PENTICTON KIWANIS MUSIC, DANCE AND SPEECH ARTS FESTIVAL PURPOSE AND PHILOSOPHY The purpose of the Penticton Kiwanis Music, Dance and Speech Arts Festival is to complement and enhance the learning/teaching process. It provides an opportunity for students to perform their music, speech arts and dance achievements and to receive a constructive, meaningful evaluation of their performances. In doing so, the Festival aims to foster and promote a lifelong interest and appreciation for music, speech arts and dance. In order to fulfill its purpose, the Festival: • establishes rules and categories for performance by consulting with teachers and provincial and national music festival organizations. • engages the services of professional adjudicators to provide constructive, written critique and competitive ranking. • presents certificates, medallions, trophies, awards and scholarships to competitors based upon adjudicated results. • provides a stepping-stone to provincial and national competition. • presents Highlights Concerts to spotlight outstanding performances. Cameras, video cameras, cellular phones, pagers, and tape recorders are not permitted in Festival venues. GENERAL RULES 1. The competitions shall be under the working management of the Penticton Kiwanis Music, Dance and Speech Arts Festival. All matters arising out of and not provided in these rules and regulations shall be referred to the Festival Committee. The decision of the Festival Committee in all matters shall be final and binding to all concerned. 2. Competitors must be bona fide residents of any place in the Interior of British Columbia; or bona fide residents of Northern British Columbia east of Chilliwack, or bona fide residents of the Okanogan District of the State of Washington, which comprises from the southern border of the Wenatchee District, north along the Columbia River to Brewster, then north along the Okanogan River to the Border. Participants from other areas are welcome but will receive adjudication only and will not be eligible for awards or to represent the festival at the Provincials. 3. All competitions are open to amateurs only (except classes which are open to all). The term “amateur” shall mean one whose principle income is not derived from music or dance services. This condition does not apply to conductors of choirs, bands or orchestras, nor to those bona fide students of music or dance who teach for the purpose of applying the money so earned to the furtherance of their own education. 4. Competitors in Choral Societies, Choirs, Bands, or Orchestras must be bona fide members of their respective organizations. 5. All entrants in classes where age limits are set must see that their entry form is signed in the space provided by a parent, guardian or teacher. Age of competitors is determined as of December 31 st before the upcoming Festival. 6. No competitor may compete in two different entries in the same class, with the exception of junior piano Preparatory A (non-competitive) and Preparatory B classes, where students may enter up to three pieces. 7. No competitor may select and perform the same piece in more than one class within the same discipline. 8. Any competitor repeating his or her winning entry in any class within three years will be eligible for adjudication only. 9. No individual competitor, except choral groups, will be allowed to use the Festival Halls for practice purposes while that discipline is at that venue. Any disregard of this regulation will render the competitor liable for disqualification. 10. Classes may be divided or combined at the discretion of the Festival Committee. 11. Time limits shall be observed where such are specified. 12. Additional rules may apply in specific disciplines. Please check Syllabus.
PROGRAME PROCEDURE AND ADJUDICATION 13. Communication with adjudicators on the part of competitors, teachers, or parents, except through the Music Festival Committee is absolutely prohibited. Contradiction of this rule will result in disqualification. 14. Commercial advertising for the purpose of solicitation must be approved by the Festival Committee before it is displayed in any of the Festival halls. 15. Competitors will be designated to the adjudicator by name and number and shall not commence before the adjudicator gives the signal. 16. The presiding secretary may require any competitor to certify that the regulations herein set out have been met. If an infringement has occurred, no mark will be awarded but adjudication will be given. 17. The adjudicator’s decision in all matters of adjudication shall be final. The adjudicator may terminate any performance at will. 18. Immediately following the class, copies of music and adjudication sheets must be claimed (except dance). No certificates will be mailed, and the Festival assumes no responsibility for music left by competitors. PROGRAMME PROCEDURE AND ADJUDICATION - MUSIC 19. Fifteen minutes before the commencement of a class, original copies of music are to be provided to the Door Secretary for the adjudicator. If the adjudicator does not have a copy of the music for the duration of the performance, no mark will be given. 20. Music must be numbered every five bars and be clearly labeled with the class number, competitor's name and number. 21. Where “Own Choice” is specified, title and name of the composer must be given on the entry form. The adjudicator will take into consideration the artistic value of the number chosen in solo classes, and its suitability to the individual. 22. No person will be allowed on the platform with the competitor except the Adjudicator’s Secretary and where necessary, the accompanist and a page-turner. 23. Please make your own arrangements for accompaniment well in advance of the Festival. 24. Recorded accompaniment is not permitted in any voice class except choir and popular instrumental class. 25. Copied music may not be used except with the written permission of the copyright holder (composer or publisher). The Federation of Music Festivals has now deemed it permissible to use photocopies for page turns as long as the original copy is present at the performance. There must be two original copies present in the competition hall. Use of unauthorized copies will result in disqualification. Adjudicators must have original published music or a properly authorized copy for the duration of the performance in order to provide a mark. “Permission to Photocopy or Transcribe” letters and “Authorized Music” copies must be brought to the Festival and given to the Door Secretary with the music. Sheet music downloaded from the Internet, may be used at the Festival. However, proof of payment must be included for each copy used. (That is, if two copies are required, one for the accompanist and one for the adjudicator, there must be proof of two purchases.) 26. Second copies of music that are handwritten to transcribe original music to another key will not be permitted unless authorization is given by the copyright holder. Any competitor or accompanist violating copyright laws will be immediately disqualified. 27. Acceptance of an entry does not ensure eligibility. The adjudicator may disqualify any entry. COPYRIGHT LAW 28. Use of unauthorized copies will result in disqualification. 29. Music that is out of print or difficult to acquire requires written permission from the publisher in order to be copied. 30. Publishing firms out of business generally transfer their copyright to other firms. 31. Permission to photocopy letters must be brought to the Festival and given to the Door Secretary with the music.. 32. Video taping of dance performances is illegal without written permission from the choreographer. RULES OF ETIQUETTE 33. Absolute silence is required during the competition. No one may enter or leave while the competitor is on the platform. 34. The audience is requested to refrain from applauding before a competitor performs. 35. Formal dress is not required, but it would be appreciated if appropriate attire is worn, i.e., no torn or sloppy T-shirts or jeans. RULES OF PROTEST 36. Protests shall be made in writing to the Festival Coordinator, accompanied by a protest fee of $25.00, said fee to be returned in full should the protest be sustained. No inquiries shall be addressed directly to the adjudicator. SCHEDULING AND TIMING 37. While the programme timetable will be adhered to as closely as possible, the Committee reserves the right to make any changes necessary in the interest of the Festival. CERTIFICATES • Certificates will be awarded to competitors attaining first, second and third places. o A competitor who receives a mark of 80% or more and is the only competitor in that class will receive a First Place Certificate. o Second and Third places are awarded if there is a second and/or third competitor in the class who meet the standard of 80% or more. o Ties for Second and Third place are permitted. Ties will not occur for First place. o All competitors aged 10 and under who do not get a First, Second or Third place will be given a Participation Certificate, except for piano. Participants in Introductory Level A Junior Piano will receive a Participation Certificate, those in Introductory Level B Junior Piano who do not place First, Second or Third will also receive a Participation Certificate. o First, Second and Third place certificates will be presented to each person in a duo, trio or quartet. Only one certificate will be presented to a group of five or more competitors (music, speech arts); one certificate to a group of four or more competitors (dance). MEDALLIONS, CUPS, TROPHIES AND SHIELDS • Medallions will be awarded to the winners of various categories. These medallions become the permanent property of the recipients. • Recipients of major and monetary awards shall not receive medallions as well for the same competition piece. • Cups, trophies and shields will be awarded to the participant with the highest mark in the stated categories, provided that the mark is 80% or higher. A competitor must enter at least three solo classes to be eligible for a solo trophy. Trophies to be competed for annually are the property of the Okanagan Valley Music Festival Society. SCHOLARSHIPS, BURSARIES, AWARDS Scholarship winners must be 20 years of age or younger or meet the specific age limits as set out in the Syllabus. • All scholarships and awards may not necessarily be awarded. • A performer must obtain a mark of at least 85% in one entry in order to qualify for major Scholarships or for the Provincial level competitions of the British Columbia Performing Arts Festival. However, this does not automatically qualify for an award. Final decision rests with the adjudicators and the Scholarship Committee. This regulation covers all scholarships regardless of their terms of reference. • All decisions of the Scholarship Committee regarding the awards of scholarships are final. • Certificates will be awarded to competitors attaining first, second and third place meeting the standard of 80%. Participation certificates will be awarded to all students 12 and under, who do not receive a placing certificate, and to those who perform for adjudication only. • A competitor must enter at least three classes to be eligible for a solo trophy. MUSIC AWARDS Eva and Hugh Cleland Scholarship $ 300.00 Sponsored by the Penticton Foundation and Friends of the Festival • Applications for the Cleland Scholarship must be received by March 5, 2018. To qualify for this Scholarship, you must submit a short history of your music background, details of how you qualify and your social insurance number. The applicant must meet all of the following qualifications:is from the South Okanagan area (Summerland and south) intends to pursue a career in music teaching, coaching or performance is a Grade 12 graduating student or has completed Grade 12 but has not already enrolled in a post-secondary music program. within one year of the Festival, must intend to enroll in a recognized post-secondary educational institution such as a university or college, majoring in music, or a diploma course at a music conservatory. must be of a deserving caliber, as determined by the Music Festival Board. must apply for the scholarship prior to the commencement of the Festival If the winner does not meet the guidelines set out above, funds will not be dispensed for that year. STANDARD SCALE OF MARKS (Out of 100) 75 - 79 -- satisfactory performance 80 - 84 -- represents a good performance 85 - 89 -- represents honours 90 -100 -- first class honours
BALLET & MODERN ADJUDICATOR Ivana Ho graduated from The National Ballet School of Prague, Czech Republic before embarking on her career with many ballet companies throughout Europe and Canada including Ontario Ballet Theatre, Ballet BC and Ballet Victoria. She was part of an international cast in the musical The Rocky Horror show with Kaleidoscope theatre and recently choreographed musical Cabaret for a local theatre company. Ivana is an accomplished choreographer creating dance works for films, musicals and dance schools around Vancouver and Vancouver Island. Over the years she has developed unique approach to her students stemming from strict years in the post- communist Czech Republic and from years of extensive performing and teaching in Canada. She always tries to find ways to bring out individual’s strengths in class and on stage. Ivana is the Director of BOHEMIA BALLET Company and collaborates regularly with Vancouver Island Symphony creating a new repertoire with live music and dance. BOHEMIA BALLET is a touring artist with ArtStarts in schools’ program for 2018-2019 school year.
