Introduction to EVE Ente Vasco de la Energía (EVE) is the energy agency serving the Basque Government's Department of Economic Development and Competitiveness. Instrument for implementing the Basque Energy Strategy (3E-2020). Areas of activity in the energy area: • Rational use of energy (Energy Efficiency, CHP, etc.). • Renew ables (Small hydro, biomass, solar thermoelectric and photovoltaic, w ind, marine, geothermal, etc.). • Diversification (energy sources and reserves). Forms of action: • Energy agency. • Participation in all aspects of the projects: technical, economic, management, etc. European forums in w hich EVE participates: • European Ocean Energy Association • Fedarene 4

Strategy in marine energy The mission of the Technological & Industrial Development area of the 3E2020 strategy is… “ To support the consolidation of a competitive netw ork of science- technology companies and agents w ithin the energy industry, w hich w ill contribute to the sustainability of the Basque economy and develop as a source of w ealth, employment and quality of life for the Basque country over coming decades” … w ith the fundamental aim of… “ turning the Basque Country into an international know ledge hub and a reference for industrial development in the energy industry” 6
Strategy in marine energy Overall objectives I. To consolidate Basque business-generating companies as technological reference points in their respective energy areas, creating a magnet effect throughout the value chain that centres on high-value-added products. II. To develop business activities in new emerging energy areas, in w hich both industry and the science-technology agents already have a solid technological base that can act as a launch pad. III. Starting from the investments made under the 3E2020, to generate new energy opportunities and markets that the Basque business w orld can take advantage of. 7
Preparing Basque Industry Collaboration w ith Energy Cluster (energy and maritime industries): • GTEO (Wave pow er w orking group): 1. Meeting point for the industry (strategies, projects R&D, etc.) 2. 7 meetings (2 per year) 3. 50-60 participants from 30 companies per meeting In coordination w ith: • Cluster London 2012 • Basque Science and Technology Netw ork • University of the Basque Country Frankfurt 2013 Dublin 2012 88
Actions Mutriku Project: ◗ CHARACTERISTICS: Takes advantage of construction of a new breakw ater to integrate a w ave- pow ered pow er plant. OWC Technology Capacity: Multi-turbine (16 x 18.5 kW), 296 kW Developers: EVE and Basque Government (Ports Office) ◗ AIMS Demonstration of the technology (oscillating w ater column, OWC) Show case to position ourselves internationally in the industry 12
Actions bimep project: ◗ CHARACTERISTICS: Energy flow = 21 kW/m Area= 5.2 sq km Depth = 50-90 m Closest point to land = 1.7 km Total capacity= 20 MW 7 marker buoys 1 Metocean Buoy (since Feb. 2009) 4 mooring areas and submarine cables, 13.2kV / 5MW 1 Substation on land Supervisory control and data acquisition (SCADA) system Research centre 13 13
Actions bimep project: • AIMS: Open infrastructure on w hich manufacturers of marine energy -collector systems can install their equipment, either for production/demonstration (pow er generation) or for tests and trials. To position the Basque Country as an international leader and generate a technological, industrial and social sector around this energy type. 14 14
Actions R&D projects: • To promote, through collaboration betw een Basque R&D companies and centres (support in GTEO): 1. “ Uhindar” : a) Led by Iberdrola and Oceantec (10 Basque companies participating) b) Development of converter w ith OWC Technology (similar to Mutriku) 2. Flottek: a) Led by Gamesa. b) Development of floating platforms for offshore w ind 3. Strategic research project (ETORTEK programme) by Tecnalia on offshore pow er. 15 15
Actions International projects: • Aims: 1. To bring marine energy onto the government agendas (EU, etc.) (SET- Plan, R&D aid programmes, etc.) 2. Benchmarking w ith other international organisations 3. Financing of part of our actions • Projects: 1. MARINET (Seventh European Framew ork Programme for R&D). Network of European marine energy research installations of excellence. 2. Atlantic Power Cluster (INTERREG). Cooperation on transnational marine energy strategy betw een Atlantic Arc regions. 3. ERANET. European programme designed to foster coordination of regional and national R&D programmes from different countries w ith the idea of having research projects by international consortia subsidised by each region. 16

Conclusions The 3E2020 Plan marks a major step forw ard in the creation of a comprehensive strategy aimed at taking advantage of major energy challenges –such as marine energy– to create a great opportunity for the Basque industrial sector. The principal aim is to prepare this sector for this new challenge: • Consolidating a benchmark science and technology offer • Creating a value chain: proposal on equipment, components and services • Attracting developers and technologists w ith the ultimate aim of activating an economy and industry in the marine energy sector, taking advantage of the magnet effect of research infrastructures such as bimep Actions w ill continue to be carried out in different domains to encourage, disseminate and support the technological development of this emerging energy industry. 18
