INTRODUCTION Singapore Gymnastics (SG) is responsible for organising and staging national competitions and events. Accordingly, the following SG National Event policy has been adopted to ensure that all entries submitted for these events are governed by consistent rules and procedures. SG must ensure that the entries submitted for all national competition and events follow the procedures set out in this policy document. POLICY APPLICATION This policy applies to all national competitions and events staged by SG regardless of the discipline or level of the athlete involved, or the location and timing of the event. Adoption of this policy will ensure consistent a registration process at all national events. All entries submitted by schools, clubs and federations for national events must adhere to this policy and no extensions of time will be granted for entries. National events include, but not limited to National Championships and the Singapore Open. The International portion of Singapore Open is not bound by this policy when relating to international teams in attendance. National Event Policy 2021 Page |1

1. EVENT ELIGIBILITY a. Clubs and Schools i. Only SG currently Affiliated Clubs and local schools registered with Ministry Of Education (MOE) are eligible to enter athletes into the events unless otherwise stipulated on the specific Event Directives. ii. Affiliated Clubs need to be affiliated for 2021 according to the SG Constitution and the 2021 Membership Policy. b. Athletes i. Singapore Citizen, or Singapore Permanent Resident, ii. Registered with a Full Member or an Affiliated Club or school registered with MOE. iii. 2021 Athlete Member with SG. iv. An indemnity clause signed by the parent/ guardian will be part of the annual Athlete Membership form. v. Must be at least 5 years old at the time of entry into the event. SG reserves the right to include gymnasts at our discretion. c. Judges i. 2021 Technical Member with SG. ii. Accredited judge with the correct discipline and level required. d. Coaches i. All coaches need to have a coach accreditation with SG to be on the field of play and coach at events. ii. All nominated coaches will be required to be an SG 2021 Technical Member and a current National Registry Of Coaches (NROC) provisional or full member to be on the Field of Play (FOP). Membership can be renewed and paid for via the SG main website. 2. REGISTRATION a. Athletes i. Entry fees for all SG events will be published in the directives for each event. ii. The coach/ team manager must sign the event entry form to acknowledge the responsibility of the gymnast at the event. iii. All event entries must be approved by the club or school that the gymnast is representing. b. Coaches i. Each club must designate a coach that will be responsible for the gymnasts on the FOP throughout the event. ii. Accreditation o 2 coaches can be accredited per group of 4-5 gymnasts. o 1 coach for less than 4 gymnasts per group. 3. CANCELLATION, WITHDRAWALS AND REFUND POLICY a. Failure to make payment of registration fees before the payment deadline will render the registration void. b. Withdrawals should be made known to the SG Office as soon as possible and will only be accepted in writing. c. To be eligible for a refund for withdrawal from the event, notification of the withdrawal needs to occur at least 21 days before the start of the event. National Event Policy 2021 Page |3
d. Refund of entry fees will only be granted if accompanied by a medical certificate. e. The refund will only be for 75% of the entry fee. f. All refund requests must be submitted to SG via the appropriate form. g. Any request for refund of fees must be submitted to Singapore Gymnastics within 1 month from the completion of the event. NO REFUNDS will be given after this date regardless of reasons. h. Participants who are unable to attend an event due to extenuating circumstances (i.e. family death, a major illness, etc) may write to Singapore Gymnastics, and with written evidence may be eligible for a full refund, regardless of when notice is received. i. In the event of gymnast withdrawal, no matter the reason, the withdrawing gymnast may be replaced with another gymnast at a cost of $25 per replacement. Replacements are permitted up till 14 days before the start of the event for the respective discipline. Kindly contact the Event Coordinator to arrange this. 4. ACCREDITATION a. Each gymnast will be issued an Accreditation Pass entitling him or her access to the required areas. b. Gymnasts and Officials will have different access rights. c. SG representatives will take disciplinary action against all types of misuse of accreditation e.g. transfer etc. Misuse of accreditation will lead to the immediate withdrawal of the relevant accreditation. d. Replacement of lost accreditation will be charged at $10 per accreditation. 5. OFFICIAL EVENT RESULTS a. Official results will be published on the SG website within one (1) week of the event. 6. VOLUNTEERS a. SG relies almost entirely on volunteers to run events, we sincerely ask that all participating Clubs/ Schools nominate a minimum of 2 volunteers to help with the event (minimum 13 years of age, Adults preferred). b. All interested volunteers can register via the SG website. 7. JUDGES a. Qualified FIG Judges with a current Brevet will head judging panels or act as the overall judge coordinator at all SG events. b. The number of judges’ panels and judges per panel will be decided by SG depending on the number of participating competitors and judges. c. All judges will be allocated by Singapore Gymnastics in line with the judging accreditation framework d. Only accredited international and/or national judges, with a valid and current SG technical membership, will be allocated e. National judging courses are held regularly to qualify new judges and update local judges. 8. EVENT PROTEST POLICY a. The Floor Manager (FM) or a member of the Event Organising Committee (OC) must be notified of an intention to appeal for: i. Artistic: before the start of the next rotation. ii. Rhythmic: before the next gymnast’s score is flashed. National Event Policy 2021 Page |4
iii. Trampoline: before the next gymnast’s score is displayed No intention to appeal or appeals submitted out of this time frame will be accepted. b. After expressing his or her intention to appeal, the appealing coach will then have approximately 3 minutes to submit the completed appeal form to the Floor Manager (FM) or Organising Committee (OC) member. c. Coaches may obtain copies of the blank appeal form (see Annex for template) from the FM or the Singapore Gymnastics website. d. Only appeals for the Difficulty score will be accepted. e. Only the one appealing coach of the gymnast and no other personnel can submit an appeal for his or her own gymnast’s score. An organization is not allowed to appeal the score of a gymnast from another organization. f. Payment will not apply if the appeal is honoured. Payment for any unsuccessful appeals will be via an invoice raised by SG with payment made within 7 days of the invoice being issued. For Rhythmic Gymnastics only • Difficulty score components must be appealed for separately i.e. appeals for both DB and DA have to be lodged on 2 separate forms with accompanying payment. 9. MEDICAL SERVICES a. First Aid Area will be available on the Field of Play b. Nearest Hospital – Tan Tock Seng Hospital (http://www.ttsh.com.sg/visitor-guide/) 10. THE OATH a. The Judges Oath At National Championships, Singapore Open and other important events, juries and judges together pledge to respect the terms of the Judges’ Oath as follows: “In the name of all the judges and officials, I promise that we shall officiate in (Name of Competition) with complete impartiality, respecting and abiding by the rules which govern them, in the true spirit of sportsmanship.” Sporting justice, ethics and honesty are the basis of a fair judgement. If a judge does not abide by his oath, he/she incurs the risk of being sanctioned and/or membership with SG denounced. b. The Athletes’ Oath The following text shall be read by a gymnast, selected to represent all athletes, during the opening ceremony at official SG Events. The Athletes Oath follows the reading of the Judges Oath. “In the name of all gymnasts I promise that we shall take part in (Name of Competition), respecting and abiding by the rules which govern them, committing ourselves to a sport without doping and without drugs, in the true spirit of sportsmanship, for the glory of sport and the honour of the gymnasts.” c. The Coaches Oath The following text shall be read by a coach during the opening ceremony at official SG Events. The Coaches Oath follows the reading of the Athletes Oath. “In the name of all coaches and other members of the athlete’s entourage, I promise that we shall take commit ourselves to ensuring the spirit of sportsmanship and ethics is fully adhered to and National Event Policy 2021 Page |5
upheld in accordance with the fundamental principles of Olympism. We shall commit ourselves to educating the gymnasts to adhere to fair play and drug free sport and to respect all FIG and SG rules governing the (name of Competition).” 11. ADDITIONAL EVENT RULES & REGULATIONS a. Gymnasts must not enter the Field of Play (FOP) when it is not their competition session b. Coaches/ Parents must not approach judges at any time. c. SG Parent and Spectator Policy applies d. SG Coaches Code of Ethics applies 12. DISCIPLINARY PROCEDURES AT EVENTS a. Event participants that do not adhere to the rules of the event may be dealt with in accordance with the disciplinary procedures. The behaviour of event participant or spectator Disciplinary Procedure Unsportsmanlike conduct 1st time – Yellow card (warning) E.g. unexcused delay or interruption of event/ speaking to active judges during the event 2nd time – Red card and removal of the offender (except for appeal cases)/ Giving signals or from the event venue shouts etc. during a gymnast’s exercise 3rd time – 0.5 deduction from offender’s gymnasts’ scores Other flagrant, undisciplined and abusive Immediate red card and removal of the offender behaviour from the event venue in addition to 1.0 E.g. incorrect presence of the prescribed persons deduction from offender’s gymnasts’ scores in the field of play during event and/ or in the preparation/ inappropriate use of offensive or abusive language b. If there are 2 or more coaches from a particular organization in the field of play, the offending coach must abide by the dismissal ruling. If there is only 1 coach, the coach may remain in the field of play but will not be eligible for accreditation at the next SG-organised event. 13. FRAMEWORK FOR SAFEGUARDING AT SG EVENTS a. SG will appoint an Event Safeguarding Officer/s to all SG events. The appointed Event Safeguarding will along with the Events Manager develop and implement an event-specific safeguarding plan. b. The event safeguarding plan will set out: iv. Safeguarding roles and responsibilities including. v. Arrangements to support the needs of any participants who may have additional vulnerabilities e.g. disabilities. vi. Arrangements for the safe recruitment/vetting of all event staff and volunteers including criminal record checks (where applicable). National Event Policy 2021 Page |6
vii. Arrangements for the training and induction of staff, volunteers and contractors to ensure they understand their safeguarding responsibilities and know how to respond if concerns or allegations arise at the event. viii. Expected standards of behaviour for staff, volunteers and contractors and the applicable code of conduct. ix. Arrangements for the induction/briefing of all staff, volunteers and contractors to ensure they are familiar with the safeguarding procedures for the Event Safeguarding Plan and have signed up to the relevant codes of conduct and principles of participation (linked to the appropriate complaints/disciplinary procedure). x. Reporting procedures that align to Singapore, SportSG and SG policies and legal requirements. xi. Contact numbers for legal and safeguarding authorities and any other relevant organisations with safeguarding responsibilities and those who may provide support should an incident arise. c. Event Safeguarding Officer The Event Safeguarding Officer has overall responsibility for receiving and responding to any safeguarding concerns that arise during the event in accordance with the event safeguarding plan including any alleged incidents of harassment and abuse or poor practice. i. The Event Safeguarding Officer role will be undertaken by SG staff that have attended the SportSG Safeguarding Officers course. ii. An Event Safeguarding Officer will be present throughout the event period. 14. MEDIA AND PHOTOGRAPHY a. Only SG accredited photographers are permitted to take photos on the Field of Play (FOP). Please refer to P012 Event Photography and Media Policy: Accreditation Procedure and Media Rules for SG Events for more information. b. SG may publish images taken by SG accredited photographers. c. By entering an SG event such as this, participants consent to have their photo taken and potentially published on SG web pages. d. SG reserves the right to use media taken at SG events for our purposes. e. All photos of gymnasts under SG’s High-Performance Programme may not be used for commercial purposes unless prior approval from SG is sought. Such photos may only be taken for personal use. 15. ADVERTISING a. Please contact the Event Coordinator to arrange any the following: o Booth/ stall set up during the event o Advertisements in the Programme Booklet b. Programme Booklet Advertorial Rates: Full page $535 (incl GST) Half page $267.50 (incl GST) 16. PRIVACY STATEMENT a. Singapre Gymnastics (SG) collects personal data about its members, employees, customers, business partners, sub-contractors, vendors and/or suppliers for specified purposes like provisioning of our services, conducting business activities, administering operations and complying with statutory regulations. b. SG will also ensure that personal data is obtained fairly and lawfully. We shall not use or disclose personal data without the individual’s prior consent. National Event Policy 2021 Page |7
c. Apart from the mandatory exceptions specified in the PDPA relating to situations where SG must not provide access, individuals who had provided their data to SG possess the right to see and correct any inaccurate data at any time. Should the individual request for his or her data, SG shall, as soon as reasonably possible, respond to the request. 17. CHANGES TO THE POLICY Singapore Gymnastics is committed to ensuring all policies are up-to-date and reflect current practices. Changes to this policy may be submitted by SG Board of Directors for review and approval. Once a change has been approved, the policy will be updated and posted on the SG website.
