Kilkenny County Council N24 Waterford to Cahir Project Public Consultation No. 1 – Constraints 1 Introduction The N24 national primary road, is a strategic corridor linking the cities of Limerick and Waterford, traversing through the counties of Limerick, Tipperary and Kilkenny, with a total length of approximately 116km. The route also forms part of the strategic link between Shannon Foynes Port (via the M7, N18 and N69) and the Port of Waterford (via the N9, N25 and N29) and Rosslare Europort (via the N9 and N25). The N24 is recognised as being of importance in enhancing regional connectivity and increasing accessibility to key towns it passes through, including Tipperary Town, Cahir, Clonmel, Carrick-on-Suir, Mooncoin and other rural hinterland. The section of the N24 being considered by this project is approximately 60km in length. It extends from the M8 Junction 10 Cahir North Roundabout, north of Cahir in Co. Tipperary to the southern terminal of the M9 Dublin to Waterford motorway at the Quarry Roundabout, north of Waterford City in Co. Kilkenny. The N24 Waterford to Cahir Project is intended to address the transportation issues on the existing N24 corridor by improving safety, journey reliability and the strategic function of the N24 corridor under consideration. In accordance with the Transport Infrastructure Ireland’s Project Management Guidelines (reference document PE-PMG-02041), consultation is required with the public at key stages. The purpose of these consultations is to engage the public in the project delivery process, inform the public of the statutory process, provide timescales, seek the public’s cooperation for the project and to capture local knowledge as part of the process of developing a solution. This report has been prepared to document the findings of the non-statutory Public Consultation No. 1 on Constraints for the project. 2 The Public Consultation Process 2.1 Extent of Public Consultation A comprehensive constraints study which considers all constraints including human beings, archaeology, architectural and cultural heritage, agronomy, landscape and visual, hydrology, hydrogeology, soils and geology, ecology, material assets non- agriculture, planning policy, noise, air and climate was undertaken by the project team. The results of the preliminary studies were displayed to the public at the first non- statutory public consultation on ‘Constraints’ which took place between 4 May 2021 and 1 June 2021. The purpose of this consultation was to inform the public of the study area for the project, the key constraints identified to date, the programme for advancement of the project and to gather further information, where possible. Kilkenny County Council N24 Waterford to Cahir Project Public Consultation No. 1 – Constraints involvement of the public in identifying key constraints. The constraints data was presented by way of graphics and constraints mapping, and it also included an interactive map to enable more detailed interrogation of the constraints. The aim of this was to obtain feedback from the public and gain invaluable information from their local knowledge of constraints that may have been overlooked. 2.2 Approach Adopted Due to Covid-19 The following measures were adopted to ensure public participation in the project was achieved whilst also complying with Covid-19 Government restrictions: Rather than hold the traditional in-person public consultation, the consultation was conducted by virtue of an on-line consultation space which allowed the public to pan around and view the project material as if they were walking around at an in-person event The on-line consultation room was available through the project website at https://n24waterford2cahir.ie/public-consultation/ (Appendix C). The consultation room contained the following content: - Project brochure (in English and Irish) - Project Information Boards - Constraints Maps - Feedback Form (in English and Irish) - Contact form For those who were unable to access the on-line consultation room, a copy of all consultation material was also available in pdf format to download from the project website A copy of the Brochure and Feedback Form were posted to members of the public on request There was advance notification and publicity of the on-line public consultation in local and national newspapers, on the radio, in social media and on the KCC, TCC and project websites (Section 2.3) The project team was available to answer any queries via a dedicated project email address or Kilkenny County Council telephone number An on-line briefing was given to the elected public representatives, namely Senators, MEP’s, TD’s, Councillors in advance of the on-line consultation room going live Radio announcements were also made (see section 2.3.2). The advertisement directed people to the information on the public consultation and the dates for responding Feedback Forms were accepted by post, by email to N24Waterford2Cahir@kilkennycoco.ie or via the public engagement feedback page on the project website. Kilkenny County Council N24 Waterford to Cahir Project Public Consultation No. 1 – Constraints 2.3 Media Advertisement 2.3.1 Newspapers An advertisement was placed in the Kilkenny People, Waterford News & Star, The Nationalist, The Munster Express and the Tipperary Star at the start of the consultation. The text for the advertisement is contained in Appendix A and document: 276774-ARUP-02-OS-RI-Z-000001. 2.3.2 Radio Radio Announcements were made three times per day (AM, lunch and PM) on Tipp FM, KCLR, Beat and WLR FM at the start of the consultation period. Furthermore, the notice was repeated at regular intervals throughout the consultation period. A copy of the text of the radio advertisement is contained in Appendix A and document: 276774-ARUP-02-OS-RP-PLO-000001. The radio announcements informed those without on-line access that they could request a hard copy brochure by phoning Kilkenny County Council. 2.3.3 Websites Kilkenny County Council and Tipperary County Council websites were updated on 4 May 2021, on the day of the public consultation launch, to include a notice that the consultation would be commencing on 4 May 2021 running for a period of 4 weeks to 1 June 2021. A notice was included on the homepage of the project website to advise of the public consultation and included a link to the on-line consultation room. 2.3.4 Social Media Tipperary County Council and Kilkenny County Council tweeted about the public consultation, during the consultation period. Copies of the tweets are contained in Appendix A. 2.3.5 Letter A letter was sent to all stakeholders identified in the stakeholder management plan (Refer Appendix F). 173 letters were sent, to introduce the project and advise them of the public consultation. These were primarily sent by email, but where an email address was not identified, letters were issued by post. 2.4 Brochure A colour Brochure and Feedback Form were prepared in both Irish and English. Feedback Forms could be emailed to a dedicated project email address or sent to the Kilkenny County Council by post. An on-line Feedback Form was available within the on-line consultation room. Copies of the Brochure and Feedback Form are included in Appendix B. The public were given a four-week period to make submissions to the Constraints Study. All submissions were provided with a formal response. 2.5 Public Consultation - On-line Consultation Room The public consultation on-line room was live on the project website at the following address https://n24waterford2cahir.ie/public-consultation/ for four weeks between 4 May 2021 and 1 June 2021. Screenshots of the consultation room space are included in Appendix C. From analytics of the consultation room, it had 226 visitors. From analytics of the project website, it had 5,564 views during the public consultation period. The ‘.pdf’ (non-interactive) version of the constraints maps were shown in the on- line consultation room at a scale of 1:20,000 @A0. All of these are still available to view on the project website at https://n24waterford2cahir.ie/public-consultation/. The boards (i.e. file 272687-ARUP-02-OS- PP-YE-000002) are still available to view on the project website at https://n24waterford2cahir.ie/public-consultation/. Copies of the boards are also included in Appendix D, with their contents summarised as follows: Board 1 – Project Background and identification of the key project developers Board 2 – Project Objectives Board 3 – Identification of what the transport issues are Board 4 – Roadmap to solve ‘the problem’ Board 5 –TII Phases 1 to 4 timeline, phases description and where we are now Board 6 – Next steps in the project programme Board 7 – Request to make submissions or observations An interactive web map was also available within the consultation room and is still available on the project website https://n24waterford2cahir.ie/interactive-map/. The interactive maps show all of the data gathered to-date separated into individual layers. This allows the user to switch layers on and off to show whichever constraints they wish to view. There is a facility available with the interactive map which allows the user to select from various background mapping types for example streets, navigation, terrain, national geographic style and OpenStreetMap. There is also the facility to search the map by townland or Eircode. Kilkenny County Council N24 Waterford to Cahir Project Public Consultation No. 1 – Constraints 3 Feedback from Public Consultation 3.1 Overview A total of 213 submissions were received during the public consultation from 194 stakeholders, with multiple or duplicate submissions received from some parties. A detailed summary of each individual submission is included in Appendix E. Where responses were received after the deadline, these have been included up to the date of the first draft of this report. A response was provided to each submission received. A thematic analysis identified the following main feedback themes and topics: 1. Previous schemes and need case a. Consideration of previous routes and consultation is required b. The impact of the Covid-19 pandemic on travel patterns needs to be assessed c. Safety of the existing road due to high volumes of traffic in close proximity of pedestrians and high proportion of HGV’s d. Need to review upgrading along the existing N24 corridor 2. Active Travel and Alternative Modes a. Many respondents felt that a decision had already been made to construct a road and there was a need for greater engagement on alternative modes b. Need to assess an improved rail provision. Suggestions included a more frequent service, ensuring times aligned with working patterns and a consideration of how the railway can accommodate an increase freight transport c. Several areas of the study area were identified as popular with people for tourism, leisure and exercise d. Suggestions that both active travel provision and leisure cycle routes such as the Blueway should be created or enhanced along the existing corridor 3. Land Use a. The study area supports several apple farms which supply businesses locally and nationally b. The study area supports dairy farms and there is a need to avoid a reduction in land to maintain farm viability c. Solutions needed to meet the government’s current policy and targets on climate change and support a shift in modal use b. Options should consider how future technologies can address capacity issues and improve safety on the existing road and public transport network. 5. Environment a. Noise and air pollution from the existing road as well as the need to avoid new emissions from a new road are concerns b. The risk of flooding along the River Suir and its tributaries c. The existing road severs communities but there is a risk any new road could also sever existing communities d. Responses contained feedback on a range of biodiversity in the study area e. Feedback was provided on the significance and location of historic and heritage assets within the study area which need to be considered 6. Requested to be contacted in relation to the project a. Enquiries about specific aspects of the project b. Requests for hardcopy maps c. Requesting to be kept up to date with progression of the project d. Requesting alternative means of public consultation notification 7. Other a. Suggestions as to what issues the scheme should focus on b. Engineering input in relation to local understanding of the study area c. Proposed alternative actions that may be considered at this stage in the project. d. Clarity was sought on the timeline for reducing the study area to avoid anxiety and impact on planning applications 3.2 Quantitative assessment of themes and topics The 213 submissions received as part of this public consultation were individually assessed to determine which of the above themes were mentioned. In some cases more than one theme was covered by a submission. Kilkenny County Council N24 Waterford to Cahir Project Public Consultation No. 1 – Constraints 4 Conclusion Public participation is an important part of the development of the project and in particular during the early phases of the project. Public Consultation No. 1 helped identify additional key constraints and provided insight to the transport and safety issues experienced by the public using the section of the N24 within the study area. This consultation was supplementary to the consultation required by TII on the preliminary Alternatives and Options and provided valuable feedback from the public to inform the development of these alternatives and options. Although an in-person consultation could not take place due to Covid-19 and the associated Government restrictions, the consultation was conducted on-line which allowed the public to view the project material as if they were at an in-person event. From analytics of the on-line consultation room and the project website, the consultation room had 226 visitors and the project website had 5,564 views during the public consultation period. A total of 213 submissions were received during the public consultation from 194 stakeholders, with multiple or duplicate submissions received from some parties. In addition, a number of telephone calls were received and where requested call-back meetings were held with stakeholders who requested one. A copy of the brochure and feedback form was posted to anybody who requested a hard copy. This level of engagement is in keeping with similar in-person consultations held in the past for this stage of similar projects. Section 3.1 above summarises the main themes conveyed in consultation responses. Environment was the most commonly mentioned theme, but there was also a strong representation in responses of themes which include public transport options, land usage in the study area and other queries relating to the development of the scheme. Kilkenny County Council, in partnership with Tipperary County Council, Transport Infrastructure Ireland (TII) and the Department of Transport (DoT) are developing the N24 Waterford to Cahir Project. The project has been identified for progression through pre- appraisal and early planning under the National Development Plan 2018-2027. The N24 national primary road is a strategic corridor linking the cities of Limerick and Waterford, traversing through the counties of Limerick, Tipperary and Kilkenny, with a total length of approximately 116km. The section of the N24 being considered by this project is approximately 60km in length. It extends from the M8 Junction 10 Cahir North Roundabout, north of Cahir in Co. Tipperary to the southern terminal of the M9 Dublin to Waterford motorway at the Quarry Roundabout, north of Waterford City in Co. Kilkenny. The project is being project managed by Tramore House Regional Design Office on behalf of Kilkenny County Council in partnership with Tipperary County Council. The project began in July 2020 and Arup are the appointed technical advisor progressing the planning and design for the project. Management Guidelines. The project is currently at Phase 2 (Options Selection). The need for intervention has been identified in Phase 1 (Concept and Feasibility) and project specific objectives have been established. During Phase 2 the project will firstly identify the nature and extent of known and potential key constraints within the study area which must be considered as part of the development of an appropriate solution for the project. The development of feasible solutions will follow, and these shall be examined and compared in order to determine a preferred solution for the project. Potential solutions will include alternative transport solutions such as bus, rail and active travel modes, as well as different road options. The purpose of this non-statutory public consultation is to inform the public of the study area for the project, the key constraints identified to date and the programme for advancement of the project. As part of this process, the project team are seeking feedback from the public on the study area and key constraints for the project. Due to COVID-19, Kilkenny County Council is unable to hold a public consultation event in- person within the study area for the project. An online public consultation platform has therefore been developed on the project website www.n24waterford2cahir.ie/ which will go live from 1pm on Tuesday 4th of May 2021 and it will contain all the information that would normally be displayed at a formal in-person public consultation. This online public consultation platform will provide a virtual public consultation room and interactive maps with the key constraints identified to date and an online feedback form for submission of comments or queries. The public consultation period will run from 4th May 2021 to 1st June 2021. It is understood that online information cannot be accessed by everyone, and notwithstanding the restrictions COVID-19 present, the project team is keen to engage with people throughout the consultation period. Therefore, the impact and the compensation for loss of orchard is significant. S003 08/05/2021 I was enquiring about this project in regard to what are the proposed routes where the road will be? Also, if a house or a farm is located on the proposed road would a compulsory purchase be triggered? How wide would the proposed road be also, i.e. how much land will be needed to be bought on either side of necessary? S004 05/05/2021 I hereby want to object against the proposed trajectory of the proposed motorway Cahir- Waterford for the following reasons : 1) As Covid-19 has proven motorways are not required to support our economy, working from home has shown to be a viable alternative. 2) The current proposed trajectory cuts through one of most beautiful landscapes of Ireland and interferes with the recently developed Blueway which is already a huge attraction for people across the country. It makes no sense to spend millions on a Blueway and then put a motorway beside it. The trajectory as a whole needs to move northwards if required at all. I understand that work is required to bypass towns but this is destroying Irish heritage. S005 09/05/2021 Is Carrick-on-Suir Bypass project part of this process? Carrick-on-Suir town urgently requires a bypass if is to go forward as both a tourist and social destination. At present due to the fact that heavy-duty traffic must pass through the main street, then navigate through the bottleneck West gate is not acceptable or convenient for the business and people living in the town and surrounding area. In Summary, a bypass with an additional river crossing is necessary if we are to encourage growth. S006 10/05/2021 In relation to the proposed location of the new N24 bypass of Mooncoin we have a major concern if the route was to go between the river and Dournane. S007 10/05/2021 With respect to the proposed N24 Waterford to Cahir Project we would be very concerned if the route via Mooncoin impacted on the Suir river area between Dournane Quay and Polerone Quay. These are areas of huge natural importance to the local ecosystem with large volumes of wildlife etc. present. The Dournane/Polerone lane link road is a hugely popular public amenity for Walks/Cycles etc in Mooncoin and the positioning of a major road network such as the N24 in this vicinity would have an extremely negative impact on the people and environment of the village of Mooncoin. S008 & 12/05/2021 Requested an information pack and call to discuss the impact it may have on their location. S210 & 01/06/2021 The respondent’s live in a quiet & rural area of south Kilkenny even though there are a number of houses in the area. They wish to have it on record that they would be very concerned if the new N24 was to come close to our home as they have a good neighbourhood, they visit a lot north of our home, not to mention other inconveniences caused such as noise etc. S009 13/05/2021 Requested an information pack and call to discuss the impact their farmland. S010 13/05/2021 Letter received outlining the potential for impact on access and operation of agriculture and business. The benefit to carbon sequestration of apple orchards was highlighted within the response, weighed against vehicle emissions. S011 19/05/2021 We were contacted back in 2006 by South Tipperary County Council as we were going to be affected by what was then called the N24 Clonmel Bypass and what now appears to be called the N24 Clonmel Bypass (Western Corridor). The last correspondence we had from them bore File Ref 14/284(P)(27). As it looks like this Bypass is now looking like it is going ahead, I would be most obliged if someone would please contact me about this. S020 25/05/2021 I object to the proposed road being built near my home. S021 25/05/2021 I would like to submit my opposition and concern to this proposal especially to the area of Cregg Boreen L2607. This is an area of great beauty and biodiversity which is enjoyed by many people of the local area of Carrick-on-Suir. It would be a great tragedy if all this was destroyed just for a road. There is a very good community on this road which would also be destroyed = homes, farms, businesses. Recently trees have been planted for the creation of a new orchard consisting of which only two exist in the country and which represent a significant investment and adds to the scenic beauty of the area on Cregg Boreen L2607/R697. There is also an extensive daffodil farmnearby. There is so much more to say, but I would like you to reconsider putting your road through our lovely small boreen and destroying a beautiful area of peace and tranquillity and even more important our wild life that depends for their life on this area. S022 25/05/2021 The letter response sets out objections to the any proposed route near Cregg Boreen area. The area is highlighted as an area of natural beauty, a walking/ cycling loop and a community facility of residents of Carrick-on-Suir. The quantum of equine, orchards and dairy farms was highlights alongside the location of historic sites of interest including an old fortification dolman and monastery. The response also sets out objections on the ground of a flawed consultation process, cost, environment and inaccurate traffic analysis. S032 & 27/05/2021 Two identical responses were received by letter making the following observations: S167 & The impact of noise and air pollution on Cregg Boreen as well as the noise impact on autistic children residing in the area 01/06/2021 The area provides regularly used circular walks It is an area of natural beauty and of historic significance Impact of any road solution on eco-systems, habitats, wildlife and trees S033 27/05/2021 In relation to the development of the proposed N24 Waterford to Cahir Project, I have identified certain constraints and concerns as a resident of the townland of Ballinlogh/Lisronagh that will directly negatively impact my property, my quality of life, local amenities, biodiversity and ecology, local assets in the equine industry and contradict EU Climate Action Strategies for Transport Emissions. 1. Quality of Life: The residents of Ballinlough and Lisronagh have chosen to make their home in the quiet rural environment of South Tipperary. This area is known for its idyllic surroundings, natural beauty and as an escape from urban life. If this project goes ahead, it will interfere with the cherished quality of life of the residents of this area. 2. Natural Amenities and Environment: Our local waterway, The River Moyle, has only recently recovered from severe pollution which decimated the population of trout in the river. Large infrastructure projects such as the proposed N24 will have direct impact on local waterways: “According to the EPA, transportation affects water quality directly in four ways: 1) road construction and maintenance, including the creation of impervious surfaces can adversely affect water quality due to faster rates of runoff, lower groundwater recharge rates, and increased erosion; 2) pollutants such as vehicle exhaust, oil, and dirt, and de-icing chemicals, are deposited to roadways and other impervious surfaces; 3) leaking underground storage tanks release petroleum to groundwater; and 4) oil spills, especially in the marine sector affect the water quality of inland waterways and coastal areas.” The constraints study has already identified that the proposed infrastructure will impact on the delicate biodiversity, ecology, landscape, agriculture (land-splitting) and the equine industry which employs hundreds of people in the area and is worth nationally, €500 million to the economy. Successive Governments have encouraged the protection of our unique biodiversity, ditches and hedgerows; the construction of infrastructure such as the proposed project will only have a negative effect on the aforementioned biodiversity, with the removal of ditches and natural hedgerows and disturbance of the natural environment. 3. Necessity: I commute from Ballinlough to Waterford each work for my job and as a regular user of the existing N24, I can say that the road is fit for purpose as it stands. There are some points where over-taking opportunities could be improved but overall, this is a really good quality national route. The building of a parallel route with all its negative impacts on agricultural land and biodiversity of the area is not necessary. 4. Climate Change: The current Irish Government of 2021 has committed to net-zero emissions by 2050. The building of infrastructure such as the proposed N24 will encourage more road use by carbon-emitting single use and heavy vehicles. This road will be a pull factor away from using public transport and cycling. Heavy investment in our rail system and public transport system in general would be in line with EU Climate Strategies and will feed into the net-zero emissions plan. From Climate Action, Transport Emissions. ‘A European Strategy for low-emission mobility’. “Transport represents almost a quarter of Europe's greenhouse gas emissions and is the main cause of air pollution in cities. The transport sector has not seen the same gradual decline in emissions as other sectors: emissions only started to decrease in 2007 and still remain higher than in 1990 (see graph below). Within this sector, road transport is by far the biggest emitter accounting for more than 70% of all GHG emissions from transport in 2014. By mid- century, greenhouse gas emissions from transport will need to be at least 60% lower than in 1990 and be firmly on the path towards zero. Emissions of air pollutants from transport that harm our health need to be drastically reduced without delay.” S034 28/05/2021 I have not been given the opportunity to make a meaningful submission on alternative modes of transport along the same route, and I do not see this as an appropriate public consultation. Why was the Cahir section omitted from the website? This clearly demonstrates that the decision to build a roadway, as opposed to investing in rail along the same route corridor, has already been made. Since this project does not satisfy that requirement , it should not be implemented. Instead, the rail should be developed and public transport enhanced, which is more in keeping with the NDP that building more roads. S036 28/05/2021 This does not align with national objectives towards modal shift away from car dependency. It further encourages reliance on cars, which remain one of the biggest contributors to carbon emissions. It destroys natural habitats, removes trees and gravely adversely impacts on local communities by impinging further on local lands. We need investment in public transport options and not more motorways such as this. This should not proceed. S037 28/05/2021 I am very unhappy not to have an opportunity to make a meaningful submission on alternative modes of transport along the same route, and I do not see this as an appropriate public consultation. S040 28/05/2021 Very disappointing that I am asked for observations on a proposed roadway, without an opportunity to make a meaningful submission on alternative modes of conveyance along the same route This is not an adequate public consultation. The information given here indicates that the decision to build a roadway, as opposed to investing in rail along the same route corridor, has already been made. S041 28/05/2021 I am inclined to think that improvements to the present N24 would be the most sensible option, the majority of this road is already 1.5 lanes each side and has ample room to be widened to accommodate 2 lanes each side. This may involve the closing off some access roads and improvements to those roads to accommodate local road users but it would be much less of an environmental impact than the construction of a new road. Plans already drawn up for bypassing Mooncoin, Carrick-on-Suir and Kilsheelan could be implemented also. We have seen recently how upgrades to the M7 around Naas have considerably eased traffic congestion, work which was carried out while the road remained open with minimal disruption to traffic. Upgrades to the N24 could be carried out in a similar fashion. Have the impacts on towns such as Carrick-on-Suir and Clonmel been considered if the road serving them was to become miles distant requiring a diversion off the main east/west corridor? Should we be looking at improving the rail link and the services it provides between Waterford and Limerick to complement the existing road? Given the Government policy to focus on public transport as a means to reduce our carbon emissions is the creation of a new road justifiable or necessary? Would the present N24 with some minor upgrades not be able to cope with projected traffic growth? Studying the constraints map which you have provided it is clear that a new road through this area would impact on a great deal of Heritage, Livelihoods, Businesses, Residences who have chosen to live in rural Ireland, the many Farming and Equine enterprises and on the Peaceful Scenic Landscape. I am surprised at the limits surrounding your study area. You are not considering crossing the Suir via the Waterford toll bridge and branching off of the Cork road to bypass Mooncoin, Carrick and Clonmel on the south side of the river. This route could also address the traffic volumes especially large trucks passing through Carrick from Dungarvan via the Main Street and the West Gate. In conclusion and for the reasons stated above I believe the most appropriate action is to Upgrade the present road. S042 21/05/21 Due to the Government policy of reducing Co2 emissions and limiting the sale of combustion engine vehicles fuelled by petrol and diesel is this project required in the current vision of a motorway link. Would a more selective enhancement of the existing carriageway not be more appropriate. Over the next 20 years one can only envisage a reduction in the number of private vehicles on the road and local journeys in supposedly available electric vehicles. Local bypass options for towns seems more prudent where required. The overall picture of Co2 emissions has to be considered and the carbon footprint of the project in the long term. Trucks and commercial traffic have the option to be moved to rolling stock and making use of the existing rail network if the whole project was looked at in a Holistic way. The rail network also has the potential to ease commuter traffic on the N24 if it was enhanced and services were brought into line with customer demand. This has not been the case to date due to the availability of vehicles but Govt. policy is for this to change in the future. As it stands at the moment there may be insufficient road consumers by the time the project is completed in its current form.
