INCIDENT ACTION PLAN Boscobel Area Tornado Response 8/12/2021 - 8/15/2021 Incident Action Plan Boscobel Area Tornado August 12, 2021 - August 15, 2021
Situation Summary: On August 7th, 2021 a strong tornado (EF-3) touched down in the Boscobel area from 4:29-4:56pm with an EF-3 rating and estimated peak winds of 160 mph. The damage path extended 10.6 miles with a maximum width of 1,100 yards. The tornado destroyed and substantially damaged buildings along the southern edge of the City of Boscobel, as well as in the townships of Boscobel, Hickory Grove, and Watterstown. The most severely damaged structures are on County Highway MS, Kiwanis Road, County Highway T, and Johnson Road. There have been no reported injuries with the tornado. This is likely the largest tornado to have formed in Wisconsin since the 2005 Stoughton Tornado. Proclamations of Emergency have been issued by the City of Boscobel, Town of Hickory Grove, Town of Watterstown, and Town of Boscobel. An EOC has been partially activated at the Boscobel Fire Station to provide assistance to affected homeowners and to coordinate volunteer efforts. Governor Evers toured the area on August 10 to visit with homeowners impacted by the tornado. Wisconsin Emergency Management and the Wisconsin DNR have been providing assistance as requested. Current Incident Objectives: ● Individual and Family Assistance: Provide assistance to affected families. Ensure urgent unmet needs are addressed while families await assistance from insurance agencies. ● Volunteer Management: Recruit, register and coordinate volunteers to aid affected homeowners with cleanup efforts and other necessary tasks, on behalf of and under the authority of the local jurisdictions. Provide logistical support for volunteers including food, shelter, and safety oversight. ● Perimeter Control: Restrict traffic as needed to ensure the safety of residents and volunteers in severely damaged areas. ● Debris Management: Ensure proper sorting and disposal of debris in compliance with applicable regulations. ● Donations Management: Communicate needs with the public and seek items that are needed by affected residents and to support the response effort. ● Long-Term Recovery: Establish a Boscobel Area Tornado Relief Fund and develop process for application and disbursement of funds through a simplified LTRC. Current Situation, Activities, and Assignments: ● Individual and Family Assistance: A team of staff from Emergency Management, ADRC, and American Red Cross have been working with residents in the worst impacted areas to determine and address urgent / short-term unmet needs. Persons with urgent unmet needs (housing, etc) can call 608-375-5001 for assistance. Because a large portion of damage is likely covered by insurance, it will take some time before the long-term unmet needs of families are known. ● Volunteer Management and Support: The Boscobel Fire Station is being utilized by the City and affected townships to coordinate and support volunteer efforts. There will be a continued need for volunteers throughout the week and over the weekend of August 14-15. heavy equipment to help saw and remove downed trees from private property as well as the Boscobel Cemetery. Volunteers can call 608-375-5001 or report to the Boscobel Fire Station between 8am-4pm, through Sunday. Public outreach is planned for 8/12/2021 regarding volunteer plans for the upcoming weekend. Families who need volunteer assistance can call 608-375-5001 to make a request. ADRC and Emergency Management have been working with affected families to line up volunteers to fill specific requests as necessary. The Boscobel Fire Department Auxiliary has been providing food for volunteers; community donations for food, water and ice have been very generous. Boscobel EMS and Fire Department have been patrolling the area passing out drinking water/gatorade and addressing safety concerns for volunteer efforts. ● Perimeter Control: Traffic control will continue throughout the weekend, restricting traffic on County Road MS during daytime hours when volunteers and equipment are working. This is necessary for safety reasons. At this time perimeter control is being conducted by the Boscobel Fire Department, Lancaster Fire Department (mutual aid) and Grant County Emergency Management. ● Debris Management: The City has established a debris collection site at the Boscobel Airport for tree debris only. This site is available for use by the City of Boscobel as well as residents in the immediate area. No housing or construction materials can be accepted--only tree debris. Jim and Rose Sime (608-831-9297) have made private land available for use by landowners in the immediate area of Highway MS. Only clean tree debris can be accepted at this site - no housing/construction materials can be accepted. DNR concurrence has been established to allow burning of clean wood debris at this site. All construction materials must be disposed of using dumpster services. Town & Country Sanitation is available in the Boscobel Area to provide this service to residents - (608) 375-5856. Residents are encouraged to seek funding through insurance to cover the costs of debris disposal. The townships and city are not able to assist in funding dumpsters. ● Donations Management: At this time there is a surplus of food. Water and Ice on hand are adequate for through the weekend. We are not accepting clothing or furniture. Current needs through Sunday will include: ● Heavy Equipment for tree cutting and transport of debris to disposal sites (Bobcat/Skid Steer, Grappler, Loader, Excavator, Dump Truck or Trailer, Tree Cutting Hydraulic Lifts, Logging Trucks, etc) ● Cash Donations to the Boscobel Area Tornado Relief Fund, ℅ Community First Bank, 925 Wisconsin Avenue, Boscobel WI 53805, 608-375-4117. ● Volunteers to help with (1) cleaning up debris on private property and moving personal/household possessions for affected families, and (2) cutting and removing trees from private property as well as the Boscobel Cemetery. ● Food Donations to feed volunteers should be coordinated with the Boscobel Fire Department Auxiliary at 608-375-5001. Please do not send food without speaking to the Auxiliary. ● Long-Term Recovery: A Boscobel Area Tornado Relief Fund has been established at Community First Bank.
