2. ABOUT THE EU-FUNDED PROJECT “MY HERITAGE! MY IDENTITY!”

The 4 partners have previously collaborated in the “Rural Development Program along the Abraham
Path” that establishes a trekking route across the West Bank. This program is currently financed by the
French Development Agency (AFD), the World Bank, and French local authorities. The Path crosses the
West Bank from north to south, passing through towns, villages, encampments and refugee camps,
thereby reflecting Palestinian identity in all its diversity and complexity. The first phase of this Program
along the Abraham Path, Masar Ibrahim in Arabic, supported by the AFD and French local authorities
took place between 2013 and 2016. Its success led to a second phase that has been validated and is
being implemented until 2019.
Based on the solid foundations of this existing Program, the 4 Partners have submitted to the European
Union (EU) a new complementary project, entitled “Promoting Governance and Citizenship in
Palestine”. This new project aims to strengthen Palestinian identity and citizenship through re-
appropriation (research, preservation and promotion) of historical and cultural heritage along the
Masar Ibrahim.

Context:
The Masar Ibrahim allows us to oversee the plurality of the Palestinian identity. The memories evoked
by each step of this journey, and the historical relics that we discover, remind us of the multiplicity of
influences that have existed on this land. Among them, we have the Canaanites civilization from the
Antiquity; references to episodes recounted in the Torah and the Gospels, or mentioned in the Quran;
ruins witnessing Greek, Roman, Persian, Byzantine and Arab occupations; buildings reminiscent of the
Franc passage; the Mamluk and then Ottoman, and British domination.
The proximity of these steps evokes the close link that connects the various components of the
Palestinian population: Christians of various obedience; Muslims of various sensitivity; urban
descendants of the oldest Middle East civilizations; Nomadic Bedouins coming from the centre of the
Arab peninsula at various times; sedentary farmers who have cultural and religious characteristics
common to all the traditional rural areas; and refugees displaced after the 1948 or 1967 wars.

The exploration and valorisation of diversity along the Masar Ibrahim, which appears to be the central
axis of the Palestinian identity, would restore the Palestinians’ consciousness of the plurality which has
characterized them as a nation for a long time, and give foreigners an image that reflects the wealth of

this country’s history and the complexity of its modern society.
Through the re-appropriation of historical and cultural heritage along the Masar Ibrahim, the Project
aims to consolidate the social cohesion between the different components of the Palestinian
population.

3. ASSIGNMENT BACKGROUND

In the first year of the project 2018, the project team started to prepare for the training “Field and
cohesion trip” in Jordan. This training will be implemented in April 2019 and 40 Palestinian key actors
will participate in the 6-days field trip in Jordan visiting and exchanging with Jordan key actors in
cultural heritage.

A consultant was contracted from November till end of December 2018 to prepare a several case
studies in Jordan. The consultant with her research team started collecting information on case studies
for initiatives that have taken place in the last few years in Jordan. The consultant was also in charge of
the organisation of a field visit for the four project managers in order to present the cases selected and
to define with the project staff the cases to be developed for the training in April, 2019.

At the end of the mission seven case studies were identified and approved by the project team to be
documented for the next phase of training.
The Jordan case studies have been selected to show best practices and draw parallels between
practices of heritage management in Jordan and Palestine. Furthermore, through the suggested
activities (meetings with Jordan key actors, workshops and round-table discussions, field visits…)
participants will discover new ways to protect and promote heritage highlighting it as a tool for social
cohesion.

4. ASSIGNMENT PURPOSE
The aim is to organise and facilitate the 6-days field training in Jordan on the heritage promotion and
preservation best practices. The training will be attended by 40 Palestinian key actors working in the
heritage field and other related sectors aged between 25 and 60 years old plus the project staff (6).

The case studies will be the basis to set up a six days field- training, the program will be more field
visits, exchange experience and round trip in several areas in Jordan.
The field-training will present Jordan initiatives of heritage preservation and promotion as a vector of
plural identity and social cohesion.

The field-training program will allow participants to:
     meet other organizations and persons working in the heritage field to share experience and
        create networks around shared topics,
     increase awareness on the diversity of heritage preservation and promotion practices,

      Integrate a pluralistic group and create links between key actors that probably they would not
           have met without the training.

5. DUTIES & RESPONSIBILITIES
Under the supervision of Bethlehem university/ICP and Afrat Center the provider will undertake two
main missions:

1. Facilitation and coordination of the training program
    - Review the seven case studies that been designed on the first phase to have the info to build
         the training program.
    - Design a field- training program based on the seven case studies and according with the field
         trip path. The training program includes topics, activities and meetings for the field training
         (meet key actors, attend round-table discussions to think about the way to protect heritage,
         and highlight the heritage and use it as a tool for social cohesion).
    - The program must include ice break exercises and team building, also the trainer has to

propose innovative facilitation methods to strength the group cohesion and facilitate the
        attendee’s participation.
    -   The trainer is responsible on organizing and coordination all meetings with Jordan key actors
        and field visits requirements.

    2. Logistic coordination and facilitation:

    -   Provide all logistics of facilitation to the field training with coordination with the trainer.
    -   Book with Bus Company for transportations from Allenby Bridge to Hotel in Amman and from
        Amman to other areas in Jordan for all participants (46) according to the field training
        program.
    -   Book and reserve for all day’s lunch and dinners for participants (46).
    -   Book and reserve for hotels (minimum 3 stars hotels) and guest houses during the field trip for
        participants (46).
    -   Book and reserve for the tickets fees of the sites that will be visited for all participants (46).
    -   In coordination with the trainer, coordinate the logistical aspects of the meetings with the
        Jordan key actors and areas contact person.
    -   Be responsible for all the transportation fees from West Bank to Amman round travel for all
        participants (46).

6. TIMEFRAME
The expertise team shall begin from 13rd May 2019 and be completed by 30th June 2019.
The implementation period for the field- training program will be from the 17th June to 23rd June 2019.

7. EXPECTED OUTPUTS & DELIVERABLES
Under the direct supervision of the project team, the selected expert will be expected to submit the
following:

8. REQUIRED SKILLS AND EXPERIENCE

The successful candidate must have the following:
    - Relevant experience (a minimum of 2 years) in one or several fields of study that include: event
       and training management, conservation and preservation of heritage, heritage management,
       and tourism management.
    - Knowledge of the Palestinian and the Jordanian culture.
    - Flexibility and adaptability to uncertain environments.
    - Ability to work independently and find solutions.
    - Prior international experience is an advantage.
    - Maintains an established network of contacts for general information sharing and to remain
       up-to-date on topic related issues
    - Excellent communication, TOT skills, drafting, presentation and reporting skills
    - Fluency in spoken and written English
    - Fluency in spoken and written Arabic

9. SCOPE OF PRICE PROPOSAL
The range of the contract value up to $54 000 (Incl. VAT).
