BACKGROUND School holidays can be particular pressure points for some families because of increased costs (such as food and childcare) and reduced incomes. Therefore families on low incomes are: - less likely to access organised out-of-school activities; - more likely to experience ‘unhealthy holidays’ in terms of nutrition and physical health; - and more likely to experience social isolation.
FUNDING AND SCOPE The Government’s intention to ensure disadvantaged children continue to get access to a daily nutritious meal and enriching activities, has led to a national £220 million Holiday Activity and Food programme funded through the Department for Education. Surrey County Council will receive £1.9 million Club4 – fun, friends, food, fitness is Surrey’s Holiday Activity and Food Programme Looking to provide over 4000 opportunities per day across the County throughout the Summer
THE PROGRAMME To support children and young people: • to eat more healthily over the school holidays; • to be more active during the school holidays; • to take part in engaging and enriching activities which support the development of resilience, character and wellbeing along with their wider educational attainment; • to be safe and not to be socially isolated; • to have greater knowledge of health and nutrition; and • to be more engaged with school and other local services.
SPECIFICATION Primary, secondary and SEND children eligible for Free School Meals (FSM) Summer (4 weeks 26 July – 20 August) 4 hours a day, 4 days a week • Physical Activity • Food • Enrichment activities • Policies and Procedures Can be existing provision It can be some paid places/some free It can be longer than 4 hours (families can claim back 85% cost through universal credit but the provision will need to be Ofsted registered)
FRAMEWORK OF MINIMUM STANDARDS - Food – provision must include at least one meal per day (preferably hot). All food provided during holiday provision must meet DfE school food standards. - Physical activities – provision must include at least 1 hour of physical activity for all children during each day. - Enrichment activities – clubs must provide fun and enriching activities (e.g. arts, drama, craft) that provide children with opportunities to develop new skills or knowledge, to consolidate existing skills and knowledge or to try out new experiences. - Nutritional education – providers must include an element of nutritional education as part of each day. - Fully inclusive – providers should think creatively about how they can engage harder to reach groups eg SEND or secondary age young people.
FRAMEWORK OF MINIMUM STANDARDS - Food education for families and carers – a minimum of one training/advice session per week to include parents/carers or other family members. - Policies and procedures – organisations applying must evidence relevant policies and procedures detailed in the guidance and be Ofsted registered where applicable. - Signposting and referrals - Providers must offer referral/information to other relevant local services available to support families. - Measurement and evaluation – Willingness to meet programme reporting requirements and measure scheme impact.
OPPORTUNITIES 3 Grant programmes: Grant A – Adding Places Grant B – Bridging Gaps Grant C – Connecting Communities Open to: - Voluntary or community groups - Charities - Schools and academies - Local Councils - Private providers who activities align with the objectives of the programme
GRANT A – Adding Places Applications are sought from existing activity providers to offer free places to children (who meet the benefits related FSM criteria) on your regular activity programme. The grant can cover: - The cost of the child’s place - The cost of providing healthy meals - Administration costs associated with marketing and booking places for FSM eligible children, parental liaison and engagement
GRANT B – Bridging Gaps Applications are sought from existing activity scheme providers who take their delivery model to a new area. Applications are welcome from all areas of Surrey but grant awards will target areas with above levels of children eligible for FSM. The grant can cover: - The cost of the child’s place - The cost of providing healthy meals - Administration costs associated with marketing and booking places for FSM eligible children, parental liaison and engagement - Venue costs
GRANT C – Connecting Communities Applications are sought from organisations who develop new and innovative programmes that inspire children, connect the community, engage parents and involve local professionals. Projects should create a local legacy by providing memorable experiences that encourage children and their families to be more physically active, eat healthy and affordable meals and improve their resilience. For the right programme, more flexibility will be given around how the requirements are met. Grant applications are welcome from all areas of Surrey, however grant awards will target our priority areas listed in the guidance. The grant can cover: - The cost of the child’s place - The cost of providing healthy meals - Administration costs associated with marketing and booking places for FSM eligible children, parental liaison and engagement - Programme development costs including resources and materials - Parental and community engagement activities for example outreach / marketing of the programme

We can connect you with other organisations who can support gaps in provision to work collaboratively to provide high quality provision Help can also be provided with the nutrition and healthy lifestyle components of delivery.
PRIORITY PLACES In Surrey there are FSM eligible children in nearly every school however there are disparities from location to location We have identified key hot spot locations where there are higher numbers of FSM children Priority will be given to applications which service these locations Locations are listed within the Guidance document Programme sustainability will also be considered when awarding funding
MARKETING OF OPPORTUNITIES - Club4 brand on all publicity - Required to generate your own referrals to the scheme locally - Need to accommodate advance referrals of SCC priority children - Opportunities will be listed on a central ‘finder’ website for parents to search for their local opportunities - Providers will need to have their own booking system - Eligible free school meal children will be provided with a voucher code to redeem their free place
