NORTHUMBRIAN ANGLERS’ FEDERATION RULES AND REGULATIONS 1. The Federation shall be known as the ‘NORTHUMBRIAN ANGLERS’ FEDERATION’. 2. The President of the Federation shall be the Duke of Northumberland. 3. The objects of the Federation are as follows: a. To lease or acquire fishing rights on any waters in Northumberland and vicinity; b. The preservation within waters under their jurisdiction, of game fish in all their stages and their protection against poaching, illegal possession and sale; c. The carrying out of all such matters and things from time to time as shall be considered to and in the best interests of the art of game fish angling. 4. The business of the Federation shall be conducted by a Board of Management consisting of the President and Trustees appointed by the President 5. The right to fish Federation water shall be acquired by purchasing a current Federation permit and shall be subject to rules and regulations laid down by the Board from time to time. 6. The Board shall cause true accounts to be kept of all monies received or paid on account of the Federation. 7. Permit holders may submit proposals concerning the fishing on Federation waters to the Trustees. Such proposals shall be addressed in writing to the Secretary. 8. All matter of detail or dispute, in any way arising, shall be left to the Trustees for settlement, and Trustees decision is final. FISHING PERMITS 1. A valid permit allows a person to fish with one rod and line only on waters under the control of the Federation during legitimate times and seasons. 2. The Federation reserves the right, without any reason, to refuse any applicant a permit to fish, or cancel any permit that may have been issued. All money paid for a permit that is cancelled shall be forfeited. 3. The following permits are available; a. A season’s Salmon Permit valid for salmon, sea trout and brown trout. b. A seasons Trout Permit valid for brown trout. c. 7 day Visitor’s Permits (please see website for fishing options and prices) d. 3 day Visitor Permits (please see website for fishing options and prices) e. 1 day Visitor’s Permits (please see website for fishing options and prices) f. A season’s Coarse Permit valid for coarse fish only on the River Tyne. Season permits are only available to residents of the counties of Northumberland, Durham and Tyne and Wear. Trout Permit Holders may fish all waters on the River Tyne & Coquet excluding the tidal section of the River Coquet and the Till (a Salmon permit is required to fish the Till). A range of visitor permits are available. Please see website for full details on visitor permits. 4
4. Anglers aged 16 years and under may fish Federation waters without a permit provided he or she is accompanied at all times by a responsible adult holding the appropriate Season Permit. Both anglers must hold a valid and relevant E.A. rod license. 5. Concessionary Season Permits are available to registered disabled persons or persons in receipt of state retirement pension. 6. Holders of Salmon and Trout permits may also fish the coarse fish on the River Tyne during the appropriate season. 7. All applicants for Salmon and Coarse Permits, must be made in writing to the Head Bailiff, and must be accompanied by the correct fee and s.a.e. Trout permits are also available from the Head Bailiff and from distributors listed on page 13. All permits include the issue of the Federation Handbook and Guide. Visitor permits are available from the Head Bailiff. 8. Fishing returns (catch records) for all fish caught on all waters are to be reported to the federation by the 15th December. Catch records can be reported by completing the catch return form which can be downloaded from the website. Alternatively, you can ring the Head Bailiff with your return at the end of your fishing day/week or month. You can also email to info@northumbrian-angler.co.uk. 9. In the event that any tenancy held by the Federation is terminated before the end of the fishing season, all permits for the relevant water will be void from the date of such termination and no refund of the fee will be made. Notice of such termination will be published on the Federation’s website. 10. No refund will be given on any type of permit once purchased PERMIT PRICES 2020 Full Concessionary Salmon Season £150.00 £100.00 Trout Season £60.00 £40.00 Coarse Season £45.00 - 7 Day Visitor Permit (please see website for fishing options and prices) 3 Day Visitor Permit (please see website for fishing options and prices) 1 Day Visitor Permit (please see website for fishing options and prices) The extent of the Federations waters are shown on the maps in this Handbook and can also be downloaded from the website. Anglers must have a map of the waters in their possession when fishing to avoid trespass. The boundaries of such waters are marked with white posts, signs or some other feature. If in doubt of rights to fish anglers should seek confirmation to avoid prosecution. Where the Board considers it necessary, changes to the extent or boundaries of Federation waters will published on the Federations website. The Federation has acquired fishing rights on the River Till and Wooler Water. These rights are subject to special rules which are published on the Federations website 5
and it is not possible to fish them without making prior arrangements with the Head Bailiff. Anglers will also need to familiarise themselves with the River Tweed Commission Rules and Regulations, including those relating to grayling. ANGLING RULES N.B. These rules are subject to all relevant Environmental Agency by laws and anglers must familiarise themselves with all new by laws particularly relating to catch and release, method of fishing and permitted tackle. 1. Rod Licence A valid and relevant Environmental Agency Rod Licence must be held by all anglers in addition to a Federation Permit, where required by law. This includes anglers aged under 16 years of age 2. Close Season dates: a. Salmon: 1st November to 31st January b. Sea Trout: 1st November to 2nd April c. Brown Trout: 1st October to 21st March d. Coarse Fish: 15th March to 15th June All dates are inclusive. 3. Salmon & Sea Trout Rules a. Catch and realease of all fish for the whole month of October on all waters. b. All Salmon caught before 16th June in any year are to be returned immediately to the water with the least possible injury. c. Fly or lure only to be used for salmon fishing before 16th June in any year. d. No more than two barbless hooks (single, double or treble) shall be used for salmon or sea trout before the 16th June in any year. A team of flies may be used provided there is minimum distance of 30cm between each fly. 4. Methods: a. Fly only to be used for brown trout before 1st June and no spinning for brown trout after 31st August. b. Bank lines,trimmers or night lines are not allowed, and only one rod to be used at a time. c. The use of prawn, shrimp or natural minnow baits is prohibited on all Federation waters. d. Total ban on the use of Flying C on all waters. 6
e. No spinning is permitted for the months of February and October on all waters. f. Total ban on all worm fishing for trout and all migratory fish on all waters. g. No ground baiting is permitted on the river at any time. (except for coarse fishing on the Tyne). h. One treble-hook only is allowed on spoon baits on all waters. i. The use of gaffs is prohibited at all times. j. Fly fishing only is permitted from 1st February to 31st August within 100 metres below the dam at Thrum Mill and no leaded lines or flies are permitted. k. Spinning for any fish upstream of Pauperhaugh Bridge before 1st June is prohibited and fly fishing only is permitted at any time downstream of the bridge to the white posts. l. Spinning also prohibited at all times from Ladies bridge to Old Race bridge, Rothbury (Fly fishing only) m. The use of rods exceeding 13ft in length on the River Coquet is prohibited. n. The use of full sinking lines on the River Coquet is prohibited - only floating or intermediate lines, sinktips and leaders may be used 5. Special restrictions: a. No fishing is permitted: (i) at any time between the posts situated approximately 20 metres upstream and downstream of the dam between Warkworth and Amble. (ii) at any time within a distance of 25 metres upstream and 100 metres downstream of the crest of the dam at Warkworth. (iii) during October within a distance of 150 metres below the crest of the dam at Thrum Mill, Rothbury. b. Fly only permitted at Felton and downstream to Thirston Burn to the limit shown on map Felton: River Coquet unless river height exceeds 1ft marker on Felton Bridge. c. Anglers are reminded of the provisions in the National Rivers Authority By laws prohibiting fishing within 25 metres upstream and 100 metres downstream of dams, weirs, artificial obstructions (e.g. bridge footings) and Thrum Mill Falls during September and October and at all times between one hour after sunset and one hour before sunrise. d. All fishing is prohibited on the River Coquet below Warkworth Dam in extreme low water conditions as determined by the Head Bailiff. It is the responsibility of every angler to ensure that fishing is not prohibited and if in doubt advice should be sought from one of the Federation’s bailiffs before fishing. 6. Statutory provisions: All anglers should be familiar with: a. the current EA by laws which apply to all anglers fishing Federation waters; and b. the provisions of the Salmon & Freshwater Fisheries Act 1975. A breach of any of these statutory provisions will result in the cancellation of a permit and risk prosecution. c. River Tweed commision rules regarding fishing on the Till (see RTC website) 7
7. General: a. The bag limit per angler per day for brown trout is 2 brace . b. No coarse fishing is permitted in the River Coquet or its tributaries and any coarse fish caught are to be returned immediately to the water. c. All sea trout measuring less than 10 inches, and brown trout measuring less than 9 inches from the nose to the fork of the tail are to be returned immediately to the water, whether alive or dead. d. No fishing is permitted up any mill race or fish pass. e. Permits must be carried at all times when fishing, and be-produced for inspection at the request of any Federation bailiff or officer, EA employee, Northumberland Estates employee or other Federation permit holder. f. All tackle, baits, equipment and fish caught must be produced for inspection at the request of any Federation officer or bailiff. g. No fish caught in Federation waters shall be sold or offered for resale. h. No camping, boating, bathing or fires are permitted. i. All foul-hooked fish must be returned to the water immediately causing as little harm as possible j. All waters must be approached by recognised access without committing trespass. k. All breaches of Federation Rules or statutory provisions must be reported to the Head Bailiff or the Secretary without delay. l. Any changes to rules will be posted on our website. SAFETY All anglers fish the Federation Water at their own risk. A life jacket can save your life if you fall into the water. Life jackets should be worn at all times. All anglers should take care whilst fishing, particularly when wading. Be careful when back casting if there are other persons behind you, particularly non-anglers. Be extra careful if there are overhead wires or cables nearby, especially when using carbon fibre rods. Carbon fibre is a high conductor of electricity, and contact with electric power lines can kill or cause severe bums. COURTESY Anglers should keep moving when fishing all waters and not start to fish in front of an angler already fishing - start behind. Avoid trespass and close all gates behind you. Keep any dog on a leash. Park your car with care and consideration. Do not obstruct any gates, openings, roads or ways. Take all litter, including discarded line, home with you. Observe the Country Code and the Game Angling Code. Consider the guidelines of the Conservation Angling for Salmon on the Tyne (the CAST guidlines) see website. POLLUTION 8
Any incident of pollution on Federation Waters should be reported immediately to the Head Bailiff and the Environmental Agency. The Pollution Incident Hotline No. is 0800 807060. CATCH AND RELEASE Catch and release of all fish for the whole month of October on all waters is a Federation rule. Anglers are encouraged to return undamaged fish to the water, particularly hen salmon and sea trout and any coloured fish. Coloured fish, represent the future of the river and the Trustees are keen to see these fish being returned to the water as carefully as possible and not killed.- Anglers are encouraged to return brown trout to the water to maintain the stock of breeding fish. COMPETITIONS 1. The angler proven to the satisfaction of the Head Bailiff and the Trustees to have caught the first fresh salmon of the season on the river Coquet will hold the Coquet Trophy for one year and receive one year free permits and a replica of the Trophy to retain. 2. The anglers proven to have caught the heaviest salmon and brown trout on any Federation water in each year will hold the Centenary Cup for such fish for one year and receive a free salmon or trout permit for one year. 3. A trophy in memory of Jim Hardy, former Federation Chairman for many years, will be awarded to the angler catching the heaviest sea trout on Federation waters, to be held for one year. GENERAL It is in the interests of all anglers that permit holders should observe Federation Rules and all relevant statutory provisions, and anglers are reminded that the Board has unlimited discretion to cancel permits without refund of fees paid and to refuse future applications for permits. The presence of nets, fixed lines or, other illegal devices should be reported immediately to the Head Bailiff or EA. Do not touch or remove them as this can prevent a successful prosecution. 9
