Lazio was the first Italian region to participate in Expo 2020 Dubai through the Italy Pavilion. Our presence, through the Lazio Region Business Hub at the Italian Chamber of Commerce in the United Arab Emirates, represents an extremely relevant strategic prospect to promote the areas of excellence of the Lazio Region, as it constitutes an extraordinary opportunity to create international collaborations and partnerships, also technological. These reveal to be decisive not only in supporting Lazio-based companies in expanding their business but also in getting to know and disseminating ideas, projects and initiatives transmitted through the EXPO that, albeit without a purely or exclusively entrepreneurial genesis, can all the same become a “basis of inspiration” and collaboration upon which to develop new business prospects. New business perspectives that can then find in the Lazio Region Business Hub a catalyst of opportunities capable of offering the best counselling, training, informational, relational, and technical tools to support their implementation. For the Lazio Region, Expo 2020 Dubai is an extraordinary opportunity for scientific, economic, and cultural diplomacy in promoting the construction of the new development model we are betting on, hinged on concepts such as sustainable development, innovation, and internationalization, which will enable us to make a new start after the pandemic with a new spirit, in harmony with the planet, according to new key words: connection, innovation, sustainability, beauty and culture. Therefore, ours is not a simple presence in Dubai but a tangible opportunity of global relevance to show all the strengths of Lazio, support its economic ecosystem, as well as the region’s creativity, innovation, and research in order to increase investment opportunities and support international cooperation by promoting regional areas of excellence. The areas of excellence include the Aerospace sector, which is the subject of the “White Paper” that we are presenting herein. Lazio’s vocation for aerospace research dates back to the beginning of the last century, fruit of a propension for research activities and innovation that has always been the distinctive hallmark of our region and that has turned the Aerospace industry into one of the sectors driving regional economic development. Aerospace also constitutes an essential part of Lazio’s Smart Specialisation Strategy (S3) for the new 2021-2027 Plan, and represents a sector capable of attracting strategic projects by virtue of the presence in the region of an ecosystem of excellence made up of world-renowned universities and research centres, large corporations and production units owned by international groups, as well as high value-added SMEs capable of providing components, services and highly-specialized technical/industrial support. 5

This is a highly innovative production model from a technological point of view, which is also able to meet the new challenges of the space economy, aimed at improving the quality of life: from environmental monitoring to precision agriculture, from the management of natural emergencies to the protection of critical infrastructures and telemedicine. The region is home to aerospace companies of international excellence in the fields of electronics, sensors, avionics, innovative components and materials for space and satellite applications and services, engaged in consortia and collaborations at international level. The presence of companies belonging to the entire production chain of the sector provides an extremely wide range of skills that can ensure the development of a more intense activity of comparison and international partnership. In this sector there is research excellence with ten major research centres, four engineering faculties and several departments and degree courses on aerospace issues. The Aerospace District (DTA) is the first Technology District recognised at national level by the Italian Ministry of Economic Development. Lazio Region has developed a complex Agenda on Expo themes within which sectors of strategic importance for the regional dimension have been identified that the Italian participation in Expo Dubai intends to represent. These themes relate to the regional sectors that express the highest levels of innovation, competitiveness, sustainability and international leadership, including the Aerospace sector. 6 7
The Universal Exposition represents an important and useful opportunity to enhance the technological innovations and best practices developed in our region in the priority sectors of the EXPO. Lazio Region will bring to Dubai the main projects of global interest related to the great economic and social challenges, under the banner of sustainability, under the claim: “Culture is Innovation, Sustainability and Wellbeing - Lazio Eternal Discovery”. Lazio is a Region of Space. This is the Region that, in Frascati, not far from Rome, hosts the headquarters of the European Space Agency (ESA) which, with ESRIN, was founded in 1966, and is one of the six European centres of excellence for the exploitation of Earth observation missions. Here, at 55 km from Rome, lies Colleferro, the European Space Capital 2022, the historical founding city and bulwark of Avio, one of Italy’s leading aerospace industries that designed the Vega launcher, a real crown jewel of Made-in-Italy production. This is the base of the whole Aerospace supply chain that comprises the sector’s leading national companies, acting as a system integrator with an industrial, research and academic supply chain capable of acting in different Space sectors: scientific research, launchers, manufacturing industries, ser- vices, infrastructure. In addition to ESA, the Lazio Region is also home to the Italian Space Agency (ASI), Italy’s top research centres and approximately 250 large, medium, and small enterprises operating in the sector. Here operates a collaborative ecosystem that aggregates all the major play- ers of the regional aerospace system around Lazio’s Aerospace Technology District (DTA) which was established in 2004: the first High-Tech District ded- icated to the aerospace and defence sector. It is a prized ecosystem with an international scope that really makes Lazio a Region of Space and that, through this “White Paper”, we intend to present to the whole world at EXPO 2020 DUBAI. This document starts with a comprehensive overview of the opportunities and points of excellence offered by the Region (chapter 3) and goes on to offer an in-depth analysis of the Aerospace ecosystem in Lazio (chapter 4) that has its “aggregative fulcrum” in the Lazio Aerospace Technology Dis- trict, with its peculiar technological value chain (chapter 5). The document closes with a georeferenced list of the companies in the Lazio Aerospace Technology District (chapter 6). 12 13
Lazio offers an all-round opportunity.
