o Volunteer and Club Development (Not yet operational) In early 2020, TSGs were asked the following key questions to help us to produce the County plan for 2020/2021. • Where are we now? What are our strengths, weaknesses, opportunities & threats? What external influences will impact on the delivery of our Plan? Do we understand the needs and expectations of our stakeholders and are we meeting them? Have we got any skills gaps in our volunteer network? • Where do we want to be? What is our vision for the future? • How are we going to get there? What actions do we need to take to realise our vision? In what area will we deliver directly, in what areas will we seek to influence and shape and in what areas will we be advocates? Who will lead on each of these actions? What new skills do we need to `bring to the table? `What are the timescales for this Plan? What financial resources do we need to allocate to actions? How will we measure success? How are we going to future proof the organisation? What is our succession plan to recruit future leaders and encourage more volunteers to get involved with the County Committee? 5
The current position None of us could have envisaged when we started the County Planning process that no netball at all would be played in Notts at grassroots level for over a year because of the pandemic and the restrictions placed on us by Government. Several times during this period the Committee has tried to get the leagues up and running, albeit with modified rules and stringent safety measures in place, just to find that we were once again subject to changing lockdown restrictions. At the time of writing we are working with England Netball about Government’s latest easing of lockdown and what that means for us in community netball. Once we understand that position we will start the process of getting our members back onto court safely again – which is where we all want to be. This plan will need to reflect our own changing circumstances as well as the changes that England Netball are proposing to introduce to some of their organisational processes which will impact on the delivery of coaching courses and umpiring courses and the way in which disciplinary procedures are carried out. A County Plan should, of course, be a living document and once the outline structure has been agreed by our members the County Plan will form the structure for the future development of netball in Nottinghamshire. The following pages set out our Strategic County Plan for Nottinghamshire for the rest of 20/21. 6
