Town of Frederick Memorandum TO: Honorable Mayor and Board of Trustees FROM: Bryan Ostler, Town Manager DATE: March 9, 2021 CC: Town Staff Local Media SUBJECT: Departmental Report Upcoming Board of Trustees Work Sessions – If there are topics that the Board would like staff to schedule for discussion, please let me know. The following topics are recommended for Board discussion (all meetings will be held in the Town Board Chambers unless otherwise indicated): • March 16, 2021 – Staff Evaluation • March 23, 2021 – No Meeting • March 30, 2021 – No Meeting _____________________________________________________________________________________ Police Department • New K9 Selection – We have a new addition to the department! As reported in our last update, Officer Ian Austin was selected to be the department’s next K9 Handler. Last week, Officer Austin traveled to a K9 vender in Michigan where he was able to run several dogs through a set of comprehensive assessments to choose the right dog for our program. After testing several dogs, Officer Austin selected a 15-month-old Malinois-Shepard mix as our new K9. Our new addition comes to us from Poland with a kennel name of “Ethos”; however, we will be polling members of our community to help select our new K9’s permanent name. Officer Austin has already began obedience training with the dog and will start the patrol and narcotics training academy in May. The duo will need to pass national level certifications prior to being able to deploy to the streets but our new K9 will begin riding on patrol with Officer Austin soon. We expect to have a fully trained, certified and operational K9 unit by late summer. Built on What Matters.
Administrative Services: Communications and Engagement • Department highlight – Zach Mahone started on March 1 as our new Digital Media Specialist. He has jumped right in and you will notice new graphics • Community Program – Step Into Spring, an active living challenge presented by the HEAL Committee is a month long program in March. There are 17 participants from the community! The committee will host an informal fun walk on March 20 at around Milavec Lake. • Community Program - Blood Drive: March 14 in the Administrative Services parking lot. • Community Program - Spring Break Give Back: We have five organizations participating with volunteer opportunities for students during the week of March 22 – 27. • Event Sponsorship – To date, we have $7,250 in event sponsorships to date. Planning “thank you” social media posts for businesses that sponsor. • Chainsaws and Chuckwagons 2021 – We have approved five carvers to date. We have some all- stars and local favs coming back! Bios will be added to website as info is received from carvers. • Community Partnerships – Meeting with Carbon Valley Networking group to get updates from local nonprofits to help promote their events and efforts in the community. Meeting with Carbon Valley Consumer Reporter to explore advertising options for summer events. • Social Media – We launch a month long “Frederick’s Happiness Wall” campaign for staff and community input on a GIS storymap. We also have a name our new K9 campaign this week for community input. The most engaging Facebook post in February was “Gabe’s Café is now open”. • COVID-19: Focus on vaccine information to the public on who, where and how to get the vaccine. Finance Department • 2021 Budget – The 2021 Budget book has been submitted for review by GFOA. • 2020 Audit – Audit work has begun, with fieldwork scheduled in April. GIS Department • Water Sampling Map – A map was created to assist in communicating to the state properties that free chlorine samples were taken. • Happiness Story Map – March 20th is International Happiness Day designated by the United Nations (UN). Frederick has decided to cultivate and celebrate happiness the entire month of March through a interactive and crowd sourcing Story Map. The UN designed this day as a way to recognize the importance of happiness in the lives of people around the world. In 2015, the UN launched the 17 Sustainable Development Goals, which seek to end poverty, reduce inequality, and protect our planet – three key aspects that lead to well-being and happiness. Planning Department • Development Applications Under Review Webpage Update – The Planning Department has created a webpage to show what development applications are currently under review. The webpage can be viewed either in map or list form. The QR code will be added to the sign notice requirement for each project. When scanned, the resident will have access to the project location, description, project planner and a link to the calendar to see upcoming meetings. • Development Applications – The development review process has a few steps land use applications go through prior to submitting an application such as a pre-application meeting and neighborhood meeting. There are sixteen projects that have completed the pre-application step. There is currently one neighborhood meeting scheduled. Seven projects have completed the neighborhood meeting, allowing them to submit an application. The following applications have been accepted for review and are now quasi-judicial. • Colorado Blvd/Tipple Pkwy Intersection Improvements – A Request for Proposal for design services to improve this intersection has been released. A contract for design services is scheduled to come to the Board at the April 13th meeting. • Neighborhood Speed Control and Parking Program – Staff is collecting data and putting together a program to help address concerns about local traffic issues. A draft version of the program will be ready to take to the Board in April 2021. Once we have Board feedback, the program will be directed toward various subdivisions and HOAs throughout Town. • Concrete Alleyway Project 2021 – Continuing our annual concrete alley maintenance program, the 2021 project will improve the alley between 2nd Street and 3rd Street from Locust Street east to Maple Street. Bids have been received and staff is bringing a contract with the selected bidder to the March 9th Board meeting. A construction schedule for the alley project is being negotiated. • Pavement Maintenance Program 2021 (no change) – Our annual pavement maintenance program was just released for bid, the 2021 project will improve areas throughout the town. The project includes the following: Crackseal areas include: o No Name Creek subdivision o Eagle Valley subdivision o Rinn Valley subdivision o Old Town Frederick Slurry seal application areas include: o Angel View subdivision o Countryside subdivision o Fox Run subdivision (specifically Bobcat) o No Name Creek subdivision Mill and Overlay areas include: o Aggregate Blvd roundabout – Wyndham Hill subdivision o Savannah subdivision – Lincoln St, Emerson Ave and Gorham Ct o Moore Farm subdivision – Shetland Dr and Triple Crown Dr The current schedule is to bring a contract with the selected bidder(s) to the April 13th Board meeting. A construction schedule for the pavement maintenance projects will be negotiated after the bid opening. • Tipple Pkwy/Frontage Rd Streetlight (no change) – Coordination efforts continue with CDOT and United Power regarding installation of a streetlight at this intersection. CDOT has requested an engineering study on the pros/cons of a light at this intersection. One concern that has been raised is how a new light would reflect onto the Interstate and negatively impact traffic. Staff has received a proposal from FHU to provide the evaluation that CDOT requires and we are advancing with this study. • Raw Water Change of Use (no change) – Engineering staff is coordinating with its water attorney and water rights consultant to evaluate its current raw water portfolio to support filing a change of use application in water court so that these raw water shares could be used for future town use. Preliminary data shows the Town having approximately 72 shares of Lower Boulder water or about 1,000 acre feet of water that can be changed to use for all municipal purposes within the Town’s service area. An initial submittal of the application (Catlin Application) to the Lower Boulder Ditch Company did happen on 2/5. A final application to water court is expected to be filed in March, 2021. • Windy Gap (no change) – Engineering staff is coordinating with Northern Water and finalizing agreements with Central Weld for storage of our 7 Windy Gap units into Dry Creek. With the Windy Gap decree finalized, the Little Thompson Water District accepted the Town and Central Weld’s agreement to store the 2,000 acre-feet of water. Storage will firm the units so that the Town will be able to use this valuable water. • Milavec Lake Raw Water Delivery – Engineering staff has coordinated with a consultant to evaluate the delivery of raw water from the lake to various developments. Final construction plans are complete and the project is out to bid with a March 4th Bid Opening date. We are pushing to get a contract to the Board on March 9th so we can have installation occur in advance of the 2021 irrigation season. • Local Water Programs (no change)
o Garden in a Box. We have 15 for this year and they go on sale March 1st. o Slow the Flow. We have 16 for this year and just finalized the marketing plan. • FEMA Floodplain Updates (no change) – FEMA has completed a new flood hazard study for our community. Preliminary Firm Maps have been delivered and the 90-day appeal is now underway. After the appeal time, these revised maps will become effective. Staff is putting together an FAQ and mapping details to put on the Town website. • Stormwater Master Plan (no change) – Frederick and Dacono jointly submitted a Department of Local Affairs Energy Impact Grant application in December 2019 to develop a stormwater master plan and on April 3, the Town received notification that they were awarded funding! A contract was approved to Anderson Consulting Engineers at the June 23rd Town Board meeting. This project is underway and the consultant is using field survey to gather existing conditions. This contract is scheduled to take 18 months and complete the end of 2021.
