Information Guide for International Students: Entry Application, Arrival & Stay-Home Notice Information updated as of 1 August 2020
Introduction • This guide is to help you prepare for your arrival in Singapore and Nanyang Technological University. • Please read this guide carefully, and follow the necessary procedures. • The next slide gives you an overview of the procedures. • If you have any questions, please approach the Office of Admissions for assistance.

Border Measures, SHN and Testing for Student’s Pass Holders • Student’s Pass (STP) holders will require entry approval from Ministry of Education (MOE) before they commence their journey to Singapore. ‒ [Group 1] STP holders who had remained in Australia (excluding Victoria), Brunei Darussalam, Germany, Macau, Mainland China, New Zealand, Republic of Korea, Taiwan and Vietnam for the past 14 days need to serve Stay-Home Notice (SHN). i. Students in Group 1 must indicate your choice of suitable SHN accommodation. This is subject to availability (for MOE-managed hostel) or approval (for private accommodation). ii. Students in Group 1 who do not have a family residence should select an MOE-managed hostel for your SHN accommodation. ‒ [Group 2] STP holders who have been in any other countries/regions (not listed in Group 1) for the past 14 days will serve and pay for their SHN at a dedicated SHN facility. • Testing: All STP holders will be tested for COVID-19, and are required to pay for their COVID-19 test prior to entry (up to $200, inclusive of GST). Note: Students cannot served SHN at their allocated hostels at NTU.
Step 1: Before Applying for Entry into Singapore 1. Please check that you have received the In-Principle Approval (IPA) letter for your Student’s Pass from Singapore’s Immigration & Checkpoints Authority (ICA). 2. You can start searching for possible and tentative flights to Singapore, but do not confirm or purchase any air tickets until you have received an Entry Approval letter (see Step 2). Key in your tentative arrival date at “Arrival Details” under Acceptance page.
Step 2: Application for Entry Approval 1. You will receive an email from Singapore’s Ministry of Education (MOE) with a hyperlink to an online form. Complete MOE’s online form by the stipulated deadline. 2. You will receive a Provisional Entry Approval (PEA) letter from NTU once your Stay-Home Notice accommodation is confirmed. Upon receiving the PEA letter, please make your online payment for SHN Accommodation and Swab Test by the stipulated deadline. (See next two slides for costs and waiver.) 3. You will receive Entry Approval from NTU after making online payment to MOE. 4. MOE’s Entry Approval will be valid for 14 days, and you must arrive in Singapore before the Entry Approval’s expiry date. 5. Print out your Entry Approval letter and bring it on your journey to Singapore.

Waiver of Costs STP holders who meet all the following national criteria may apply for waiver of costs for SHN accommodation and testing: 1. Financial difficulties*; 2. Either have a spouse/parent/child who is a Singapore Citizen/Permanent Resident, or have a service obligation to work in Singapore after graduation; 3. Did not leave Singapore after 27 March 2020, in spite of prevailing Government travel advisories (not applicable to AY2020 Freshmen) * Financial difficulties defined as: a. Household income < S$2,350; or b. Per capita household income < $1,200; or c. Other significant financial liabilities (e.g. medical bills) if incomes do not meet thresholds in (a) and (b) Students may apply for cost waiver by submitting an online form as soon as possible with supporting documents. Successful applicants will be notified by NTU.
Step 3: Before Arrival 1. Purchase your air ticket and confirm your flight and travel details to Singapore. 2. Update your NTU Travel Declaration (select option 4). Access to NTU network account is required for this step. 3. You should also update your Singapore-registered mobile number (if available) in the NTU Contact Information system. This is important because you must be contactable by phone at all times during your Stay-Home Notice period.
Step 4: Upon Arrival in Singapore 1. Present your printed Entry Approval letter for immigration clearance at the airport or checkpoint. 2. Take transport to your Stay-Home Notice (SHN) accommodation: • Group 1 Travellers arriving from Australia (excluding Victoria), Brunei Darussalam, Germany, Macau, Mainland China, New Zealand, Republic of Korea, Taiwan and Vietnam: Those serving SHN at non-dedicated SHN facilities (e.g. hotels, student hostel, private accommodation) must take a taxi or private transport directly to your SHN accommodation. Travel via public bus or MRT is not allowed. • Group 2 Travellers arriving from all other countries: For those serving SHN at dedicated SHN facilities, dedicated transport will be provided from airport.
Step 5: Serving Stay-Home Notice (SHN) 1. All students entering Singapore from 17 June 2020 2359 hrs and serving Stay-Home Notice, are required to report their location and health status using the HOMER application . 2. How to use the HOMER app: – You must have a smartphone and a Singapore-registered mobile number. – You will be advised on the purchase of a SIM card. – Submit your health report and upload your selfies through the HOMER application. 3. Students who are unable to use the HOMER app will receive daily video calls to ensure that you are complying with the SHN requirements. 4. You must be contactable at all times, either via WhatsApp, Microsoft Teams or your NTU email account.
Mandatory COVID-19 Swab Test 1. All students entering Singapore after 17 June 2020, 2359 hrs, are required to be swabbed towards the end of their SHN period (Day 11). 2. MOE will make an appointment and inform you of your swab test date in advance. 3. You must travel to the swab testing centre via taxi or private transportation only. Travel via public bus or MRT is not allowed. You must return promptly to your SHN accommodation after the test. This will be monitored through the HOMER app. 4. Your SHN period will end when your swab tests are negative. You can then proceed to check-in to your allocated residential hall at NTU or move in to your place of residence in Singapore.

FREQUENTLY ASKED QUESTIONS FOR FULL TIME UNDERGRADUATE INTERNATIONAL FRESHMEN AY2020 ONLINE LEARNING If I choose not to arrive in Singapore at this moment, can I choose to study online for the entire Semester 1? If prevailing regulations allow you to travel to and enter Singapore, we encourage you to come to Singapore. Classes will be conducted in a mix of online and physical modes and if you are not in Singapore, you will miss out on the physical interactions with fellow students and professors during the face to face tutorials and laboratory classes. More classes will be conducted in-person as the semester progresses if the Covid-19 situation remains stable. You will be expected to catch up on the face-to-face classes you had missed. Is it possible for students who cannot come to Singapore to attend online lessons, given flights are suspended in my country now? If you are unable to enter Singapore due to border closures for instance no flights, please contact Office of Admissions and we will check with your School on online learning arrangements for Semester 1. Can freshmen apply for deferment of studies or Leave of Absence in Semester 1? We do not allow deferment of undergraduate studies and we also do not allow Leave of Absence in Semester 1 for freshmen. APPLY FOR WAIVER OF SHN & SWAB TEST COSTS Can I apply for the Ministry of Education (MOE) waiver after 1/7/2020 as I am waiting for my student pass application? You can apply for MOE Waiver first while your e-form 16 is still receiving attention. MOE Waiver application is still open after 1 July 2020. We encourage eligible applicants to apply soonest. Students may apply for cost waiver by submitting an online form and complete with submitting supporting documents, within 3 days after applying. Incomplete applications or late applications without documents will not be processed further. Successful applicants will be notified by NTU. 1
APPLY FOR ENTRY APPROVAL How to apply for entry approval? via NTU or MOE? NTU international students are to apply for the Entry Approval via the university. Please do not contact Singapore MOE. If I want to accompany my daughter, can I apply together with her the IPA Visa and Entry Approval? We are unable to assist non-NTU students to apply for IPA Visa and Approved Entry Permit to enter Singapore. You will need to apply to Singapore Immigration & Checkpoints Authority (ICA) directly. When will the outcome for Entry Approval application be released? As there are many processes involved and Singapore authorities are facilitating international freshmen to enter Singapore, you should note that the outcome will not be released immediately. We encourage you to ensure your IPA Visa (including making the necessary payments) is approved, apply for financial Aid for MOE waiver of SHN and Swab Test costs (If eligible), inform Office of Admissions if not applying for Financial Aid, provide your tentative arrival details (flights, etc) under Arrival Details in our NTU Acceptance Portal. Office of Admissions will process your application ASAP. Once you have submitted the details, we urge you to check your emails regularly (at least daily) as the timeline for submission of necessary form if one is shortlisted for Provisional Entry Permit is extremely tight. No extension is allowed. DO NOT Buy your air-ticket before Entry Approval Letter is granted. Please do not plan to depart for Singapore on Monday/Tuesday Morning as Entry Approval Letter will not be granted on Monday/Tuesday Morning. What do you mean by Group 1 or Group 2 country? If I have a US passport but live in China all the time, which Group am I? Whether the Student Pass holder belongs to Group 1 or Group 2 depends on her/his whereabouts in the specific countries/regions (including transit , if any) in past 14 days before arriving Singapore. Hence if you hold a US passport, but have been staying in China the last 14 days before arrival in Singapore, you belong to Group1. STAY HOME NOTICE (SHN) ACCOMODATION, MEALS, TRANSPORT, SINGAPORE SIM CARD AND GENERAL SERVICES Are students allowed to make cash payment when taking taxi to SHN venue if I am from Group 1? We will advise you to have some Singapore currency with you at hand as you may not be able to change money upon arrival. You can pay taxi fare in Singapore using Singapore currency or credit card. Can we take our swab test in our own country and just give the results as proof? If you had taken the Swab test in your home country, you will still be required to take a swab test on day 11 of your SHN. If the swab test is positive, then what is the warding cost? All matriculated NTU students will be covered by the Student Insurance Scheme which will cover the cost of hospitalization (subject to the coverage) for Covid-19 treatment. 2
How could we obtain a Singapore phone number if we cannot buy them at the airport when we arrive? Should I buy a Singapore SIM card as I may not be able to buy while serving SHN? A SIM card will be provided by NTU for new international freshmen at the SHN location if one does not have a Singapore-registered handphone.If you inform Office of Admissions of your arrival date upon arrival, arrangements will be made on issuance of SIM card. Will the students be sharing rooms or staying individually during SHN? Can I opt for a single room? You will be assigned to your room on a first-come-first-serve basis. Every effort will be taken to assign you a single room, but in the event if there is insufficient capacity, you may be required to share a room. If so, it will be ensured that your roommate will be of the same gender and age group as you. Are freshmen from the same country assigned the same SHN hostel and serving SHN together? Allocation of accommodation will be done centrally by MOE and the respective authorities for both MOE-managed hostels (Group 1) and SHN dedicated facilities (Group 2). As such, there is no guarantee that students from same country will be placed at the same accommodation. How can MOE ensure that there is no cross-infection in the SHN venue? You are not allowed to leave your SHN location and you are to observe all necessary precautions when serving your SHN. Can students book taxi by using Grab/ Gojek to travel to the testing centre? Students must travel by taxi or private transport to swab testing centre only. Grab/Gojek strictly not allowed. What are the procedures for pick up from the airport for group 2 travellers?Who will receive me when I reach Singapore? If my flight is delayed, and I end up arriving at 10 pm or later, will there still be dedicated transport from the airport? Am I allowed to arrive in Singapore on weekends? The dedicated transport is arranged by the government and will be available to transport Group 2 travellers regardless of arrival timings. Who should we contact after landing at Changi Airport/Ferry Terminal/Woodlands/Tuas Checkpoint in Singapore if I am from Group 2? If you are serving your SHN at an SDF, dedicated transport will be provided. If you are serving your SHN at a non-SDF accommodation (e.g. self-sourced hotel, MOE-managed hostel, private accommodation), you are required to find your own transport via taxi or any other private transportation. You should not be taking any public buses/trains to your accommodation. When we travel to the Swab Test centre, do we travel individually by taxi or private hire transport, or can we share the transport with our friend? Sharing of taxi or private hire transport is not allowed. Will there be any laundry services provided during the SHN for Group 2 travellers? Any cost involved? Yes, laundry service will be provided at SHN dedicated facilities at a cost. 3
What kind of every day services will be available at the SHN facilities for Group 2 travellers? (Laundry, etc.) All meals will be provided at SHN dedicated facilities. Laundry service will be provided at SHN dedicated facilities at a cost Are family members living in Singapore allowed to visit the student serving SHN at the MOE Managed Hostel? No, family members or visitors will not be allowed to visit students who are serving SHN. Can we possibly receive things (food, etc) from outside while we serve our SHN? Yes, you may arrange for items to be delivered to your SHN location. Please ensure that items are fully paid for. You are to inform the admin office in advance of the delivery. For SHN, are the bathrooms all individual or shared with others? You will be assigned to your room on a first-come-first-serve basis. Every effort will be taken to assign you a single room with a bathroom, but in the event there is insufficient capacity, you may be required to share a room. If so, it will be ensured that your roommate will be of the same gender and age group as you. Is WIFI facilitated in SHN accommodation? For Group 1 (MOE-managed hostels), WIFI may or may not be available, depending on the location of the hostel. NTU hostels used for SHN will have WIFI provided. For Group 2 (SHN dedicated facilities), WIFI is likely available in rooms. Do Malaysians still need to undergo SHN if the green lane is approved? Will refund of SHN be provided if Green lane is established? As far as we know, the Reciprocal Green Lane (RGL) between Singapore and Malaysia facilitates travel for essential business and official purposes only, not including study. If there are any changes eventually, NTU will work with MOE and inform you of the updates. Can we order any food delivery during the 14 day SHN? All meals are provided in the SHN facilities. You may also order additional meals online, and arrange for it to be delivered to your SHN location. Please ensure that meals are fully paid for, and to inform the admin office of the delivery. I am a vegetarian. Will I be catered vegetarian meals while serving SHN ? Yes, you can request for Vegetarian food. Do we need to bring our own sheet/pillow/quilt for SHN? While basic necessities such as sheet/pillow/quilt are likely to be provided at SHN facilities, we recommend that you prepare and bring some daily necessities such as shampoo, bath soap, etc. for your SHN in MOE-managed hostels. Do bring along face masks, thermometer. I am from Johor Bahru. In order to avoid walking via causeway can I enter Singapore using ferry from Tanjong Belungkor at Changi? You may need to check if there are available ferry services between Tanjong Belungkor and Singapore. Dedicated transport is available for Group 2 students arriving at all air, land and sea entry checkpoints to Singapore. 4
HOSTEL, HEALTH SCREENING AND OTHER ENROLMENT MATTERS AFTER SHN After completing Stay Home Notice and being tested negative of Covid 19, are NTU freshmen able to check into their respective dorms immediately? If you had applied for NTU Hostel, international freshmen are allowed to check-into NTU hostel after their SHN and after being tested negative of Covid 19. Check your NTU Email on Hall allocation and check-in details. When will international freshmen be able to do medical checkup as part of student pass's formalities? Is the date of health screening decided yet? Do freshmen need to do medical check- up for HIV and X-ray at their own country or do it in Singapore? All international freshmen have to undergo health screen in Singapore at Fullerton Health Services at NTU campus after completion of 14 days of SHN and tested negative of Covid 19. The appointment system will only be made available to international freshmen who are being granted Entry Permit. International freshmen should not undergo health screening (including HIV, x-ray, etc) in his home country. The Medical report done outside Singapore cannot be used to complete Student Pass formalities. The link for booking of appointment for health screening will be forwarded after one has reported their arrival in Singapore. No walk-in to Fullerton Health Services is allowed due to Covid 19 safe distancing measures. If the international freshman is in Singapore since March 2020 till now and yet completed Health screening, please contact NTU Office of Admissions. Should I book an e-appointment with Singapore ICA? Is there any information regarding the offsite enrolment? Offsite Enrolment is a process whereby the Singapore ICA officers will be at NTU to enable freshmen complete the Student Pass Formalities. It is held only on 13 August 2020. Freshmen who are unable to obtain their medical report by 13 August 2020 will need to make e-appointment with Singapore ICA and complete the Student’s Pass formalities at ICA Building. Check your Social Visit pass expiry date, which will be stamped on your passport when entering Singapore. Completion of Student Pass formalities must be done before your Social Visit pass expires. Over-staying without a valid Student Pass is a serious offence in Singapore. You need to have completed Health screening at Fullerton Health Services and collected MC2 Medical report. ORIENTATION Will the orientation be recorded? I am afraid that I will miss it if I am on a flight. Freshmen orientation is going virtual-Registration and registration will start from 2 July 2020. Please visit https://www.ntu.edu.sg/Freshmen/hp/Pages/default.aspx for more information. QUALIFYING ENGLISH TEST(QET) What will happen if I am to miss QET as I arrive late? You will be informed separately on alternate QET later if you are not exempted to sit QET. Check exemption criteria. The exemption status will be reflected in your degree audit.
