Town of Frederick Memorandum TO: Honorable Mayor and Board of Trustees FROM: Bryan Ostler, Town Manager DATE: February 9, 2021 CC: Town Staff Local Media SUBJECT: Departmental Report Upcoming Board of Trustees Work Sessions – If there are topics that the Board would like staff to schedule for discussion, please let me know. The following topics are recommended for Board discussion (all meetings will be held in the Town Board Chambers unless otherwise indicated): • January 12th -Regular Meeting • January 19th – Work Session (Land Use Code Part 3) • January 26th – Regular Meeting • February 2nd – Work Session • February 9th – Regular Meeting _____________________________________________________________________________________ Police Department • Promotions – After very competitive selection processes, the department has announced several new promotions. Sergeant Justin Glantz was promoted to the rank of Commander, Detective Matt James was promoted to the rank of Sergeant and School Recourse Officer Aaron Herbert was also promoted to the rank of Sergeant. Transition into these new roles will take place over the next several weeks. Congratulations on a job well done! • Selection Process – The department’s recent promotions have created vacancies for the positions of Police Detective and School Resource Officer. These positions will be filled with candidates from inside the department after a challenging selection process. We look forward to announcing these selections in the near future. • Communication Board Appointment – Chief Norris has been appointed to the Weld County Regional Communications Board as a law enforcement representative for southern Weld County. Chief Norris will serve a three-year term in this role with responsibilities to include oversite of the Weld County Regional Communications Center. Public Works • Streets – Crews repairing potholes in downtown, on Colo Blvd, Godding Hollow and Silver Birch. Crosswalk signage was corrected along Ridgeway Blvd. Snow and ice control was performed from the storm on 1/26/21. PW replaced and installed delineators along Colo Blvd and Silver Birch. • Parks - Continuous biweekly checks of all parks and daily checks of the skate park. • Water – Monthly read of water meters, replacing of old meters. Built on What Matters.
• Buildings – Repaired, painted, and put Bella Rosa Clubhouse back together. Painted new office at the PD. Electrical inspection at the Resource building was passed. Drywall and duct work began. Assisted Vortex Door Co at the PD to repair the magna lock which was not operating. Public Works is working with the PD to get security cameras installed at Bella Rosa and the PW shop. • Open Space – Crews have started cleaning up and laying down material for the new walking trail at Bullrush Open Space. • Stormwater – The ditch-cleaning project was completed to Colo Blvd. • Miscellaneous – Installed ball dispenser at the golf course, backfilled conduit, and cleaned up. Restriped parking lots at Town Hall. Finished chipping Christmas trees and cleaned up the tree drop off area. Cleaned all trucks and sanders at the PW shop. Interviews were conducted for the Assistant PW Director. John Ober, Rusty Ribble, and Sarah Troy were interviewed. Rusty Ribble was selected. Interviews were held for an additional PW Maintenance Worker. Kent Snyder was selected. • Training – Kent Snyder is training on the street sweeper with Steve Johnson, and in the Water Dept with Tina Rehder. Steve Johnson continues mechanic training with John Ober. Administrative Services: Communications and Engagement • Department highlight – We had 4 in-perosn interviews for the Digital Media Specialist position. • Community Programs: We are hosting a Blood Drive on Sunday, February 14. The sign up is online. Planning and coordination of Spring Break Give Back week is ongoing. • Event Sponsorship – To date, we have no confirmed 2021 event sponsorships to date (compare to $17, 360 in 2020. Potential sponsors have been contacted and info is updated on the website. • Chainsaws and Chuckwagons 2021 – We have approved one carver to date, the 2020 1st place winner. Website info is up to date with carver, sponsor and food truck applications. • Community Partnerships – Attended the Carbon Valley Networking (nonprofits of the Carbon Valley), CV Communities that Care mtg, montly ESPIOC training, FHS Education Foundation mtg and HEAL committee mtg. • Social Media –The post with the most reach (17,131) and impressions )18,581) for January was “The Frederick Police Department is looking for a missing elderly male.”. o Comparing the performance of Page and posts with similar Pages on Facebook.: Fort Collins 18.1K page likes, City of Longmont 13.2K page likes, Town of Frederick 11.4K page likes, City of Greeley 10.6K page likes….Town of Firestone 5K page likes, Mead 2.3 K page likes. o Town of Frederick has 12,574 and Frederick Police Department has 1,986 followers. Finance Department • 2020 Audit - Preliminary fieldwork for the 2020 audit has started. The final fieldwork is scheduled to begin in April 2021. • 2021 Budget – The 2021 budget document is in process. When completed it will be submitted to GFOA for the Budget Award and it will be uploaded to the Town’s website GIS Department • Accela Software - a new dataset was created and implemented to accommodate the needs of this new software application. • Pavement Management 2021- In collaboration with the Engineering Department. The Pavement Management Map as been updated for 2021. • Burn Mitigation Project – Several maps were created for Public Works to be shared with Frederick Fire Protection District. These maps identify 2021 control burn projects. Planning Department • Development Applications – The development review process has a few steps land use applications go through prior to submitting an application such as a pre-application meeting and neighborhood meeting. There are twelve projects that have completed the pre-application step. There are currently two neighborhood meeting scheduled. Seven projects have completed the neighborhood meeting,
allowing them to submit an application. The following applications have been accepted for review and are now quasi-judicial. Engineering Department • HUTF – For the 2021 Colorado Department of Transportation Highway Users Tax Fund (CDOT HUTF) 6.23-miles of new roadway was added to the Town of Frederick transportation network. This represents an increase from 98.52-miles in 2020 to now over 100-miles of roads in Frederick with a total of 104.75-miles. Some of the areas where new roadways were added in town include Clark Ranch, Hidden Creek, Silverstone, and Wyndham Hill subdivisions as well as a new roadway segment in Eagle Business Park. • Transportation Master Plan – A contract was approved to Felsburg, Holt and Ullevig (FHU) to develop a Town of Frederick Transportation Master Plan. The consultant delivered a presentation to the Town Board at a work session on 12/1. The full draft master plan has been sent to the Board for review and comments received. Final adoption is scheduled to be at the February 23rd Board meeting. • Neighborhood Speed Control and Parking Program – Staff is collecting data and putting together a program to help address concerns about local traffic issues. A draft version of the program will be ready to take to the Board in March 2021. Once we have Board feedback, the program will be directed toward various subdivisions and HOAs throughout Town. • Tipple Pkwy/Frontage Rd Streetlight – Coordination efforts continue with CDOT and United Power regarding installation of a streetlight at this intersection. CDOT has requested an engineering study on the pros/cons of a light at this intersection. One concern that has been raised is how a new light would reflect onto the interstate and negatively impact traffic. Staff is reaching out to consultants to provide a study for this potential light impact. Staff has received a proposal from FHU to provide the evaluation that CDOT requires. Due to the extending schedule of this project, staff is considering advancing with a streetlight at another dark intersection – Aggregate (rd 7)/Bella Rosa (rd 20). • Raw Water Change of Use – Engineering staff is coordinating with its water attorney and water rights consultant to evaluate its current raw water portfolio to support filing a change of use application in water court so that these raw water shares could be used for future town use. Preliminary data shows the Town having approximately 72 shares of Lower Boulder water or about 1,000 acre feet of water that can be changed to use for all municipal purposes within the Town’s service area. An initial submittal of the application (Catlin Application) to the Lower
Boulder Ditch Company will happen on 2/5. A final application to water court is expected to be filed by March, 2021. • Windy Gap (no change) – Engineering staff is coordinating with Northern Water and finalizing agreements with Central Weld for storage of our 7 Windy Gap units into Dry Creek. With the Windy Gap decree finalized, the Little Thompson Water District accepted the Town and Central Weld’s agreement to store the 2,000 acre-feet of water. Storage will firm the units so that the Town will be able to use this valuable water. • Residential Cash-in-lieu (no change) – The Town’s water rights consultant (Element) has completed an initial evaluation on requests received for cash-in-lieu for residential development potable water use. Element’s recommendation is that the Town does not have an adequate surplus of CBT to support the requests from residential development. Engineering does concur with this evaluation. We will continue to look at alternatives and programs that other municipalities have implemented to help support the development community. • Milavec Lake Raw Water Delivery (no change) – Engineering staff has coordinated with a consultant to evaluate the delivery of raw water from the lake to various developments. Final construction plans are being drawn and installation of improvements is on schedule to happen in advance of the 2021 irrigation season. • Stormwater Master Plan (no change) – Frederick and Dacono jointly submitted a Department of Local Affairs Energy Impact Grant application in December 2019 to develop a stormwater master plan and on April 3, the Town received notification that they were awarded funding! A contract was approved to Anderson Consulting Engineers at the June 23rd Town Board meeting. This project is underway and the consultant is using field survey to gather existing conditions. This contract is scheduled to take 18 months and complete the end of 2021.
