What if the competition was fixed in advance? MAKE SURE YOUR Fellow athletes Sponsors Family Fans BELIEVE IN SPORT This is not only about you. Competition manipulation can ruin sport as a whole.
What is competition manipulation? When athletes cheat by losing on purpose or by not doing their best in a competition When officials or coaches deliberately make wrong decisions, affecting the competition or its outcome This is competition manipulation!
Why does competition manipulation happen? To gain a sporting advantage When the athlete underperforms, e.g. in order to face easier opponents in the next round of the competition. This is only one example; many others exist. To make money When the competition is manipulated in order to win a bet.
Identified weaknesses leading to competition manipulation Insufficient revenue for the athlete or official (e.g. no contract / insecure pay) End-of-career decision Marginal stakes (e.g. people feeling that they of the event have nothing to lose) (e.g. last rounds of the season) Young age Gambling addiction Lack of awareness and experience

As an official, YOU can make a difference… Because YOU are in direct contact with athletes. We need YOUR help to spread this information.
The increase in competition manipulation has been adversely affected by: Legislation and sports Globalisation More accessible betting regulations sometimes still markets being in development Improved Involvement of organised communication crime syndicates technologies
Sanctions may be heavy. Some examples MANIPULATING: BETTING: FAILURE TO REPORT: 4-year ban 3-year ban 2-year ban Most of all – damage to your reputation. SHARING INSIDE INFORMATION: 3-year ban

Sanctions – real life example: Tennis Daniel Koellerer, Austrian, former professional tennis player, 2009-2010 Sanctioned: Life ban from tennis and fined $ 100,000 for betting-related corruption
Protect your sport – real life example: Football Simone Farina, Italian, former professional footballer He protected his sport: Refused $ 250,000 to manipulate the outcome of a match and reported the incident to the police. Protect yourself and your sport: know the rules Don’t bet on your sport or on any Olympic competition!
If you are a Table Tennis athlete from Asia, can you bet on Table Tennis competitions in Europe? No. Athletes must not bet on their own sport, even if it is in a different region. If you are a coach or referee at the Tokyo 2020 Olympic Games in Table Tennis, can you bet on the Tokyo 2020 Volleyball events? No. Accredited athletes and officials must not bet on any event of the Olympic Games. If you are competing in Table Tennis at the Commonwealth Games, can you bet on the Football events at the Commonwealth Games? No. Athletes must not bet on any sport in a multi-sport competition that they themselves are competing in.

Olympic Movement Code on the Prevention of the Manipulation of Competitions “The purpose of this Code is to provide all Sports Organisations and their members with harmonised regulations to protect all competitions from the risk of manipulation.” Preamble c. of the IOC Code of Ethics Harmonise sports rules & definitions in relation to competition manipulation based on minimum standards and in line with the Council of Europe Convention on the Manipulation of Sports Competitions. Establish minimum violations and minimum standards for disciplinary procedures in order to enable mutual recognition.
