AIA Launches Seventh Annual Film Challenge
Short documentary films to highlight stories of architecture projects that are transforming
communities

The AIA Film Challenge 2021 invites architects, filmmakers, and
storytellers to produce a short documentary film between one
and a half and three minutes long that tells the story of
architects, civic leaders, and their communities working
together to achieve a zero-carbon, resilient, healthy, just, and
equitable built environment.

Approximately 10 submissions will advance as finalists for
review by a four-person jury that selects the top awards. The
top-rated film will receive a $5,000 grand prize. The jury will
also select a runner up and third place winner based on how
well films adhere to the prompt, the storytelling arc,
architectural placement, and technical merit. The deadline for
submissions is Aug. 16.

This year’s jury is comprised of AIA 2021 First Vice
President/2022 President Dan Hart, FAIA; filmmaker and 2020
Grand Prize Winner John Gordon; Midland Architecture Principal Greg Dutton, Assoc. AIA; and
Perkins&Will Principal and Director of Global Diversity Gabrielle Bullock, FAIA.

​Up to 50 films will advance to a public voting period, which will begin Aug. 30 and conclude Oct. 3. The
 film that earns the most votes during this period will be named the “People’s Choice” winner and will
 receive a $2,000 prize. Winners will be announced in October.

Leading national architectural organizations collaborate to provide guides to
help students and teachers explore careers in architecture

Two new guides are being released today that can help K-12 school students and school counselors
explore careers in the architecture profession.

Architects (NOMA) developed the guides with the goal of expanding the pipeline of students who may
not have considered a career in architecture.

Exposing underrepresented student groups to the possibilities of a career in architecture will help
diversify the profession in the future. By increasing the awareness of students and educators about
architecture as a college major and a career choice, the profession is strengthened by such diversity and
inclusion.

FGI Guidelines for Emergency Conditions Comment Period
Associated with Academy of Architecture for Health

The draft of the proposed Guidelines for Emergency Conditions
in Health and Residential Care Facilities is presented in the
final section of the white paper. Recommended changes put
forth by the Emergency Conditions Committee are based on
the 2018 Hospital, Outpatient, and Residential Guidelines
documents and suggest new minimum standards for
emergency preparedness.

The three-month public comment period opened concurrent with the release of the white paper on April
1, 2021 and closes on June 30, 2021. FGI encourages all users of the Guidelines documents to carefully
review the proposed new standard for emergency conditions and provide detailed feedback. All
comments will be reviewed by the steering committee of the Emergency Conditions Committee. FGI
expects to publish the new standard when it releases the 2022 Guidelines for Design and
Construction documents.

For decades, Black Americans have disproportionately lived in unhealthy conditions, due in large measure
to unjust policies, inequitable planning, disinvestment, and underinvestment in the built environment.
Starting in the 1930s, banks and mortgage lenders marked certain neighborhoods—often Black and
Latino—on maps as being uncreditworthy. Known as redlining, this process led to financial firms and real
estate agents refusing loans, mortgages, and other investments to residents and prospective home
buyers in these areas. As a result, Black communities often remained financially stagnant, pushed into
industrial zones with poor access to public transportation and inadequate grocery stores, schools, and
public buildings.

Once backed by the federal government, redlining was initially struck down by the Supreme Court in 1948
in the case Shelley v. Kraemer, which ruled that courts could not enforce racially restrictive practices. But
redlining would not be fully outlawed by the federal courts until the 1968 Fair Housing Act banned racial
discrimination in housing, followed by the 1975 Home Mortgage Disclosure Act (HMDA) which required
lending institutions to report public loan data, and the 1977 Community Reinvestment Act (RCA), which
required the Federal Reserve to encourage financial institutions to make loans to neighborhoods of all
income levels.

Navigating Risk in Digital Practice
From AIA Trust

Two AIA Trust reports about digital practice risks have just been
updated.

Cyber Liability
Cyber Liability has become a hot topic due to high profile cyber attacks. These attacks can range from
security breaches where sensitive information is stolen by a hacker or inadvertently disclosed, to business
interruption from a hacker shutting down a network, to malware or ransomware holding a firm’s practice
hostage until resolution.

Increasing awareness has fueled demand for cyber liability insurance and the number of insurance
carriers writing coverage has increased. Comparing policy forms to identify key coverage differences is
important for the architect to make an educated decision.

This guide outlines the type of risks of which one must be aware in order to identify and evaluate cyber
liability policy options available to you and to select the best match in terms of limits and coverage to

Building Information Modeling
(BIM) is rapidly becoming the central platform for design, construction and building operation. BIM usage
continues to move steadily forward, and several states have initiated BIM mandates for public work.
While there has not yet been a proliferation of claims, risk management is about preemptive actions, so it
is important to consider how potential BIM risks can be managed.

This paper – newly updated in 2021 by authors James B. Atkins, FAIA & Andrew D. Mendelson, FAIA –
addresses issues that can be beneficial in managing risks in digital practice and concludes with a look at
risk assessment and the risk sensitive areas of the BIM process. From control of the model to the
standard of care, risk areas are examined based on current industry practices. A BIM Execution Checklist,
protocol manual, and sample contractor agreement are provided to guide your digital practice
endeavors. Read the BIM report — or — read the BIM synopsis . And take the BIM Self-Assessment Test
(SAT) for credit.

Helpful Healthcare News
From the AIA Trust

The recent Covid-19 stimulus bill or American
Rescue Plan (ARP), signed into law in March 2021,
contained a very important Affordable Care Act
(ACA) expansion, relevant to AIA members.

The ARP bill removes the income cap for federal
premium subsidies for 2021 and 2022. This means
that everyone is now eligible for a federal premium subsidy when purchasing individual health insurance
via a state or federal exchange, regardless of income.

Under the new law, the cost of a Silver Plan cannot exceed 8.5% of your household income. For
example, a family of four with a household income of $150,000 would pay no more than $1,062 monthly
for their premium, regardless of the plan’s actual cost. The federal premium subsidy will pay the
insurance costs above the 8.5% cap.

material selection needs to be grounded in solid

Materials make up every component of a building — from hidden insulation to the bathroom floor finish.
The ever-expanding world of material selection can overwhelm even the most seasoned specifier. Fischer
has worked with AIA Minnesota over the past year to bring the Materials Matter virtual series to the
north-central region of the United States. This five-session course delivers the latest research and
conversations on selecting healthy, sustainable materials.

KK: How do you develop 20 CEUs of content? That’s like a one-credit college course!
SF: Yeah — it has been intense. The good thing is that we had the outline of a curriculum from Seattle. I
was able to talk to some of the developers of that curriculum and get a sense of their approach in 2016.
This field is progressing rapidly — particularly developments in embodied carbon and health. My role was
to integrate these new conversations into the sessions so attendees know they are getting the latest
knowledge. We have some of the presenters from the original Seattle series who are going to present
their latest developments in the field, as well as new presenters from Minnesota and across the country.
KK: What aspects of materials will be discussed?

ARE Language Study & Tech Issues Update

Upcoming ARE Language Survey
NCARB is continuing to study the impact that English as a second
language and other related factors may have on Architect Registration
Examination® (ARE®) performance. In the next week, all previous
ARE 5.0 test takers will receive a short, two-question survey that will
help NCARB understand the impact of language on exam
performance. Your participation is a crucial part in assisting our efforts to improve the overall candidate
experience. Thank you in advance for your participation!

Tech Issues Update
NCARB and our test delivery partners, Prometric and Zoomorphix, continue to address technical issues for
both in-person and online exams. The overall proportion of candidates reporting tech issues is now 11%
overall, slightly up from early May, while technical issues at test centers continue to decline.

                                                                        updates that should improve the
                                                                        overall performance of the ARE

requirements. A test run can be scheduled at no cost through your NCARB Record. Online candidates
should follow all recommended guidance, including disabling all antivirus and internet security

If you experience a technical issue, immediately notify your proctor and then contact NCARB within 15
days. Remember, if you’re unable to complete the exam due to a major technical issue, we will work with
you to reschedule the division at no cost.

William Holloway, AIA, LEED AP Receives Presidential Nomination

President Joe Biden announced on Wednesday, June 9, 2021 his
intent to nominate William Holloway, AIA, LEED AP, Vice President
and Principal of Bernardon, for Member of the Board of Directors
of the National Institute of Building Sciences.

The National Institute of Building Sciences (NIBS) is an
independent non-profit, non-governmental organization that
supports advances in building sciences and technology. The NIBS
Board of Directors is comprised of 21 members. The President of
the United States, with the advice and consent of the Senate,
appoints six members to represent the public interest. The
remaining 15 members are elected from the nation's building
community.

Bernardon is an award-winning regional architecture, interior
design, and landscape architecture firm with offices in
Wilmington, Delaware and West Chester and Philadelphia, Pennsylvania.

Holloway, who, in addition to serving as a Vice President and Principal of Bernardon also serves as the
firm's Director of Delaware Operations, stated that "I am humbled and honored to receive this
nomination from President Biden and, if confirmed, I look forward to serving on the Board of NIBS, which
acts as an interface between government and the private sector and also serves as a resource to those
who plan, design, procure, construct, use, operate, maintain, renovate, and retire physical facilities. The
depth and breadth of Bernardon's portfolio of projects, encompassing over a dozen building types, will
provide the perfect array of front-line experiences for me to share the needs, challenges, and best
practices of architects, landscape architects, and interior designers with NIBS stakeholders, who routinely
collaborate to conceive and create new and innovative solutions for the building industry.”

Spanning 39 years of practice, Holloway's professional accomplishments include significant projects in the
public works, institutional, and healthcare markets. Among his notable projects are the Joseph R. Biden,
Jr. Train Station in Wilmington, the restoration of the historic Old State House in Dover, Delaware, and
renovations to over twenty-seven facilities for the Children’s Hospital of Philadelphia. Currently, Holloway
is working on a major addition to the Delaware Division of Public Health Laboratory in Smyrna, Delaware.

In recognition of his service to the profession of Architecture, the American Institute of Architects (AIA)
named him a Richard Upjohn Fellow at the national level for his service on the Institute’s board. In honor
of his successful tenure as president of AIA Delaware, Holloway was made a member of the chapter’s G.
Morris Whiteside Society. He was also voted into the membership of the Carpenters’ Company of the City
and County of Philadelphia, a prestigious organization of builders, architects, and engineers originally
chartered in 1724.

Landmark Announces Staffs Achievement & Addition

New Maryland P.E. and Accounting & Financial
Support Coordinator Hired
The Board of Directors of Landmark Science &
Engineering, a leading consulting firm in Delaware
and Maryland specializing in site/civil and water
resources engineering, environmental sciences and
land surveying is pleased to make two staff
announcements: Dakota M. Laidman-Murray, P.E. ,
a firm principal, has added Maryland professional
engineer registration to her list of credentials,
which includes a Delaware P.E. Melissa C. Spratt
has joined the firm, bringing years of engineering-
related experience to her new role as Accounting &
Financial Support Coordinator.

Dakota Laidman-Murray, P.E. has added a Maryland professional engineer registration to the Delaware
P.E. registration she has held since 2017. Dakota is a principal of Landmark where she has worked for
nine years. She specializes in hydraulics and hydrologic analysis, stormwater management and flood
studies and serves as head of the Water Resources department. She earned a Bachelor of Environmental
Engineering degree, with a concentration in Water Resources and Water Quality and a minor in Civil
Engineering from the University of Delaware in 2012.

Melissa C. Spratt was hired to work in Landmark’s corporate office in Newark as Accounting & Financial
Support Coordinator. Melissa is a graduate of Cecil College in North East, Maryland where she earned an
A.A.S. accounting-focused degree and is currently working on completing an MBA in Accounting at
University of Maryland in College Park. Melissa possesses vast knowledge of accounting and financial
principles applicable to the civil engineering sector with a combined 22 years of work experience at Karins
and Associates and Duffield Associates.

Karins and Associates moves Bryn Mawr office and
Hires Senior Engineering Project Manger for Exton office

Karins and Associates, a leading engineering and surveying firm
headquartered in Newark, DE, has announced the moving of their
Bryn Mawr office and rebranding of their PA Division and the hiring of
a Senior Engineering Project Manager at their Exton location.

“As Momenee Inc., we have served Montgomery County and the
surrounding community since 1982,” said Dev Sitaram, president of
Karins and Associates. “As of July 1st, we are relocating just down the
road to the Rosemond Business Campus where we look forward to
starting a new chapter in our new office. At this time, we are retiring
the Momenee Inc. name in favor of Karins and Associates, which has
been the parent company since 2016. We would like to thank Kevin
Momenee for his many years of service and leadership, and we will
continue to build on the foundation he created here in Bryn Mawr.”
The new office will be located at 919 Conestoga Road, Building 3,
Suite 213, Bryn Mawr, PA 19010.

Robert M. Newton, P.E. – Senior Project Manager – Exton, PA
Bob is a results-oriented Water Resources-Environmental Engineer known for his ability to develop
innovative concepts and analysis that address water resource planning issues. He has worked in
Montgomery and Reading Counties for more than 25 years and is a graduate of Penn State University and
Villanova University (Master’s).
