Subject: International Medical Trainees Entering Canada

To whom it may concern,

It has come to our attention that a number of international medical trainees who have been accepted
into a Canadian residency programs are experiencing difficulties entering Canada. Nearly 1,000
international medical trainees have been accepted for 2020-2021, and it will be imperative that they
enter Canada several weeks prior to their start date in order to ensure that they are in place by July 1st or
beforehand.

The Government of Canada has included international medical trainees as part of the temporary worker
exemption who are authorized to travel to Canada to work during the COVID-19 pandemic.

Immigration, Refugees and Citizenship Canada (IRCC) website specifies the following:

                                         Permit-exempt work
The Orders provide for a number of scenarios where the foreign national is not required to obtain
        a work permit:

        • students in a health field, including as a medical elective or clinical clerk at a medical
teaching institution in Canada, for the primary purpose of acquiring training, if they have
written approval from the body that regulates that field

These foreign nationals can self-identify to airlines at the point of boarding that they are exempt
under this provision by presenting alternative documentation. This will generally include a letter
of invitation from a relevant organization in Canada (federal, provincial or municipal government
entity for emergency services providers, teaching institutions for medical students, or shipping
        agents for persons joining vessels).

These trainees are absolutely essential to the health care work force at our tertiary care hospitals from
coast to coast – particularly under present circumstances.

We thank you for your assistance in ensuring their safe arrival to Canada.

Sincerely,

Geneviève Moineau, MD, FRCPC
AFMC President and CEO
