QCEC Capital Groups Capital Assistance Reference Group Capital Assistance Assessment Committee ▪ Members include CSA reps from all diocesan ▪ assess applications under the CGP and CAS offices, QCEC staff members, a catholic according to the criteria set out in the QCEC independent school rep and a parent rep. 2020 Capital round results • 34 Schools applied - $145M total • 13 schools were recommended to the relevant Minister • 2 greenfield site (Cairns secondary and Mackay secondary) • 6 continuation of new schools • 5 existing schools • Total grants (inclusive of EIS) provided $71.6M • Total local contributions $12.1M • Sum of estimated total project costs $83.7M

2021 key dates for Capital round • Round opens 26 October 2020 • Final submission date 5.00pm 31 March 2021 • New schools Development Approval 31 March 2021 • School visits April to May 2021 (NB: After the school visit has occurred applications will be released back for further editing) • Application close for review (FINAL) 21 May 2021 • Capital Assessment Committee 7 to 10 June 2021 • New schools (NSSAB) approvals 30 June 2021 • Capital Reference Group meeting 2 to 5 August 2021 • BGA/CAA recommendations 30 September 2021
QCEC Capital Assistance Guidelines - 2021 Key changes....... • All functional area rates based on new construction in Brisbane have been increased on average by 2.78 per cent. • The functional space classification for Engineering now includes cleaner’s stores (capped at 3m²). • Adjustments have been made to enable all schools the ability to seek funding assistance for air conditioning to approved spaces. • Balustrading will now be provided as an extra over for level 2 and above. • Minimal amendments have been made to Ancillary costs. These include: • Provision for air-conditioning; • Inclusion of chilled water to drinking troughs; and • Provision of a PA System to PE Covered court.
QCEC Capital Assistance Guidelines – 2021 (cont.) Key changes....... • A revised fee structure for Professional Fees has resulted in the following amendments: • A 4-teir project value has been adopted: • 16.00% for projects below $1,000,000 • 14.00% for projects above $1,000,000 to $2,000,000 • 12.30% for projects between $2,000,000 to $5,000,000 • 10.50% for projects above $5,000,000 • Four additional consultancies have been included in the above percentage allowance (Safety in Design Reports – Building Works, Building Certifier, Section J Report and Energy Efficient Reports). • The guidelines will continue to include ‘Additional fees may be requested (with substantiated documentation) and considered on a case-by-case basis.’ • Construction Insurance has been expanded to clarify policy requirements.
Assessment of Projects
Capital application scoring process • 6 INDEPENDENT members on the Assessment Committee • The Assessment Committee considers each project against 3 criteria: ➢Changes in demographics, enrolments and student characteristics ➢Educational planning ➢Infrastructure planning • The application needs to address and meet each criteria • Each facet is given a score of 1, 2, or 3 • The project score is the sum of all the facet scores. A higher score has more merit. • There is no weighting attached to the different criteria or the different facets of a criterion • The project scores can range from 8 to 24
2020 Feedback • The Committee is seeking to understand how your proposal will enhance learning. • The presentation should articulate the need for the ‘project’ and how this proposal will address this need such as: ➢ Insufficient teaching spaces or facilities ➢ Quality of facilities • Videos – If a video is used it should complement the argument for the facilities and highlight the need for the proposed works. DO NOT including a marketing video.

College Master Plan 2
College • With the exit of the Brothers from their Community House there was an opportunity to demolish this building and provide a new Learning Master Resource Centre. Plan • The new Master Plan over the next five years responds to the aging building and the need to maintain existing facilities, refurbish existing facilities and redesign new flexible learning areas. • The Master Plan has been planned around four priorities for the next five years: Priority 1 2021 Innovative, purpose built new Learning Resource Centre Priority 2 2022 Innovation Centre Priority 3 2024 Redevelopment of the original library into temporary general learning areas. Priority 4 2025 Rebuild of Killian Block Priority 5 2027 Rebuild of Lacey Block Priority 6 2029 Rebuild of Nolan Block This application realises the first priority of the new Master Plan. 28

2021 Application Stage process timelines • 31 March 2021 applications close (all permissions will be changed from edit to view). Capital team will publish Version 1.0. • April & May school visits (all viewing permissions will be changed back to edit) • 21 May 2021 applications close (all permissions will be changed from edit to view). Capital team will publish Version 2.0. • Capital Assistance Assessment Committee to assess and prioritise early June the projects and recommend to Commission for approval. • Capital Assistance Reference group to provide cost analysis on approved projects in August and provide to the Commission for endorsement. Capital team will publish Version 3.0 Final. • 30 September 2021 recommendations are forwarded to Commonwealth and State for approval and (all project folders will be moved from Capital projects portal to QCEC internal sharepoint site)..

Session Three – Governance
Governance requirements • Ministerial approvals - a school must not enter into an agreement with a contractor until after the Minister has approved the project. • Acceptance of grant offer • Pre-tender documents must be sent to QCEC for approval • Provide QCEC with results of tender • Variations - can be financial as well as scope changes • As a result of tender • Self-funded variations • Progressive claims • Capital Assistance claim form • Practical completion form

School Planning • Develop an education brief • Determine the ultimate school size • Enrolment projections • Existing and future physical built environment • Develop a masterplan • Which reflects the progressive enrolment growth • Determine the inter-relationships of facilities • Plan for the whole site, not just one building • Plan for the longer term at least 5 years in advance • Note, site constraints and conditions e.g. physical, council, environmental, national trust and availability of services
