Morialta Matters News from John Gardner MP Dear Residents Issue 27 Summer 2019 As I’ve been talking to people in the community over the last few months I have sensed a growing feeling of confidence in South Australia’s future. Business owners are talking about pu�ng on more staff; more young people are talking about building their futures here, rather than moving interstate to follow career aspira�ons. We are working hard to create an environment conducive to employment growth and prosperity. One particular piece of good news is the announcement that Adelaide will be home to the headquarters for the new Na�onal Space Agency, at the Lot 14 site on North Terrace. Winning this bid over all other states and territories took a concerted effort from our government: it is both a sign of the growing confidence people have in our state and a cause for further op�mism in itself. Billions of dollars are now coming into the space sector every year, and many new businesses are seeking to get involved in this burgeoning part of the economy – including within the North Terrace entrepreneurial precinct. 2018 - 19 STATE BUDGET BETTER HEALTH SERVICES The cuts to the Modbury Hospital made by the previous Labor Government devastated our local community. I am pleased to advise that the 2018-19 Budget delivers $114 million for the Modbury Hospital, including the restora�on of mul�-day surgery, and $23 million to re-establish the High Dependency Unit. Hospitals across South Australia will benefit from a substan�al investment in improved services. Cri�cally, beds have reopened at the Repat, in line with our promises. Our commitments to deliver be�er health services were a core promise of the Marshall Liberal team, and con�nue to be a key focus for the new Government. FUNDING FOR MOBILE BLACK SPOTS The Marshall Liberal Government has welcomed the commencement of round four of the Commonwealth Government’s $25 million Mobile Black Spot Program. We are delivering on our elec�on commitment to invest $10 million into fixing mobile phone black spots and are using those funds to leverage an extra $10 million or more out of the Commonwealth and telecommunica�ons providers. Too many residents in regional South Australia, including Morialta, suffer from substandard communica�on services. This needs to be addressed. The government has commenced iden�fying priority sites in regional South Australia to improve mobile recep�on. ADDRESSING THE SCOURGE OF DOMESTIC VIOLENCE We are delivering on our key elec�on commitments to address the scourge of domes�c violence, including through inves�ng more than $11.9 million over the next 4 years on a suite of posi�ve measures to support women and children at risk in South Australia. - $4 million over 2 years to 2019–20 for 40 addi�onal domes�c and family violence crisis beds. - $5 million of interest-free loans for non-government domes�c violence organisa�ons to fund housing related capital projects including expansions, renova�ons and upgrades. - an extra $1.66 million over 4 years to extend the Women’s Safety Services SA domes�c violence crisis line to 24-hours a day.
2018 - 19 STATE BUDGET SECURING RELIABLE AND AFFORDABLE ELECTRICITY Securing reliable and affordable electricity is one of the greatest challenges facing South Australia. The 2018-19 Budget invests $184 million to lower prices and improve reliability. We are inves�ng $100 million to establish our promised Home Ba�ery Storage Scheme, which will subsidise the cost of installing a home energy storage system for up to 40,000 households, and $50 million for Grid Scale Storage, which will aid the development of new storage technologies. 40,000 South Australians can now access grants of up to $6,000 to help pay for the installa�on of a home ba�ery system. This will benefit homeowners and the grid as a whole. There is no overnight fix to our state’s energy challenges, but the measures included in this budget take significant steps to responsibly get our balance right. CHEAPER EMERGENCY SERVICES LEVY We are delivering on our commitment to slash Emergency Services Levy bills for South Australians. $360 million will be put back into the pockets of householders over the next four years. The saving on a property worth $470,000, Adelaide’s mean sale price, is about $145 per year. This would lower the average bill from $272 to $127: a saving of 53 per cent. The previous Labor Government massively increased ESL bills in 2014 by removing the long-standing remissions. Households across South Australia have been paying too much ever since but, with this relief, the Government is delivering on our elec�on promises. DELIVERING FREE VOLUNTEER SCREENING CHECKS Volunteer screening fees are now free for all South Australians. Previously South Australians were paying $59.40 for a volunteer screening check - the highest applica�on fee in the na�on. The 2018-19 State Budget provides an ongoing funding alloca�on to abolish all volunteer screening fees, with the Government commi�ng $677,000 in 2018-19 and $1.4 million per year from 2019-20 in recogni�on of the huge importance of volunteers and the work they do accross South Australia.
2018 - 19 STATE BUDGET RECORD INVESTMENT IN EDUCATION We recognise that investment in our children and young people is a key driver for South Australia’s future prosperity. More than $1 billion is being invested in capital works projects and recurrent educa�on funding is set to increase by $515 million from 2017-18 to 2021-22. Our ambi�on is to support every child in every school in South Australia to fulfill their poten�al. IMPROVING OUTCOMES IN OUR SCHOOLS LITERACY GUARANTEE CONSTRUCTION OF 3 NEW SCHOOLS MOVING YEAR 7 INTO HIGH SCHOOL LANGUAGES IN SCHOOLS STRONGER VOCATIONAL PATHWAYS ENTREPRENEURIAL PROGRAMMES TACKLING BULLYING, TRUANCY AND SUBSTANCE ABUSE A FRESH START FOR TAFE SA TAFE SA is South Australia’s public training provider with a proud record of serving students and industry in our state over many decades. However it is well documented that it has had a challenging period in recent years. The fact is that we need a strong TAFE SA – as we need a strong non-government training sector – both to ensure that students get great training leading to rewarding careers, and to ensure that our businesses and industries have access to the skilled workforce that they need to prosper. As Minister for Educa�on one of my key jobs over the last year, on behalf of the government, has been to deliver a fresh start for TAFE SA. There has been a lot of hard work undertaken across the organisa�on and it is paying dividends: in December TAFE SA received a clean bill of health from ASQA – the na�onal regulator – with all audited courses mee�ng na�onal quality standards. Community confidence in TAFE SA is also returning with an increase in applica�ons this year. In further great news, TAFE SA has become the first accredited training partner of the new Naval Shipbuilding College. TAFE SA’s state-of-the-art welding facility at its Regency Campus now boasts a ‘navalised’ welding rig that will be used in the Cer�ficate 3 in Engineering Fabrica�on Trade, as well as some high-tech welding simula�on machines that will be cri�cal in training students to work in our shipbuilding industry. Along with the government’s new $200 million ‘Skilling South Australia’ fund for appren�ces and trainees, these great steps forward at TAFE SA will all play a cri�cal role in ensuring that South Australia’s training sector is primed to deliver the maximum possible jobs benefit from the Federal Government’s shipbuilding program, as well as other areas of skills need.

In more great news from the State Budget $18.5 million has been commited to deliver on the Paradise and Golden Grove Park ‘n’ Ride facili�es as a priority. Currently, many commuters are le� frustrated due to the lack of parking at Paradise interchange, forcing them to park on the busy main road or spill over into the side streets in the area and the paddock across the road. This key elec�on commitment will see the number of car parks at Paradise Interchange rise to 775. NORTH EAST RD + SOUTH PARA RD UPGRADE Morialta residents – par�cularly in Cudlee Creek, Gumeracha and Birdwood, would be very familiar with the troubled intersec�on of North East Road and South Para Road (and the stretch up to Tippe� Road). Although this is just outside the Morialta electorate, many residents drive through this area daily. The Department for Transport has a budget alloca�on this year to improve this traffic treatment, to reduce driver confusion and improve safety. Our neighbouring local MP, Richard Harvey, and I are eager to ensure that local residents’ views and feedback are well understood by the Department.
