About Us Our Community Our Redcliffe community, located just north of Brisbane, forms part of the Moreton Bay Regional Council (MBRC) Local Government Area. The Moreton Bay Region is one of the fastest-growing areas in Australia. Its population has been steadily increasing Population Growth over the past decade, from 800000 approximately 325,000 in 2006, to 434,751 in 2016. 600000 This trend is predicted to continue with a forecasted 400000 population of 530 000 in 2026 and 618,000 by 200000 20361. 0 The Peninsula is a 30- 2006 2016 2026 2036 minute drive from Brisbane Airport, offering coastal access much closer to the metropolis than either the Sunshine Coast or the Gold Coast. Our region is undergoing major transformation with new infrastructure, development and domestic and international migration changing the face of the Peninsula. Our Locals The profile of our locals is unique compared to the rest of Queensland and Australia. Redcliffe is home to an above average number of lone A rea = 3 7 k m 2 person households as well as a population that is older than the Queensland average. Given its older demographic, locals require a higher need for assistance in undertaking basic activities compared with other Queenslanders. MBRC proposes to attract and retain an increased number of international students with the opening of the University of the Sunshine Coast’s new campus at The Mill in Petrie. While this may bring additional economic benefits to the region, international visitors are not always aware of the dangers associated with Australian surf conditions. Migrants, tourists, and other people from culturally and linguistically diverse backgrounds have traditionally been overrepresented in Queensland’s drowning figures and continue to remain a high-risk group. 1 Source: Queensland Government Estimated Resident Population, 2016. Membership Membership Fees Nipper Family Membership Fees Every Junior member (under 14 as of 30 September 2020) must join with at least one adult/guardian (associate). Our fee structure includes • any internal course undertaken (see senior courses section) • use of equipment (relevant to each age group and according to SLSQ policies) • award and certificate costs • Nipper rashie and coloured cap for Junior Members (Under 14) 1 Nipper + up to 2 guardians $240 2 Nippers + up to 2 guardians $280 3 nippers + up to 2 guardians $320 Per additional Nipper $30 Locker Hire (Yearly) $10 Please note that there are no refunds on membership after the sign-up – unless the junior member fails to pass their proficiencies. NEW members must provide a birth certificate for Nippers (5-14) Redcliffe Peninsula SLSC is a registered activity provider for the Queensland Government’s FairPlay voucher. Parents, carers or guardians can apply for a voucher valued up to $150 for their child, which can be used towards their membership. Senior Membership Fees Returning volunteer lifesavers simply need to attend a skills maintenance session. The Club Captain will release the date for this session prior to the season commencing. Lifesavers do not need to attend a sign-on day and can simply use the online system to sign-up and make payment. Membership Categories Nippers (5-13 years) Nippers are in training to become the future of lifesaving. Each Sunday they undertake activities that will educate them in becoming the next generation to wear the red and yellow. • U6-7 Green Caps - our youngest members so due to their age and for the safety of our little members it is a requirement to have a parent/guardian helper present and active on the beach and in water. • U8-14 Various Coloured Caps - our junior members • Club Caps - these caps are used for carnival/competitions only for U8-14 Active Cadets (13-15 years) Cadets are our junior members between age 13 and 15 years of age. Cadet members begin with the training of the Surf Rescue Certificate [SRC]. The SRC is the minimum requirement needed to become a surf lifesaver. Active Cadets are the first line of being an active patrol member and are provided with on the job training with beach patrol duties. Upon gaining this award, cadets will be placed on a beach patrol roster to perform community service (beach patrols) under supervision. You must be 13 years of age at assessment to be able to undertake this course. PLEASE advise your Age Manager or part of the Training Team if interested. We endeavour to capture all eligible nippers for this course but help us by taking some of the responsibility. Active Juniors (15-18 years) Active juniors are members between the age of 15 and 18 years who hold the Bronze Medallion Award. Active juniors are involved in all areas of lifesaving and are also required to perform beach patrol duties in accordance with their membership and qualifications. Members in this membership category are also able to gain further lifesaving awards to increase their knowledge and skills including Advanced Resuscitation Techniques, Inflatable Rescue Boat Drivers and Crewman’s, First Aid and Training Officers Certificate. Active Patrolling Members (18+ years) Active patrolling members are members aged 18+ years who hold the required award of SRC, First Aid or Bronze Medallion. Active members are strongly encouraged to gain additional lifesaving awards to improve their lifesaving skills and knowledge e.g. Inflatable Rescue Boat Drivers, Patrol Captains Award, and other specialist awards. Can attend any training course. Active Award Members (15+) Award members are non-patrol members that hold other awards within the club – ie Age Manager, Official, Coach etc.. Associate Members (18+ years) Associate members are non-award holing members over the age of 18 years ie Nipper Parents. Once you hold an award (SRC, First Aid, Bronze, Age Manager etc), you will be transferred over to either the Active Patrolling or Award Members category. Lifesaving Redcliffe Peninsula Surf Life Saving Club (SLSC) lifesavers are responsible for patrolling the 2.5km coastline from Suttons Beach to Scotts Point. The role of a lifesaver is to ensure the public remain safe, and perform rescues on the board, with the tube or using the Inflatable Rescue Boat (IRB), as well as execute preventative actions. Volunteering as a lifesaver is incredibly rewarding, and the experiences and opportunities that members face each day are never the same This season will take place from Saturday, 19 September 2019 to Monday, 3 May 2020. Redcliffe Peninsula SLSC is a signatory to the Club Patrol Service Contract with Surf Lifesaving Queensland. These Patrol Service Contracts are also a requirement of our whitewater accreditation with the Queensland Fire and Emergency Services and as such, are a major performance indicator for clubs obtaining Queensland Fire and Emergency Services annual subsidy payments. I It is imperative that we deliver to the expectations of the community, Queensland Government and Surf Life Saving Queensland. Figure 1: Primary (traditional) area of patrol – Suttons Beach Redcliffe Point forms the northern boundary of the straight 2km long Suttons-Margate beach (1570), which terminates in the south at Scotts Point. Our surf club is located at the northern tip of the beach, with a carpark and picnic area on the point. The beach consists of a sandy high tide beach and shallow low tide sand flat. The northern half is backed by a large foreshore reserve called Suttons Beach, with car parking and all facilities for beachgoers. The southern Margate half of the beach is backed by a continuous seawall and walkway, then the main road. Toward the southern end is a boat ramp and then an old dressing pavilion. South of the pavilion a newer seawall has been constructed to protect the backing eroding beach and eroding bluffs of Scotts Point. Figure 2: Secondary area of operation – Scotts Point Scotts Point is the start of a 1km long low rocky bluff and reef section that terminates at the southern Woody Point. Along the central northern section is a narrow 200m long high tide beach (1571), backed by a boulder seawall, walkway and vegetated bluffs, with rocks and reefs littering the intertidal zone. Suttons Beach to Scott’s Point must be patrolled every hour by either of these roving patrols SSV, IRB or foot. Both SSV and foot patrols should have bum bags, tube and radio. Our patrol teams Our patrol teams must have at least three (3) Bronze Medallion holders with the following: • One (1) x Silver Medallion Beach Management (Patrol Captain) • One (1) x Silver Medallion IRB driver (IRBD) • One (1) x IRB crewperson (IRBC) • One (1) x Advanced Resuscitation Technique (ART) • One (1) x First Aid (FA) Becoming a lifesaver Lifesaving is for the young and young at heart, alike. Children as young as 13 years of age can complete their Surf Rescue Certificate, or SRC. The SRC provides participants with the skills and knowledge of basic patrolling and surf awareness in order to be able to participate in lifesaving operations and act in the role of Water Safety Personnel. Individuals aged 15 years and over can become lifesavers by completing a Bronze Medallion course. The Bronze Medallion course provides participants with the skills and knowledge of patrolling and surf awareness in order to be able to participate in lifesaving operations. This is the core award to be a surf lifesaver in Australia. Once you have obtained a lifesaving award you will be rostered on to either a Saturday PM, Sunday AM or Sunday PM patrol, you will be asked which suits you best. Rosters will be emailed out during the season. During the course of the season you will also be rostered onto some public holidays and during extended hours (school holidays and some public holidays) a Saturday morning as well. These extra days are worked out evenly between all patrol teams. You will also be asked to help out at events held at Suttons Beach of which the two biggest events are Australia Day and Festival of the Sails (Good Friday) followed by any extra events, such as Sunshine Coast Branch or Surf Lifesaving Queensland carnivals, held at Suttons Beach. If you cannot make one of your patrols you must find a replacement that holds similar awards to yourself. You must advise your Patrol Captain of who your substitute is and if you have not been able to find a substitute to cover you. Training Opportunities • Bronze Medallion & Surf Rescue Certificate courses are available to all financial members • Additional courses including First Aid courses are only available to Bronze Medallion holders • Everyone must o hold a current issued Working with Children Blue Card o have an active USI number [Unique Student Identifier] § visit www.usi.gov.au to obtain your free USI number o hold any prerequisite awards [if applicable] • If you are interested in completing one of the courses and hold all the above ‘must’ items, email your interest to the Chief Training Officer • It is a club requirement for the awards below to complete 25 hours patrolling before receiving the award certificate. Junior Activities (Nippers) Nipper Sundays • Junior activities are held on Sunday mornings o Cadets/Juniors – from 7am to 8.30am [prior to the start of nippers] § This could change depending on number of participants § Please check regularly with the YDMO (Youth Development & Membership Officer) in contact list at the start of this handbook o Due to COVID-19 precautions we will be staggering the starting and finishing times of nippers. These times will be clearly communicated to all both in the clubhouse, on our website and social media. Any changes to the times will be emailed to all parents • Nipper Caps o Are not to be on nipper head until they have been signed on by age manager o Must stay on nipper head at all times while signed on o May only be removed once signed off by age manager • Nippers / Cadets / Juniors MUST o Over 8 and above - notify their Age Manager prior to going to the toilet and be accompanied by another child o Green Caps (U6 & U7) to be accompanied by a parent • Parents are asked to keep a watch on the movement of nippers on the beach • Nippers may not leave the activity area without permission from the Age Manager • All age group parents/guardians will be rostered to volunteer for various activities or clubhouse duties if they are not already participating [see parent roster] • No nipper will be permitted to participate in water activities until they have successfully completed their pool and ocean swim proficiency (just pool for under 6 & under 7) • No nipper is able to participate in a carnival if they have not successfully completed all their proficiencies (pool, run-swim-run and carnival evaluation) at least three weeks before a carnival Age Award / Surf Education • These are required for nippers to be eligible to compete at Branch Champs Carnivals • No completed surf ed award means no carnival nomination allowed • Age awards are only timetabled in the first half of the season as they need to be completed by 31st of December.During this time, components of relevant age awards are done weekly • As Surf Education is delivered throughout the season it is important to ensure that your child is attending nippers regularly to ensure they aren’t missing out on any aspects of these awards. • It is the parents and the nippers responsibility (not the age managers) to ensure that any missed education is caught up before December 31st • Regardless of joining date (prior to Dec) each child will be given the opportunity to complete these awards Attendance Sheets (Sign On / Off) The Attendance Sheet is a primary record in determining who is eligible for extra points towards becoming Age Champion. Nippers • Nippers must sign on with their Age Manager before participating in activities o This includes SRC nippers partaking in water safety duties REDCLIFFE PENINSULA SURF LIFE SAVING CLUB INC 9
• Late arrivals are to ensure that the Age Manager has marked the attendance of the nipper • Once signed on only then can nipper coloured caps be worn on the head • Once signed off these caps must then be removed completely from the childs head • Nippers cannot be signed off until collected by their guardian from their age managers Water Safety • SRC Nippers and parents alike must o first see the Water Safety Officer o sign the Patrol Attendance Book • For SRC nippers, this activity is counted towards nipper attendance Bad Weather Policy • Normal Sunday activities will still proceed as normal if general rain conditions are present • Only in the case of extreme weather conditions will Sunday Junior Activities be cancelled o An SMS will be sent out to all registered mobile numbers • In extreme conditions it will be at the discretion of the patrol captain to advise whether the children are allowed to enter the water o The JAC will liaise with the Patrol Captain on this matter o Duty of care will always be our first priority o At these times we may use the lagoon as an alternate water location Gear and Equipment The club owns and looks after an extensive range of equipment. This equipment is expensive, both to purchase and maintain. It is therefore very important that all gear and equipment is handled and cared for correctly. Damages and losses must be reported immediately. Redcliffe Peninsula SLSC supply boards for nippers to use and kindly ask members observe the following rules: • U9-U13 use foam boards only o Nippers in the 9-10 age group are not allowed to compete on fibreglass boards and are not permitted to train on these boards o It will be at the discretion of the relevant Age Manager for nippers in the 11-13 age group to use fibreglass boards a • U14 will be required to train on the larger Malibu paddle boards • No kneeling or standing is permitted on the nipper paddle boards • Competition boards are only to be used at carnivals and only by carnival participants whilst competing in an event • Boards cannot be used after training unless permission is granted by the Junior Activities Coordinator and under direct supervision • Nippers may arrange to take older boards for their use outside the competition arena, but please see Junior Activities Coordinator for permission. We would appreciate extra care being taken with equipment by returning to clubhouse, washing down and returning to the gear shed. REDCLIFFE PENINSULA SURF LIFE SAVING CLUB INC 10
Carnivals • It should be noted that carnivals are not for all nippers. It is up to the nippers and the parents to understand the event they are entering. • The majority of carnivals are nippers attend take place between the 15 other clubs that make up the Sunshine Coast Branch. • Carnivals generally take all day to contest • Carnivals for Nippers are separated into the following age groups o U8-U10 – carnivals are for experience only, with desired outcomes being Fun, Participation and Sportsmanship o U11 – U15 – Carnivals are more competitive, however the core values of Fun, Participation and Sportsmanship should be upheld at all times. In U11 - U15 carnivals individual acknowledgement is given to 1st, 2nd and 3rd places. • Carnival fees are non-refundable once carnival has closed • Nipper must have successfully completed the carnival proficiency • Each carnival requires the following ‘staffing’ o Team Manager o Age Manager/s … at least one per age group o Officials and Water Safety required ratio o Parent helpers to assist in taking gear & equipment to carnivals and back again If we are unable to meet these requirements we will have to withdraw. • If a carnival falls on a Sunday, there may not be nipper training for the age groups participating in the carnival, this will be decided the previous week and announcements made accordingly • Carnivals are as marked on the calendar and are subject to change for reasons such as weather or conflicting carnivals. We will advertise individual carnivals closer to the date. • Setting up and pulling down of marquees, loading and unloading of equipment, filling and emptying of water coolers all need to be done at each carnival and we ask all parents to find a job and carry it through. • Parents are asked to consider undertaking a course to hold a role at these carnivals thus enabling the workload to be shared and nippers being able to compete at carnivals o Officials course enables you to partake as an Official at carnivals o Surf Rescue Certificate course enables you to partake in Water Safety o Age Manager course will enable you to be a Team Manager or relevant Age Manager at carnivals • The same reporting requirements are in place as normal nippers – you must inform your age manager if you are going anywhere • All care will be taken to ensure that nippers compete in all their nominated events however FULL COOPERATION FROM PARENTS AND NIPPERS IS REQUIRED • Cadets U13 – U15 o All participants are required to have the appropriate award standings o All participants must have completed a minimum of 25 patrol hours. This is a pro rata arrangement • Surf Lifesaving and Surf Sports can be inherently dangerous. Accidents can happen which may result in serious injury. No child should/will be forced to compete in any event in which they cannot confidently complete the course. • Nominations will close two weeks prior to the date of the carnival • Nomination fee must be paid in full prior to nomination closure date o If the nomination fee is not paid prior to the closure of nominations then the competitor will not be entered in the carnival • Nipper Vests and competition caps are to be worn at carnivals • No jewellery is to be worn by any competitor REDCLIFFE PENINSULA SURF LIFE SAVING CLUB INC 11
• Regardless of any advertised carnival program, the Carnival Referee may, without any prior notice, change the order in which the events will be held o Do not arrive at a carnival late believing that your child’s event/s will not be held until later in the day as you may miss the event. o Please be aware that 2-day carnivals can swap events over each of the carnival days so it is advised that you attend both days for 2 day carnivals • Parents should ensure that competitors are available when marshalling of events commence o Age Managers will not be held responsible for any competitor missing events if they are not in the club tent when event marshalling is called o Always check with Age Managers before removing your child from the club tent • Branch carnival requirements are as follows and Branch has the right to refuse an entire club from competing at a carnival if this commitment is not met o 1x Water Safety to every 15 competitors, o 1x Official to every 8 competitors o 1x IRB Driver and Crew to every 20 competitors v Due to this requirement, competitors whose parents are either Water Safety or Officials will have first option to compete on behalf of the club. Other competitors will only be able to compete if Branch requirements are met. Further clarification can be obtained by talking to the Junior Activities Officer or Carnival Registrar. Branch Championships • These are held towards the end of the nipper season • Nipper must hold their surf education awards o This must be completed and submitted to branch (via the club) before 31st Dec o All nippers from the U13’s upwards must also obtain their ‘perform CPR’ (minimum) before submission of surf education books • Do not assume that your nipper holds this award – check progress with your age manager regularly – especially if any nipper days missed State Championships • Depending on the event and age group of the competitor, entry into these Championships is either … o restricted through qualification or o unrestricted through open nomination • Partial assistance for those who have qualified will be conducted on a year to year basis Club Championships (Nippers) • If bad weather occurs on a scheduled age championship day it will NOT be rescheduled • The club championships will be determined over three rounds of competition as indicated in the calendar • To be eligible for Age Champion, nippers must compete in at least two of the three days of competition • Age Champion is dependent on the number of points nippers have accumulated throughout the season … its not just about coming in first place at the Age Champs events • Competing at Age Championships will give you the following: o First Place ............... 10 pts o Second Place ........... 7 pts o Third Place ............... 5 pts • At the end of the three Age Championship rounds, a nipper's best two out of three results count towards their final scores. • Bonus points (10 points for each activity listed below) will be given to each nipper that o attends 75% of Sunday activities § nipper must be marked on the attendance sheet as being in attendance o attends all Club Championship days o competes at a carnival o completes Surf Education o participates in the Presidents Challenge Family Participation Program At the start of the season a short presentation that shows what nippers is all about and how families can help to make it a great time for all - Family, Fun, Friendships. It requires compulsory attendance from the nippers parents (as mandated by Surf Life Saving Qld). You must be signed off on the attendance sheet for continued participation in Junior Activities. Nipper Club Captains Every year Redcliffe SLSC will select Nipper Club Captains and Nipper Club Vice Captains from the current Under 13 and 14 Age Groups. This process presents an opportunity for our young life savers to take on a leadership role within our club. The club will select from nominated candidates who have demonstrated a commitment to the club, it’s values and act as a role model for the club and its younger members. The nomination and selection of our Nipper Club Captains/Vice Captains will follow a process where the nominees will complete a nomination form and explain how they contribute to the club in the following areas • Attendance and participation in Nipper activities including Sunday nippers • Training and competition (beach or water) • Education and Training • Being a supportive and encouraging team member • Participation in fundraising and club functions • Other relevant surf lifesaving achievements The Nipper Club Captain Selection Committee with comprise the JAC Chairman, Deputy JAC, Under 13 Age Managers and Under 14 Age Managers, and the Youth Development and Memberships Officer. Due date for applications will be advised. All applications are to be emailed to the JAC. Please ask the JAC for an application form. Sign-on Days Sign on can be completed on our new website at www.redcliffeslsc.com.au/membership Sign on can also be completed at the clubhouse • Saturday 29th August 2020, 9am to midday • Sunday 6th September 2020, 9 am to midday IMPORTANT: You must first complete online membership – see Membership section • NEW members are to register online • RENEWING members are to renew through the member portal Junior Activities is open to children from the age of five (Under 6) up to 13 years (Under 14). The age for a season is calculated as of midnight 30 September that year. Proficiencies After completing sign on – all nippers (new and returning) must complete the proficiencies for their age group. This year proficiencies will be held at Redcliffe Lagoon and Suttons Beach due to the closure of our normal venue. Club Assessors are only available during sign-on. If you are unable to attend on one of these dates with your nipper, becomes the responsibility of the parent/guardian to source an accredited AusSwim Coach and have the Pool Proficiency assessment done and signed by them. Important policies and procedures Sun Smart Redcliffe Peninsula SLSC is a sun smart organisation. Code of Conduct • Our focus is on the safety and enjoyment of our members and the public. We actively encourage good behaviour by all. • If any member is not meeting the behaviour expectations of the club – they will be asked to sign off and leave for the day • Ongoing behaviour issues, or issues which seriously breach the safety of others will be dealt with by our Disciplinary Committee • Possible outcomes of this could include suspension or expulsion from the club • For further information please see our President, Junior Activities Chair or Club Captain • This is a family activity focused on having have fun and enjoying all that Surf Life Saving has to offer • All members involved with the running of the club, age managers, water safety or any other active role are Volunteers only • We expect polite and courteous behaviour at all times. Abusive behaviour, swearing or disrespectful language to any member will not be tolerated • Any member found to be behaving in an unacceptable manner will depending on severity of actions: • be first given a verbal warning and if it persists, will be asked to leave the premises • be asked to leave immediately and may have membership revoked • either of the above options could unfortunately lead to your child/ren leaving with you if you are the only parent in attendance Please remember that the Nipper Program is 100% staffed by volunteers. The privacy of our members, in particular children participating in the nipper program is of extreme importance. The club would like to make you aware of Sections 7 and 8 of the SLSA membership form: • 7. Privacy: ----. I agree that during the Course of any duty, my image, voice or location may be tracked and recorded for the purposes of SLSA operational safety. • 8. Use of image: I consent to the relevant SLS Organisation(s) of which I am a member, using my name, image, likeness and also my performance in or of any SLS Activity at any time to promote the Objects of the relevant SLS Organisation(s), by any form of media. I waive any rights I might have to or in such use of my name, image or likeness by the relevant SLS Organisation(s). The club would also like to draw your attention to the following: • The club has 3 approved and accredited photographers. No one other than the 3 approved photographers are allowed to take photos of our members while participating in activities within the boundaries of the competition/activity arena/area. • Anybody observed taking photos of members within the boundaries of the competition/activity arena/area other than the 3 approved and accredited photographers will be asked to leave the competition/activity arena/area. • The 3 approved and accredited photographers can be identified via an Identification Pass. • From time to time images taken of members by the approved and accredited photographers may be used to promote the activities of Redcliffe Surf Life Saving Club. Should you object to your image or the image of the child that you are a guardian of being used in such a manner then you are required to notify the club of your objection. COVID-19 Response Junior Activities (Effective 3rd July 2020 Version 1.0) All members have the right to a healthy and safe environment. As COVID-19 restrictions are gradually relaxed, SLS members and staff will continue to work together to adapt and promote safe practices for junior activities, which are consistent with advice from health and sporting authorities. Given the high number of changes that are occurring during the time of COVID-19 pandemic, the guidance within this document is effective as of the date indicated above and is considered out of date once downloaded or printed. This information focuses on the planning and delivery of weekend Junior Activities starting at Redcliffe in September. COVID-19 Safety Plan Under the QLD Public Health Orders, we are required to complete a COVID-19 Safety Plan for each program area then register as 'COVID Safe Business'. Registering our club as a ‘COVID-19 Safe Business’ shows that we committed to keeping members safe. This commitment will also be demonstrated to members through our Statements of Compliance across all areas of the club. Key Messages 1. 500 people maximum can gather (including coaches, water safety etc). The 4m2 per participant must be in place 2. Plan to ‘Turn up, Participate, Leave.’ Arrive ready to go and leave immediately following the conclusion of the activity. 3. For the safety of all, only qualified members are to be involved in nippers delivery. Parents should be asked to keep their distance and practice good hygiene.
