Issue 14 February 2021 HE the Deputy Prime Minister and Minister of Foreign Affairs highlighted the importance of the visit of HE the Minister of Foreign Affairs of the Republic of Turkey to Qatar today, adding that they discussed a number of regional issues. His Excellency also expressed his thanks to the Republic of Turkey for sup- porting the GCC reconciliation and the outcomes of Al-Ula summit. He added that the two sides discussed developments of the Iran nuclear program, and said that both Turkey and Qatar call on the US and Iran to work in resolving the crisis diplomatically. His Excellency also expressed his appreciation of Turkey's support of stability and the transitional process in Libya, welcoming the election of an interim executive authority in Libya that took place recently, saying it is a landmark in the progress of the Libyan people. His Excellency stressed the State of Qatar's support to their brothers in Libya as they look to emerge out of the crisis smoothly and hold elections that are fair, transparent, and meets the aspirations of the Libyan people. HE Sheikh Mohammed bin Abdulrahman Al-Thani said that the two sides also discussed a number of re- gional issues that included developments in Syria and Iraq, as well as the peace process in Afghanistan. His Excellency stressed that Qatar and Turkey enjoy distinguished, strategic ties. His Excellency said that Qatar is always happy with visits from Turkish officials to Qatar where they can discuss a variety of topics, adding that he looks forward for increased bilateral cooperation and continued consultations. For his part, HE Minister of Foreign Affairs of the Republic of Turkey Mevlut Cavusoglu expressed his de- light at being in Qatar. He said that his meeting in Doha today focused on discussing the outcomes of the 6th Session of Qatar-Turkey Supreme Strategic Committee, stressing that ties between Qatar and Turkey are going from strength to strength. He noted that the two sides want to increase bilateral trade volume and work together more in different fields, expressing his delight with working on enhancing Qatari- Turkish ties in different fields. HE the Turkish Minister of Foreign Affairs also praised the State of Qatar's efforts in hosting the World Cup 2022. His Excellency praised the normalization of ties between parties involved in the GCC crisis, expressing his country's thanks to the State of Kuwait for the role it played in that regard, and expressed his hope that QATAR EMBASSY | BOSNIA AND HERZEGOVINA ties between the region's countries return to normal. HE the Turkish Foreign Minister noted that there were other issues in the region. He said that everyone must work together to solve those problems, especially the ones related to American-Iranian ties in terms of the sanctions imposed on Iran, and the US' withdrawal from the agreement on Iran's nuclear program. He stressed that Turkey and Qatar can make a contribution to resolve all these issues. He also expressed his hope that the crisis in Yemen will end and that the country will regain security and peace. He expressed his appreciation to the UN efforts to regain security and peace in Yemen. Cavusoglu said that developments in Libya were positive, and expressed his hope that the new govern- ment can assume power smoothly. He stressed that Turkey is working on supporting the peaceful political process in Libya, noting that talks in Qatar touched on that issue and stressed Turkey's continued support to the Libyan people. He said that his talks with HE the Deputy Prime Minister and Minister of Foreign Affairs also focused on the Syrian issue, saying he hopes that it can be resolved through a political process similar to Libya. He stressed that a peaceful, political resolution was the only option for those two issues, saying he was pleased that Qatar and Turkey share the same position in that regard. HE also noted that despite the urgent need to reform international law and the relevant organizations, the existence of these institutions, despite their deficiencies, is a must. She added that "out of the belief in the United Nations institutions and the respect for international law, the State of Qatar has resorted to all available legal channels to consider areas of disagreement, whether during the Gulf crisis, or in other previous cases, as it welcomed the decisions issued by these institu- tions." On the subject of the use of law as a tool in confronting crisis, HE Lolwah Al Khater commended the expe- rience of the State of Kuwait in the Security Council, mentioning that "Kuwait used its membership to serve its brothers, support Arab and Islamic causes, and alleviate the suffering of peoples in Syria, Pales- tine, Iraq, Yemen and Myanmar." HE the Assistant Foreign Minister and Spokesperson for the Ministry of Foreign Affairs indicated that the Covid-19 pandemic brought out the best and the worst at the individual and collective levels, so there were some countries which have retreated into themselves, and some have not been prevented by the crisis from extending a helping hand to others. Her Excellency noted that the State of Qatar was among those States that set an example of what even geographically small countries can play at the international level, as it sent shipments of medical and hu- manitarian assistance to more than 70 countries and humanitarian organizations. She also pointed that Qatar Airways has taken home nearly 3 million passengers, at a time when most of the world's airports were closed and most airlines stopped operating. On the matter of vaccine distribution, HE stressed the need for fair laws, reminding the international com- munity "not to politicize the law regarding aid and vaccination, as there are some parties who seek to en- act laws to monopolize the vaccine, which is unacceptable and must be fully rejected by the international QATAR EMBASSY | BOSNIA AND HERZEGOVINA community." Her Excellency underlined that there are many challenges facing the international community, noting that there are two areas that require complete concentration and quick action, with the first being cybersecu- rity. Especially taking into account that many countries have fallen prey to cyber-attacks and hacking, a matter that requires the need to accelerate the enactment of international laws that govern the cyber- space, and regulate international relations in it. The second area HE listed is the threat of climate change, noting that for some, the climate phenomenon is an imminent danger that will inevitably come if not confronted quickly. Yet, for small countries and is- lands such as the Caribbean, the devastating impact of the crisis on their people, environment and econo- my are a painful reality that they live daily. Issue 14 February 2021 Assistant Foreign Minister: Qatar Believes in Multilateral Action, Need for International System to Represent Values of Humanity New York / Information Office / February 09 The State of Qatar has pledged that the Doha Plan of Action will be a starting point for transforming the lives of millions of peo- ple living in the most vulnerable countries, and putting the least developed countries on the path towards sustainable and com- prehensive development. This came in a statement made by HE Permanent Representa- tive of the State of Qatar to the United Nations Ambassador Sheikha Alya Ahmed bin Saif Al-Thani during the Organisational Session of the Preparatory Committee for the Fifth UN Confer- ence on the Least Developed Countries, which was held at the United Nations Headquarters in New York. Her Excellency stressed that the Committee's efforts constitute a guarantee for the success of the prepar- atory process for the Conference, expressing the State of Qatar's appreciation for the Member States for electing it as a member of the Bureau of Preparatory Committee, as the host country of the Fifth UN Con- ference on the Least Developed Countries. She added that the State of Qatar is proud to host the Fifth UN Conference on the Least Developed Coun- tries from 23-27 January 2022. She reiterated that the State of Qatar hosting the Conference comes in line with its belief that achieving the ambitious aspirations of the 2030 Sustainable Development Plan will not be possible without paying special attention to the least developed countries. Her Excellency highlighted the steps that the State of Qatar took to prepare for the Fifth Conference de- spite the unprecedented circumstances and challenges posed by the Coronavirus pandemic. She said that the preparations of the Conference are proceeding in an efficient and effective manner, including plan- QATAR EMBASSY | BOSNIA AND HERZEGOVINA ning visits, and continuous efforts are being made to complete all the various aspects related to the Con- ference, noting in this context the participation of HE the Secretary-General of the United Nations Anto- nio Guterres in the Conference and his full support for it. She also drew attention to the State of Qatar's keenness to prepare and provide all the requirements that help in facilitating the success of the Fifth UN Conference, explaining that Qatar National Convention Cen- ter will host the Conference, as it is one of the largest conference centers in the Middle East and the most technologically advanced. It also has a state-of-the-art media presentation and production facilities and is staffed by a team of event and conference management professionals. In light of the emerging challenges and the changing global landscape, and the additional burden the coronavirus pandemic placed on the shoulders of the least developed countries, HE expressed the State of Qatar's full confidence that the Fifth UN Conference on the Least Developed Countries will constitute a different and transformative event to chart a course that responds to the unprecedented challenges and strengthen the capacity of the least developed countries to meet these challenges. She referred to the Istanbul Programme of Action for the Least Developed Countries for the Decade 2011- 2020 in addressing the structural challenges facing the least developed countries, expressing the aspira- tion of the State of Qatar for the new programme for the next decade to build on the achievements that have been made and to complete the goals that are still in progress. She added that Doha Plan of Action will be the first to address the challenges caused by the Coronavirus pandemic and its repercussions on the least developed countries, in addition to the recovery from the pandemic and its multifaceted effects. Qatar Signs Agreement to Open Its Mission Offices, Military Representation at NATO Headquarters in Brussels Brussels / Information Office / February 14 The State of Qatar and the North Atlantic Treaty Or- ganization (NATO) signed an agreement to open Qatar's mission offices and military representation at the NATO headquarters in Brussels, in implementa- tion of the arrangements of the Individual Partner- ship and Cooperation Programme (IPCP). On behalf of the Qatari side, HE the head of Qatar's missions to the European Union and the NATO Ab- dulrahman bin Mohammed Al Khulaifi signed the agreement. On behalf of the NATO, HE Financial Controller of the NATO International Staff Miroslawa Boryczka and HE Deputy Assistant Secretary General Headquarters Support and Transformation of NATO Martin Ver- snel signed the agreement. The opening of the State of Qatar's mission offices in the NATO headquarters represents a distinguished QATAR EMBASSY | BOSNIA AND HERZEGOVINA step in the long journey of distinct relations between the two parties, which included political and practi- cal cooperation and reached the level of partnership between the State of Qatar and the NATO. The Qatari mission offices will continue to support these relations with the organization and its member states, as this continuation will facilitate the process of direct communication as well as enhance bilateral and multilateral meetings and strengthen Qatar's presence inside the organization and its participation in military and civilian activities. Hamas in Gaza Strip Thanks HH the Amir for Qatar's Generous Support to Palestinian Peo- ple Gaza / Information Office / February 02 Hamas movement in the Gaza Strip thanked HH the Amir Sheikh Tamim bin Hamad Al-Thani for providing a financial grant of $360 million to the residents of the Strip for year 2021. The movement's leadership expressed its appre- ciation for the generous and continuous support provided by the State of Qatar to the Palestinian people as well as for its implementation of many vital and important projects in all sectors, the most important of which are buildings, roads, Page | 8

This came when HE the Chairman of Qatar's Gaza Reconstruction Committee Ambassador Mohammed Al Emadi met a delegation from Hamas leadership in the Gaza Strip. The movement's delegation included Yahya Sinwar, Rawhi Mushtaha and Dr. Khalil Al Hayya, and the meeting was attended by Vice-Chairman of the Committee Khalid Al Hardan. HE Ambassador Al Emadi discussed the current political situation and developments on the Palestinian arena with the movement's delegation, expressing his great hope for stability in all Palestinian territories after the success of the upcoming election process. His Excellency also affirmed the State of Qatar's support for the Palestinian people and the continuing provision of support to the Palestinians at all levels. Qatar Committee for Reconstruction of Gaza Affirms Qatar's Continuous Support for Pal- estinians Gaza – Information Office – 04 February HE Chairman of Qatar's Gaza Reconstruction Com- mittee Ambassador Mohammed Al Emadi affirmed that since the beginning of its work in the field of Gaza reconstruction in 2012, starting with the USD 407 million grant of HH the Father Amir Sheikh Hamad Bin Khalifa Al-Thani, the Committee consti- tuted a turning point in the field of development and reconstruction, and supervised hundreds of humanitarian projects with integrated plans to pro- vide and meet the needs of the people of Gaza in various fields. QATAR EMBASSY | BOSNIA AND HERZEGOVINA This came in the ceremony held by Qatar Committee for Reconstruction of Gaza during the opening of its new headquarters in Gaza. The opening ceremony was attended by a group of government figures, deputies in the legislative assem- bly, leaders of Palestinian factions, and representatives from international and civil society institutions. In his speech during the ceremony, HE Ambassador Al Emadi praised the engineering, technical, and ad- ministrative teams as well as all the Palestinians who contributed to the implementation of the Qatari projects in the Gaza Strip, expressing his gratitude for all international organizations, in addition to the ministries, authorities, and official and civil institutions that made great efforts to make Qatar Committee succeed and facilitated its tasks until it reached this distinguished stage. Al Emadi also thanked HE Palestinian President Mahmoud Abbas for allocating a 3-donum piece of land in the Ramallah governorate, in order to establish the permanent headquarters of the Qatari embassy. Al Emadi said that doing so is a confirmation that their work does not only cover the Gaza Strip, but also Jerusalem and the West Bank, noting that there are other projects that aim to support the resilience of the Palestinian people. He stressed that under the supervision of the leadership and its wise policy, the projects of Qatar Com- mittee for Reconstruction of Gaza have become a distinct model in the field of architecture and construc- tion, as well as in providing basic needs. Issue 14 February 2021 Qatar, the UAE Hold First Talks in Kuwait After Al-Ula Declaration Kuwait / Information Office / February 22 Two official delegations from the State of Qatar and the United Arab Emirates (UAE) held their first meeting in the State of Ku- wait today to set mechanisms and proce- dures for the future phase, after the Al-Ula Summit Declaration in the Kingdom of Saudi Arabia, which was issued on January 5. The Qatar News Agency (QNA) reported that the meeting discussed the necessary means and measures to enhance the joint work process of the Gulf Cooperation Coun- cil (GCC) countries and achieve the aspira- tions of their peoples in terms of security, stability, and development. The two sides expressed appreciation to the Kingdom of Saudi Arabia for hosting the recent Gulf Summit, that resulted in the Al Ula Declaration. In Sarajevo, the Embassy of the State of Qatar in Bosnia and Herzegovina celebrated this year the National Day of Sports at Olympic mountain Igman, near the city of Sarajevo, by organizing skiing, walking and football competi- tions on snow. Issue 14 February 2021 Qatari Embassies, Consulates Abroad Mark National Sports Day Doha / Information Office / February 01 The Diplomatic Institute at the Ministry of For- eign Affairs published the new issue of its quar- terly magazine Al Diplomacy. The new issue fo- cused on "preventive diplomacy" as an ap- proach pursued by the State of Qatar in its po- litical discourse and its practical approach to protect humanity from the scourge of wars. The issue highlighted speeches by HH the Amir Sheikh Tamim bin Hamad Al-Thani in regional and international platforms in which His High- ness affirmed the importance of adopting dia- logue as a method for resolving differences and that the State of Qatar plays the role of dia- logue facilitator to reach fair solutions and settle disputes by peaceful means. It also un- derlined HH the Amir's affirmation of the State's participation in all international and re- gional efforts that seek to achieve peaceful co- existence. The new issue also reviewed HE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani's statements that addressed the founda- QATAR EMBASSY | BOSNIA AND HERZEGOVINA tions for entrenching Qatar's principles in preventive diplomacy. Through diplomacy only, intractable disputes can be resolved, His Excellency said, calling for more investment in dip- lomatic solutions and stressing that the State of Qatar does not believe in military solu- tions, and that it always believes in diplomatic solutions in all forms of conflicts. The issue outlined the views of department managers and ambassadors on preventive di- plomacy which is of great interest, and presented articles of a number of diplomats and ambassadors on various issues.
