TERMS OF REFERENCE (TORs) LRPS- 9153456- Social and Behavior Change Communication Summit Local Coordination - SBCC Summit 2020-
TERMS OF REFERENCE 1. Background & Rationale UNICEF is co-convening the third International SBCC Summit in Marrakech, on March 31-04 April 2020. The third International Social and Behavior Change Communication (SBCC) Summit is a major knowledge sharing, learning and networking event for the Communication for Development (C4D) field and global community of practice. More information about the Summit can be found here: https://sbccsummit.org/ . Approximately 1500 people from over 60 countries are expected to attend the Summit and more than 300 abstracts will be accepted for presentation. Participants will include technical experts and policy makers in SBCC and representatives from donors, government ministries, academia, NGOs, civil society, UN and other global agencies and private sector. There is expected to be a large delegation of UNICEF staff at the Summit. UNICEF NYHQ is co-hosting the Summit along with six other leading institutions in the field: Johns Hopkins University’s Center for Communication Programs; American University of Beirut (AUB) Soul City Institute for social Justice; Social change Factory, , Puntos de Encuentro; and Digital Green) A Steering Committee consisting of nearly 30 leading NGOs, donors and policy makers in SBCC is also supporting the Summit planning (the Steering Committee members A number of subcommittees have been formed to direct specific aspects of Summit planning (e.g., there are subcommittees established for program; speakers; logistics; communication, etc). A Moroccan National Subcommittee will be established to support the engagement of national stakeholders in the Summit planning process. This subcommittee is jointly convened by UNICEF’s Morocco Country Office and the USAID office in Morocco. 2. Purpose & Scope of work UNICEF seeks a consultant to support coordination of the Moroccan National Subcommittee and to assist with coordination of UNICEF’s engagement at the Summit. The consultant will serve as the Secretary for the National Subcommittee to ensure smooth coordination and organization of meetings and tasks across all parties involved in the subcommittee (inclusive of UNICEF MCO, USAID, the SBCC Summit Global Secretariat body, and all members of the National Subcommittee). The consultant will also support UNICEF MCO and the UNICEF C4D Section in New York Headquarters with organization and coordination of UNICEF staff participation in the conference. The consultant will also work with UNICEF C4D Section in Headquarters to support coordination of UNICEF led activities including, for example, side meetings, special panel or plenary sessions, preparatory communication with speakers, and coordination of development of knowledge products arising from the conference. The consultant should be based in Morocco, in Rabat and will report to the C4D Section in New York Headquarters and regularly liaise with UNICEF MCO staff. The consultant will also communicate regularly with USAID Morocco representing /JHUCCP and with the Summit Global Secretariat group and the International Steering Committee. Page 2 of 7

TASKS - Liaise with UNICEF MCO to support the office in activities related to engagement of national stakeholders and ensure clear communication and coordination between UNICEF C4D Section (HQ), UNICEF MCO, USAID Morocco, and the Summit Global Secretariat / International Steering Committee. - In coordination with UNICEF MCO, lead the coordination and convening of the national subcommittee, including planning and chairing meetings, documenting meetings and tracking follow up actions, convening participants and serving as a primary channel of communication between the National Subcommittee, CCP, UNICEF MCO, UNICEF HQ, and the Summit’s global Secretariat group. - Assist with identification and engagement with national stakeholders including potential Summit speakers and performers, moderators as well as Moroccan media, government, private sector, youth groups, local NGOs etc. - Ensure clear flow of information and communication between key contact persons in USAID Morocco, CCP, UNICEF MCO, UNICEF C4D Section (HQ) and the Summit Secretariat group. - Assist UNICEF C4D Section (HQ) with its responsibilities as a member of the Summit Secretariat, including preparation of conference activities such as special thematic side- meetings, plenary panels, etc, including identification of local speakers for these sessions (e.g., youth representatives, etc) and preparatory communication with Summit speakers. - Assist in planning of side meetings and events planned for UNICEF delegates and coordination of UNICEF delegations (including advanced communication with the delegates attending, tracking of presentations, roles and responsibilities, etc) - Plan a welcome event and closing meeting for UNICEF delegation attending the Summit - Following HQ guidance and in line with specifications from the Department of Communication, coordinate booth exhibit space, including preparation of banners following UNICEF visual identity guidelines, posters and AV material, coordination of printing, shipping and set up, and in liaison with participating UNICEF COs, coordinating a system to ensure interesting material for the booth and that the booth is fully staffed throughout the Summit. - Support - The consultant will be expected to be present on site for the duration of the conference to support execution of the above tasks at the conference, including arriving at least 5 days in advance and staying up to 2 days after as needed. - Assist UNICEF C4D Section (HQ) and MCO with post-Summit responsibilities, including follow up communication with key stakeholders, coordination of stakeholders involved in the production of Summit outputs and knowledge products, and other post Summit coordination that may arise. - Support the Summit Secretariat and Summit Communication subcommittee with local awareness raising and outreach about the Summit, including leveraging contacts with Moroccan media, as needed. - Assist the Secretariat as needed with coordination and hosting arrangements for VIP speakers, panelists/key participants and government representatives from Morocco and/or MENA region engaged in the Summit including preparation of access authorizations and registration. Expected results: (measurable results) - Regular convening of the Moroccan National Subcommittee with completion of follow up actions and regular/clear reporting to conference Secretariat - A national engagement plan identifying key national stakeholders, their potential role in the Summit, and how they will be engaged - Booth successfully established and fully staffed throughout the Summit - UNICEF delegation at Summit well informed and coordinated and meetings for delegation well organized - Smooth communication across CCP, UNICEF MCO, USAID Morocco, UNICEF C4D Section (HQ), and Summit Secretariat - Summit follow up actions well-coordinated in conjunction with C4D Section (HQ) 5. Key competences, technical background, and experience 7.1. Education Advanced university degree in international development, management, communications, communication for Development, social sciences and/or related fields. 7.2. Work experience and technical knowledge • 7+ years of professional experience in media relations, event management, external communication or 5+ year-experience working in the MENA region. • Prior experience in Morocco and having existing networks among national and international media in Morocco, government representatives, service providers such as printers and shipping companies, and C4D/communications Specialists a plus. • related field. • Prior experience working in or with C4D and SBCC projects and teams highly desirable • Demonstrated prior experience in planning or coordinating aspects of large-scale meetings. 7.3.
