NOTICE OF ENVIRONMENTAL IMPACT ASSESSMENT PROCESS EIA AMENDMENT PROCESS TO THE HUSAB MINE: PROPOSED HEAP LEACH FACILITY AND ASSOCIATED INFRASTRUCTURE Swakop Uranium (PTY) Ltd herewith give notice in terms of the Environmental Management Act, 7 of 2007 and Regulations 19 and 21 of the environmental impact assessment (EIA) Regulations (January 2012), of the amendment application for the proposed heap leach facility at the Husab Mine and associated infrastructure. Prior to implementing these proposed changes and additions, an EIA process will be conducted and an application for an amendment to the Husab Mine’s (and associated infrastructure) environmental clearance certificate will be submitted to the Ministry of Environment, Forestry and Tourism (Environmental Commissioner) in terms of the above- mentioned regulations. This advertisement is the start of the EIA public participation process. Applicant: Swakop Uranium (PTY) LTD. Nature and location of the proposed activity: Swakop Uranium holds ML171 for the Husab Uranium Mine. The mine is situated in the northern most part of the Namib Naukluft National Park, about 12 km south-east of Arandis. Swakop Uranium now proposes to amend the current approved Husab Mine activities and facilities as follows: • The construction and operation of a proposed new heap leach facility to enable the further extraction of available uranium at their Husab Mine operations by utilising the low-grade run-of-mine (ROM) material. The low-grade material is regarded as unsuitable for treatment through the existing processing plant. Swakop Uranium would like to continue utilizing the existing (“temporary” above ground) water pipeline running from NamWater’s Central Namib reservoir (i.e. “Rössing reservoir”) via the old Khan Mine as long-term water supply infrastructure Independent Environmental Assessment Practitioner: SLR Environmental Consulting (Namibia) (Pty) Ltd (“SLR”) has been appointed by Swakop Uranium to undertake the EIA (amendment) process for the proposed project.
