COVID-19 RALLY PROTOCOL THESE MEASURES ARE PUT IN PLACE FOR YOUR SAFETY, THE SAFETY OF OTHER RALLIERS AND YOUR RALLY OFFICERS AND IS IN COMPLIANCE WITH THE RISK ASSESSMENT COMPLETED TO ALLOW THE RALLY TO PROCEED. PLEASE ENSURE YOU BRING WITH YOU AN AMPLE SUPPLY OF HAND SANITISER AND ANTI BACTERIAL WIPES. PLEASE REMEMBER SOCIAL DISTANCING AT ALL TIMES AND REGULARLY WASH HANDS FOR 20 SECONDS ON ARRIVAL - Please stop at the Rally Office. Social Distancing will be clearly marked and a table set out for you to make payment. One person from your party will be expected to leave your car to make the payment rather than the Rally Officer approaching you. PAYMENT - Preferred method will be by Cheque. Please put in an envelope clearly marked with your name and amount. Put that envelope in payment box provided. NO Cash – unless unavoidable in which case please ensure you have the correct rally fee as no change will be available. All cash must be counted out/shown to the Rally Officer and then placed in the container provided. The Rally Officer will not be touching the contents of the container until 72 hours have passed. You will then be shown to a peg but please allow Rally Officer to move away after siting you to keep to social distancing. Rally Officers will ensure a minimum of 6 metres between vans but, space permitting will try to allow even more than the 6 metres. Please be aware there will be No Envelope containing welcome sheet, Competition or Plaque. (Plaques – may be available in the future when permissible – let rally officer know if you would wish for one if available in the future) ON THE RALLY – THERE WILL BE NO SOCIALS PERMISSIBLE. THIS INCLUDES FLAG. NO ORGANISED SPORTS OR GAMES. NO VISITORS ALLOWED ON THE RALLY FIELD No tents or gazebos, except awning and pup tent in accordance with Centre Guidelines. No sharing of food or drink. No under 16 year old to use the water tap and Ralliers to use their own water pipe and clean taps/ service points BEFORE & AFTER use with the antibacterial wipes you have brought with you. There will be Club and Centre Equipment available. This will have to be ordered prior to the rally and collected at the rally. Rally Officers are not expected to police the policy which is in accordance with the Risk Assess- ment prepared to enable this Rally to proceed - any report of breach of this protocol to be dealt with in accordance with the Centre Rules. All dry waste to be taken home unless landowner provides alternative safe disposal facilities PLEASE NOTE Current Guidance recommends that we use Covid 19 QR codes, those with ap- propriate mobile devices may use these otherwise lead contact details will be retained for 21 days for track and trace purposes. This Protocol may be subject to change as Government Guidance is updated BOOKING RALLIES IN 2021. For the 2021 season to book a rally please contact the rally officers and provide, your name and a contact number, do not send the usual £3.00 booking fee. 2

These will be allocated in the order in which the request was received, due to the limited number available. The Centre Committee reserves the right to supply printed books in lieu of an e-mail version. Where this is applied no charge will be made for the book and no credit notes will be supplied. If no form or payment is received by the specified date an e-mail version will be supplied. Where no e-mail address is available a summary of centre events will be sent via Royal Mail second class post. The events programme will be sent to the e-mail address held with the Caravan Club. It is the member’s responsibility to ensure this is maintained correctly and is a valid e-mail address. CHAIRMANS MESSAGE Welcome to the 2021 events programme, I write this message as I enter my third and final year as your centre Chairman and what a year we have had, who would have thought we would witness the events we have seen and how they have changed our lives. It is a privilege to serve as your Chairman again and I hope you can enjoy a good number of rallies this sea- son. In my last message I suggested that the 2019/20 season would bring with it some interesting challenges, however, I was only talking about financial ones, not the fact that our rally pro- gramme would be decimated by COVID-19 and I hope that is not the case for 2021. We have a full programme of events and my thanks go to our ex Rally Secretary Merve for his hard work and thanks to the rally Officers for being prepared to run the rallies under some new and quite demanding COVID policies. Again, this year we have a small committee which means that we are all doubling up on jobs but I am pleased to announce that we do have a Vice Chair for this season in Denise I hope she enjoys her time as much as I did in that role. I must remind you, that all your officers and committee members give up their own free time to work to ensure this centre is thriving and a good place to come rallying, my thanks go to them for their constant hard work and support. Our website is up and running and improving all the time, it’s the place to go for all things cen- tre related. I thank Laura for compiling this handbook, during these difficult circumstances, as this year most of our main sponsors are not subscribing to the programme due to the effects of COVID. I welcome back Joe and his young caravanners committee, who in his first year of chairman- ship has had a baptism of fire, don’t worry Joe it can only get better and we look forward to what events and money raising ideas they get up to this season. Young Caravanners Chairman Dear Ralliers & Young Caravanners I am honoured to be your Young Caravanners chairman for my 2nd year for the 2021 season I am looking forward to working with the young Caravanners to raise money for our chosen charity , due to many rallies been cancelled throughout the pandemic last year, we have chosen to raise money for the same charity Young Carers. I would like to thank Katie and Josh for there time on committee and wish them well in the future. NORTH YORKSHIRE CENTRE RULES 1. Any site or part of a site on which a rally is held shall be for the exclusive use of the members of the Caravan Club caravans. The attendance at the site and/or payment of the Rally fee shall be an acceptance by the member of these rules. 2. The Centre Committee reserves the right to refuse the use of the Rally site to any member, without being obliged to give a reason, or to request any member to remove his caravan. 3. The authority for the conduct of the Rally shall be vested, for the time being, in the Rally Officer or his appointed deputy, who in the event of a member breaking these rules shall be authorised to request such mem- ber to remove his caravan from the site and thereupon, the Rally Officer shall report the matter immediately to the Centre Committee for such action as shall be deemed necessary. 4. Every member must report to the Rally Officer on arrival at the site with his caravan before pitching. A member must be prepared to substantiate his identity by producing his membership card if requested to do so by the Rally Officer. 5. Each van and towing vehicle must be placed on the pitch indicated by the Rally Officer or his deputy, with the front offside corner of the van on the peg. 6. A non-returnable advance payment of £3 is required on booking. Unless previously paid, all Rally Fees shall be paid to the Rally Officer or his deputy on arrival at the site. 7. At the expiration of the period of the Rally the member’s caravan must be removed from the site, unless prior arrangements were made by the Rally Officer with the site owner. 8. Members may use their own latrine tent if desired which must be erected in the position indicated by the Rally Officer. A pup tent to a maximum size of 6ft. x 4ft. may be erected in the space normally allocated for an awning. In addition, to protect the occupants, the tent must be surrounded by a windbreak that would also be within the area normally allocated for the awning. The tent is to contain no more than “3 under 14 year old’’ or “2 over 14 year old” children. All occupants of the tent must be dependants or in the care of members of the Caravan Club. Under no circumstances can gas, electrical or inflammable appliance be used in the tent. 9. Open fires are not allowed on the Rally field except with the consent of the Rally Officer. 10. Solid waste and waste water must be deposited in the receptacles and places provided, or as instructed by the Rally Officer. 11. The speed limit on the Rally site shall be 5 MILES PER HOUR. Only fully licensed drivers are allowed to drive vehicles on the Rally site and in no circumstances are driving lessons etc. permitted. 12. Animals must at all times be held or tethered on leads not exceeding 12ft in length, and must be exercised in a designated area, Any person may, after due warning of a breach of this rule, be asked to leave the site by the Rally Officer. 13. The receipt, by the Rally Officer, of the Rally Slip at least 10 days prior to the Rally shall be a pre-requisite to the supply of Rally Plaques. No member shall be entitled to a Rally Plaque unless they attend the Rally with their caravan. 14. In view of the number of young children usually at a Rally, members must ensure that radios etc. are oper- ated at a reasonable volume, so as to avoid waking children who may have been put to bed. 15. The use of generators is limited to: 2 hours only between the hours of 10 am - 6pm unless you are the Rally Officer. 16. On account of damage to caravans, flying kites, model aircraft and frisbys, use of bicycles, catapults and airguns in Centre Lines is not allowed on or over the site, and the playing of ball games is only allowed on the portion of the site designated by the Rally Officer. 17. There is no responsibility by the Centre, or Rally Officers for Accidents. 18. THE RESERVATION OF SITE PEGS IS FORBIDDEN, the only exception being that the Rally Officer be allowed this facility for their assistants. 14
19. Where the Rally Officer has made a specific request, in writing to the Committee, in advance of the events programme publication deadline, the Committee may authorise that the rally, social and other additional costs must be paid in full, at least 1 month prior to commencement of the rally. Where this is applied, no refunds will be made after this date. 20. Milk and / or newspapers will only be provided at rallies at the discretion of the Rally Officer, and this will be printed in the Centre Events Programme. 21. These rules are supplementary to the obligation which all members undertake on joining the Club, and which include the observation of the Caravan Code and the Country Code, but in the event of any variance these rules shall apply. 22.a. Members of the committee shall be expected to have an attendance at eight of the twelve committee meet- ings in one committee year. The year beginning on the first committee meeting in October immediately after the AGM and ending with the last committee meeting in September prior to the next AGM. b. Members of the committee shall be expected to attend a minimum of one in every four committee meetings. Any committee member who misses three out of four committee meetings, using a rolling four month period will be deemed to have not met this expectation. c. A member of the committee shall be expected to carry out effectively all the duties allocated to him/her. Any member who has demonstrably failed to do so over a period of 12 months will be deemed to have not met this expectation. d. Any committee member who fails to meet the above expectations may, at the discretion of the rest of the committee, be removed from his/her position and/or be deemed ineligible to be nominated for committee for 3 years starting from the next AGM. Any committee member removed from their position has the right to make a statement to the committee as defined under rule 8 of rules governing centres. When applying the above rules the committee must take into account any health related issues and extenuating circumstances that may have a bearing on the above. Every effort must be made to resolve the problem before applying the above rule. 23. There is no statutory limit to the time Committee Members or officers hold a post, with the exception of the Chairman’s post which is limited to three years. The retiring chairman will not be eligible to stand for any Centre Committee position for 3 years, unless during this period there is a vacancy for one of the three compulsory Centre Committee positions (Treasurer, Secretary or Chairman) and no nominations for the vacant position, then the retiring or immediate past chairman may stand for the vacant position. Attendance awards (21 Rallies) and special attendance plaques. If you are to achieve 21 rallies in the year or are to attend your 100 th, 200th etc. rally, could you please inform the rally officer before the rally and as early as possible. This will enable the committee member who is the Centre Committee representative for the rally to have the appropriate plaques at the rally to present to you. 15

GENERAL NOTES For the information of new members, the Rallies referred to in this programme take the form of social gatherings of Caravanners who have a common interest in their hobby. Be tempted to attend one and meet your fellow members who will give you a warm welcome. In addition, special items of entertainment or amusements to coincide with some of the events have been arranged by the Rally Officers. Notes of these will be given to you on arrival at the Rally. NO VANS SHOULD ARRIVE ON RALLY SITE BEFORE 5PM ON THE FIRST DAY OF THE RALLY, UNLESS OTHERWISE STATED IN THE HANBOOK. Study the booklet, select the rallies you would like to attend during the year, fill in and return to the Rally Officer a Rally Slip, ensuring that it reaches them not later than 7 days prior to the Rally. If you are attending your first rally with this Centre, please mark the rally slip where indicated before sending it off. Remember that there are many children around the sites, SO PLEASE KEEP YOUR SPEED DOWN TO 5 M.P.H. On arrival at a rally, report to the Rally Officer who will ask you for the balance of any rally fee due, together with the cost of any milk or newspapers ordered. They will then show you where they would like you to site your van. If you are attending your first rally make yourself known to the Rally Officer and any Committee Members who will be only too pleased to help you if you need any advice. If a member cancels a rally without 10 days prior notice, the Centre Treasurer will be instructed by the Rally Officer to reclaim any costs incurred in addition to the non-returnable £3 booking fee. All members should make their own arrangements for sanitation at rallies, disposal facilities being provided. OTHER REFUSE SHOULD BE TAKEN AWAY WITH YOU. If you have an animal please ensure that it is always under control. Keep it on a lead and exercise it away from the vans. When the rally is over, please ensure that no litter has been left around your pitch and kindly return all empty milk bottles to the Rally Officer’s van before leaving. Remember at all times to observe the Caravan Code, including the Country Code, to which each member subscribes when joining the Club. IN VIEW OF THE LIMITED ACCOMMODATION ON SOME RALLIES, EARLY BOOKING IS ADVISED. The North Yorkshire Centre is involved with Northern Centres, Joint Yorkshire Sports and The Joint Yorkshire Six Star Rally and has an interest in a share of the assets of these groups, but also latent responsibility for any liabilities of the same. ASSISTANCE GIVEN TO LEAVE THE RALLY FIELD, TOWING OFF Should you accept the offer of a tow by a vehicle, other than your own, you do so at your own risk. Should any damage occur, neither the owner or the driver of the towing vehicle, can accept any responsibility what so ever. YELLOW FLAG When the rally field is wet and unsuitable for cars a yellow flag will be flown under the Centre Pennant. Under these circumstances members must not take their cars on or off the rally field without the express permission of the Rally Officers. This ruling is to prevent excessive damage to the landowner’s property and your co-operation is required. At the discretion of the Rally Officer however, the disability badge may override the yellow flag. ABOUT RALLYING WHAT IS A RALLY? A rally is a gathering of Caravan Club Members, who enjoy the odd weekend away, with fun thrown in for good measure. THE RALLY OFFICER. Your Rally Officer is not an official like a Traffic Warden, but a friendly face to meet you when you arrive and has arranged the weekend for you. WHAT TO DO After you have booked your rally from this events programme and the weekend arrives, just follow the direc- tions given in the events book. As you approach the Rally Field you will see directional signs to help you find your entrance. On arrival you will find the Rally Officer waiting for you at the rally office, which is usually the first van you see which should have a sign outside so you can find him. Once you have booked in, he will hand you an envelope containing the programme for the weekend and show you to your pitch. The field is marked out with ample space between caravans and with a tidy appearance. It is intended that the front offside of your caravan is on the marker and your car parked on the offside of the caravan when unhitched. You will also be shown where the fresh water tap and the elsan disposal points are. Competitions and activities may be held on the field. SOCIAL ACTIVITIES. The rally may include a social on the Saturday night which is a family event, at a modest cost. This could take the form of a dance or a fancy dress or in the summer a B.B.Q. Your weekend often includes a competition or games for the children and adults alike. All these are entirely optional, but are always good fun. FLAGPOLE. You may have heard of strange goings on around the flag, do not be alarmed, this is also a fun event, and is where you and your fellow ralliers gather to have coffee. You will also hear the results from any competitions, welcome visitors and new ralliers, announce forthcoming events and rallies and most importantly, thank your rally officers.
