Sutherland Traffic and Traffic Safety Committee 5 February 2021 PRESENT: Councillor Greg McLean (Chairperson), together with Tanmila Samin Islam (representing Transport for NSW), Sergeant Scott Robinson (representing the NSW Police, Sutherland Shire Police Area Command), Vicki Poulos (representing the Member for Miranda, Eleni Petinos MP), Mike Schrafft (representing the Member for Cronulla, the Hon. Mark Speakman). STAFF PRESENT: Manager Traffic & Public Domain Services – Phillip Mansfield, Team Leader Traffic & Transport Services - Greg Holding, Traffic Engineer - Gerhard Van Wyngaardt, Traffic Engineer - Clayton Wills, and Traffic Engineer Cycleways – Mark Chigwidden. APOLOGY That apologies tendered on behalf of Senior Constable Rachel King (representing the NSW Police, Sutherland Shire Police Area Command), Jeffery Forsyth (representing the Member for Heathcote, Lee Evans MP), and Member for Holsworthy, Melanie Gibbons be accepted and leave of absence granted. DISCLOSURES OF INTEREST There were no disclosures of interest declared. CONFIRMATION OF MINUTES OF THE PREVIOUS MEETING DECISION: (Robinson/Poulos) That the Minutes of the Meeting of the Sutherland Traffic and Traffic Safety Committee held on Friday 27 November 2020 be confirmed as a correct record. In response to the COVID-19 pandemic, Council is closely monitoring and adhering to the directives of the public health authorities. For the safety of Committee members and members of the public, this meeting was held remotely. All Committee Members were advised of the meeting arrangements and were given the opportunity to either attend the meeting remotely or provide comments to the Team Leader Traffic and Transport Services prior to the meeting. No comments were received and all Report Recommendations were voted unanimously by the Sutherland Traffic and Traffic Safety Committee. Page 2
Sutherland Traffic and Traffic Safety Committee 5 February 2021 STR001-21 Elouera Road, Cronulla - Pedestrian Crossing File Number: 2020/386289 COMMITTEE RECOMMENDATION: THAT: 1. A raised pedestrian crossing be installed in Elouera Road, Cronulla, between Bate Bay Road and Captain Cook Drive, in accordance with Plan A attached to this report; 2. A roundabout be constructed at the intersection of Elouera Road and Bate Bay Road, Cronulla in accordance with Plan A attached to this report; and 3. Proposed ‘NO PARKING 8.25AM–9AM 2.30PM-3.30PM SCHOOL DAYS’ and ‘BUS ZONE ALL OTHER TIMES’ signposting in Captain Cook Drive be included in a future report with regard to signposting and linemarking for this project. STR002-21 Hazel Place, Burraneer - Linemarking and Signage Plan File Number: 2020/392924 COMMITTEE RECOMMENDATION: THAT: 1. The signage and linemarking for the road construction project in Hazel Place, Burraneer, be approved, in accordance with Drawing 17667-CO Sheet C05 attached to the report; and 2. The Public Safety & Lifeguards Unit be advised of Council’s decision for enforcement purposes. STR003-21 Caringbah Road, Woolooware - Additional Signs and Lines at Coral Road File Number: 2019/392924 COMMITTEE RECOMMENDATION: THAT: 1. A 10 metre dividing (barrier) line be installed in Caringbah Road, Woolooware, at Coral Road, in accordance with Plan A attached to the report. 2. The Public Safety & Lifeguards Unit be advised of this decision for enforcement purposes. Page 3
Sutherland Traffic and Traffic Safety Committee 5 February 2021 STR004-21 "By The C" Concert at Don Lucas Reserve on 6 March 2021 - Proposed Regulation of Traffic File Number: 2020/380222 COMMITTEE RECOMMENDATION: THAT: The following traffic management measures for the “By The C” Concert at Don Lucas Reserve, Cronulla, on Saturday 6 March 2021, be approved as a Class 2 Special Event: a. temporarily closing Council’s Mitchell Road car park, on Saturday 6 March 2021; b. temporarily installing ‘NO PARKING SAT 6 MAR 2021’ in Murdock Street, Cronulla; c. temporarily control traffic on Saturday 6 March 2021 at the following intersections: i. Mitchell Road at Sanderson Street, Cronulla; ii. Mitchell Road at Superba Avenue, Cronulla; and iii. Mitchell Road at Links Avenue, Cronulla. d. temporarily closing the following roads from 8pm until 10pm on Saturday 6 March 2021: i. Bate Bay Road, between Elouera Road and Sanderson Street, Cronulla; ii. Sanderson Street, Cronulla; iii. Mitchell Road, between Hume Road and Don Lucas Reserve, Cronulla; iv. Murdock Street, Cronulla; and v. Marine Esplanade, Cronulla subject to the List of Conditions in the report and Taxis being able to use the Ride Share drop- off/pick-up area. STR005-21 Minor Signposting and Linemarking - February 2021 File Number: 2020/392924 COMMITTEE RECOMMENDATION: THAT: 1. The signage and line marking measures listed in Table 1 in the report be approved, in accordance with Plans E1-E6, C1-C2 & W1-W4 attached to the report; and 2. The Public Safety & Lifeguards Unit be advised of Council’s decision for enforcement purposes. Page 4
Sutherland Traffic and Traffic Safety Committee 5 February 2021 General Business 1. Phillip Mansfield advised that the following temporary traffic and parking measures were implemented between the 23-26 January 2021 period, in order to manage the extraordinary numbers of visitors to waterside areas in Sutherland Shire: Traffic controllers were deployed at a number of locations under the direction of Manager Public Safety and Lifeguards; Road access to Kurnell was closed to non-residents by NSW Police Force; Portable and fixed Variable Message Signs were used to indicate traffic changes by Council, NPWS and the 4Wd park; Short-term parking signage trialled in Bundeena; and Various adjustments to the vehicle queueing arrangements at Boat Harbour four-wheel- drive park. Council will continue to work with the Kurnell and Bundeena community to address traffic and parking issues. Councillor Greg McLean advised that Council is considering long-term traffic and parking matters, through the development of the Roads & Freight Strategy and Parking Strategy. Sergeant Scott Robinson advised that Kurnell was closed to non-residents to maintain road access for emergency vehicles. 2. Sergeant Scott Robinson advised that Senior Constable Rachel King has taken another role within NSW Police Force and will no longer be attending Sutherland Traffic & Traffic Safety Committee and Sutherland Shire Consultative Traffic Forum meetings. The Committee wished to place on record its thanks and appreciation to Senior Constable King for her contribution to the Committee and Forums work over the past years. The Meeting closed at 10.21am.
