FAI Sporting Code General Section FAI Sporting Code Section 3 – Gliding FAI Annex A to Sporting Code Section 3 IGC procedures for handicapped classes 1.3.1 CHAMPIONSHIP CLASSES The 20th FAI European Gliding Championships, Stalowa Wola - Poland, will be held in the following classes described in the main body of Section 3 of the Sporting Code, Chapter 5. Open class 18 metre class 20M Multi-Seat class 1.4.2 ADDITIONAL SAFETY RULES All competing gliders shall be fitted with serviceable FLARM. Enabling Stealth Mode (Priv Mode) is highly recommended. th 20 FAI EUROPEAN GLIDING CHAMPIONSHIPS LOCAL PROCDURE ( Final Revision 1, March 2019) All necessary additional safety rules for each championship day will be announced at the briefing for the day. Such safety rules are considered to be part of the Local Procedures and will be provided in written form to the Team Captains and on the task sheet if appropriate. In the case of a serious accident, a competitor who observes or becomes aware of the accident shall immediately communicate the information to the Competition Director directly or through other competitors, and carry out any action useful for the rescue. If the accident requires rescue action by one or more competitors, the Competition Director, once informed of the fact, will cancel the task and announce this decision by radio and other available communication means. 1.4.5.2 CONTROL POINT FILE FORMAT The official Control Point file [start, finish and turn points] will be published in SeeYou (.CUP) format on Soaring Spot and may be downloaded via the link in the Downloads section of the Championships website. The Control Point file may be published in other formats, but the official format is SeeYou format. 1.4.5.3 FORBIDDEN AIRSPACE FILE AND CONTEST AREA ALTITUDE LIMIT The Forbidden Airspace file will be published (30 days before the first scheduled day of competition) in Open Air format on Soaring Spot and may be downloaded via the link in the “Documents” section of the Championships website. The Forbidden Airspace file may be published in other formats, but the official format is Open Air format. Entry into the published forbidden airspace will be penalized according to the list of approved penalties in SC3a 8.7. Forbidden airspace segments may change activity each day, details will be given on task sheets and daily briefings. The Contest Area Altitude limit is Flight Level 95. Exceeding FL95 is considered as entering forbidden airspace. For this purpose, FL95 will be expressed in metres MSL according to daily QNH stated on the task sheet. C. NATIONAL TEAMS 3.4.2 ENTRY FEE AND LAUNCH FEE Entry Fee: 800 Euro (account number is also published on official website). All bank transfer and foreign exchange charges are the responsibility of the team / competitor. At Registration, payment of 6 launches is required. Payment may be made in cash, by credit card on site or by bank transfer in advance. Unused Launches will be refunded in full. Additional launches will be added to your account. 3.4.3.A NUMBER OF ALLOWABLE ENTRIES PER NAC The maximum number of entries for the event is limited to 100 sailplanes. A maximum number of entries per each class as listed in section 3.4.3B. Each NAC may enter only 2 crews per Class (excluding 20 metre Multi-seat Class where only one entry is allowed per NAC), excess number of crews in each class will be reduced according to the procedure described in Appendix 1 to Annex A to SC3.). th 20 FAI EUROPEAN GLIDING CHAMPIONSHIPS LOCAL PROCDURE ( Final Revision 1, March 2019) At the closing date for Preliminary Entries the IGC Bureau in conjunction with the Organisers may transfer unused class allocations equally to other classes. NAC's may only transfer their 2nd and 3rd entries (as appropriate when NAC's have been offered a 3rd entry) to other classes if additional places are available. At the closing date for Final Entries, oversubscribed classes are reduced to the maximum class number by removing the pilots of the lowest ranked countries which have entered a 2nd pilot (or 3rd pilot) in accordance with the IGC Country Ranking List effective at the date of closure of Preliminary Entries for the Competition. A competitor must be a citizen or resident of the country of the entering NAC and satisfy the conditions of the Sporting Code, Annex A, Section 3.2 with no modifications. 3.4.3.B TOTAL NUMBER OF ALLOWABLE ENTRIES The total number of allowable entries shall not exceed 100 in total. The maximum numbers of pilots per class including reigning European Champions as approved by the IGC Bureau are as follows: 40 in the Open Class 40 in the 18 metre Class 20 in the 20 Metre Multi-Seat Class 3.4.3.E OPEN CLASS PILOTS Two-seater sailplanes may compete in the Open class either flown solo or dual. The crew member is considered to be variable ballast and can be changed on a daily basis. Only the nominated pilot in command shall be listed in the results. 3.4.3.F 20M MULTI-SEAT CLASS PILOTS In the 20 metre Multi-seat Class the sailplanes must be flown dual. The two pilots on board constitute a crew that can not be changed, each pilot may occupy either seat on a given competition day. Both pilots on board the two- seater will be listed in the results and both must fulfill the requirements for competitors in accordance with the FAI Sporting Code, General Section. 3.5 REGISTRATION Please note, that according to FAI rules, entries will be accepted only from the NAC, on the official entry form. Therefore the official entry forms (available from www.egc2019.pl website) must be printed, signed and returned (via email, fax or regular mail) to us by 31st January 2019 at latest. Each pilot or a team captain will be accepted only when the entry form and the entry fee has been duly received by the Aeroclub of Stalowa Wola. The date the fee is credited to the Aeroclub of Stalowa Wola account will be set as the entrant's official registration date. This status will be clearly indicated next to the pilot’s name on the online entry list. In exceptional circumstances, the competing pilot may be also accepted as the team captain (especially when she/he is the only representative of his/her country). Each pilot must register his/ her crew members via on-line registration. All pilots and team members are required to upload all required documents to designated on-line space to speed-up registration process. If all required documents will be provided before registration then the pilot will sign pilot statement during registration on site. Competition Office on site will be open 08th – 10th May 2019 ; 09:00 – 20:00. 3.5.4.A ADDITIONAL DOCUMENTATION REQUIRED The documents specified in SC3a para 3.5.3 must be presented at registration. The Organisers will require the following additional documents to be presented at Registration: PAGE: 5 of 12
th 20 FAI EUROPEAN GLIDING CHAMPIONSHIPS LOCAL PROCDURE ( Final Revision 1, March 2019) FOR TEAM CAPTAINS, PILOTS AND TEAM MEMBERS: Documentary proof (in English or Polish) of personal medical insurance (see 3.6.2) FOR A SAILPLANE: Valid Certificate of Airworthiness, Permit to Fly or equivalent document which confirms the Maximum Take-Off Mass permitted (note – this document will be checked at the Technical Inspection). Documentation of GNSS FR calibration not older than 5 years. Please bring a copy of your primary and secondary FR calibration with you to hand in at Registration. Third party insurance certificate (see 3.6.1) in English or Polish language (note – this document will be checked at the Technical Inspection). 3.5.4.B DOCUMENTS REQUIRED TO BE CARRIED ON BOARD THE SAILPLANE Pilots are required to carry the following documents on board the sailplane: Third Party Insurance Certificate Certificate of Release to Service, Permit to Fly or equivalent document. All documents specified in the aircraft Certificate of Airworthiness, Experimental certificate or Permit to fly. 3.6. INSURANCE 3.6.1 THIRD PARTY INSURANCE Liability insurance meeting the requirements of EC Regulation 785/2004 is required for each participating sailplane. The minimum third party liability insurance for gliders with certified MTOM < 500 kg is 750,000 Special Drawing Rights (SDR), MTOM < 1000 kg is SDR 1,500,000. These amounts are increased by SDR 251,000 for two seat gliders. Documentary proof of insurance is to be provided in English or Polish language. 3.6.2 PERSONAL MEDICAL INSURANCE Personal medical insurance is required for all team members, covering accidents and sickness, including any hospital costs and transport back to the team member’s country of residence. D. TECHNICAL REQUIREMENTS 4.1.1.C TRACKING EGC Organisation is not prescribing any Flarm settings, this is a matter of pilot choice. 4.1.1.D MANDATORY ADDITIONAL EQUIPMENT Audio variometer and FLARM must be fitted and used in all sailplanes. All instruments, PDA, GPS etc. must be firmly mounted in the glider in such a way that the pilot’s vision is not affected. High visibility markings are not mandatory but are highly recommended. Flarm: The installation and use of FLARM is mandatory. At technical inspection, competitors will be required to demonstrate that the FLARM is operational. The FLARM must remain operational during all flights in order to improve safety. Random checks of function and range may be carried out to ensure that FLARM transmission and reception is satisfactory for adequate collision avoidance. Gliders which consistently exhibit poor FLARM transmission range may be required to carry an independent FLARM transmitter attached to their shoulder straps. Deliberately disabling FLARM receive or transmit function shall be penalised as a safety violation. First offence a warning, subsequent offences (n-1) x 25 points. PAGE: 6 of 12
th 20 FAI EUROPEAN GLIDING CHAMPIONSHIPS LOCAL PROCDURE ( Final Revision 1, March 2019) 4.1.2 INSTRUMENTS THAT MUST BE REMOVED FROM THE SAILPLANE The following instruments shall be removed from the sailplane: • Bohli, Schanz, KT1 or other gimbaled compasses • Turn indicator • Artificial Horizon Artificial horizon function integrated into PDAs, mobile phones, tablet computers and flight computers installed or carried on board the sailplane must be disabled for the duration of the championships. Artificial horizons integrated into IGC Flight Recorder flight computers must indicate in their IGC files that AH function is disabled. Pilots must sign a declaration at Registration confirming that they will not use any electronic device or embedded function to assist with cloud flying. 4.2.2 PROCEDURES FOR CHECKING AIRCRAFT TAKE–OFF MASS AT TECHNICAL INSPECTION. The organizers will check the following during the Technical Inspection. The results of this operation will be recorded and made available to the pilot concerned: a) Glider At Maximum Take-Off Weight with pilot(s), parachute(s) and all removable equipment on board including all batteries, tie-down equipment, additional clothing and oxygen bottles. Disposable ballast may be added or discharged in order to adjust the weight. Up to three litres of drinking water will not be included in this weighing. b) Pilot Weight c) Reference Main Wheel Weight In Towing-Out Configuration Without Pilot with all removable equipment on board including parachutes, all batteries, tie-down equipment, additional clothing and oxygen bottles plus canopy cover, wing/fuselage/tail covers that would normally be on the glider when towing out. The glider must be presented in this exact configuration at the daily weighing. Up to three litres of drinking water will not be included in this weighing. DAILY WEIGHING On all competition days all gliders must pass through the Weighing Station before gridding, in their towing-out configuration as described above with all removable equipment on board. Pilots and crews may be asked to demonstrate that all of these items are on board. The main wheel weight determined by the scrutineers will be used as the reference weight. Gliders exceeding their reference weight must discharge water ballast to achieve their reference weight at the weighing point without incurring penalties. Up to 3 litres of drinking water, maps, task sheets and portable navigation equipment (e.g. Oudie) may be added to the glider on the grid. No other items may be added. Water ballast that has leaked out of the glider may only be replaced under the supervision of a Steward. The Organisers may require a glider to return to the Weighing Station if there are any concerns about the weight. A mass check by the Steward will be required after re-lighting for another launch if water ballast is added. Re- ballasting the aircraft must be performed at the allocated area. The competitor must be prepared for the time delay this check may cause. 4.2.3 SAFETY REQUIREMENTS DURING TECHNICAL INSPECTION Pilots will be required to: Demonstrate a simulated emergency cockpit egress. Demonstrate compliance with at least 2 of the safety features listed in SC3a Appendix 2. Feedback is welcomed to improve / modify the list of safety features. PAGE: 7 of 12

GENERAL FLYING PROCEDURES 5.2 UNITS OF MEASUREMENT Unless otherwise stated, the following units will be used: - Distances will be expressed in kilometers (km) - Heights will be expressed in meters Above Ground Level (AGL). - Altitudes will be expressed in meters Above Mean Sea Level (MSL). - Airfield Elevation for scoring and altitude control purposes shall be 149 meters MSL. - Speed will be expressed in kilometers per hour (km/h). - Vertical speed will be expressed in meters per seconds (m/s) - Mass will be expressed in kilograms (kg) - Tracks and radials will be expressed in degrees from True north - Temperature will be expressed in degrees Celsius (0C) - Time will be expressed as a Local Time = UTC + 2 hours. 5.3.1.A RADIO COMMUNICATIONS WITH AIR TRAFFIC SERVICES Each sailplane must be equipped with a VHF radio with 8.33 kHz channel spacing and VHF aviation frequencies range. Radio transmissions may only be made on the approved championships frequencies and on team channels specified by the organizers. Use of non-approved frequencies or channels for chat or team communications is strictly forbidden and will be penalised. First offence a warning, subsequent offences (n-1) x 10 points. Radio transmissions may be made on other frequencies to contact airfield radio operators or air traffic services units to request landing permission and arrival instructions, for emergency purposes or for traffic advisory purposes in accordance with good aviation practice. Seeking or receiving information from non-competing aircraft by any means is prohibited except flight safety related purposes. Pilots must ensure that non-competing aircraft do not transmit information that may be of help to the competitors on a team frequency. Any breach of this protocol must be reported to the contest organisation by the Team Captain. 5.3.1.C RADIO FREQUENCIES TO BE USED DURING THE CHAMPIONSHIPS All stations i.e. Flight Director, Start Line and Finish line opening will operate under callsign: "Turbia Radio". For the championships the following frequencies will be used: Turbia Radio: 122.205 MHz (Back up to be confirmed ) Flight Director / Tugs / Relights / Finish: 122.205 MHz. (Back up: To Be Confirmed). Safety Frequency: 122.205 Emergency Frequency: 121.500 MHz Team Frequencies: there will be several additional frequencies available for team communications. 5.4.D CONTROL PROCEDURES For engine equipped gliders, an engine run in accordance with 5.4.d must be carried out during the official practice days to verify satisfactory MOP / ENL detection on all Flight Recorders (FR) to be used. After providing a satisfactory IGC flight file from each FR demonstrating serviceable MOP / ENL to the satisfaction of the Scorer, there is no requirement to run engines to demonstrate MOP / ENL serviceability on subsequent days. If the MOP / ENL detection is unsatisfactory, sealing of engine bay doors may be used as verification that the engine was not used. The pilot must present the glider at the Weighing Station and have the seal applied and signed by an official. Seals may be checked by officials either after flight or at the Weighing Station the next day. If the seal is removed or broken, then it will be assumed the engine was used and the competitor will receive no points for the day. PAGE: 8 of 12
th 20 FAI EUROPEAN GLIDING CHAMPIONSHIPS LOCAL PROCDURE ( Final Revision 1, March 2019) Gliders with jet or electric engines must use Flight Recorders equipped with appropriate sensors (RPM or MOP). Standard ENL-only Flight Recorders won't be accepted for these gliders. 5.4.2 ALTITUDE CONTROL For scoring purposes the airfield elevation is assumed to be 149 metres MSL. F. COMPETITION PROCEDURES 7.1 THE LAUNCH GRID - The classes shall be launched separately. - Individual gliders be located on each classes based on your order of arrival to grid (so-called: "Free Grid"). - Rules of "Free Grid" will be explained at first Briefing. - The Organisers shall specify the Grid Time at every Briefing and publish it on the task sheets. - Competitor shall have his own helper as a “wing runner” but in exceptional circumstances the Organisers may provide own staff for this purpose. 7.1.1 DISCHARGING BALLAST Competitors are allowed to discharge ballast after passing through the Weighing Station and before arriving on the grid. Discharging water on the grid is only allowed after the task is cancelled. 7.2.2 CONTEST SITE BOUNDARIES The contest site boundary is shown in the Local Procedure Appendix. 7.3.2 LAUNCH PROCEDURES FOR GLIDERS AND MOTOR GLIDERS A diagram showing Release Zones will be published in the Local Procedures Annex. The release altitude is 600 meters AGL. All Motor gliders must follow a path that enables them to stop their engine at the specified altitude within the nominated Release Zone specified at daily briefing. 7.3.2.A MAXIMUM ALTITUDE OF CLIMB AFTER SELF LAUNCH Motor-gliders, after self-launching, must stop their engine not higher than 600 meters AGL, in the nominated Release Zone specified at daily briefing. 7.3.2.C INFLIGHT PROCEDURES FOR MOTOR GLIDERS Motor gliders requiring a re-light must land and be returned to the grid before taking another launch. A new launch has to be approved by the Grid Marshall on frequency 122.205 Mhz. 7.3.3 RELEASE AREAS AND RELEASE HEIGHTS The release areas of each class will be announced at the daily briefing. The release altitude is 600 meters AGL. 7.3.3.A AREAS WHERE CONTINUOUS CIRCLING IS PROHIBITED OR PERMITTED IN ONE DIRECTION ONLY There is no requirement to circle in a set direction other than normal rules of the air which requires circling in the same direction as gliders already in the thermal. th 20 FAI EUROPEAN GLIDING CHAMPIONSHIPS LOCAL PROCDURE ( Final Revision 1, March 2019) 7.4.2 DESIGNATED START The Designated Start Option with 10-minute intervals (also can be used: 5-minute, 20-minute or 30 minute) may be implemented during the Championships. If the Designated Start Option is to be implemented, this will be announced at briefing and the Designated Start Interval will be published on the task sheet. When Designated Start is in effect the start line will open not before 15 minutes after last launch of that class and will be rounded to the next whole 10-minute interval. For example, if last launch is at 12:02, the start will not open at 12:17 but the opening time is rounded to the next whole 10-minute interval, therefore the start opens at 12:20. Subsequent start intervals would be 12:30, 12:40, 12:50 etc until the start line closes. A competitor’s start time for scoring purposes will be the beginning of the 10-minute start interval in which he starts. For example, pilot A starts at 12:41:02 and pilot B starts at 12:47:45. Both pilot A and Pilot B are scored as starting at 12:40:00. Pilot C starts at 12:53:15 and is scored as starting at 12:50:00. There will be a 30 second buffer immediately before the Start Interval boundary. A pilot starting in the 30 second buffer period will be scored as if he started at his actual start time. For example, Pilot D starts at 12:39:29, Pilot E starts at 12:39:31 and Pilot F starts at 12:40:09. Pilot D is scored as starting at 12:30:00, Pilot E is scored as starting at 12:39:31 and Pilot F is scored as starting at 12:40:00. 7.4.3 START GEOMETRY The Start Option for the championships is a Start Line. Length of the start line will be 10 km (5km each side of the start point). The maximum pre-start MSL altitude (per Annex A, 7.4.5.b) may be set at daily briefing and specified on the task sheets – this will be set approximately 1000 feet (300 meters) above forecast cloud base or at the base of forbidden airspace whichever is lower. If the maximum pre-start altitude (MSL) is further limited, it will be announced at briefing and specified on the task sheet. 7.4.5.A RADIO PROCEDURES FOR ANNOUNCING THE START For announcing the start on the competition frequency, the following phrases (repeated once) will be used: The start for the (xx) class will be opened in 15 minutes at xx:xx (time hh:mm LOCAL Time). Start time will be determined as soon as possible after the take-off of the last sailplane in the class, which was in its specified grid position on time. The start for the (xx) class will be opened in 10 minutes at time xx:xx (hh.mm LOCAL Time) - 10 minutes before the opening of the start for the class. The start for the (xx) class will be opened in 5 minutes at time xx:xx - 5 minutes before the start for the class. The start for the (xx) class is now open - at the opening of the start for the class. The start for the (xx) class is delayed for (number) minutes – as soon as possible but earlier than the 10- minute warning of the start being opened. The start for the (xx) class is cancelled - As soon as possible after the cancellation of the Day. 7.4.5.C CONDITIONS FOR CLOSING THE START The start line will close at 18:00 local time. If the start time is further limited, it will be announced at briefing and specified on the task sheet. If a competitor starts after the start line has been closed, the start time will be assumed to be the start line closing time. 7.4.7 COMMUNICATION OF START TIMES Communication of Start Times is not required. th 20 FAI EUROPEAN GLIDING CHAMPIONSHIPS LOCAL PROCDURE ( Final Revision 1, March 2019) 7.6.1 INSTRUCTIONS FOR REAL OUT LANDINGS A competitor who has landed out shall contact his/her team captain without delay, giving them information as specified on the outlanding form. Pilots and Team Captains will be given access to lowcrop.aero online outlanding reporting system and pilots or Team Captains shall report outlanding using this system. If the lowcrop.aero system does not function properly the team captain shall hand the completed outlanding form to the Organisers (Competition Office) without unnecessary delay. Non-compliance may be penalised as per SC3a 8.7. In the event of an accident or incident involving injury, significant damage to the glider or damage to third party property, Pilots or their Team Captain should contact Competition Director without delay using the telephone numbers given on the task sheet. Pilots requiring urgent help or assistance should contact Competition Office immediately. 7.6.3 PROVISION OF, AND REQUIREMENTS FOR AERO-TOW RETRIEVES Aero tows from airfields or recognized airstrips are permitted. Team Captains should request an aero tow retrieve from Competition Office. 7.7.2 FINISH OPTIONS TO BE USED The finish line will be a finish ring of 3 km radius or as specified at briefing. 7.7.1.A MINIMUM ALTITUDE FOR THE FINISH RING The minimum altitude for crossing the finish ring is 100 meters AGL or as specified at briefing. 7.7.4.A FINISHING PROCEDURES Arrivals must be announced on the “Turbia Radio” (Finish Frequency 122.205 MHz). The following phrases shall be used: At 10km distance from ARP: “Competition number XX, 10 km.” Pilots should make further transmissions as necessary to aid the situational awareness of pilots around them. The preferred and recommend landing pattern is straight in with long landing on the runway specified at daily briefing. Circuit traffic should follow the procedure given in the Local Procedures Appendix. Note: An exception from the required procedures may be approved by the Flight Director (callsign: "Turbia Radio" frequency 122.205 MHz). Crossing of the finish ring will be confirmed by means of GNSS. In case of significant changes that might affect the flight safety wind speed and direction will be announced on the “Turbia Radio” (frequency 122.205 MHz), as well as other safety critical information. 7.7.4.C CLOSING THE FINISH LINE The finish line will be closed at the earlier of sunset + 30 minutes or when all competitors are accounted for. Any pilot flying when the finish line closes will be scored a virtual outlanding at that time. 7.8.1 LANDING PROCEDURES The landing frequency is the same as the finish frequency – 122,205 MHz. The preferred landing procedure is straight in with long landing. After crossing the finish ring, slow down to approach speed and fit into sequence with other landing sailplanes. Sharp pull ups are prohibited and will be penalised in accordance with the SC3a penalty Finish: hazardous maneuver. Finishing sailplanes shall normally continue to roll as long as possible to allow other sailplanes to land safely behind and to use as much runway as possible. Keep straight PAGE: 11 of 12

Landing procedures for circuits are published in the Local Procedures Appendix. 7.9 HANDLING OF FLIGHT DOCUMENTS During the training period, each competitor shall submit at least one valid flight log of each FR to Scoring (The proof of MoP detection must be done at least once for each FR to be used, according to Annex A). All flight documentation, including FR logs, shall be submitted after landing at the airfield within 60 minutes. Back-up documentation shall be handed in within 60 minutes after the pilot or Team Captain was notified that the backup flight record was required. Non-compliance may be penalized according to SC3a. Competitors or Team Captains should download their FRs themselves and send IGC files to designated email address (igc.upload@gmail.com) . Alternatively, IGC files on USB sticks or SD cards can be delivered to the scoring office directly. An IGC file must be submitted for each flight flown on each day flown, including official training days and canceled competition days. If a flight log is not submitted for a flight it will be assumed that the glider infringed forbidden airspace and the appropriate penalty will be applied. G. SCORING The scoring system for the championships will be: 1000-Points Scoring System. SeeYou version 8.2 (or higher) will be the official scoring software. The Team Cup will be scored according the rules in the SC3a 8.5. 8.2.4 HANDICAP LIST Handicaps will be applied only for 20M multi-seat class, acc. Appendix 2 Annex A to Section 3 FAI Rules. H. COMPLAINTS AND PROTESTS 9.2.3 THE VALUE OF THE PROTEST FEE The value of the protest fee is 100 Euro. I. PRIZE GIVING 10.2.1 REQUIREMENTS FOR FLAGS, ANTHEM DISC OR TAPES Every team shall hand one national Flag to Registration, which will be flown in front of the Competition Office throughout the Competition. Additionally, every team shall bring the same number of flags for the closing ceremony as the maximum number of the team’s pilots in any one class. Flags should be approximately 1200mm X 1500mm. Every team shall bring one copy of their national anthem on CD disc or audio file. The required material has to be supplied upon registration. -END- PAGE: 12 of 12
