                 Resumen Slovenia will, in the second half of 2021, hold its second Presidency of the Council of the EU since joining the EU in
                           2004. It will conclude the work of the Trio Presidency composed of Germany, Portugal and Slovenia. Slovenia is a
                           democratic parliamentary republic with a proportional electoral system. The Slovenian parliament is bicameral, made
                           up of the National Assembly (composed of 90 members) and the National Council (composed of 40 members). In the
                           National Assembly, there are 88 representatives of political parties and two representatives of the Italian and
                           Hungarian national communities, the latter two elected to represent their interests. The National Assembly elects the
                           Prime Minister and the government. The current government is a four-party coalition, made up of the Slovenian
                           Democratic Party (SDS); the Modern Centre Party (SMC), the Democratic Party of Slovenian Pensioners (DeSUS) and
                           New Slovenia—Christian Democrats (NSi). The Prime Minister, Mr Janez Janša from the Slovenian Democratic Party
                           (SDS), was elected to office on 3 March 2020. The next general elections in Slovenia will take place no later than 5
                           June 2022. Other political parties represented in parliament are the List of Marjan Šarec (LMS), Social Democrats
                           (SD), Party of Alenka Bratušek (SAB), The Left, and the Slovenian National Party (SNS).

                 Resumen Portugal is a democratic republic with a unitary semi-presidential system of government, whereby the Prime Minister of
                           Portugal is the head of government. The current Prime Minister is António Luís Santos da Costa, from the Socialist
                           Party, and a former MEP who was a Vice-President of the European Parliament between July 2004 and March 2005.
                           The President of Portugal, Marcelo de Sousa, from the Social Democrat Party, is the executive head of state and has
                           several significant political powers. Executive power is exercised by the President and the Council of Ministers.
                           Legislative power is vested in both the government and the Assembly of the Republic. The Judiciary of Portugal is
                           independent of the executive and the legislature. The political landscape is composed of several political parties,
                           primarily the Socialist Party (PS) and the Social Democratic Party (PSD). Other parties are the Popular Party (PP), the
                           Portuguese Communist Party (PCP), the Left Bloc (BE) and the Green Ecologist Party (PEV). The Communists and
                           the Greens are in coalition as the Unitary Democratic Coalition (UDC). Portugal will hold the Presidency of the
                           European Council for the fourth time from 1 January 2021. The last time it held the Presidency was in 2007, when the
                           Treaty of Lisbon was signed on 13 December 2007. Portugal is part of the Trio also composed of Germany and
                           Slovenia. The Trio adopted a Declaration outlining the main areas of focus for their Trio, including democracy, human
                           rights and the rule of law, as well as an economically strong EU based on growth and jobs and the social dimension.
                           Likewise the three Member States pledged to work on the challenges of digitalisation, climate change and energy
                           transition. The Strategic Agenda 2019-2024 endorsed by the Member States at the European Council on 20 June 2019
                           will remain, however, a guiding instrument. The Agenda covers the protection of citizens' freedoms; developing a
                           strong and vibrant economic base; building a climate-neutral, green, fair and social Europe; and promoting European
                           interests and values on the global stage.

              Resumen Germany is a federal parliamentary republic, with federal power vested in the Bundestag (the German parliament) and
                        the Bundesrat (the representatives of Germany's regional states, Länder). The Bundestag is the only body at the
                        federal level directly elected by the people, and is currently composed of 709 members. The Bundestag is elected
                        every four years by German citizens aged 18 and over. The current Bundestag is led by the CDU (Christian
                        Democratic Union) with 33 % of representation, followed by the SPD (Social Democratic Party) with 24 % and then by
                        the AFD (Alternative for Germany) with 11 %. These are followed by: the Free Democratic Party (FDP), the Left (Die
                        Linke), Alliance 90/The Greens (Grüne) and the Christian Social Union (CSU). Chancellor Angela Merkel, who has
                        been in office since 2005, heads the executive government. The executive is elected by the Bundestag and is
                        responsible to it. The German head of state is the federal President, currently Frank-Walter Steinmeier. The federal
                        President has a role in the political system, particularly in the establishment of a new government and its possible
                        dissolution. Germany has held the Council Presidency 12 times since becoming a founding member of the European
                        Economic Community in 1957. The country last held the Presidency in 2008. It will take the helm of the EU Council
                        Presidency on 1 July 2020, starting the trio Presidency composed of Germany, Portugal and Slovenia. The Trio has
                        adopted a Declaration outlining the main areas of focus for their Trio, including democracy, human rights and the rule
                        of law, as well as an economically strong EU based on growth and jobs and the social dimension. Likewise the three
                        Member States have pledged to work on the challenges of digitalisation, climate change and energy transition. It is to
                        be noted that the Trio is working on a revised declaration to reflect the changed situation in Europe due to the
                        coronavirus pandemic. The Strategic Agenda 2019-2024 endorsed by the Member States at the European Council
                        meeting of 20 June 2019 will remain, however, a guiding instrument. The Agenda covers the protection of citizens'
                        freedoms; developing a strong and vibrant economic base; building a climate-neutral, green, fair and social Europe;

               Resumen     For the first time since joining the European Union in 2013, Croatia will hold the rotating Council Presidency from 1
                           January to 30 June 2020. Croatia is a parliamentary, representative democratic republic, where the Prime Minister of
                           Croatia is the head of government in a multi-party system. Executive power is exercised by the government and the
                           President of Croatia. Legislative power is vested in the Croatian Parliament. The judiciary is independent of the
                           executive and the legislature. Parliament adopted the current Constitution of Croatia on 22 December 1990 and
                           decided to declare independence from Yugoslavia on 25 May 1991. The Croatian Parliament is the unicameral
                           representative body of the citizens of the Republic of Croatia. Under the terms of the Croatian Constitution, the ‘Sabor’
                           represents the people and is vested with legislative power. The Sabor is composed of 151 members elected for a four-
                           year term based on direct, universal and equal suffrage by secret ballot. Seats are allocated according to the Croatian
                           Parliament electoral districts: 140 members of the parliament are elected in multi-seat constituencies, 8 from the
                           minorities and 3 from the Croatian diaspora. Since 19 October 2016, the Prime Minister of Croatia is Mr Andrej
                           Plenković. There are four deputy prime ministers: Davor Božinović, Zdravko Marić, Damir Krstičević and Predrag
                           Štromar. The government ministers are from the Croatian Democratic Union (HDZ) and the Croatian People's Party -
                           Liberal Democrats (HNS), with two further ministers being independent politicians. The Croatian Democratic Union
                           (Croatian: Hrvatska demokratska zajednica or HDZ, literally Croatian Democratic Community) is a liberal conservative
                           political party and the main centre-right political party in Croatia. It is one of the two major contemporary political
                           parties in Croatia, along with the centre-left Social Democratic Party (SDP). It is currently the largest party in the Sabor
                           with 55 seats.

                Resumen The main highlight of the July II plenary session was the election of Ursula von der Leyen as President of the
                           European Commission. Other highlights included a statement by Viorica Dăncilă, Prime Minister of Romania, on the
                           outcome of that country's Council presidency, and by Antti Rinne, Prime Minister of Finland on the priorities for the
                           current Finnish Council Presidency. Parliament also debated statements by the Vice-President of the
                           Commission/High Representative of the Union for Foreign Affairs and Security Policy on implementation of the EU
                           Global Strategy, and the situation in Venezuela (also adopting a resolution), in the Persian Gulf and in Moldova.
                           Debates were also held on Council and Commission statements on humanitarian assistance in the Mediterranean and
                           clean air zones in EU cities. Members also decided on the numerical strength of the interparliamentary delegations.

                Resumen Eugen Orlando TEODOROVICI, Minister of Public Finance, is participating in the ECON Committee in his capacity of
                          President of the ECOFIN Council during the Romanian Presidency (January - July 2019). According to the Treaty of
                          the Union “Member States shall regard their economic policies as a matter of common concern and shall coordinate
                          them within the Council”.
                          This briefing provides an overview of the Romanian Presidency priorities in ECON matters and the Council work
                          programme on the European Semester for economic coordination during spring 2019. Reference is also made to
                          further reading relating to the state-of-play on the implementation of the Stability and Growth Pact and the
                          Macroeconomic Imbalance Procedure under the European Semester.

                Resumen Romania will hold the EU Council Presidency from January to July 2019. Its Presidency comes at the end of the
                          European Parliament’s current legislative term, with European elections taking place on 23-26 May 2019. This is the
                          first time that Romania holds the EU Council Presidency since joining the European Union on 1 January 2007.
                          Romania has a bicameral legislature. The Parliament consists of the Senate (the upper house) having 137 seats and
                          the Chamber of Deputies (the lower house) with 332 seats. The members of both houses are elected by direct, popular
                          vote on the basis of proportional representation to serve four-year terms. The executive branch of the Government is
                          directly or indirectly dependent on the support of the parliament, often expressed through a vote of confidence. The
                          Social Democratic Party (PSD) heads the current governmental alliance with the centre-right Liberal-Democrat Alliance
                          (ALDE). Romania is a semi-presidential republic, with Klaus Iohannis as President in office since November 2014, and
                          the current Prime Minister, Viorica Dancila (PSD), in office since January 2018.

                           Commission, the implementation of CSRs over the period 2012-2017 and recent decisions related to the
                           implementation of the Stability and Growth Pact and the Macro-economic Imbalance Procedure. It also includes
                           elements related to the on-going work to strengthen the governance and the resilience of the Economic and Monetary
                           Union.

                 Resumen Austria will hold the EU Council Presidency from July to December 2018. Its presidency comes at the end of the Trio
                           Presidency composed of Estonia, Bulgaria and Austria. The last time Austria held the Council Presidency was in 2006.
                           A EUROPE THAT PROTECTS is the motto Austria has chosen for its Presidency. Austria considers that there have
                           been several crises in recent years that have given rise to mistrust in the EU amongst European citizens. This mistrust
                           needs to be addressed. To this end, the Austrian Presidency has announced three main priorities for its term in office:
                           security, competitiveness and stability. On security, it intends to focus on the fight against illegal migration, by securing
                           Europe's external borders, and on the reform of the Common European Asylum System. On competitiveness, it will
                           work on matters related to the digital single market, specifically digitalisation. On stability, it has announced its intention
                           to work towards EU accession of the Western Balkan countries.

                 Resumen At an informal meeting on 23 February 2018, 27 Heads of State or Government (the UK did not take part as the
                           discussion were future oriented) discussed two major topics: institutional issues, in particular the future composition of
                           the European Parliament and high-level EU appointments, including the Spitzenkandidaten process, on the one hand,
                           and the next Multiannual Financial Framework (MFF), on the other. Conducted as part of the Leaders' Agenda, the
                           meeting did not produce formal conclusions. According to post-summit statements by the President of the European
                           Council, Donald Tusk, the idea of a European Parliament with fewer MEPs after Brexit was broadly supported,
                           however Heads of State or Government agreed that there could not be any automaticity in proposing, for President of
                           the European Commission, the lead candidate put forward by the European party having come first at the European
                           elections. As regards the MFF, they expressed the view that reaching an agreement in the European Council by the
                           end of 2018 would be very difficult. Heads of State or Government took the opportunity to address other issues briefly,
                           expressing their support for Cyprus and Greece regarding developments with Turkey in the eastern Mediterranean and
                           the Aegean, and urging the Assad regime and its backers to stop the violence in Syria. The European Council
                           President also informed his colleagues that draft guidelines on the future EU-UK relationship will be presented at the
                           22-23 March European Council meeting.

                           use items export controls; its opinion on the revised Brussels IIa Regulation; and gave its consent for the conclusion of
                           the Marrakesh Treaty.

                 Resumen Bulgaria will hold the EU Council Presidency from January to June 2018. This will be the first time Bulgaria has held
                           the rotating presidency since it joined the EU in 2007. Its Presidency is part of the Trio Presidency composed of
                           Estonia, Bulgaria and Austria. It is to be noted that a new Joint Declaration is being prepared and will be negotiated by
                           the three Presidents in early December 2017. It is likely that the new Joint Declaration will cover January 2018-May
                           2019, to coincide with the legislative cycle of the European Parliament. Taking into account the need for active
                           dialogue with EU citizens, Bulgaria will strive to achieve progress in the field of security, employment, sustainable
                           growth and ensuring a stronger EU presence on the world stage. In particular, it tasks itself with focusing on youth
                           questions and security issues as horizontal priorities. The Bulgarian government has announced three broad
                           messages for its programme: Consensus, Competitiveness and Cohesion.

               Resumen Estonia will hold the EU Council Presidency from July to December 2017. Its presidency will herald a new Trio
                         Presidency, composed of Estonia, Bulgaria and Austria. This will be the first time Estonia holds the rotating presidency.
                         Estonia is currently led by a government coalition consisting of three political parties: the Estonian Centre Party (Eesti
                         Keskerakond), the Social Democratic Party (Sotsiaaldemokraatlik Erakond) and the Pro Patria and Res Publica Union
                         (Isamaa ja Res Publica Liit). Its Prime Minister, Jüri Ratas, in office since November 2016, belongs to the Estonian
                         Centre Party. Estonia is a republic divided into 15 counties. It has a unicameral parliamentary system with 101
                         Members of Parliament, elected by proportional representation. On 15 October 2017, local municipality elections will
                         be held, followed by parliamentary (Riigikogu) elections in 2019.

               Resumen In Estonia, during the recovery from recession, the employment rate increased almost 10 percentage points (p.p.) to
                        the level of almost 77% and the unemployment rate decreased by 10 p.p. to the level on 7%. Active labour market
                        policies played an important role here as Estonia succeeded in adjusting active labour market services to meet the
                        needs of the labour market. As a result, Estonia’s employment rate is one of the highest in the EU and their
                        unemployment rate one of the lowest.

               Resumen On 1 July 2016, Slovakia will take over the six-month rotating Presidency of the Council of the EU from The
                         Netherlands, as part of the Dutch-Slovak-Maltese 'Trio Presidency'. The Slovak "coalition of historic compromise" was
                         only sworn in on 23 March 2016 and Prime Minister Robert Fico was just released from hospital at the beginning of
                         May after heart surgery, still the Slovak government is expected to steer a challenging Presidency programme. On 24
                         February 2016, the (previous) Slovak government adopted the framework agenda of the Slovak Presidency, yet the
                         final Presidency programme will be approved by the government on 29 June 2016.
                         In the first half of the year, the Commission has put on the table the politically most important legislative dossiers, such
                         as the energy security package, proposals for e-commerce, an action plan to fight against corporate tax evasion, the
                         review of the posting of workers directive, the establishment of a European Border and Coast Guard and
                         recommendations for visa liberalisation in Ukraine and Turkey. As of May 2016, of around 140 active ordinary
                         legislative procedures, some 25 are being negotiated by the co-legislators in view of a first or (early) second reading
                         agreement. This note aims to present the state of affairs in the priority fields of the Slovak Presidency, as well as the
                         most important related dossiers to be addressed by the Presidency in the next semester.
                         As the fastest growing eurozone member between 2004 and 2014, Slovakia will be closely following the debate on the
                         creation of a fiscal capacity for the eurozone; and as the largest car producer per capita in the world, it will also be
                         sensitive to the adoption of market surveillance rules and limitations in emissions from cars. Other priorities will include
                         the implementation of the Capital Markets Union proposals, the completion of stage 1 of the Economic and Monetary
                         Union, delivering on Energy Union measures and the Single Market, as well as external relations with a particular
                         focus on transatlantic ties and Eastern Partnership. Slovak political priorities will inevitably address the migration crisis,
                         a revision of the Dublin system and the fight against terrorism.
                         In the second half of the year, institutional changes are also likely be on the agenda, concerning namely the mid-term
                         review of the Multiannual Financial Framework, the European electoral reform, the European Parliament's right of
                         inquiry, implementation of the IIA on better law-making and the upcoming IIA on transparency register. Finally, the
                         Slovak Council Presidency will have to address the consequences of the referendum on the UK's membership in the
                         EU, to be held on 23 June 2016.

              Resumen Our towns and cities are home to nearly three quarters of the EU's population and most EU policies concern them, be
                      it directly or indirectly.

                           Within the EU, a shared vision of urban development has gradually taken shape at inter-governmental level. At the
                           same time there have been increasing calls for concrete action and the development of an EU Urban Agenda to give
                           city authorities and stakeholders a greater say in the process. To help guide these discussions, the European
                           Commission launched a public consultation following its July 2014 Communication on the Urban Dimension of EU
                           policies. Its findings indicate broad support among city stakeholders for an EU Urban Agenda. The European
                           Parliament has also prepared an own-initiative report on the issue as part of this process, which was adopted at the
                           September 2015 plenary session.

                           The revised 2014-2020 Cohesion Policy framework introduced a number of new instruments intended to increase the
                           role of cities in cohesion programming and implementation and thus enhance the urban dimension of cohesion
                           funding. With the launch of Urban Innovative Actions and the introduction of the first four urban partnerships, recent
                           months have seen both a strengthening of the cohesion policy framework and the first concrete action towards rolling
                           out the Urban Agenda.

                           Building on this momentum, the Dutch Council Presidency has put forward an ambitious roadmap for the coming
                           months, which should lead to the signing in May 2016 of the Pact of Amsterdam, a binding political commitment to
                           deliver on the promise of an EU Urban Agenda.

              Resumen From January to June 2016, The Netherlands will hold the Presidency of the EU Council for the 12th time, kicking off
                      the Dutch-Slovak-Maltese Trio Presidency.

                           For the first semester of 2016, the Commission's soon ending 2015 work programme will largely determine the
                           legislative agenda as nearly all major proposals will have been put on the table by the end of this year. As of 16
                           December 2015, there are 140 active ordinary legislative procedures, of which 23 have been agreed by the co-
                           legislators at political level and around 30 are being negotiated in view of a first or (early) second reading agreement.
                           The Dutch EU Presidency will pursue the following priorities: (i) improving quality and simplification of legislation; (ii)
                           growth and jobs (internal market, innovation and digital economy); and (iii) active involvement of citizens and civil
                           society in policymaking.

                           This note aims to present the state of affairs in the policy fields of Dutch priority, as well as the most important related
                           dossiers to be addressed by the Dutch Presidency.

                Resumen The EU Heads of State or Government will hold an extraordinary, informal European Council meeting on 23
                           September 2015, with the aim of trying to reach an agreement on possible responses to the current migration crisis.
                           The President of the European Council, Donald Tusk, has stressed the need to focus on how to address the situation
                           in countries of origin and transit in the Union's neighbourhood. The annotated draft agenda of the next regular
                           European Council, scheduled for the 15-16 October already foresaw a "substantial discussion on migration in all its
                           aspects". The European Council was expected to take stock of what has been done since the June European Council,
                           to prepare the 11-12 November 2015 international summit in Valletta and discuss the follow-up to the Western Balkan
                           route high-level conference, which is due to take place at the beginning of October. Following recent developments on
                           the ground, notably the huge influx of migrants during the summer, and at European political level, for example the
                           outcome of the Justice and Home Affairs Council on 14 September 2015, Mr Tusk has decided to bring forward this
                           discussion and have an extraordinary European Council meeting on migration.

                 Resumen Luxembourg will hold its 12th Presidency of the Council, concluding the Italian-Latvian-Luxembourg Trio Council
                           Presidency in the second half of 2015. Luxembourg last presided over the Council of the EU in 2005. The official
                           programme of the Presidency will be presented to the Conference of Committee Chairs by Nicolas Schmit, the Minister
                           of Labour, Employment and the Social and Solidarity Economy on 9 June, and by Prime Minister Xavier Bettel to the
                           Parliament on 8 July. Minister Schmitt will be responsible for relations with the European Parliament during the
                           Luxembourgish Presidency. Luxembourg's European priorities will focus on the Growth and Jobs Agenda, the social
                           dimension of European policies, the implementation of the European Agenda for Migration and the Energy Union, the
                           reform of the Economic and Monetary Union, the negotiation of the TTIP agreement and the preparation of the COP 21
                           climate change conference in Paris.

                 Resumen The Italian-Latvian-Luxemburgish Trio Presidency of the Council marks the start of the 2014-2019 European
                           Parliamentary legislature. The first half of 2015 will be very challenging for Latvia, not least given that Latvia is holding
                           the presidency of the EU Council for the first time.   A new parliament (Saeima) was elected on 4 October.
                           The Latvian Prime Minister, Ms. Laimdota Straujuma will present the priorities of the Presidency to the Parliament on
                           14 January 2015. Latvia will focus on three priorities during its Presidency: Facilitation of EU competitiveness as a key
                           to economic growth and jobs; Full exploitation of the digital potential of the European economy, and Reinforcing the
                           role of the European Union in the world. In addition, the Latvian Presidency wishes to ensure that the Council
                           contributes to the implementation of the European Council's five-year Strategic Agenda in the areas of protection of
                           citizens, an Energy Union with a forward-looking climate policy, and a Union of freedom, security and justice.
                            Aside from some major strategic items likely to feature from the Commission's 2015 Annual Work Programme
                           the bulk of the legislative work of the Latvian Council Presidency will consist essentially of resuming unfinished
                           business from the previous legislature. Currently around 30 legislative dossiers are under negotiation between the
                           Council and the Parliament with a view to reaching a first or a second reading agreement - half of those are likely to be
                           concluded under the Italian Presidency. This note presents the main political dossiers under the above-mentioned
                           priorities, and the related European legislative activity (under the ordinary legislative procedure) expected during the
                           Latvian EU Council Presidency in the first semester of 2015.

                Resumen Due to its structural weaknesses Italy is one of the EU28 Member States worst hit by the crisis.The segmentation
                         across gender, age, and territory is very marked and job opportunities are unevenly distributed among the labour force,
                         with the marginalization of specific segments of the working population, in particular women and young people, and
                         especially those residing in Southern regions.
                         Since 2011 several labour market and social protection reforms have been introduced: in 2012 the Italian labour
                         market was reformed (Fornero reform) and the recently formed Renzi Government has announced a new Programme
                         for Labour Reforms (Jobs Act).
                         The Italian Presidency programme is described in the 2014 Work Programme “Participation of Italy at the European
                         Union”. The document sets out the priority dossiers and areas on which Italy plans to engage at the European level.

                Resumen The rotational system of Council presidencies has been in existence for over 50 years. Although the Treaty of Lisbon
                          does not replace it, the Treaty’s modifications have reduced both the role and influence of the Member State holding
                          the six-month title. The conclusion of the Hungarian presidency in June 2011 marked the end of the first ""trio"" of
                          Member State presidencies. Whilst there are few definitive conclusions, these 18 months have seen the growing
                          influence of the new semi-permanent European Council President, through adopting a “top-down” approach to policy-
                          making, in contrast to the traditional, Council-led, ”bottom-up” approach.
                          The coordination role of the General Affairs Council, both between Council configurations and with the European
                          Council, remains a critical aspect of the rotating presidency’s tasks. However, with its status reduced post-Lisbon,
                          questions have been asked about its effectiveness.
                          The rotating presidency’s role in external relations is also greatly reduced with the appointment of a High
                          Representative of Foreign Affairs to chair the Foreign Affairs Council. However, the Belgian and Hungarian
                          presidencies, in Cancun and Libya respectively, have shown that the presidency can still play an important role.
