President’s Report - Thomas R. Fjerstad, PRP I have some concerning news to report this month. The Minnesota Chapter had utilized telemarketing for a number of years to raise funds for chapter programs. The Minnesota Chapter ended its contract with Insight Teleservices, Inc., a company based in Michigan, in January of this year due to repeated complaints from prospective donors. The chapter terminated this contract in an effort to improve its rating with the Better Business Bureau. It has recently come to our attention that persons affiliated with Insight Teleservices, Inc. are continuing to make calls in the state of Minnesota to raise funds for Paralyzed Veterans under names that are confusingly similar to PVA! This is not the Paralyzed Veterans of America! They claim to support VA Hospitals that provide spinal cord injury care. There is only one Congressionally Chartered Veterans Service Organization that represents spinal cord injured veterans and that organization is Paralyzed Veterans of America. The Minnesota chapter as part of its contract with Insight Teleservices, Inc. is joint owner to the list of donors that contributed to us through Insight Teleservices, Inc. We have made multiple requests for this list and have received no response. We learned of this continued calling of donors through a Minnesota PVA member who had previously donated to us through the telemarketing program. I called and talked with this member about his experience. When he received his latest call he believed it was still Paralyzed Veterans of America calling until he received his follow up material in the mail and it looked different, being a member and an acquaintance of our sports director he decided to call us and make sure. There are more details to this that I won’t go into at this time. I want our members to know that if you receive a call from a telemarketer soliciting funds for Paralyzed Veterans it is not the Paralyzed Veterans that you are a member of with its office in the spinal cord injury center at the Minneapolis VA, it is not the Paralyzed Veterans that is chartered by the United States Congress that was instrumental in the creation of our spinal cord injury centers in VA hospitals and the continued delivery of service to those centers. We are taking the appropriate steps to stop what we view as fraudulent uses of our good name and reputation. Please let everyone you know that Paralyzed Veterans of America no longer raises funds by telemarketing in Minnesota. Paralyzed Veterans Applauds All VA Programs Exempt from Sequestration Cuts Would Have Had Severe Consequences for VA Health Care Paralyzed Veterans of America (Paralyzed Veterans) applauds the Administration for ensuring that the health care and benefits needs of veterans will be protected from serious cuts to funding that would have devastated veterans and their families. Yesterday, the Office of Management and Budget (OMB) finally provided clarification that all programs administered by the Department of Veterans Affairs (VA) are exempt from the automatic cuts of sequestration. “We are pleased that the Administration has reaffirmed its commitment to veterans and their families by ensuring that all VA programs will be spared from the severe cuts that sequestration would have caused,” stated Bill Lawson, National President of Paralyzed Veterans of America. “As I explained during my annual testimony in March before the House and Senate VA Committees, sequestration would have had drastic consequences for VA at a time when we already know it is struggling to meet staffing requirements, particularly in the spinal cord injury service.” Due to a legal ambiguity created by the Budget Control Act last year, the VA was left with the prospect of facing up to a two percent reduction in spending, particularly in its health care programs. Paralyzed Veterans joined with its partners who developed The Independent Budget—AMVETS, Disabled American Veterans, and Veterans of Foreign Wars—as well as members of both the House and Senate to continually call on the Administration and OMB to clarify the protection of VA programs from sequestration. In fact, bipartisan legislation has been introduced in the House and Senate—H.R. 3895 and S. 2128—that would remove the legal ambiguity once and for all. “We still believe that this legislation must be enacted to ensure that veterans and their families do not face the possibility of cuts to VA services anytime in the future. We hope that Congress will put this issue to rest once-and-for- all,” added Lawson. With OMB’s clarification, veterans will not have to worry about reductions to the critical health care services that they have earned. 3
Executive Director’s Report - Ric Jost Hello Everyone, I would like to start by letting you all know that after nine and a half years our office assistant, Dianna Way, has given her notice to retire effective May 22, 2012. Dianna and her husband (John) will still be a part of the Minnesota PVA Chapter as they will continue to volunteer at the Minneapolis Veterans Home on the first Tuesday of each month for the bingo night that we currently provide for the residents and John will continue to do the fishing trips at Lake Mile Lacs this year. Their plans are to get their house ready to put on the market and move into a town home plus do some traveling. With that being said, I would like to welcome Naomi Lorence who will be our new office assistant. She comes to us with a military background and she possesses all the skills needed in this office. Next time you are at the SCI Center stop in and introduce yourself to Naomi and welcome her to the Minnesota PVA Chapter. She will be working with Dianna for about a week to help make the transition easier. Welcome aboard Naomi! I will be in Las Vegas the week of May 14th to 18th, 2012 for the Executive Director’s training seminar. Our focus will be on fund raising for individual chapters and for National PVA as a whole. I will report on the outcome of this in the next newsletter. Minnesota PVA Chapter held its 3rd annual bowling tournament on Thursday, April 26, 2012, at Brunswick’s Zone Bowling in Blaine, Minnesota. We had a great turnout with 15 bowlers and helpers to assist the bowlers as needed. A great time was had by everyone in attendance and a wonderful lunch enjoyed by all. I would like to wish everyone a safe Memorial Day Weekend and remember those who have given their lives so that we may live free. I would encourage everyone to attend a memorial service in your local area. SCI Staff Corner - Gary Goldosh As most of you might have already heard, effective April 23, 2012, Dr. Stephanie Boyle officially assumed the role of Chief of the Minneapolis SCI/D Center. This is a little bitter-sweet for me, since it means I will be giving up a role which I have cherished for the past several years. However, I could not be more pleased and confident in Dr. Boyle as my successor in this role. She is a gifted clinician and administrator who is dedicated to ensuring paralyzed veterans get the very best care possible. Therefore, please join me in welcoming Dr. Boyle as she enters into her new role. Dr. Boyle and I will continue to work closely together during the next several months as she transitions into her new role. Given the close ties between EC&R and SCI/D, we will continue to collaborate to ensure continued long- term care of both service lines. I take solace in the fact that I will be able to continue my clinical work and research at the Minneapolis SCI/D Center, which will allow me to continue to contribute in some small way in the mission and vision of this fine facility. It has been an honor and a privilege to work with Paralyzed Veterans of America in a collaborative endeavor over the past 25 years to ensure access to specialized care for spinal cord injury and disorders care, first at the Minneapolis VA and eventually throughout VISN 23. I have a deep respect for the sacrifices you all have made serving our country and the courage each of you have shown in continuing to persevere and even thrive, despite paralyzing illness or injuries. I am therefore honored to have played a part in the development of the Minneapolis SCI/D Center and the VISIN 23 SCI/D Hub and Spokes System of Care. 44
Advocacy Report - Todd Kemery Our advocacy goals for this summer will be ambitious as well as needed. As a long time wheelchair user, thirty years, I have seen a change in accessibility over the years in my travels and in our communities. One of my high points in this sometimes slow progression of change was when our chapter was invited, as well as other local disabled organizations, by the Twins to sit in on and comment on the building of the new Twins Stadium. We attended five or six meetings with the architects as the blueprints went through their natural progression. At every new phase, we were given the chance to comment on and make suggestions on how things could be better. It was a great gesture that the Twins included the disabled community and incorporated our suggestions in their plans for the stadium. That is why it is a disappointment to realize that we now have to address a serious issue with the Twins concerning those of us using wheelchairs. They offered us a great number of accessible seating but the majority of the prime accessible viewing seats are being abused by the able bodied community. The issue at hand is ticket sales. The Twins ticket office currently has no policy to prevent abuse of the wheelchair seating areas. There is evidence that third party sources and ticket scalpers are purchasing blocks of premium tickets designated for wheelchairs and reselling those tickets at an inflated price to anyone. The Twins currently have a very gracious practice of selling their accessible seating at a discounted price. The cost can be discounted as much as three or four dollars per ticket. You can now see how an unscrupulous seller could make additional profits at selling those discounted tickets for the cost of what the surrounding seating is going for. The other ticket sales issue is timing. As a season ticket buyer of wheelchair seating, you have to wait until the able bodied season tickets are sold before you can purchase your seating choice. The ADA is very clear on this practice and new guidelines effective March 15, 2012, makes it clear on how to address ticket sales. We will be contacting the Twins organization to ask them to implement a fair ticket sales policy that complies with the current ADA guidelines concerning the wheelchair community. Update!!! I just received an email from the Twins organization advising me that they are holding an advisory council meeting on June 18, 2012, for season ticket holders. I have already called and confirmed my attendance for this meeting. If you notice an ADA issue in your community, please contact the office and give us the details of the discrepancy so we can effectively change a wrong into an acceptable solution. In other advocacy news, later in the month of May, chapter President Tom Fjerstad and I will be attending a National ADA Symposium in Indianapolis, Indiana May 30, 2012 to June 1, 2012. Our objective will be to further familiarize ourselves with the current regulations and changes to the new DOJ (Department of Justice), ADA (Americans with Disabilities Act) guidelines. Our goal is to continue to develop a working advocacy department within the MNPVA. We want our chapter members to have a resource to utilize, if or when, accessibility issues need to be addressed. Our aim is to further our responsibility to the members with reliable advocacy service. The new Vikings stadium bill has been signed by Governor Dayton and our goal is to get a chance to sit in with the architects and have a chance to offer some insight to any accessibility changes that may need to be incorporated in the blue prints. What we learn from this year’s symposium and future ADA symposiums, will help us provide guidelines that will benefit not only the veterans wheelchair community but also benefit the civilian disabled community. Again, let me remind you that if you are having any accessible difficulties in your local community, please inform us here at the PVA office and we will help educate anyone or any business/town council on the finer points to the ADA. 5
Sports Director’s Report - Todd Kemery Summer is here and we continue to promote as many as activities as possible. There are a number of choices for you to choose from. I challenge you to take advantage of the list and pick one to participate in and don’t forget to bring the family along. Baseball. Don’t forget to reserve your Twins Tickets. Remember that we offer four tickets for each home game, at the chapter’s expense. As a season ticket holder you can watch the game from either the seat assigned or you can enter the Metropolitan Club and watch from behind glass or on their outside patio. Both are great vantage points to watch the game from. Also, the Ginger Pub, elevator level 5, has a great view from behind home plate that is available as standing room, without a time limit. Just give the office a call and give us two dates you would like to attend. The second choice is your alternate date if we can’t accommodate your first pick. There is a priority format we follow if there is more than one request for any one game. www.mnpva.org has the complete home game schedule. Softball. Our chapter has a wheelchair team and they will be playing their games at Brooklyn Park starting May 24, 2012 at 6:00 P.M. Bowling. We have two locations that we offer each Thursday, Eden Prairie 11:00 A.M. and Wyoming 2:00 P.M. We will continue to sponsor bowling until July and then we will take a break until fall. Trapshooting. The Metro Gun Club in Blaine is where our members can go every Monday 10:30 A.M. Shells and fees are covered by the chapter. Equipment can be loaned if needed. Fishing/Boating. Our Lake Mill Lacs outings are scheduled for May 23rd, June 6th, July 18th, and August 15th, 2012. We offer to take our anglers to and from the SCI Center in the chapter van. You will have to call the office by Monday at the latest of the week that a fishing trip is scheduled so we can make arrangements. Please call us and RSVP so we can have an accurate count for the charter folks and how much food to provide. We will be adding a new boating excursion on the Mississippi River and the Minnesota River. The launch is from the Watergate Marina about 2 miles from Ft. Snelling. We have access to a 35 foot pontoon boat that will carry three power chairs and a couple of manual chairs plus guests per launch. To start we have arranged to have two launch dates, per month, to accommodate the need to include everyone who signs up. There is the option to add more dates depending on how popular this new outing becomes. Fishing Has No Boundaries, August 24-25, 2012, will once again be providing a two day all inclusive events. Lodging, food, equipment is provided. There is an application process to this, please visit www.brainerdlakesfhnb.org for contact information and application. Sailing. Operation Liberty and Wayzata Community Sailing Center will host adaptive sailing for veterans and their families June 19, 2012, 4:00 - 9:00 P.M. You can check out the information on our web site at mnpva.org or see the flyer in the April newsletter for more information. Drag Racing. NHRA Full Throttle racing and the Lucas Oil NHRA Nationals will be coming to Brainerd August 16-19, 2012. Please plan on attending and greet one of our chapter supporters, owner/driver Jim Head of Head Inc. The 32nd National Veterans Wheelchair Games in Richmond, Virginia are just around the corner and our chapter is bringing 18 athletes this year. Come greet our participants at our 3rd Mini games June 13, 2012, 2:00 – 6:00 P.M. at the SCI Center. Come see a sample of what the competition will be like for us at the games. Table Tennis, Nine Ball, Track and Field, and Hand cycle, Rugby, Basketball, Softball, Slalom (obstacle course), Power Soccer and Power Slalom and Power Rally are some of the events. There is an open invitation to those of all abilities to try or at least observe the different events. You may want to plan on checking out our new sports court and gazebo while you are here. I am including a partial schedule of events that Capable Partners has put out for this summer. I would encourage you to see their full schedule on their website www.capablepartners.org. Some of you are already members and know who they are but for those who don’t, I had a meeting with their new President Dean Petersen and two of their board members, George Bruhn and Brigitte Kurkowski and Capable Partners has expressed a desire to encourage our veterans to participate and attend any of their events they have coming up. Capable Partners is a local nonprofit that offers disabled participants a chance to be active outdoors. They have the help of volunteers that accompany the individual on various hunts and fishing excursions including a number of outdoor recreation events. You do not have to be a member to be included in their outings. I hunted at Lac Qui Parle with Capable Partners and they are truly a well oiled machine at their logistical and organizational skills at getting us wheelers out in the field. I encourage you to familiarize yourselves with them and consider contacting them in any future plans to go hunting or fishing. Following is a partial schedule for the upcoming months in 2012: 6

I didn’t really have to think about the ramifications of “Miss Way” leaving until I had to write this last newsletter under her watch. We have been joking about her short timer status the past couple of weeks and how she really wasn’t going anywhere but the end of her short timer calendar is now here and soon she will be gone. Many Thanks to you Dianna for keeping our office running and I want to acknowledge the wonderful help you were to me and the sports desk. The football picks and the Twins Tickets, your day to day attention to detail on both of those projects were very helpful to me. I want to thank you for the reminders for the various time sensitive projects and keeping me from missing a deadline. However, for old time’s sake, this article is the last to cross your desk. I hope you and John get a chance to decompress after a long career. You deserve the time off. Please though, be flexible, in that, if the office burns down and Ric lets it all fall apart, you will once again come in and straighten it out. Attention All MNPVA Members! 2012 UPCOMING ELECTION The MNPVA Chapter is accepting nominations for all officers’ and two board positions!! The Minnesota PVA Chapter elections for Officers and Board of Directors are fast approaching. Nominations for candidates for all officer positions and two (2) Board of Directors positions will be taken from June 15, 2012, to July 15, 2012. The following positions are up for re-election: • President • Vice-President • Secretary • Treasurer • Two (2) Board of Director positions We would like everyone to put their thinking caps on and give some serious thought when submitting your list of candidates. All candidates must be voting members of the Minnesota Paralyzed Veterans of America Chapter and before taking office with MNPVA; they must become certified by the National PVA before your name is placed on the ballot in August. Officers are elected for a one (1) year term and Board members are elected for a three (3) year term and all elected officials should be available for the following commitments during their time of service: • Attend monthly Board Meetings – half day commitment plus travel time • Serve on Committees – a minimum of two committers per board member which requires additional time also • Attend Chapter Functions – annual picnic, annual banquet and any other function requested by the president When submitting your nominations for candidates you must follow these guidelines: • Nominations must be in writing • You must include your name when submitting your choice of candidates • You must be a voting member of this chapter • You must specify what position you want each individual to be considered for when submitting your nominations Please mail in your choice for candidates to the MNPVA office at the following address: Minnesota Paralyzed Veterans of America Attention: Secretary Eric Webster 1Veterans Drive, SCI-238 Minneapolis, MN 55417 We need persons who are willing to contribute time and effort to the well being of the chapter; not just someone who attends board meetings once a month. Please call the MNPVA office for each fishing trip you plan on attending at 612-467-2263 or 1-800-663-6782 or via email at mnpva@qwestoffice.net so we will know how much food to buy for everyone. NOTE!! We will schedule the MNPVA van for the fishing trips this summer for those of you that would like to go fishing but do not want to drive. You will have to call the office by Monday at the latest of the week that a fishing trip is scheduled so we can make arrangements. We wish all of you anglers a great fishing season!!
