IWK Health Centre Women’s Building Chiller Installation IWK-2021-0175 Addendum No.:3 April 1, 2021 The following changes or modifications shall be made to the Tender Documents: Questions: 1. Q: per electrical drawing (E-2) the New chiller is fed from panel in Level-1. Only we have level-4 drawing and requesting you to provide the drawing indicating the location of panel in Level-1? A: Switchboard 2 feeding the Chiller is located on Level 1. See attached. 2. Q: Is the ductwork on M1 coming out of the side on building new? A: No, it is existing. The only new ductwork required is to extend the outlet of the exhaust fans to 84" above the walkway. 3. Q: Each tender references a tender form section 00 41 42 that is 4 pages. In all 3 packages I have I don’t see this tender form A: The tender form is included in the publicly available documents. 4. Q: all three packages the tender mentions cash allowance in the CCDC. It is not mentions anywhere else we can see in the tender documents. Can you please clarify if a cash allowance is required for any of these projects. A: The CCDC allowance clause is a standard clause and the SGC is a standard SGC that we don’t remove because: a) the Owner could elect to introduce an allowance by addenda or CO; b) if there is no allowance in the tender form, it doesn’t affect anything. 5. Q: In drawing E1 under detail-4 the pipe indicated as ‘53mm PVC coated schedule 40 galvanized steel pipe, is PVC Schedule 40 conduit acceptable? A: No. Please provide the specified Thaler product. 6. The panel which the Chiller water pump (CHWP-4) fed from is in Level-1 or in level-4? A: The chilled water pump is to be fed from switchboard CDP DP5, also located in main electrical room 2 on Level 1. 7. Q: on Drawing E-1 Detail 3: Can you confirm the location of the 600 /347 Volt Board that feeds the CHW Pump 4 While on the walk through no one knew where this was located? A: CHWP-4 is to be fed from switchboard CDP DP5 in the main electrical room #2, located on level 1. See attached. 8. Q: on Drawing E-1 Detail 3: Can you confirm the location of the Normal Bus Board # 2 Main electrical Room #2 Level 1 that will feed the new chiller We need to run the conduit and install a new 800 Amp Breaker A: Main electrical room #2 is on Level 1. TO THE SPECIFICATIONS Section 01 11 00 Sentences 1.16 Equivalents and Alternates: Smardt Chillers will be allowed as an alternate. Section 00 21 13 Revise Sentence 6 to read: Any ambiguities, inconsistencies, or uncertainties in the Contract Documents which may become apparent to Tenderers when tendering shall be advised in writing to the procurement contact at Charles.nwachukwu@iwk.nshealth.ca, not less than five (5) working days before Tender Closing. Tenderers will be advised simultaneously of any decisions on such matters as necessary by means of addenda will be provided a minimum of three (3) working days prior to closing (which will be serially numbered) and all addenda issued shall be incorporated into the Contract Documents. 23 05 16 Flexible Connections Mason flexible connectors are acceptable. 23 05 29 Bases, Hangers and Supports Mason spring hangers are acceptable. 23 21 14 Hydronic Specialties 1. Flofab air vents, expansion tank, air separator / strainer, and glycol feed tank are acceptable. 2. Contractor is to provide suction diffuser at inlet to pumps. Add Sentence 2.10 Suction Diffusers as follows: a. Body: cast iron with flanged or grooved ductile iron connections 2.1 MPa. b. Strainer: with built-in, disposable 1.19 mm mesh, startup strainer, low pressure drop screen and NPS 1 blowdown connection c. Permanent magnet particle trap d. Full length straightening vanes e. Pressure gauge tappings f. Adjustable support leg 3. Contractor to provide triple duty valves at pump outlets. Add Sentence 2.11 Triply Duty Valves as follows: a. Center-guided non-slam drip tight check valve. b. Positive shut-off valve. c. Calibrated system balance valve. d. Straight pattern as indicated. e. Flanged or Grooved end connections. f. Soft seat design for positive sealing. g. Construction: h. Body: cast iron with bronze seat. i. Disc: bronze with EPDM seat insert. j. Stem: stainless steel. k. Spring: stainless steel. l. Packing: Teflon-Graphite (Asbestos-free). m. Gasket: asbestos-free. n. Readout valve: brass with EPT insert, check valve and gasket. o. Maximum operating temperature: 121ºC. p. Maximum working pressure: 1.2 MPa. q. Valve design shall permit repacking under full system pressure. r. Provide complete with brass readout valves, with integral check feature, to facilitate taking differential pressure readings across the orifice for accurate system balance. s. Provide CV rating at 10% increments. Manufacturer shall supply the CV rating for read-out of flow determination and system pressure drop. t. Capacity: see schedule on drawings for performance criteria and model selections Section 25 01 01 Refer to Sentence 2.1.1: change Siemens to Johnson Controls. IWK Health Centre Women’s Building Chiller Upgrade Contract No.: IWK-2021-0175 Addendum No. 2 March 30, 2021 The tender closing date is being extended by this addendum. The following changes or modifications shall be made to the Tender Documents: Refer to Specification Section 00 21 13 – Information to Tenderers, revise item 2. to read: 2. Tenders shall be submitted exclusively by email to Charles.nwachukwu@iwk.nshealth.ca up until 3:00 pm, AST, on Friday April 9, 2021, hereinafter referred to as the Tender Closing. Subject heading of email to read “IWK- 2021-0175- TENDER SUBMISSION.” The time stamp of the email as received by Charles.nwachukwu@iwk.nshealth.ca will be used to determine if the submission was received in time – not the time the emailed by the sender. Late submissions will not be accepted. Q: per electrical drawing(E-2) the New chiller is fed from panel in Level-1. Only we have level-4 drawing and requesting you to provide the drawing indicating the location of panel in Level-1? AND Q: The panel which the Chiller water pump (CHWP-4) fed from is in Level-1 or in level-4? A: see sketch attached to this addendum. 2. Q: Confirm who is supplying the pump and the chiller? A: IWK is supplying the pump, to be installed by the contractor. The contractor is to supply and install the chiller. NOTES: 1. There are several active construction sites around the IWK. Two that are close to this one include the new emergency waiting room at the Link Building, and the new DCW Service at the Children’s Building, both are on the south side of the building. Contractor is to coordinate with the project managers of those sites for all overhead work. TO THE SPECIFICATIONS 01 11 00 Summary of Work and General Instructions Refer to Paragraph 1.2 Program of Works and Schedules Add Sentence 7: Contractor is to provide plan to IWK and Transport Canada for crane position to lift chiller into place. Form attached to this addendum is to be filled in and submitted to and approved by Transport Canada prior to lifting chiller. Sections 23 05 23, 23 05 24, 23 05 25 - Valves Apollo valves are acceptable for all applications. Section 23 07 19 All outdoor chilled water piping to have aluminum sheet jacketing covering the insulation. Shurjoint Quick Install Couplings are acceptable. TO THE DRAWINGS Refer to M-1 Detail 2 Delete requirement to relocate existing exhaust fans. Contractor is to extend exhaust fan outlet by approximately 6’ (1.9m) to just below top of chiller. Reconfigure duct guy supports as required. INSTRUCTIONS FOR COMPLETING FORM Submittal: An Aeronautical Assessment Form (AAF) is submitted, If requested by Transport Canada or if there is intent for installation of the following types of construction or alteration, including any appurtenance of more than 12m in height: (a) of an overall height that exceeds 90 m AGL at the site; (b) of a height that exceeds an airport OIS (obstacle identification surface) or OLS (obstacle limitation surface) as specified in Aerodrome Standards and Recommended Practices - TP312; (c) for aerodromes (including airports), of a height that exceeds an imaginary surface extending outward and upward at a slope of 2%, from the nearest point of the nearest runway for a horizontal distance of 4500 m and thereafter exceeds a 90m height out to 6km; (d) for water aerodromes, as (c) except a slope of 4% with the start of the imaginary surface taken as the GPS location published in the Canada Water Aerodromes Supplement (CWAS); (e) for a heliport, of a height that exceeds an imaginary surface extending outward and upward at a slope of 4%, from the nearest point of the nearest landing and takeoff area, for a horizontal distance of 2250 m and thereafter exceeds a 90 m height out to 6 km; (f) for catenaries and similar crossings (e.g. bridges), of a height such that any portion of the object exceeds 60 m AGL above the crossed river or valley bottom; or (g) on lands affected by an Airport Zoning Regulation (AZR) a legal land survey is required with the submittal proving conformance to the AZR. Geographic Coordinates: Provide GPS coordinates [in degrees, minutes and seconds] of the object. For extensive objects (e.g. windfarms), provide a separate listing of GPS coordinates for each element of the object (e.g. each windturbine). For buildings, provide coordinates for each corner, and coordinates of the dominant structure on the roof. Heights: Provide height of the ground elevation Above Mean Sea Level (AMSL), the total structure height Above Ground Level (AGL) and the combined overall height AMSL. For extensive obstacles composed of several objects, provide a separate listing of heights corresponding to GPS coordinates. Description of Project: (a) Indicate the type of structure. (e.g. antenna, crane, building, power line, landfill, water tank, wind farm, moored balloon, kite, catenary/cable crossing, etc.) (b) For catenaries [e.g. electrical power transmission line crossings], include a drawing of the configuration of the wires and the supporting structures with their heights. Indicate the placement of marking/lighting [if used] on the wires. (c) For existing structures, explain the reason for notifying Transport Canada (e.g. corrections, request for new assessment, etc.). (d) If the object is on lands affected by Airport Zoning Regulations (AZRs), provide a legal land survey indicating conformance to AZR surfaces. (e) For a wind farm, include a spreadsheet with individual turbine identification numbers [ID], geographic coordinates [in minutes, degrees and seconds], ground elevation AMSL and the overall height of the object AGL. Identify those windturbines which will have lighting. (f) Indicate what obstacle marking, lighting and monitoring will be applied. It is the responsibility of the owner to apply the appropriate lighting/marking/ monitoring in accordance with Standard 621. Nearest Aerodrome: Identify the nearest aerodrome. Certified / registered land aerodromes/heliports are contained in the Canada Flight Supplement (CFS) and certified / registered water aerodromes in the Canada Water Aerodrome Supplement (CWAS); both available directly from NAV CANADA. This form does not constitute authority for construction.
