MESSAGE FROM LA FAIR MANAGEMENT Greetings from the LA County Fair I am pleased to welcome you as a partner to one of the nation’s largest and best county fairs. It is our mission to ensure that everyone involved in the Fair finds our event to be outstanding – from our guests to our valued partners, without whom we could not offer the exciting experience that is the one and only LA County Fair. The 2022 Fair opens on Cinco de Mayo (Thursday, May 5), and continues through Memorial Day (Monday, May 30), closing on Mondays, Tuesdays and Wednesdays in between. We will offer 16 days of thrills, adventure, shopping and one‐of‐a‐kind eating. We are excited to present this year’s theme: Back to Our Roots, celebrating the 100th Anniversary of the LA County Fair. It started in 1922, in a beet and barley field. The silhouette of the Ferris wheel’s buckets dotted the sky and local merchants filled tents with their wares, while milkmaids all in a row showed their prized Holstein cows. A century later, the LA County Fair has become one of the largest and most beloved county fairs in the country. And for the Centennial celebration, the Fair is taking guests Back to Our Roots, when life was kinder, simpler, funner. In 2022, take a time machine through the years with the Centennial exhibition in the Millard Sheets Art Center, or see the Fair’s evolution through floral design in the Flower and Garden Pavilion’s Cheers to 100 Years showcase. Haunt Supershow returns with its 100 Years of Monsters museum. America’s Kids is now in partnership with the state 48th District Agricultural Association, spotlighting agriculture and nutrition. The Farm will buzz with new activity as Future Farmers of America returns in a big way to the Fair. Watch as students prepare their animals for show. Don’t miss America’s Great Outdoors as US Forestry, Bureau of Land Management and LA County Fire Department explore the wonder of national parks. We are thrilled to bring back livestock competitions to the Fair. Agriculture is the foundation on which we built the Fair and what better way to celebrate that than by having FFA, 4H and agriculture students from around the region show their animals. I want to thank you for your participation in our Centennial Fair. LA COUNTY FAIR GENERAL LIVESTOCK RULES 1. All livestock entries must be completed online at www.lacountyfair.com/competitions. Preregistration is required for all entries; no late entries accepted. All fees must be paid online, no checks accepted. 2. All exhibitors are required to complete the following by April 24 in order to participate in the 2022 Los Angeles Fair by emailing required paperwork to turnbull@fairplex.com or mailing to The Farm at Fairplex, 1101 W McKinley Ave. Pomona, CA 91766 ATTN: Sasha Turnbull: a. Read all the rules stated in the Competition Guide. b. Read, collect all signatures on your Entry Confirmation Receipt. c. Read, Sign and Submit Fairplex Code of Conduct and Fairplex Assumption of Risk and Wavier. d. YOUTH: All youth must complete Youth for the Quality Care of Animals training required by the State of California. Exhibitors must use the same name on their entries as their registration for the YQCA training. Visit https://yqcaprogram.org/ for more information. e. All entries must remain on display at the LA County Fair as mandated by the dates set forth in the Livestock Competition Guide. Any entry removed prior to the release date and time, unless consent is granted by LA County Fair Management due to extenuating circumstances, shall be disqualified from any and all competitions and premiums are therefore forfeited. 4. Youth exhibitors can enter only project units in which they are currently enrolled if they are to be affiliated with the youth organization. 5. There is no limit on entries except as noted under the department headings. There is a limit of two cash awards per exhibitor per class. 6. Exhibitors are eligible to compete/exhibit through December 31 of the year in which they turn 19 years of age in the Youth Division, all others must enter Open. 7. Exhibitor’s age as of May 5, 2022 (opening day of the LA County Fair) must be specified on entry. 8. Breeding animals must be owned by the exhibitor 30 days prior to the opening day of the LA County Fair (purchased by 4/5/22) unless specified under specie rules. 9. Exhibitors are required to maintain clean barn and stall areas. All areas must be ready for inspection by 8 a.m. each day. a. All exhibits not properly maintained may be cause for dismissal from the fairgrounds and forfeit premiums. b. All stalls MUST be cleaned upon departure. 10. Exhibitors are requested not to move animals unnecessarily, only to and from wash rack, tie rails and show ring. Exhibitors must clean up after themselves and their animals. No animal is allowed to leave the designated livestock area without permission of the Livestock Program Supervisor. Any flagrant disregard of this rule could result in being barred from showing and/or forfeiture of premiums. 11. Adults (non-exhibitor/leader/advisor/teacher/parents) are NOT allowed to assist in the fitting of animals for the LA County Fair Youth Shows. (Fitting livestock is defined as preparing animal for the show including, but not limited to, washing, blow drying, clipping, brushing or trimming.) Livestock leaders and advisors may assist with the feeding and watering of animals. For the safety of all exhibitors and the public, adults may assist exhibitors and their animals to the scale, wash racks and show ring. P a g e 5 | 26
LA COUNTY FAIR GENERAL LIVESTOCK RULES 12. After the close of entries, Fair Management reserves the right to combine classes and/or divisions if sufficient entries are not received. This combination will be made after papers are checked, in order to have an accurate number of entries. Fair Management reserves the right to cancel any classes or divisions due to lack of entries. 13. The Livestock Department reserves the right to limit entries to facilities available, when necessary. All State Rules apply. 14. The LA County Fair Livestock Department will have exclusive jurisdiction as to how many animals to a pen and assignment of pens. 15. Vehicles may NOT be left unattended and must be removed from grounds after unloading. Violators will be ticketed and/or towed. 16. Livestock shall remain in the care, custody and control of the entrant. The entrant shall indemnify and hold harmless the LA County Fair & Fairplex and the LA County Fair & Fairplex’s Board of Directors, the LA County Fair Association, its employees, officers, agents or representatives for any injury, property damage and any real, incidental, or consequential damages resulting from the livestock or caused by the livestock. The LA County Fair & Fairplex will not be responsible for any loss or damage caused by or arising out of strikes, riots, lockouts or natural disasters. 17. All livestock entries are made with the distinct understanding that in no event will the LA County Fair & Fairplex become responsible for any loss or damage that may occur to any livestock animal. Presentation of the entry shall be deemed acceptance of this rule. 18. There will be NO REFUNDS OF PROCESSING FEES, either for overpayment, duplicate entries, not showing or failure to bring in the entry. 19. Premium checks will be made payable to either the owner or exhibitor as stated on the entry. Total premiums of $600 or more to any individual will be paid only after a completed Payee Data Record Form has been received. 20. ALL EXHIBITORS are required to only use equipment that is properly grounded and meets UL specifications (i.e. clippers, blowers, heaters, vacuums, fans, etc.). 21. For the safety of exhibitors and the public, no food or drinks will be allowed in the Livestock Area. 22. SECURITY – Exhibitors are cautioned to keep equipment stored where it will not be lost or stolen. The LA County Fair & Fairplex accepts no responsibility for any equipment. 23. Exhibitors are encouraged to have Educational Displays to enhance the educational value of visiting the LA County Fair and exemplify the high caliber of the individuals participating in livestock shows, their animal projects and the agriculture industry in Los Angeles County. 24. Only animals entered in LA County Fair livestock competitions are allowed on LA County Fair & Fairplex property except at the discretion of the Livestock Supervisor. 25. Exhibitors are NOT allowed to sell feed and/or items of any kind, nor solicit donations. 26. No “FOR SALE’ signs will be allowed on cages or in show areas. The selling of animals on fair property is not permitted and the LA Country Fair is not responsible for the sale of any animals at the fair. 27. The American system of Judging will be used for all competitions. 28. The Judge’s decision shall be final. 29. Violation of any of the above rules may result in disqualification. P a g e 6 | 26
LA COUNTY FAIR GENERAL LIVESTOCK RULES POLICIES FOR THE CARE AND TREATMENT OF ANIMALS 1. Fair management reserves the right to require health inspections and/or diagnostic tests to be made before, during or after animals are on the fairgrounds and to implement disease control procedures which may become necessary in emergencies. The health of animals as determined by an official Fair veterinarian or by the judge shall be final and CANNOT be protested. Exhibitors who refuse to allow their animals to be examined shall be disqualified, animals will be removed from the fairgrounds and such violations shall be reported to Fair & Expositions. No refunds will be granted. 2. Animals entered will be inspected by the official Fair veterinarian. 3. It is the responsibility of the exhibitor to feed, water and care for any animal they have entered in the Fair for the entire show through departure. 4. All large livestock exhibitors must supply their own feed and water receptacles. No pressurized water systems in any pens/cages are allowed. 5. No filling or feeding of animals by artificial means will be allowed including the use of tubes or drench guns. 6. Unruly animals will be removed at the discretion of the Livestock Supervisor. 7. Any alteration of appearance, physical change by removal or injection, including the use of paint, powder, dye, shoe polish, glue or artificial color is strictly prohibited. 8. Health certificate, where required, must be presented upon arrival at the LA County Fair. Please refer to the Animal Health Rules and State Rules. P a g e 7 | 26
YOUTH GUIDELINES & UNIFROM STANDARDS The Youth Department is for qualifying individuals who want to enter the LA County Fair. The LA County Fair has established divisions and classes for groups such as FFA, 4-H clubs and the like to provide opportunities for young people to exhibit who are not members of an organization in several ways, such as allowing them to compete in the appropriate class in direct competition with an organization member if there are very few “independent youth”. In a livestock class, the Independent must meet the same age requirements as the direct competition members of an organization. FFA MEMBERS may participate in classes if they are enrolled in high school agriculture classes and are active, dues paying members of their FFA chapter. Active FFA members may exhibit projects until the end of the next calendar year following graduation. 4-H / GRANGE MEMBERSHIP enrollment is open to all youth from kindergarten through grade 12 through December 31 of the year in which they turn 19 years of age. 4-H PRIMARY members must be 5 years old or in kindergarten by January 1 of the program year. Primary members cannot enroll in large animal projects. Approved animal projects are dogs, rabbits, rats, cats, poultry, cavies, mice, embryology, entomology, marine science, pygmy goats, and therapeutic animal projects. (Youth enrolling or turning 9 after January 1 must participate as a Primary Member until the end of the program year.) INDEPENDENT & OTHER YOUTH EXHIBITORS not affiliated with any organization may enter appropriate FFA and 4-H classes if they meet the required age or grade level. Fair management may establish separate classes if there are sufficient entries. Independent youth exhibitors must not have been enrolled in a junior organization within 60 days to be eligible to participate. Exhibitors are eligible to compete/exhibit through December 31st of the year in which they turn 19 years of age. Each entry in these divisions must have been made or produced by the exhibitor. Entries shall be made on Youth Department entry forms provided by the Fair. The signature of the parent or guardian is required. Exhibitors who are enrolled in any junior organization for which classes are offered elsewhere are not eligible to enter these divisions. UNIFORM: All National FFA Organization and 4-H Club and Grange exhibitors must wear the official uniform of their organization while showing. FFA uniforms are to be worm by all FFA exhibitors and by helpers in individual and chapter groups while showing at the LA County Fair Livestock Department shows. The official uniforms are as follows: FFA Uniform: Dark blue, black or white pants, white shirt, FFA tie and official FFA jacket (zipped to the top) or FFA patch attached to the white shirt. 4-H Uniform: Dark blue, black or white pants, white collared shirt (any sleeve length), and 4-H Club cap (4- H tie or scarf is optional). Grange Uniform: White collared button-down shirt, dark blue jeans and red vest with Grange emblem on the back. Independent Uniform: Dark blue, black or white pants and white collared shirt. Open Exhibitor Uniform: Clean white top, show whites or team uniform. NO attendant or other person will be allowed in the show ring unless neatly dressed in proper uniform. P a g e 8 | 26

For information on arrival and departure, refer to the timetable on page 3. 2. This show is sanctioned by the American Poultry Association, Inc. Rules, definitions and judging procedures as prescribed in the latest edition of the Official Show Rules and the Standard of Perfection of the American Poultry Association, Inc., shall apply to all district and county fair poultry shows, except in instances where they conflict with the rules and regulations prescribed by the Department of Food and Agriculture. 3. BOTH youth and adult exhibitors can enter in the open division since no youth divisions are offered. 4. For Youth Poultry Showmanship, see page 11. 5. Only animals entered in the show are allowed on the LA County Fair property. 6. All birds must be identified by a legible leg band conforming to the entry form upon arrival at the show. 7. Poultry Health Inspection – All exhibitors shall have their poultry inspected upon arrival at the LA County Fair prior to coop-in for symptoms of disease or illness. Poultry not passing inspection must be removed from the premises immediately by the owner or housed in a fair designated quarantine area. Poultry must have a leg band to be inspected. Upon passing inspection, any birds without leg bands are required to purchase temporary leg bands for $5 from the Livestock Office. Exhibitors who do not arrive and have their birds inspected are conducted cannot make any other arrangements for a future inspection and will be ineligible to show. 8. The judge may excuse a bird from competition if it appears to be fatigued or out of condition, but the birds will be counted as an entry. 9. Exhibitors must list the breed, variety, leg band number, division and class number of each bird on the entry form. 10. Birds will be shown and judged in the proper division and class for breed, variety, age and sex only If no class is offered, no awards will be made. 11. RULES FOR ALL LARGE ANIMALS 1. For information on arrival, check-in and departure, please refer to the timetable on page 3. 2. For group classes, all animals must be owned by on/same exhibitor, entered as individuals and of one breed excluding llamas. 3. All tattoos must match registration papers exactly. If there is any discrepancy at the time of check- in, the animal will be disqualified immediately. 4. Duplicate copies/photocopies of registration forms will be accepted in accordance with association guidelines. 5. Water must be available for animals at all times. 6. Animals must be on display for the public at all times. 7. Only animals owned, fitted and shown by the exhibitor may be entered. 8. No one under the age of 9 will be permitted to show or assist in the show arena unless specified by class. 9. A white shirt/distinct uniform of a specific show team is required for those assisting the exhibitors in the show ring. 10. Cleaning of the barn/pen area must be completed no later than 8 a.m. each day. Barns must be cleaned upon departure and not before 10 p.m. 11. No “FOR SALE” signs allowed on cages or in show areas. The selling of animals is not permitted. The LA County Fair is not responsible for any animals sold at the Fair. 12. Violation of the above rules may result in disqualification or forfeiture of premiums. 13. The Livestock Department reserves the right to limit entries to facilities available. In the event that entries exceed facilities available, entries will be accepted in the order in which they were entered. 14. After online entries close, if there are fewer than two exhibitors with a minimum of 10 animals combined, the show will be cancelled and processing fees refunded 15. Age of the goat shall be the day the goat is to be judged. 5. Exhibitor is responsible for providing microchip reader if a microchip is used as an I.D. 6. Original Registration Certificates issued by a breed association, must be checked by the livestock office when the animals arrive on the Fairgrounds and must be kept on hand. All registration papers must be inspected and approved by the Fair's representative before entries are allowed to be judged. Any exhibitor failing to produce such documents will be disqualified from the class and the entry fee will not be refunded. NO EXCEPTIONS. 7. To record a win, a goat must be permanently tattooed or have a microchip prior to being shown in its individual class on that day. Tattoo or Microchip must match registration certificate and LA County Fair entry. Tattoo must be legible, allowing for re-tattooing, (pre-approved by NPGA) but no variations other than partial or complete duplications. 8. Pygmy Goats must be disbudded or dehorned. Removal of horns on the fairgrounds will result in disqualification. Scurs or regrowth cannot exceed 1 in. in length. 9. If exhibitor is not present prior to beginning of class, exhibitor will be scratched. 10. Southern California Pygmy Goat Association will be hosting a club show on Sunday, May 8. Animals may be dismissed even prior to entering the ring if deemed unruly. 14. All llamas must be shown in the correct age and sex classification. 15. Llamas may be entered in only one halter class or wool division. It is the responsibility of the exhibitor to place their llama in the correct division and class. 16.
