Please find Amendment001 of the Application to the Comanche Independent School District from Hecate Energy Comanche LLC. The following changes have been made: 1. Section 2. Verify that Michael Hochberg’s email is correct this has been corrected 2. Section 5 Q4. If not part of a combine group then it should be listed as “N/A” this has been corrected 3. Section 10 Q4. Verify the Comanche County Tax Rate is correct I have attached the tax rate sheet from the Comanche CAD showing the tax rate 4. Section 14. 3rd Quarter for 2020 has been released, wages will need to be updated this has been updated 5. Tab 7 and 8. “Battery Storage for produced power” you will need to state that, “This battery will only be used to store electricity that is subject of Application 1564”. This has been changed 6. Tab 12. The letter will need to state the Industry Standard. You can add the following sentence to fulfill this requirement. “ The industry standard is 1 job per ?? MW.” This has been changed 7. Note. Tab 16. Per the sunset provision the G&C will expire 2 years after being adopted. It was Adopted on June 24, 2019. Noted, we plan to have a RZ by then, if not we will supply new G&C when available 8. Tab 11. “Project Area Map” should be relabel/renamed as “Project Boundary.” Also please outline the perimeter of the project boundary with a dark color. 1564-Comanche-Hecate Energy-Amendment001 March 24, 2021 January 4, 2021 Daron Worrell Comanche Independent School District 1414 N Austin Comanche, TX 76442 Re: Chapter 313 Job Waiver Request Dear Mr. Worrell, Hecate Energy Comanche, LLC requests that the Comanche Independent School District of Trustees waive the job requirement provision as allowed by Section 313.025(f-1) of the tax code. This waiver would be based on the school district’s board findings that the jobs creation requirement exceeds the industry standard for the number of employees reasonably necessary for the operation of the facility of the property owner that is described in the application. Hecate Energy Comanche LLC requests that the Comanche Independent School District makes such a finding and waive the job creation requirement for 10 permanent jobs. In line with industry standards for job requirements, Hecate Energy Comanche, LLC has committed to create 2 total job for the project which will be in Comanche Independent School District. Solar projects create a large number of full and part-time, but temporary jobs during the construction phase of the project, but require a relatively small number of highly skilled technicians to operate and maintain the project after commercial operation commences. The number of jobs committed to in this application is in line with the industry standard for a project this size, which is one permanent job per 300MW.. This is evidenced by previously filed limitation agreement applications by solar developers who also requested a waiver of job requirements. In addition, there are educational materials and other documentation that also suggest that Hecate Energy Comanche, LLC has the appropriate number of jobs for this project at one permanent job per 300MW of installed capacity. The permanent employees of a solar project maintain, and service solar panels, underground electrical connections, substations and other infrastructure associated with the safe and reliable operation of the project.
