I-ADMINISTRATIVE AND FINANCIAL RULES 1. AIM AND SCOPE OF THE COMPETITION Since 2016, TÜBİTAK's Unmanned Aerial Vehicle (UAV) Competition has aimed to guide university students on unmanned aerial vehicles (UAV) technologies, to encourage them to do scientific and technical studies, and to make our country which is successful in UAV technologies, a meeting point for talented national and international students. The competition is organized by TÜBİTAK Activities Directorate within the scope of TEKNOFEST. Technical rules are applied and supervised by the Advisory and Assessment Committee. 3.APPLICATION RULES In the competition, university undergraduate, graduate, postgraduate and doctorate students can participate as a team. The application should be made by the team captain. Applications are submitted online between January 20, 2021- March 15, 2021 website https://kys.turkiyeteknolojitakimi.org/tr/ The printed documents are not required from teams in the application. The team captain registers on the system in between the application dates, records of the team members accurately and completely, and sends an invitation to the members' email addresses for approval. They accept an invitation from the team information section in the https://kys.turkiyeteknolojitakimi.org/tr/ system and their records are completed. Otherwise, the record is not complete. At the application date, all team members and the team captain must be students. In the determination of the contrary situation, the said person is eliminated from the competition. Teams can have an advisor. Advisor registration, if any, is mandatory. Teams should consist of a minimum of three (3) and a maximum of ten (10) persons, including the team captain and advisor (if any). It is mandatory to have a team captain on the team. There may be an "advisor" in the team, but it is not mandatory. Team members do not have to be from the same universities. The team may consist of members from different universities. Coordination should be provided by the team captain. The team captain can appoint a member or (him/her)self as the person of contact by selecting the add contact option when adding members. Teams are composed of students from different classes, taking into account the increase of scientific and technical achievements, encouragement of teamwork in a coordinated manner, and the sustainability in next years team will be considered. The team captain cannot captain more than one team. The Advisor(if any) cannot advisor more than one team. A student cannot be a member of more than one team. The team captain, the advisor(if any) and members cannot pilot a different team during the competition week. . The team captain, the advisor(if any) and members cannot participate in another UAV competition which is organized by TÜBİTAK. If it is determined otherwise, the team is eliminated from the competition. All correspondence with the Directorate should be carried out by the team captain. The competition is organized in two categories as Fixed Wing and Rotary Wing. A team can apply for only one category. The category cannot be changed. A team name may not be used by another team. TÜBİTAK may request the teams that apply with the same team names to change the name of the team that made the application later. Team names are not expected to exceed 20 characters. The conceptual design report is uploaded to the https://kys.turkiyeteknolojitakimi.org/tr/ system during the application dates. The team captain is responsible for the team members in the competition area and all preparation work including registration. A change of team captain cannot be made except for compelling reasons (force majeure). ● Foreign teams must send their team captain change petition to the uavturkey@tubitak.gov.tr by e-mail address on the dates specified in the competition calendar. The formats of the team captain change petition is announced at www.teknofest.org. Foreign teams must submit a copy of their team captain change petitions forms that include a wet signature in the competition area. Before the first incentive for preparation is transferred, the team captain change takes place by the acceptance of the change request e-mail sent through the https://kys.turkiyeteknolojitakimi.org/tr/ system by all members of the team. After the transfer of the first incentive amount for project preparation purposes, a petition and submission report should be prepared for the change of team captain due to force majeure until 30.07.2021 and should be signed by the current and the new team captain. A new letter of undertaking should then be signed by the new team captain. All invoices for using the support, if any, and a receipt showing that the remaining amount has been transferred to the new team captain and other documents related to the UAV should be delivered to the new team captain. The information and documents submitted in the submission report should be written in detail. The current and new team captain should then send the signed delivery report to the uavturkey@tubitak.gov.tr email address. The wet signed report, commitment letter and letter of application for the team captain change should all be sent by mail to the TÜBİTAK Etkinlikler Müdürlüğü, Tunus Caddesi No: 80 Kavaklıdere/ANKARA address. The change will be allowed after the approval of the Directorate once all documents have been checked. Membership changes in the teams can be made by the team captain until 30.07.2021 on the https://kys.turkiyeteknolojitakimi.org/tr/ system. The change is notified to all members of the team by mail. If the enrolled student is under the age of 18, the consent letter (In accordance with the sample published by TÜBİTAK at www.teknofest.org) signed by the parent/guardian should be sent to the uavturkey@tubitak.gov.tr e-mail address within five (5) days. Team captain, academic advisor (if any) and member changes cannot be made after July 30, 2021. Foreign teams can withdraw from the competition until July30, 2021. They must report their withdrawal with a petition signed by the team captain to uavturkey@tubitak.gov.tr International UAV Competition www.teknofest.org 5
4.REPORTS and DETAILED DESIGN VIDEO 4.1.Conceptual Design Report The conceptual design process of the UAV is a brief and concise report prepared in a technical language, in accordance to all spelling rules, about the subjects including the basic mission requirements. The application is uploaded to the ttps://kys.turkiyeteknolojitakimi.org/tr/ system, in the format specified during the application. The report preparation guide is announced on the www.teknofest.org website. Teams that do not upload the report to the application system until the deadline are eliminated from the competition. The report can be prepared in Turkish or English. It should be uploaded to the system in a PDF format and should not exceed the maximum size of 20 MB. The report should be no more than 10 pages including cover and appendices, and the font used should be Arial at a font size of 11. The cover page is required. The cover page can be freely designed. There is no spelling rule on the cover page. The use of contents and bibliography are not mandatory. The page margins of the report should be 2.5 cm (0.984 inches) at quadrants; paragraph spacing should also be in 1.5 units. Pages should be in A4 size and vertical. If the report is more than 10 pages, 2% of the total score is reduced for each page. The reports are evaluated according to the scientific and technical criteria determined by three (3) experts in their fields and the scores are averaged. In the event of an ethical violation, such as plagiarism or copying in the reports of teams, the reports of those teams will not be evaluated and the teams will be disqualified from the competition. Teams that are successful according to the evaluation are announced on the www.teknofest.org website. Objections to the results of the report can be made with a signed petition by the team captain within 5 working days following the related announcements. The scanned version of the petition is sent to uavturkey@tubitak.gov.tr by e-mail. International UAV Competition www.teknofest.org 6
Objections are evaluated by the Advisory and Assessment Committee and the teams are notified of the results by e-mail. The results cannot be appealed for the second time. First preparatory support is given to successful teams. 4.2.Detailed Desing Report The detailed design report is a report in which details of the design process of the UAV, the design and production processes for the realization of the basic mission requirements, and the performance characteristics of the aircraft subsystems are shown. The report should include the scheme introducing the design team organization and task areas, and the chart describing the main and sub-work packages in the design process. Detailed drawings of aircraft and subsystem configurations, test flights, and mission performance should also be presented in the report in a clear and understandable language according to general writing rules. The detailed design report should be uploaded on the https://kys.turkiyeteknolojitakimi.org/tr/ system between the dates announced on the www.teknofest.org website. The report preparation guide is announced on www.teknofest.org The report can be prepared in Turkish or English. It should be uploaded to the system with a maximum size of 40 MB and in PDF format. The report should be written using the Arial font and a font size of 11, with a maximum of 20 pages, including cover and appendices. The cover page is required. The cover page can be freely designed. There is no spelling rule on the cover page. The use of contents and bibliography are not mandatory. Page margins should be 2.5 cm (0.984 inches) on all four sides; paragraph spacing should also be in 1.5 units. Pages should be A4 in size and vertical. The results cannot be appealed for a second time. 4.3.Detailed Design Video It is the video should be a single video consisting of two parts that includes a flight video and a presentation video. It is evaluated together with the Detailed Design Report. The video must be a high-light HD size, MP4 format, up to 100MB in size, and up to ten (10) minutes. Video shooting should be carried out in a safe area without risk and danger. The responsibility to ensure these conditions belongs to the team captain. The video should be uploaded to an online video platform The video should be uploaded to the https://kys.turkiyeteknolojitakimi.org/tr/ website as a link with the detailed design report, between the dates announced on the www.teknofest.org website. The detailed design report and detailed design video will be evaluated according to the scientific and technical criteria determined by three (3) experts in their fields. The second incentive for project preparation will be given to the teams that had successful detailed design reports and detailed design videos 4.3.1. Flight Video At the beginning of the video, at least 1 team member should introduce themselves with his / her name and team name. No more than two (2) minutes of recordings of the UAV for: Take-off images, horizontal endless flight maneuvers and continuous landing should be recorded. The flights must be recorded remotely so that the UAV can see the design. The UAV design in the flight video and the UAV design given in the Detailed Design Report must be the same. The detailed design report and video of the teams that show a failed flight in the flight video and/or without the flight video prepared in line with the rules will not be evaluated and will be disqualified from the competition. Therefore, importance should be given to the flight videos. 4.3.2 Presentation Video It is the video that the team introduces the titles specified in the “Detailed Design Report Preparation Guide” published on www.teknofest.org, in a maximum of eight (8) minutes. 5.EDUCATION Trainings can be done through training videos due to the COVID 19 Pandemic. Teams are recommended to watch all training videos to increase their success. 6.INCENTIVES 6.1. The First Incentive for Preparation ● This incentive is given to successful teams as a result of the evaluation of the conceptual design report. The amount of 10,000 TL is transferred to the team’s captain to improve their air vehicle. ● To receive payment of the incentive, the teams, eligible as per the results of the evaluation of the conceptual design report, should accept all responsibilities and rules of the competition by uploading the duly signed Letter of Commitment to https://kys.turkiyeteknolojitakimi.org/tr/ on the dates specified in the competition calendar. This Letter of Commitment must be wet-signed by the team’s captain. The use of the incentive is depended upon the Letter of Commitment. ● All the team members (within the teams entitled to receive the incentive), who are younger than 18 (born after 13 April 2003) on 12 April 2021 (the last day of submitting the Letter of Commitment) must upload the duly signed Letter of consent to https://kys.turkiyeteknolojitakimi.org/tr/ on the dates specified in the competition calendar. This Letter of consent must be wet-signed by the parent/guardian of the team member, younger than 18. ● The formats of the letter of commitment and the letter of consent are announced at www.teknofest.org. ● The wet-signed Letter of Commitment and all the wet-signed Letters of Consent are sent to the “TÜBİTAK Etkinlikler Müdürlüğü, Tunus Caddesi No: 80 Kavaklıdere/ANKARA” address. The payment of incentive is not made to the teams with incomplete, incorrect documents or incomplete signatures on their documents. ● Foreign teams must upload the "letter of commitment and IBAN information of the team captain" to the https://kys.turkiyeteknolojitakimi.org/tr/ system on the dates specified in the competition calendar. ● If any member of the foreign team is below 18 (born after 31 March 2003) on 30 March 2021 (the last day of submitting the letter of commitment), the team captain must upload the wet signed letter of consent to https://kys.turkiyeteknolojitakimi.org/tr/ on the dates specified in the competition calendar. This letter of consent must be wet-signed by the parent/guardian of the team member, younger than 18. ● Foreign teams must submit their wet signed letter of commitment, letter of consent and team captain change petitions in the competition area. ● The first and second incentives for preparation are paid in cash to the teams participating in the competition from abroad and from the Republic of Northern Cyprus. 6.2. The Second Incentive for Preparation ● The teams that are eligible to participate in the competition as a result of the evaluation of the detailed design report and detailed design video will receive an amount of 8,000 TL incentive. The incentive is transferred to the IBAN account of the team’s captain, registered in the application system. The responsibility of correctly spending the incentive for the purpose of the project is vested upon the team’s captain. ● The first and second incentives for preparation are paid in cash to the teams participating in the competition from abroad and from the Republic of Northern Cyprus. 6.3. Collaboration Incentives ● Teams can collaborate with public institutions and private organizations before and during the competition week to increase their opportunities for success. Within the scope of these collaborations, it is obligatory to employ the TÜBİTAK competition logo on the promotional materials, used by the relevant team in the competition site/area. The visibility and size of the TÜBİTAK competition logo must not be less and smaller than the logo of the sponsoring institution/organization. International UAV Competition www.teknofest.org 12

8.COMPETITION WEEK ● Teams should register during the first two days of the competition dates, at the site/area. No registration is made except on these stated days. The team’s captain must be present for the registration. Student ID and national identity card / one of the other official identity documents are requested for each one of the team members, during the registration. ● The teams that have registered, should proceed to technical inspection by making an appointment. During technical inspection, the UAV is evaluated by domain experts in terms of weight, structural and electronic hardware. Labels are affixed to the UAV and its parts, as per the successful completion of the technical inspection. UAVs carry out their mission flight by first obtaining an appointment for the flight queue. ● For the sake of flight safety, it is forbidden to disassemble or change, the parts of the UAV that has been affixed by a label before the flight. ● VTOL UAVs may participate in the competition in the rotary-wing category. ● The teams that will participate in the competition are required to register as sporting/amateur pilots and UAV vehicles on the Directorate General of Civil Aviation (DGCA) (SHGM in Turkish) website (http://iha.shgm.gov.tr/index.html). While undergoing the technical inspection in the competition site/area, it is obligatory to have the QR code, received from the DGCA, on the vehicle. ● Teams are allowed to have a total of six (6) flights for two (2) missions. Teams do not have to use all their rights for flight. Teams must use their three (3) rights for flight by appointment in the first three (3) days of the competition. Teams can exercise their remaining three (3) rights for the flight on the other days. While calculating the scores of the teams, their highest scores for each task are taken into evaluation. Teams that cannot successfully complete the first mission are not allowed to go on for the second mission. International UAV Competition www.teknofest.org 14
● Mission flights are managed by expert referees and guides in the site/area. Expert referees make the successful evaluation of the UAV according to the determined scientific criteria. Guides, using their domain knowledge, help expert referees to make the right decision within the scope of the determined rules. The penalty determined by the Advisory and Assessment Committee will be applied in case of verbal or physical intervention of the competitors to the referees and guides during the flight of the other team. ● Piloting duty can be fulfilled by the team’s captain or one of the team members or personnel from the Turkish Aeronautical Association (THK). Before the flight, the person who will fulfill the piloting duty is required to present a pilot certificate. ● The teams that will receive awards are determined by the decision of the Advisory and Assessment Committee, according to the scores ascertained as a result of the evaluations. ● Successful teams are rewarded at the competition or TEKNOFEST ceremonies. ● The Certificate of Participation is given to all team members and captains present in the competition site/area. Trophies and medals are given to the awarded teams and team members, respectively, according to their rank. The Certificate of Appreciation is given to the team’s captain and advisor (if any). The Certificates of Achievement is presented to the team members and team captain. Trophies, medals, and certificates are not sent to the address by post. 9.AWARDS Performance Award - First Prize (for each category) 40.000 TL Performance Award - Second Prize (for each category) 30.000 TL Performance Award - Third Prize (for each category) 20.000 TL Honorable Mention Award (for each category) 10.000 TL Originality Award - First Prize (for each category) 25.000 TL Originality Award - Second Prize (for each category) 20.000 TL Originality Award - Third Prize (for each category) 15.000 TL Turkish Aerospace Special Award (for both categories’ 14.000 TL winners) 9.1.Performance Awards In the Fixed Wing and Rotary Wing UAV categories, first, second and third awards can be given according to the performance scores of the teams. 9.2.Honorable Mention Awards Honorable Mention Awards may be given by the Advisory and Assessment Committee according to unique design, sportsmanship, gentlemen, helpfulness, use of innovative technology, team spirit, etc. in each category. Objections to the decisions of the Advisory and Assessment Committee for honorable mention awards are not accepted. International UAV Competition www.teknofest.org 16
9.3.Originality Awards It is an award that can be awarded in both categories, provided that one or more parts of the vehicles are originally produced. Teams must explain in detail the original production process in a detailed design report with technical sketches and images. The Advisory and Assessment Committee examines the vehicles of the teams that have applied for the award. The production processes stated in the report and the relevant parts of the vehicle are compared during the technical control. With the decision of the Advisory and Assessment Committee, first, second and third prizes can be given in the Originality Awards. Teams must perform a successful flight with originally designed hardware and / or software in order to receive the award. Task-1 and Task-2 must be accomplished successfully to add originality scores to flight scores. The same team can also rank with the points they received for the originality award. Thus, a team can receive both a performance award and an originality award.Originality awards are given to the teams that meet the orginality conditions, according to the points they receive within the scope of orginality. 9.4.Turkish Aerospace Special Award It is the award of Turkish Aerospace to the winners of both categories. 9.5.Transferring of the Rewards International Bank Account Number (IBAN) information of all team members awarded in the competition must be sent by e-mail to uavturkey@tubitak.gov.tr by the team captain within ten (10) working days. Rewards are transferred equally to these IBAN numbers. No reward transfer is made to incomplete, incorrect or someone else's IBAN numbers. If foreign teams receive any awards, the amount of the prize is paid in cash in the competition area. International UAV Competition www.teknofest.org 17
10.PROCEDURE AND PRINCIPLES OF EXPENDITURE AND REFUND CONDITIONS The rules listed below do not apply to foreign teams as well as the Republic of Northern Cyprus. Teams should form a purchasing team with the participation of at least 3 team members, including the team captain, for all kinds of purchases needed to develop their vehicles. All documented expenditures (including those made by credit card) made by team members for preparation or participation in the competition with the approval of the purchasing team during the year of the competition should paid from the UAV development support. Undocumented expenditures are not accepted. Teams create a list of "item ", "invoice date", "company name" and "amount" for all the expenditures they make to manufacture their vehicles. Below the list, the phrase "Market price research has been carried out and the specified items have been accepted after inspection." should be added and the list should signed by the purchasing team. In the invoice or other expenditure documents, the Team Name and the expressions "International UAV Competition" should also be included. If these statements are not included in these documents, they must be included as an attachment to the document and signed by the Team Captain. Electronic invoice printouts are accepted for purchases abroad. The Turkish Lira (TL) equivalent of the payments is taken as the basis. The following payments are made by the Team Captain, provided that the transferred support amount is not exceeded. Taxes arising from wage payments are covered by the support. For manual payments to team members, a pay list must be prepared by the team captain and signed by the members. Members are required to obtain a receipt for payments transferred to their bank accounts. International UAV Competition www.teknofest.org 18
During the competition week, transportation fees can be paid for each team member from the UAV development support by calculating the distance between the location and the city center where the competition will take place. Within the scope of this payment, 65 Kurus per km, maximum of 780 TL per person can be paid. Each team member can use the fee given to him for expenditures such as transportation fairs (like bus, plane, private vehicle, city taxi, food, etc.) In case the accommodation is not covered by TÜBİTAK or TEKNOFEST organization, within the scope of preparatory support, in addition to the upper limit of 780 TL per person, a payment can be made for each team member, not exceeding 102 TL per day, by obtaining the approval of the TÜBİTAK Events Division. In case of purchasing durable goods (fixed assets) (materials with code 253- 255: 3D printer, device, etc.), this equipment will be donated to the team captain's school at the end of the event. At the relevant school, this equipment must be recorded in the inventory-tracking list and a copy of the asset transaction receipt must be scanned together with the invoices and uploaded to https://bilimtoplum-pbs.tubitak.gov.tr. No expense can be made on the purchasing of products or materials after the date of the competition. The unused funding for UAV development must be returned to the IBAN account of “TÜBİTAK Ankara Kamu Kurumsal Şube TR15 0001 0017 4506 0280 7250 33” by indicating the competition name and team name. The transaction receipt is uploaded to https://bilimtoplum- pbs.tubitak.gov.tr. Invoices of all the products and materials, the material list signed by the purchasing team, the payment list or bank receipt if payment has been made to team members by hand if any, a copy of the asset transaction receipt, the bank receipt indicating that the remaining amount of the development support has been refunded to TÜBİTAK bank accounts should be uploaded to https://bilimtoplum-pbs.tubitak.gov.tr by 01.11.2021. The team captain is obliged to keep the original documents for ten (10) years. International UAV Competition www.teknofest.org 19
TÜBİTAK may request the related amount back from a team captain if they did not upload the required documents to the system until 01 November 2021, did not keep the documents, spent more than the support amount, or spent out-of- scope, by adding default interests according to Article 51 of the Law No. 6183 on the Procedure for the Collection of Public Receivables. Teams can withdraw from the competition until 30.07.2021. They must report their withdrawal with a petition signed by the team captain to iha@tubitak.gov.tr If a team whose application has been accepted does not participate in the competition by notifying TÜBİTAK, all support provided to the team must be returned to TÜBİTAK's account number TR15 0001 0017 4506 0280 7250 33 (TL) until 01.11.2021, regardless of the expenditures. Otherwise, the entire support provided from 01.11.2021 will be collected together with the default interest based on Article 51 of Law No. 6183 on the Procedure for the Collection of Public Receivables. The Advisory and Assessment Committee has the right to reclaim all UAV first and second incentives for the preparation procedures (UAV development support) regardless of the expenses incurred in the following cases: Withdrawal of the team with written notification after the deadline for detailed design report submission, Teams do not send the detailed design report and/or UAV detailed design video by the specified date and do not provide notification in writing that they have withdrawn, Team’s detailed design report and detailed design video are not sufficient, Deciding that the given support was not used in the manufacturing process of the UAV, Failure of the team to register in the event area and/or in the competition area for technical inspection, International UAV Competition www.teknofest.org 20
Ethical violations in the reports (for example, quoting from another team's report or the reports are the same / very similar), Failure to participate in the award ceremony program in the city if the team receives an award, Expulsion from the event by the Advisory and Assessment Committee due to ethical violations, technical inadequacy, and/or unsportsmanlike behavior. Failure of a team to attempt mission flights after registration, With the Advisory and Assessment Committee decision, the first and second incentives for preparation (UAV development support) may not be requested in the following cases: Teams whose vehicles have been damaged between the acceptance of the detailed design report and the start time of the competition. The damage to the UAV must be proved by video and photos. Proving with reports and visuals that a team whose Detailed Design Report or Detailed Design Video is not accepted / not found sufficient / receiving an insufficient score has spent the provided support to produce the UAV. 11.OTHER RULES During the competition, all participants must follow the announcements made on the http://www.teknofest.org website and sent to their registered e-mail addresses at https://kys.turkiyeteknolojitakimi.org/tr/ If deemed necessary by TÜBİTAK, changes in the rules booklet can be made until the application deadline. The most recently announced updated rules booklet is valid in the competition. In the event of a disagreement concerning the technical rules, the decision of the Advisory and Assessment Committee will be valid. II-TECHNICAL RULES 1.TECHNICAL CONTROLS Teams are required to participate in the competition with the UAV that they defined in their Conceptual and Detailed Design Reports and presented in their Detailed Design Videos. All the teams must go through the technical control by the end of the third day of the competition. Priority is given to those who register and arrive early in the technical control ranking. A maximum of three (3) individuals from each team must perform the technical control. After the presentation of the reports, the improvements made to increase the flight performance and safety of the vehicle are evaluated by the Advisory and Assessment Committee at the technical control stage, and the compatibility of the vehicle with the UAV design described in the report is examined. The configurations (configuration parts) of the aircraft for different missions must be defined and additional equipment required for all missions must be brought to technical control. If there are any sub-systems to be changed among missions, they are indicated in the report. Teams that get approval from technical control are entitled to take flight orders. 1.1. The Flight Safety Control All UAVs pass a safety check before trial or competition flights. It is mandatory to comply with the decisions of the Advisory and Assessment Committee during the technical control process. A UAV that cannot pass the safety check is not allowed to fly. Minimum conditions to be met for safety checks: Compatibility of the vehicle with the technical drawings presented in the Detailed Design Report and the visual in the flight video, Reliability of the vehicle in terms of structural integrity, electrical and propulsion systems, Safe installation of all components on the UAV, All connections (should be) made with safety wire, liquid adhesive, and/or nuts in a way that will prevent the deterioration of the structural integrity during flight, and connection materials of sufficient quality should be selected. Ensured structural and connection integrity of the propeller, Use of wire sections and connectors used in electrical connections with sufficient thickness, Radio control range should be sufficient for remote control operations such as control of the aircraft and electric motor on / off, Teams to take necessary precautions to prevent interference of radio signals in the competition area, All control mechanisms of the UAV should be adequate and in a way that does not impair flight safety, The systems to be used in the missions must be manufactured in a way that does not disturb the general integrity, Vehicles should be capable of automatically switching to failure safety system (fail-safe) mode, also known as a fail-safe, in case of radio signal loss Installing the fuse in an easily accessible place on the exterior of the vehicle. 1.2.Fail-Safe Control The fail-safe mode is tested on the ground by turning off the radio transmitter. The steps to be taken by the UAV when the fail-safe is activated are: International UAV Competition www.teknofest.org 24

Cutoff of gas (if the referee gives a command) If the UAV is a VTOL: Switching the vehicle to Rotary Wing mode, Half throttle-controlled landing Cutoff of gas (if the referee gives a command) Radio mode is mandatory, definitions are clear and no excuse is taken into consideration during the technical control phase. Vehicles that fail the fail-safe control cannot fly. If the UAV does not have any of the above-mentioned safety control systems, the Technical Control Referee must be convinced that the vehicle can perform the fail-safe function to ensure that the vehicle performs a safe flight in the desired condition, otherwise the vehicle cannot fly. Vehicles are brought to technical control with maximum load (at maximum duty take-off weight, with battery, loads and load/water intake and release system mechanism). In technical control, the loading and unloading system mechanism is controlled. Without these systems, teams cannot go through technical control. All propellers should be dismantled but brought to technical control together with their connection mechanisms. International UAV Competition www.teknofest.org 25
For safety reasons, all propellers and propeller connections to be used must be commercially produced and their structure must not be altered. All batteries to be used should be brought to technical control together with spare batteries. More than one battery pack can be used onboard, but each pack must be commercially produced and must have manufacturer information and battery capacity information on the pack. The battery pack should be structurally unaltered and complete. There should not be any tear, crushing, or swelling on the battery pack that could endanger its safety. 2.FLIGHT RANKING RULES The teams that perform the registration process must go through technical controls. If they pass these controls, the following points apply: After registration, the team receives the flight sequence from the “Pre-Flight Check and Sequencing Area”. Flight right cannot be transferred to other teams. To use the flight rights of the teams, it is obligatory to take a flight sequence from the "Pre-Flight Control and Sequencing Area" before each flight. Teams who take their flight turn must follow their flight sequence and wait in front of the flight tent with their vehicles ready for flight when it is their turn. If the team whose flight order has been announced/called to the area, does not appear in the flight area within two (2) minutes, the flight right is deemed to have been used and the total flight entitlement is deducted. Teams re-entering technical control due to a damaged vehicle during flight and which are found suitable for flight must take flight order again after technical control. 3.APPEAL PROCESS Teams can object at any time during the competition by applying to the AAC. Objections must be made in written documents signed by the Team Captain. Objections and violations (attempts such as misinforming the officials, violating the competition rules, violating the safety and security violations that may lead to the elimination from the competition) will be evaluated by the AAC. Any team sent to the board for a first violation, a warning will be given, and in the case of a second violation, the team will be eliminated from the competition. The AAC has the authority to eliminate a team at once depending on the degree of violation. Each team has a right to a maximum of two (2) objections during the competition. Teams can only object to flights in their category. Unethical behaviors are evaluated in line with the "Undertaking". Objections of teams whose team captain is not in the competition area will not be taken into consideration. Objections made via e-mail are not accepted. Objections are answered as soon as possible. The objection results are notified to the teams. In case of situations not specified in the articles, the decision will be made by the AAC. International UAV Competition www.teknofest.org 28
4.RULES TO BE FOLLOWED DURING FLIGHT Rules to be followed by the competitors regarding the competition process and flights in the competition area are as follows: ● Test flight can’t be done. ● Teams are entitled to a maximum of 6 flights for all flight missions as long as the duration of the competition allows. Teams are required to use at least three (3) flight rights within the first three (3) days of the competition during the competition week. Teams that do not use their flight right on time are not granted additional flight rights. ● Teams cannot proceed to the second mission without completing the first mission. ● Missions are performed sequentially. Successful completion of the first mission is required to perform the second mission. ● Teams that successfully perform the first mission are not given the right to retry the first mission flight without attempting the second mission. ● If more than one attempt is made on a mission flight, the highest score awarded to the team on the mission is taken into account. ● A maximum of 3 persons from each team can enter the flight area. ● Persons in the flight area must obey the warnings of flight referees and guides. ● During the flight, the helmets and safety equipment provided by the management must be worn. ● There is no obligation to use telemetry during flights, and in case of use, all responsibility rests with the team. Vehicles with telemetry that do not have end- to-end encryption will impact the vehicles of other competitors. The use of telemetry with end-to-end encryption is recommended. ● The flight altitude allowed should be between a minimum of 5 meters and a maximum of 30 meters. In the rotary-winged category, there is no altitude control in the processes of water intake and release. ● For the flight to be considered successful, the UAV must land in the departure area without disrupting the part integrity. ● In the rotary-winged category, the payload system must have both capture and a release mechanism. ● The vehicle's propulsion components (excluding propellers) cannot change between missions. In an accident and similar situations, technical control referees need to approve for use of a similar thrust component. ● The durations of mission: ➢ The preparation time for each mission is at a maximum of three (3) minutes. ➢ Mission-1 is five (5) minutes ➢ Mission-2 is seven (7) minutes ● A flight in which the vehicle moves on the runway with the throttle up for take- off but then immediately stops with the throttle back is considered unsuccessful and the right to the flight will be lost. ● The time between the start and finish lines is the time of flight. ● For safety reasons, referees are authorized to terminate flights. ● Before the first flight and in the event of damage to the aircraft during flights, the aircraft is subjected to a detailed technical inspection. Aircrafts that fail to pass the technical inspection are not allowed to fly. International UAV Competition www.teknofest.org 30
● Pre-flight technical inspections are performed by flight referees before each flight. A vehicle that is damaged or has a part that has fallen off during the flight (the UAV’s integrity being damaged) is evaluated by the Advisory and Assessment Committee (AAC). ● The Advisory and Assessment Committee decides whether the mission has been successfully completed and whether the team can participate in any subsequent flights. ● On mission flights, the empty weight of the vehicle is weighed before and after the flight. Mass changes of more than 10 grams will not be accepted. In these cases, the mission is deemed to fail. International UAV Competition www.teknofest.org 31
5.FEATURES OF THE UAV 5.1.Weight The maximum take-off weight of fixed- and rotary-wing UAVs cannot exceed 4 kg. 5.2.Battery There are no limitations in battery type and capacity. However, each battery or the battery pack should be commercially produced. It should have the manufacturer’s information, battery cell, and capacity information. Modifying a battery package is not allowed, although they can be used together with other packages that meet the requirements. 5.3.Motor Only electrical motors can be used. 5.4.Radio Control The radio control system designed by the teams must have end-to-end encryption to ensure that vehicles are minimally affected by environmental factors. A breakdown safety system should be capable of an auto-switch fail-safe mode within 5 seconds in case of any signal loss at the radio control unit. Broadcasting that affects the flight of the vehicle during the competition is a reason for elimination. It is prohibited to use the first-person view (FPV), which is described as seeing with the eyes of the pilot. The camera system can only be used for target recognition and detection by processing the image on the UAV, it is forbidden to transfer images to the ground station. 5.5.Original Design Developed UAVs must have originality in design and production. For the rotary- and fixed-wing vehicles, procuring a ready-made vehicle, and copying the body, wings, and tail assembly designs from another UAV cannot be used. Spare parts belonging to the UAV can be brought to the competition area. However, these spare parts must have International UAV Competition www.teknofest.org 32
the same characteristics as the original parts of the UAV. If these conditions are found to have been violated at any stage of the competition, the team may be disqualified by the decision of the Advisory and Assessment Committee. The authenticity of the tool should be explained in the reports, and this will be taken into account by the AAC when evaluating the reports. 5.6. Fuse and Current Breaker To avoid the risk of fire due to the vehicle's high current, no more than 10% amperes of the total defined maximum current value of the ESCs on the vehicle’s high-current fuse must be installed at the (+) pole output of the battery (If the ESC current is 100 amperes, the fuse should be 110 amps at most.) A circuit element that can cut the current within 2 seconds with one hand between the (+) pole of the battery and the vehicle should be placed in an easy access point of the vehicle in case of any emergency requiring the power to be cut off. The blade fuse shown in Figure 1.1 of the teams will not be used alone. Figure 1.1: Blade Fuse To ensure the safety of the competition, the blade fuse (Figure 1.2) should only be used for fuse purposes and there should be a current breaker. It should both act as a fuse and have a button to cut off the current manual. However, they can be used alone if they are with infused circuit breakers (Figure 1.3). The vehicles of the teams that do not show this power cut will not be given a flight permit. When the vehicle comes to the flight area, powering the vehicle without the approval of the flight referees is the reason for elimination. The International UAV Competition www.teknofest.org 34
characteristics of the fuse and current breaker to be used and its integration to the vehicle are indicated in the detailed design report. 5.7 Circuit Schematics In the reports to be prepared, some standards must be followed in the preparation of the electrical-electronic circuit diagrams of the UAVs. Each of the UAV projects prepared is a multi-disciplinary engineering project and the reports prepared within the scope of the project are also in engineering standards. According to these statements, • A circuit diagram is a graphical representation of electrical circuits. It shows the components and interconnections of the circuit expressed in standard symbolic representations. • The circuit diagrams presented in Conceptual and Detailed design reports cannot be created using the pictorial connection visuals available on some websites. • Circuit diagrams must be in electrical-electronic circuit drawing standards. • In interconnections, the circuit element or circuit element pins to which both ends of the cable are connected must be visible and labeled. • Energy inputs and signal inputs between circuit elements should be identified and labeled. • The values and types of circuit components must be given. (Ex: C1: 10µF) • Attention must be paid to interconnection transitions as shown in Figure 2.1. International UAV Competition www.teknofest.org 35
