Introduction to EVE
   Ente Vasco de la Energía (EVE) is the energy agency serving the Basque
    Government's Department of Economic Development and Competitiveness.
   Instrument for implementing the Basque Energy Strategy (3E-2020).
   Areas of activity in the energy area:
       •   Rational use of energy (Energy Efficiency, CHP, etc.).
       •   Renew ables (Small hydro, biomass, solar thermoelectric and photovoltaic,
           w ind, marine, geothermal, etc.).
       •   Diversification (energy sources and reserves).
   Forms of action:
       •   Energy agency.
       •   Participation in all aspects of the projects: technical, economic,
           management, etc.

Strategy in marine energy

   Overall objectives

    I.     To consolidate Basque business-generating companies as
           technological reference points in their respective energy areas,
           creating a magnet effect throughout the value chain that centres on
           high-value-added products.

    II.    To develop business activities in new emerging energy areas, in
           w hich both industry and the science-technology agents already have
           a solid technological base that can act as a launch pad.

    III.   Starting from the investments made under the 3E2020, to generate
           new energy opportunities and markets that the Basque business
           w orld can take advantage of.

          3.   ERANET. European programme designed to foster coordination of regional
               and national R&D programmes from different countries w ith the idea of
               having research projects by international consortia subsidised by each
               region.

Conclusions

   The 3E2020 Plan marks a major step forw ard in the creation of a
    comprehensive strategy aimed at taking advantage of major energy
    challenges –such as marine energy– to create a great opportunity for the
    Basque industrial sector.

   The principal aim is to prepare this sector for this new challenge:
     • Consolidating a benchmark science and technology offer
    • Creating a value chain: proposal on equipment, components and
      services
    • Attracting developers and technologists w ith the ultimate aim of
      activating an economy and industry in the marine energy sector,
      taking advantage of the magnet effect of research infrastructures
      such as bimep

   Actions w ill continue to be carried out in different domains to encourage,
    disseminate and support the technological development of this emerging
    energy industry.
