Employer-led Supervised Self-Swab Training Course Duration: 4 hours synchronous learning over Zoom. Overview • The supervisory training in ART swab is 4 hours in duration and conducted via Zoom • Fully subsidised for at least 2 supervisors per company or outlet from mandatory FET & VoRT sectors. • For workers in the non-mandatory sectors, the training cost can be found on HMI’s website • Certificate of attendance will be issued one month after the course • Learners can conduct ART Supervision Duties immediately after completing this 4 hours synchronous course (3 time slots: 8am- 12pm, 2pm-6pm & 6pm-10pm) Course Evaluation As this is only a Certificate of Attendance but not a competency based course, HMI will use quiz to evaluate the level of understanding and reinforce the topics as required. Guidelines for Supervisors Additional requirements (in accordance with VoRT policy) • For supervisors who are 50 years old and above and NOT fully vaccinated, and where supervision cannot be carried out in a well-ventilated area with 3m distancing from employee conducting self- swab, N-95 mask, gown, gloves of proper size, face shield/goggles, and hair net (for individual with long hair) are required. • For fully vaccinated supervisors who are 50 years old and above and fully vaccinated/unvaccinated supervisors 49 years old and below, surgical 3-ply mask and face shield/goggles are required. Roles & Responsibilities of Site Supervisors • Before commencing the swab process, supervisor need to ensure that workers: • Do not have any ARI symptoms • Do not have any nosebleed (past 24hrs), facial surgery (last 8 weeks), nasal surgery (last 4 weeks) • Ensure IPC measures are observed • Ensure that self-swabbing and testing is done properly, e.g. through observation of the individuals performing the self-swab and testing. • Ensure safe management measures (SMMs) are observed • Attendance-taking and collection and documentation of results 5

Qualified persons are exempted from supervisory training for Employer-led Supervised Self-Swab Who are considered qualified persons? A “qualified person” means an individual who — (a) is a legally qualified medical practitioner; (b) is a qualified nurse(1); (c) has, after obtaining any of the following qualifications, acquired at least 3 continuous years of practical experience in clinical laboratory work in Singapore: (i) a degree in Biomedical Science; (ii) a degree or diploma in Medical Laboratory Science; or (d) has undergone training conducted by a specified training provider, in each of the following: (i) to perform every type of regulated activity; (ii) to supervise the carrying out of every type of regulated activity; (1) “a qualified nurse” means a registered nurse or an enrolled nurse within the meaning of the Nurses and Midwives Act (Cap. 209), who holds a valid practising certificate under that Act 8
Infection Prevention & Control (IPC) Guidelines for Supervisors to Note Hand Hygiene • Preferably to conduct self-swabs in an outdoor setting, or indoor with ample ventilation (open windows/doors and fans). It is not ideal to have air-conditioning at swab location and hence, air- conditioning to be switched off (where possible). • There should be minimal items at the swab stations. • Test kits must be disposed of in closed bins, e.g. pedal bins) and waste must be then be double-bagged and cable-tied before placing them at the disposal holding area (which must be located away from human traffic and public access to prevent unintended exposure and cross contamination) • Wash your hands with soap and water (via the 8 simple steps)* OR • Rub hands with hand sanitiser for at least 30 seconds *https://www.who.int/publications/i/item/9789240021280 10
IPC Guidelines: Cleaning & Disinfecting High Touch Surfaces • Supervisors (or client) should wipe down the swab station after an individual has completed self-swab. The supervisor should also ensure that the wipe down of each station is done properly (“S-Shape Technique”). • If company uses mirror (mounted or tabletop), it is not necessary to wipe down after every client if the worker does not touch the mirror. • The swab area should be properly wiped down after each day’s testing operations. This includes furniture/queue poles/physical barriers/partitions. • It is not necessary to change gloves or do hand rub after every worker if supervisor did not touch the workers’ belongings or test consumables. • The flooring at swabbing zone should have a smooth surface, e.g. linoleum, vinyl finish, concrete, hard flooring) to facilitate ease of cleaning, such as mopping. The use of carpeted areas and fabric chairs are strongly discouraged as it is difficult to clean and would have to be wet-vacuumed/deep cleaned/removed and discarded after the end of the operations. How to Break Bulk – For Employers Items to prepare 1. Face shield and surgical mask, disposable gloves 2. 70% alcohol wipes and handrub 3. Ziplock bags or packing containers for ART kit items (depending on company’s preference) 4. SD Biosensor test kit: Test cartridge, sterile swab stick, nozzle cap, extraction buffer tube 5. Abbott Panbio test kit: Test cartridge, sterile swab stick, extraction tube with caps, buffer bottle Steps for packing 1. Clean packing surface with alcohol wipe, put new box of kits on table surface. 2. Packing staff to do hand hygiene and wear face shield, mask, gloves. No talking between staff and maintain safe distance of 2m if there is more than 1 staff packing. 3. Commence packing the 4 (SD Biosensor) or 5 (Abbott Panbio) items, and check expiry date of kits 4. Companies can decide if they want to break the bulk package either individually or based on the quantity required. For example, individually packed bags using ziplock bag or container, whichever is easier for distribution. Each person conducting self-swabbing will have 4 (SD Biosensor) or 5 (Abbott Panbio) items in total. 5. In between new box of kits, practice hand hygiene with gloves on. 6. For Abbott Panbio test kits, please see the bulk breaking process for details. Preparation Stage: How to Fill the Extraction Tube with Buffer Solution ABBOTT PANBIO KITS Fill Line 1. Tilt the buffer bottle 2. Fill the extraction tube with buffer fluid until it reaches the fill- line of the extraction tube 3. Close the nozzle (blue cap) Test cartridge, swab stick, and extraction tube with buffer solution to be provided to the employee to conduct self-swabbing. 28 The buffer bottle may be opened and resealed after each buffer preparation. The buffer is stable until expiration date if kept at 2-30 °C

After swirling the swab stick 5x, employee conducting the self-swab should squeeze the extraction tube to extract swab specimen. 2. Next, look for the line around the middle of the swab stick and then break the stick at that point. 3. Tighten the blue cap after breaking the stick. 29
What You Need to Prepare Before using Abbott Panbio ART kits (ESSS) Key Considerations in the Bulk Breaking and Preparation 1. Care must be taken to prevent contamination of the extraction tube when filling the buffer fluid. This is to ensure the kits can be support the highest confidence as possible for the test result. 2. The Supervisor must ensure all the personnel handling the dispensing of the buffer fluid into the extraction tubes are familiar with the process. This include personnel preparation the test kits for their own use. 3. If the preparation are centrally conducted (ie. Doing as a bulk to be given to the masses), the Supervisors must ensure that all the personnel conducting the preparation are in the proper PPE and practiced proper hand hygiene. This is to prevent any potential IPC issues when handing out the extraction tubes to the rest of the people. 4. The preparation area should not be subjected to heavy dust or impurities that will likely contaminate the extraction tubes Logistic Items needed for central preparation for mass uses 1. The minimum PPE required are Face shield, Surgical Mask, Disposable Gloves. 2. 70% alcohol wipes and hand rub. 3. Disposable containers to pack ART kit items (if applicable). 30
What You Need to Prepare Before using Abbott Panbio ART kits (ESSS) Important To Note 1. Always ensure all the kits are within the expiry periods 2. Ensure the amount of Buffer fluid in all the Extraction Tubes are exactly at the “Fill-Line” 3. The Buffer fluid once dispensed in the Extraction Tube must be used within 48 hours 4. The unused Extraction Tube with the Buffer fluid must be stored upright and between the temperature of 2 to 30 deg Celsius 5. The Extraction Tubes stored under refrigeration must be allowed to stabilise at normal room temperature before use. Abbott recommends to use the Extraction Tubes 30 minutes after it has been taken out from the refrigerator. 6. Do not mixed Buffer fluid from different batches into the same Extraction Tube 31
Results Interpretation Using SD Biosensor & Abbott Panbio Test Kits Please note that the lines on the test cassette will appear in 15 minutes after you have added the specimen buffer in the test well. Do not read results after 30 minutes. 32

6. Distribution Channels for Test Kits 34
Supply of ART Kits • For newly onboarded companies, SL will arrange the first order of ART kits. The logistic vendor (PnP) will inform companies on the collection/ delivery of ART kits once ready, via SMS and email. Once companies receive the ART kits, companies are to commence the swab tests for the workers immediately. • Replenishment of subsequent ART kits will be determined based on the utilization rate of the ART kits of your company, where it is tracked via the number of swab test result uploads to the SRS. • The replenishment is based on a 2 month supply till end October 2021, excluding balances from previous issuance. As replenishment will be based on records of issuance, eligible companies are to wait for the push of ART kit supply. No action is required from company for the replenishment of ART kits. • Commencing 1st October 2021, reviews on replenishment will be conducted based on utilisation to top up further if required based on submission of test results to SRS. Companies with low compliance will not receive Top Ups further. • Companies with the following conditions may send in their requests via the Request Form at http://go.gov.sg/fet-kits. Please note that all requests are subject to Sector Lead’s approval. • Increase in Headcount; • Urgent Replenishment - Request for Additional Kits (e.g. insufficient kits to continue testing); • Change in Company’s contact person and details. 35

7. Submitting Test Results for Workers under ESSS Model through Swab Registration System (SRS) 37
How to upload ART test results to SRS Two methods to upload ART results (upload via either method) SRS Portal: https://swab.hpb.gov.sg/ext/Login.aspx Method 1: Using SRS web portal 1. Upload ART results in an excel spreadsheet via SRS web portal, using the “Bulk Result Upload” option. 2. Company to download the available template from SRS portal prior to swab test to, i) Fill in the particulars (nominal roll) of the workers to be tested and ii) Fill in workers’ swab test results after test results are ready. 3. Once the template is filled in with details, upload to SRS via web portal. Method 2: Using SRS mobile portal (also called as SRS v2) 1. Upload ART results using workers’ personalized QR code. 2. Firstly, each worker needs to create a profile on http://go.gov.sg/srs-profile before swab test. After creation of profile, they will be able to see a generated personalised QR code on their page. 3. Supervisors will need the QR codes of the workers in order to upload their swab test results to SRS. Company may request the workers to present their QR codes after the swab test (come back after swab test and show their QR code to supervisor) or request workers to send their QR codes to supervisors before swab test. 4. Uploading of results to SRS: a) Supervisors are to use the company-specific SRS v2 link (this link is available via the company’s SRS web portal. Go to Covid-19 testing > ART Link(s)). b) Supervisors are to use the link to log in and upload the results of all workers 1 by 1, by scanning their respective QR codes and filling in the result for each of the worker. Companies should upload all results (Negative/ Invalid/ First Positive only*) *Do not need to upload the result(s) of the follow-up ART test for AG+ and asymptomatic cases (i.e. subsequent ART test(s) after the first AG+) 38

Personal Data - Standard Notification (For Companies to Display) Purpose: The standard notification will be used as part of the instructions to the companies (communicated via SLs) to notify the employees that their employees will be collecting their Personal Data and FET results to submit to HPB and the Singapore Government. 8. Definition of Vaccination Status 48
Definition of “Fully Vaccinated” a) Individual must have been vaccinated against a COVID-19 infection by the administration of the appropriate regimen of any approved vaccine*; and 14 days or more have elapsed after the day the individual was so vaccinated. b) Individual must have recovered from COVID-19 infection starting from the day the individual first tested positive for SARS-COV-2 via a PCR test and ending 270 days later; or had a second COVID-19 infection and recovered from it starting the day the individual first tested positive for SARS-CoV-2 via a PCR test for the second COVID-19 infection and ending 270 days later. c) Individual must have recovered from COVID-19 infection and must have been vaccinated against a COVID-19 infection by the administration of one dose of any approved vaccine*; and 14 days or more have elapsed after the day the individual was so vaccinated. *These are limited to: (1) Tozinameran (Pfizer-BioNTech COVID-19 vaccine or Comirnaty COVID-19 vaccine); (2) Moderna COVID-19 vaccine; (3) Vaxzevria (AstraZeneca COVID-19 vaccine); (4) Covishield COVID-19 vaccine; (5) Johnson & Johnson’s (J&J) Janssen COVID-19 vaccine; (6) Sinopharm COVID-19 vaccine; (7) Sinovac-CoronaVac COVID-19 vaccine; or (8) any other vaccine regimen as approved by the Ministry of Health (“MOH”). Where the individual is vaccinated under (3) to (8), their vaccination records must have been ingested into MOH’s national IT systems before they will be recognised. Please refer to the First Schedule of the Infectious Diseases (Mass Gathering Testing for Coronavirus Disease 2019 Regulations 2021) for the most updated information on the vaccination regimen and approved vaccines. 49
Definition of “medically ineligible” (MI) The medically ineligible for mRNA COVID-19 vaccines includes: a) Persons who are known to be allergic to the mRNA vaccine or any of the other components of mRNA COVID-19 vaccines b) Persons who had developed myocarditis following administration of any mRNA COVID19 vaccine c) Persons who developed a severe adverse reaction to a previous dose of any mRNA COVID-19 vaccine and has been determined by a physician that he/she should not receive a second mRNA vaccine dose d) Persons with the following conditions, who will hence be severely immunocompromised, and who have not been able to obtain a memo from their specialist to certify that they are eligible for vaccination at that point in time, will temporarily not be eligible for any COVID-19 vaccine under national vaccination programme o Transplant within past 3 months o Aggressive immunotherapy o Active cancer on treatment 50
Approach to verify MI status for provision of government-funded ART kits • All MI individuals would need to be certified by doctors and provided a doctor’s memo • Some MI individuals would have been certified by a doctor at a Vaccination Centre. If the individual lost his doctor’s memo, he will need to re-obtain it from a doctor. • The individual could go to a PHPC clinic or other GP clinics to re-obtain a memo at their own charge. 51
