Art. 1. Introduction Name of the event: International Otago Rally Date of the event: 3rd – 5th April 2020 Art. 1.1 Preamble This rally will be run in compliance with the FIA International Sporting Code (ISC) including appendices, the FIA Regional Rally Sporting Regulations including appendices, the ASN Rally Regulations (only when related to national cars), and the FIA Anti-Doping Regulations, as amended from time to time. The National Road Traffic Regulations shall apply. Unless provided otherwise by these Supplementary Regulations, the provisions of the above Rules and Regulations shall apply. Any modifications, amendments and/or additions to the Rules and Regulations shall be made in the form of numbered and dated bulletins. Additional information will be published in the Rally Guide. Art. 4.2 Entry procedure Entries must be submitted in accordance with the FIA RRSR Art. 22 – Art. 24. The entry fee must be credited in full to the organiser’s bank account: Art. 4.3 Number of competitors accepted and vehicle classes Art. 4.3.1 Maximum Number of Entries The maximum number of entries (including the National Permitted Event) is 135. If more than 135 entries are received the organisers reserve the right to extend this number and to decide which entries (among the non-priority drivers) will be accepted. Art. 4.3.2 Eligible cars in APRC Pacific Cup The FIA and the APRC have worked together to ensure as many cars as possible are eligible to enter all Rounds of the APRC Championship. There are three options: 1. To enter the event 2. To enter the FIA Asia Pacific Rally Championship Pacific Cup 3. To enter the New Zealand Rally Championship To enter the event, you need: A. A compliant FIA Homologated Grp R car (includes Grp N and Grp A) plus cars which are eligible for any other FIA Regional Rally Championship B. C. A National/Regional car – if your car is not compliant with A or B above you need to complete the National/Regional Approval Form which is available on the APRC website and forward it to the APRC Secretariat. You also need to complete the APRC Registration Form available on the APRC website. NZRC To be eligible for the NZRC you also need to be registered with Rally New Zealand and be compliant with MSNZ Appendix A Safety. Art. 4.5 Payment The entry fee shall be paid by cheque attached to the entry form or by bank transfer to the account indicated below (in the latter case, adequate proof of payment must be attached to the entry form): Organiser’s bank details: Bank: Bank of New Zealand Address: Dunedin Branch Account Name: Otago Sports Car Club Rally Account Account Number: 02 0900 0071330 02 Swift code: BKNZNZ22 Please use the driver’s surname as a reference when making the payment. When paying by Bank Transfer or Direct Credit it is essential that you provide details of this payment to the Rally Office to ensure that payment is receipted prior to the close of entries. Art. 4.6 Entry fee refunds The entry fee shall be refunded in full • if the event does not take place • to teams whose entry application is rejected The organiser may partially refund entry fees, if a competitor cannot take part in the event due to a duly proved case of force majeure. Art. 5. Insurance Cover Art. 5.1 Personal Insurance All New Zealand residents and overseas visitors to New Zealand are covered by 24-hour no-fault personal injury accident insurance, where that accident is deemed to be an accident as defined in the Injury Prevention, Rehabilitation and Compensation Act 2001. Overseas visitors are recommended to have personal travel and medical insurance. Third Party or Comprehensive Vehicle Insurance is the responsibility of the entrant/competitor. The service vehicles, management vehicles and reconnaissance vehicles including those bearing special plates issued by the organisers may never be considered as official participants in the rally. They are therefore not covered by the insurance policy of the rally and will remain the sole responsibility of their owner. Art 5.2 Public Liability Competitors and all crew members are covered for Public Liability under a master policy held by MotorSport New Zealand for an amount of NZD$10 million for the entire event. Details may be obtained from the MSNZ website www.motorsport.org.nz/content/insurance-policies. Art. 5.3 Accidents In the event of an accident the competitor or his/her representative must notify the Clerk of the Course in writing within 4 hours. The competitor must provide full details including the names and addresses of those involved and any witnesses. Art. 6. Advertising and Identification Art. 6.1 Regulation Numbers, Advertising and Identification Competition numbers, advertising and Driver's and Co-Driver's names will be in accord with Articles 27, 28 of the 2020 FIA Regional Rally Sporting Regulations and Article 27 of the 2020 V4 FIA Asia-Pacific Rally Championship Regulations. See Appendix 4. Art. 6.2 Organiser’s Optional Advertising Negotiations with potential sponsors are still underway. B2 TBA B3 TBA Art. 6.3 Placement of Numbers, Advertising and Identification Competition numbers, rally plates and advertising must be fixed to the car before scrutineering. Organiser supplied service vehicle plates shall be placed on the top left hand corner of the Service Vehicle front windscreen before admittance to the Service Park. Art. 7. Tyres Art. 7.1 Tyres specified for use during the Rally The use of studded or spiked tyres is prohibited under pain of exclusion. Refer also to Article 13 of the 2020 FIA Regional Rally Sporting Regulations. Art. 7.2 Tyres for use on Reconnaissance The tyres used during reconnaissance must be either an FIA approved road tyre or an equivalent standard road tyre designed primarily for normal road use meeting the following criteria. Tyres must not exceed a tread depth of 8.5 mm. Straight circumferential grooves may be no wider than 10 mm. All other grooves at any angle to the circumference may be no wider than 7 mm. All tyres shall meet New Zealand Warrant of Fitness Requirements. Art. 8. Fuel Art. 8.1 Fuel Specification Fuel shall comply with the provisions of the FIA International Sporting Code, Appendix J Article 252.9. The use of unleaded commercial petrol available at petrol filling stations complying with Article 252 is permitted. The FIA have granted a waiver for the use of bio fuel to help local drivers to participate in their home rally. Competitors shall make their own arrangements for the supply of fuel. Art. 8.2 Distribution during the Rally Remote Refuel Zones (RZ) • Leg 1 – Crichton Road (near Milton) • Leg 2 – Berwick Note: All Competitors will need to make their own supply arrangements. Full details will be shown in Rally Guide 2 and the Road Book. Art. 9. Reconnaissance of Special Stages Reconnaissance will be according to FIA RRSR Art. 35. The schedule for the reconnaissance is published in Appendix 2 of these supplementary regulations. Art. 9.1 Procedure for Reconnaissance Reconnaissance Programme: Thursday 2nd April Special Stages 8 – 16 South of Dunedin between 0715 and 1700 hours approximately Friday 3rd April Special Stages 1–6 West of Dunedin between 0730 and 1500 hours approximately Art. 9.1.1 Registration for Reconnaissance Before starting reconnaissance, all crews must register at the Rally Secretariat to get the necessary documentation. Registration for reconnaissance is available on Wednesday 1 st April between 1200 hours and 2000 hours. Crews may have another team member collect their documentation ONLY if their entry form is fully completed. If this is not the case, they must register in person. Each crew will be issued with 3 sets of numbers. The 2 x large numbers will be displayed on the rear side windows of the reconnaissance car. The 1 x small number will be displayed on the co-driver’s side top corner of the front windscreen. Art. 9.2 Running of Reconnaissance Art. 9.2.1 Timetable Reconnaissance will be in convoy strictly in accordance with the timetable published in Appendix 2 of these Supplementary Regulations. Note: SS7 (Tarmac Super Special Stage) will not form part of the convoy reconnaissance. Competitors may walk around this stage at a time of their choosing. Art. 9.2.2 Respect of Reconnaissance Timetable No late entry into a special stage will be permitted. While travelling through a special stage the crew must remain within the convoy. Art. 9.2.3 Number of passages Each crew is limited to two passages on each special stage. Special stages run twice are considered to be one special stage. Crews will only be permitted to enter and leave special stages through the start and finish controls. Further checks may also be carried out within the special stage. Art. 9.2.4 Speed during reconnaissance The maximum speed limit on special stages is 80 kph unless the traffic signs, the road book or bulletins indicate a lower speed limit. Art. 9.2.5 Headlights For safety headlights must be switched on while driving on ALL special stages. Art. 9.2.6 Number of persons During each passage through a special stage, only the competing crew is permitted in the car. Art. 9.2.7 Penalties for Breach of Speed Limits Refer Article 34 of the 2020 FIA Regional Rally Sporting Regulations. Speeding during reconnaissance will incur a fine applied by the Clerk of the Course as follows: Per km per hour over the speed limit, all drivers €25. The amount of this fine will be unaltered by any fine imposed by the police. The fine will be doubled in case of a second offence committed during reconnaissance in the same rally. Art. 10. Administrative Checks Art. 10.1 Documents to be presented: To keep the time required for the administrative checks to the necessary minimum, make sure to bring and present the following documents: • Competitor (Entrant) Licence • Driver and Co-Driver competition licences • Driver and Co-Driver civil driving licences • ASN authorisation for all foreign competitors and/or drivers • Current affiliated Car Club Membership Card (New Zealand Competitors only) • Completion of all details on the entry form • Completion of the reconnaissance registration form Art. 10.2 Timetable Venue: Rally HQ, Scenic Circle Southern Cross Hotel, High Street, Dunedin Time: Wednesday 1st April 1200 – 2000 hours International Otago Rally 2020 - Supplementary Regulations www.otagorally.com Updated on 05/02/2020 - Page 12/27
Crews may have another team member collect their documentation only if their entry form is completed and signed otherwise, they have to register in person. To assist competitors, administrative checks may be completed outside these times by appointment. Art. 11. Scrutineering, Sealing and Marking Competition numbers, rally plates and advertising decals shall be affixed to the car before attending Scrutineering. Art. 11.1 Scrutineering, Venue and Timetable Competitors who wish to be allocated a scrutineering time in conjunction with another competitor or at a certain time period must advise the secretariat by Friday 13th March. Venue: Otago Polytechnic Workshop, Donald Street, Kaikorai Valley, Dunedin Time: Friday 3rd April from 0830 – 1500 hour All spare parts sealing will take place on Friday 3rd April at the Scrutineering Venue from 0830 – 1500 hours. The scrutineering schedule will be posted on the website (in the Noticeboard section) on Thursday 12 th March and will be emailed to all competitors. Art. 11.2 Mud Flaps Refer to the 2020 FIA International Sporting Code Appendix J, Article 252.7.7 for relevant details. Art. 11.3 Windows Refer ISC Appendix J, Article 253.11. The use of transparent and colourless anti-shatter films (maximum thickness: 100 microns) is compulsory on side and sunroof windows, unless they are in polycarbonate. Rear side sunroof windows may use silvered or tinted films (see conditions below) in replacement of transparent and colourless anti-shatter films. The use of silvered or tinted films is authorised on the rear side windows, on the rear windows and on the sunroof, on the following conditions: • Silvered or tinted films fitted on rear side windows must have an opening equivalent to the surface of a circle of 70 mm in diameter so that the driver as well as the contents of the car may be seen from the outside. Art. 11.4 Clothing and Safety Apparel It is a requirement that all competing crews comply with the regulations for safety in relation to overalls, approved frontal head restraint (FHR), balaclavas, gloves, boots and underwear. Refer Appendix L of the 2020 FIA International Sporting Code. Art. 11.5 Noise Levels All vehicles shall comply with the New Zealand Warrant of Fitness regulations. Art. 11.6 National Requirements All vehicles shall have a New Zealand Warrant of Fitness issued by an authorised inspector. Art. 11.7 RallySafe Tracking System All Competitors must make provision in their competition vehicle for the RallySafe GPS and tracking system. An overview of the system and installation instructions is available on www.rallysafe.com.au A RallySafe Briefing will be held at 2030 hours on Friday 3 rd April at Rally Headquarters. This briefing is for competitors who have questions or who have not used the equipment before. RallySafe wiring loom, antennae and mounting kit can be purchased for AUD$188.00 to AUD$196.00 plus freight. Orders must be received by RallySafe to allow time for shipping to New Zealand. The RallySafe GPS units and tracking systems will be available at Documentation and must be fitted prior to scrutineering, where the correct functioning and installation will be checked. Competitors who retire must return their RallySafe GPS unit to the Rally Secretariat. must return them to the RallySafe Official at the Finish, or before their cars are removed from Parc Fermé. An event cost of NZD$125 is included in the entry fee. If the unit is damaged whilst in the care of the competitor, the competitor is responsible to pay for repairs or replacement as necessary. Other Procedures and Regulations Art. 12.1 Promotional Requirements, Ceremonial Start and Competition Start This year, there will be a Motorshow and Ceremonial Start in the Centre of Dunedin on the evening of Friday 3rd April. All competitors are expected to take up the opportunity to display their cars and maximise publicity opportunities for their sponsors. A variety of activities are planned for this show including signing sessions, rally car displays, start ceremony, rally forum and much more. A Media and Publicity Day will be held on a 3 km loop road on the afternoon of Wednesday 1st April. Application to participate should be made to Daniel Cresswell (phone 029 456 2102) or email daniel@csystems.co.nz The start order will be in divisions as follows: (a) 4WD Classic Vehicles (National Permitted Event) (b) 2WD Classic Vehicles (National Permitted Event) (c) Pacific Cup / NZRC / Other Competitors Art. 12.2 Finish Procedures The finish of the rally will be at TC16a. From there competitors must follow the directions of Officials to drive over the finish ramp and return to the final Parc Fermé. The procedures and presentations for the awards set out in Article 14 of these Regulations shall be conducted in accordance with Appendix A of the 2020 FIA Asia Pacific Rally Championship Media Facilities and Operations Guide. Art. 12.3 Early Check In Competitors may book in early at TC0, TC7b, TC7c and TC16a without penalty. Competitors must follow the instructions of the control marshal for the entry into TC0. Art. 12.4 Super Special Stage (SS7) Special Stage 7 will be a tarmac surface publicity stage in central Dunedin. Please note that the format for this will be the ‘traditional format’ consisting of 4 laps of a city block. Cars will be started at minute intervals and it should be noted that more than one car may be on the course at any one time. Gravel Rally Tyres are to be used on any driven wheels on this stage. Tyres designed to be used predominantly on tarmac surfaces will not be allowed on any driving wheels. The Clerk of the Course is the sole judge of fact in this matter. Art. 12.5 Retirement Any crew retiring permanently from the rally must report such retirement to the Organisers as soon as possible using the telephone number in the road book and lodging the “Withdrawal Form’ in the road book with a Competitor Relations Officer or a Senior Official. Failure to comply will be liable to a sanction at the Stewards discretion. Art. 12.6 Official Time used During the Rally The official time for the event will be set to the Industrial Research Ltd Talking Clock, phone 0900 45678. Art. 12.7 Time Cards Time Cards will be issued at Documentation at the Rally Secretariat on Wednesday 1 st April 2020. Art. 12.8 Traffic Offence Notice and Accident Reporting Upon entering every Parc Fermé, competitors are required to notify a Competitor Relations Officer in writing if they or any member of their team have received a Traffic Offence Notice. The submission of an entry is also an agreement that the New Zealand Police may advise the Organisers of the details of any notices issued. Art. 12.9 Accident Procedures / Red Flags Crews should refer to the page at the front of the Road Book which deals with the action that must be taken in the event of an accident. Failure to follow these procedures will be reported to the Stewards of the Meeting. Art. 12.10 Removal of Cars from the Final Parc Fermé As per Article 33 of the 2020 FIA Regional Rally Supplementary Regulations cars not required for final scrutineering may be released 30 minutes after the time at which the last car in the competition booked into the final control, provided that no eligibility protests have been received. All cars must be removed from the final Parc Fermé at the latest by 19:00 hours on Sunday 5th April, provided the Stewards have authorised that the Parc Fermé be opened. The security of these vehicles cannot be guaranteed after this time. Art. 12.11 Driving Conduct Competitors must note the provisions of the FIA Regional Rally Sporting Regulations Article 34. Reconnaissance: • 1st Traffic infringement €25 for each kph over the speed limit • 2nd Traffic infringement €50 for each kph over the speed limit • Other Traffic infringement Penalty applied by the Stewards Rally: • 1st Traffic infringement €25 for each kph over the speed limit • 1st Infringement other than speeding Penalty applied by the Stewards • 2nd Traffic infringement €50 for each kph over the speed limit • 3rd Traffic infringement 5 min time penalty Art. 12.12 Starting System for Special Stages The start will be by the in-car RallySafe unit that displays a countdown at the start of each special stage. A false start will be detected by the RallySafe System. Art. 12.13 NZRC Competitors The “Power Stage” will be SS3. If for any reason this stage is interrupted or cancelled the “Power Stage” will then be SS4. Art. 13. Final checks / Protests / Appeals Art. 15.1 Final Scrutineering Venue: Pit Stop, Hillside Road, Dunedin Time: Sunday 5th April at 1700 hours (approximately) A summons to attend the final checks will be given to the competitors selected by the Stewards (as per Article 33 of the 2020 FIA Regional Rally Sporting Regulations). The cars will be collected from the Pickup area after the Ceremonial Finish and taken to final scrutineering by the driver or a team representative. A representative of the entrant as well as mechanics with appropriate tools (in case of dismantling) must be present at final scrutineering. Art.15.2 Protest Deposit The protest deposit is: EUR 1.000 If a protest requires the dismantling and re-assembly of a clearly defined part of the car, any additional deposit will be specified by the Stewards upon a proposal of the Chief Scrutineer. Appendix 5 – Extracts from FIA ISC Appendix L relating to overalls, helmets and any other safety requirements All competitors are reminded of Appendix L of the FIA International Sporting Code, in particular its Chapter III - Drivers’ Equipment. Helmets (Appendix L, Chapter III, Art. 1) All crews must wear crash helmets homologated to one of the following FIA standards: • 8858-2002 or 8858-2010 (Technical List N°41), • 8859-2015 (Technical List N°49), • 8860-2004 or 8860-2010 (Technical List N°33), or • 8860-2018 or 8860-2018-ABP (Technical List N°69) Frontal Head Restraint (FHR, Appendix L, Chapter III, Art. 3) All crews must use FIA approved FHR systems homologated to FIA standard 8858. Approved FHRs, anchorages and tethers are listed in Technical List N° 29. See also helmet compatibility chart in Appendix L, Chapter III, Art. 3.3. Flame-resistant clothing (Appendix L, Chapter III, Art. 2) All drivers and co-drivers must wear overalls as well as gloves (optional for co-drivers), long underwear, a balaclava, socks and shoes homologated to the FIA 8856-2000 standard (Technical List N°27) or 8856- 2018 (Technical List N° 74). Biometric Devices (Appendix L, Chapter III, Art. 2.1) Drivers may wear a device to collect biometric data during racing. • If the biometric device is integrated into a protective garment homologated to FIA Standard 8856, the garment shall be homologated to FIA Standards 8856 and 8868-2018. • If the biometric device is a stand-alone device, then the device must be homologated to FIA Standard 8868-2018 only. This device must be worn in addition to the garment homologated to FIA Standard 8856. Wearing of jewellery (Appendix L, Chapter III, Art. 5) The wearing of jewellery in the form of body piercing or metal neck chains is prohibited during the competition and may therefore be checked before the start.
