Policy and legal framework • IcSP Regulation 230/2014, Art.4 • Programmable mid-long-term actions 5 priorities a) Early warning and conflict-sensitive risk analysis; b) Confidence-building, mediation, dialogue and reconciliation; c) Capacity-building for participation in civilian stabilisation missions d) Post-conflict and post-disaster recovery e) To curb use of natural resources financing conflicts and to support compliance with initiatives such as the Kimberley Process In 2017 a new priority: CBSD - Capacity Building for Security and Development

AAP 2018 state of play ACTION 1 Support to in-country civil society in conflict prevention, peace-building and crisis preparedness (Budget €12 Million) Objective: To support in-country civil society actors globally in their endeavours to prevent conflicts and build peace 4 Thematic priorities: Preventing violent extremism Engagement of CSOs in the security sector Mediation, dialogue and confidence-building Land-related conflicts

AAP 2018 state of play ACTION 2 Support to global, national and local mediation and conflict prevention capacities (Budget € 7.5 Million) Objective: maximise the potential of mediation actors to prevent conflict and build peace 3 Interventions: • Support to the UN Mediation Stand by Team • Support to the deployment of UN Peace and Development Advisors • Support to local "Insider Mediators"
AAP 2018 state of play ACTION 3 EU Police and Civilian Services Training EUPCST (Budget € 5 Million) Objective: To increase effectiveness of EU civilian missions and other stabilisation missions through advanced training opportunities for police and civilians • New phase (after two similar projects EUPST I and II) to train police and civilian personnel jointly • Training content in line with Council priorities • Live exercises, training activities including ToT • Consortium of EU civilian crisis management services and other important associated partners
AAP 2018 state of play ACTION 4 Responsible sourcing and trade of diamonds and other minerals in Sub Saharan countries (Annexe 4 - Budget € 5.5 Million) Objective: Peacebuilding in mineral rich fragile countries – Support to Kimberley Process 2 Interventions: • Capacity building of the main stakeholders, in particular civil society, to participate in the Kimberley Process • Support to regional and national institutions to implement the KP in the Mano river region (Cote d’Ivoire, Guinea Conakry, Liberia, Sierra Leone)
AAP 2018 state of play ACTION 5 Support Measures (Budget € 1 Million) Objective: To contribute to the identification, formulation, implementation and evaluation of peacebuilding, conflict prevention and crisis preparedness actions • Technical assistance, trainings, studies, research and analysis, workshops and seminars, deployment of experts, monitoring and evaluation
AAP 2018 state of play ACTION 6 CBSD: Training for military benefitting populations in crisis and conflict zones (Annexe 6 - Budget € 2.67 Million) Objective: To strengthen the capacities of the military in Health, Demining and Civil protection • Trainings for African and Middle Eastern military actors using existing training centres in Burkina Faso, Niger, Benin, Kenya and Lebanon • Action implemented by the Security and Defence Cooperation Directorate (DCSD) of the French MFA in cooperation with other European entities

Continuity 1) Continuation of previous actions Civil Society Dialogue Network The current CSDN programme (EU contribution € 2M) is managed by EPLO arrives to an end the 31/03/2020 Early warning Bridging the warning-response gap, enhancing Early Warning and Effective Early action. The current project (EU contribution €2,5 M) is implemented by Crisis Group and will end the 31/12/2019 ERMES European Resources for mediation Support The EU mechanism supporting global peace mediation efforts, through short term technical assistance, training and coaching, research papers and logistic support is managed by a consortium (EU contribution € 3,2 M) and will last until August 2021
Continuity Continuation of previous actions (II) Security Sector Governance Facility In line with the EU SSR policy, deployment of short to mid-term expertise to support and promote governance-focused SSR efforts Programme ( €2M) started in 2018 with a duration of 3 years Mineral Conflicts Promotion of responsible sourcing and trading of minerals through the “Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas". The programme, implemented by the OECD (EU contribution € 3M) will end in 2019.
Continuity Continuation of previous actions (III) RPBA- PDNA Recovery and Peace Building Assessment and Post Disaster Needs Assessment Support to third countries to build up their capacity to carry out RPBA and PDNA. Current programmes end in 2019 and 2020 Capacity building for the Stabilisation Missions Preparation and training of civilians, who are going to, or already working in, crisis management missions worldwide. The current programme, managed by a consortium led by ZIF (EU contribution €2 M) ends in 2019
Civil Society Grants 2) Civil Society in country Grants Every year a set of geographical and thematic priorities for in country civil society actions is identified For the next exercise two years (2019-2020) are considered Budget available: 25-30 M € (2018: € 12 M) Multiannual perspective: bigger amounts, more structured calls for proposals, reaching out more countries and/or more interventions

New Actions Social Media and conflict Main aim: Tackle the spread of hate speech and violence incitation on-line and harness the potential of social media platforms to mitigate tensions, promote tolerance, dialogue and build peace. An IcSP Action could: Have a global scope with context specific engagements Aim to build/strengthen partnerships between social media platforms and CP-PB organisations (IOs, INGOs, CSOs) Draw out lessons about good practices, challenges
New Actions Youth Peace and Security Main aim: to promote a culture of peace among the youth Focus in a selected region (possibly Great Lakes Region) Cooperation and partnership between European Universities and research institutes with Universities in third countries and between the third countries’ Universities Joint researches, workshops, exchange programmes, students’ innovative peace initiatives and research on Conflict prevention and peace-building.
New Actions Women Peace and Security: the role of women in Mediation Main aim: to provide capacity building in mediation and networking opportunities to women at different levels (regional, national, local) bridging the gap between the local and high level peacebuilding work An IcSP action could: provide training and mentoring address the need to build coalitions promote the exchange of experiences push for women’s access to peace-building processes make the women’s experiences more visible
New Actions Multilateral approach to Peacebuilding and conflict prevention EU Global Strategy: importance of multilateralism and cooperation with the UN calling for enhanced synergy with UN peace-building efforts. Ongoing UN peace and security reform: the priority” is prevention and sustaining peace. Find synergies and ways of partnership with the UN (in particular with the Peace Building Fund) as well other regional organization in the field of conflict prevention and peace- building.
New Actions Capacity Building for Security and Development (CBSD) Action(s) The amendment to the IcSP Regulation in 2017 introduced the possibility to support the capacity-building of military actors in partner countries for development and security for development under specific conditions. In the framework of the Regulation and within the exceptional and clearly defined circumstances, one or more actions in this domain with a global or multi-country geographical focus will be identified to enhance partners’ capacity to prevent, prepare for and respond to crises working with all security actors, including the military
New Actions Other interventions Reflections and exchanging with EEAS and other EU services are ongoing on possible actions in other fields • Elections and conflicts • Natural resources and conflict prevention (not only minerals but also water, land, forestry) • Business and private sectors for peace • Innovative mechanisms and tools for conflict prevention and peacebuilding
Break out groups Discussions and exchanges on 4 specific themes: Business for peace Social Media and Conflict Youth Peace and Security Seed funding for Civil Society These discussions are conceived to inform our thinking and our programming. We would like that you share with us your experiences and lessons learnt, especially on the ground, to help us to articulate actionable ideas and recommendations.
