Gymnastics Safe Management Measures for Singapore’s “Tightening of Safe Management Measures for Sport and Physical Exercise & Activity Under Phase 2 (Heightened Alert) from 22 July – 18 August 2021” 21 July 2021 (Version 1.0) 21 July 2021 1
Important to note Fast and Easy Testing (FET) for Sport and Fitness Sector. From 15 July, the FET is mandatory for the following workforce and the frequency of the FET shall be once every 14 days: i. Gyms and fitness studios coaches / trainers / instructors where clients are engaged in unmasked activities. ii. Sport coaches / instructors in sports such as, but not limited to athletics, badminton, basketball, dance, football, swimming, martial art, etc, where trainees are unmasked. More details on FET for sport and fitness sector is available here. During this period, the above-mentioned workforce who operate at settings with unmasked users and were place on mandatory regular FET regimes, would not be required to do so during this period if their business operations are suspended. For businesses that continue to remain open, their staff must continue with the regular 14-day FET requirement. Such regular FET will continue to be made free of charge during this period. . 21 July 2021 2
Important to note There must be clear segregation between bubbles and no intermingling can occur between bubbles and/or classes before, during and after the class, and bubbles must always remain 3 metres apart during the class. Club owner/operators are to maintain a complete set of data that clearly records how all participants are segregated into their bubbles. Recent cases have revealed that club owners/operators and coaches have not been able to provide the required information, hampering contact tracing by the authorities. It is also the statutory responsibility of Club owner/operators to ensure that all participants are properly checked in by SafeEntry. 21 July 2021 3

Phase 2 (HA) - Sport Specific Guidelines 1. Facilities can only admit a maximum number of persons according to its Gross Floor Area based on 16 Sqm per person. No facility, regardless of size, shall admit more than 50 persons. The Gross Floor Area includes exercise spaces, as well as other spaces such as changing rooms, rest areas within the facility. 2. All high intensity, unmasked activities are to be suspended. To be clear, activities that are strenuous and could result in participant removing their mask to catch their breath should not be conducted. 3. Masked activities can take place in multiple bubbles of 2, up to 30 participants (including coach) or the capacity limit of the venue, whichever is lower. 4. Physical distancing of 2 metres between participants within the same bubble. 5. Each bubble is limited to no more than 2 people (ie 2 participants or 1 participant:1coach or 2 coaches). 6. If there is more than one bubble sharing a space, the bubbles must not interact and must maintain a distance of 3 metres apart from one another at all times. The bubbles of 2 are not to intermingle before, during and after the class, and must remain 3 metres apart. 7. Intermingling of bubbles is prohibited at all times. 8. Return To Training 1. Individuals should not return to sport if in the last 14 days they have been unwell or had close contact with a known or suspected case of COVID-19. 2. Anyone who is unwell should be referred to a doctor in accordance with Ministry Of Health (MOH) guidelines. Any individual with a possible case of COVID-19 must refrain from training (even at home) until they have been cleared to do so by a doctor as there is a potential for the illness to worsen. 3. It should also be considered that anyone returning to sport and exercise after a period of absence from the gym may be at an increased risk of injury. There should be a gradual return to training in order to mitigate risk of injuries. Sudden increase in training load will predispose to injury. 21 July 2021 15
Safe Management Officers (SMOs) & Safe Management Plans (SMPs) 1. Appointment of in-house Safe Management Officer(s) (SMOs) who are briefed to oversee and ensure compliance of the Safe Management Measures are in place (best to have more than one). 2. A SMO should be in attendance at all times to monitor the implementation of the Safe Management Plan. 3. The SMOs will be responsible for formulating the implementation plans, conducting inspections and checks, as well as maintaining records for subsequent audits by the authorities. 4. A Safe Management Plan is required to be developed, documented, implemented, monitored, updated and communicated. 5. The SMP should include an evacuation and contingency protocol. 6. Evidence and documentation needs to be maintained and available around the implementation and monitoring of the Safe Management Plan. These plans are to be made available on site for inspection by the authorities. 21 July 2021 16
Duties of Safe Management Officers (SMOs) 1. To coordinate implementation of Safe Management Measures, which includes identifying relevant risks, recommending and assisting in implementing measures to mitigate the risks, and communicating the measures to all personnel working in the facility. 2. To conduct inspections and checks to ensure compliance at all times. Any non-compliance found during the inspections are to be reported and documented. 3. To take immediate action to remedy any non-compliance found during the inspections and checks. 4. To keep records of inspections and checks conducted and corrective actions taken. The records shall be made available upon request by a Government inspector. 21 July 2021 17
Facilities Access 1. Dedicated entry/exit point to the venue, and movement control of bubbles within the venue. 2. Implementation of Safe Entry/Exit at each venue, and the use of “TraceTogether” app to facilitate contact tracing. From 17 May 2021 onwards, all participants and staff are to use either the TraceTogether app or the TraceTogether tokens for safe entry. 3. Employees and visitors must download and activate the “Trace Together” app. 4. Conduct temperature screening and checks on visible symptoms for visitors. 5. Individuals with temperature 38 degrees Celsius and above are considered as having a fever. 6. Notable visible symptoms to look out for include: i) coughing, ii) sneezing, iii) breathlessness, iv) runny nose. 7. Turn away visitors with fever and/or appear unwell. 21 July 2021 18

Measures within facilities 1. Minimize face to face communication with customers ie. parents. 2. Common areas where people will otherwise congregate should be cordoned off. 3. Minimize cash transactions. 4. Disinfecting agents like hand sanitisers, disinfectant sprays, paper towels and wipes must also be provided at all times up to a point where it is reasonably practicable, for the free use of customers, visitors and employees. 5. Clear demarcation of 1m safety distance for queues. 6. No spectators allowed. Do ensure child safety measures are in place by creating a safer sport environment with the “Rule of Two”. 7. Minimize the usage of changing rooms/bathrooms. Users to observe safe distancing measures. 21 July 2021 21
Measures within facilities (cont’d) 8. Lockers are open for usage. Users to observe safe distancing measures. 9. Designated area at each apparatus for each bubble to leave their gym bags. 10. Measures During Training 1. Get in, train, and get out. Be prepared for training prior to arrival at venue. 2. Any tasks that can be done at home, should be done at home for the interim (eg. Recovery sessions, online meetings). 3. Maximum group size allowed is limited to 2. 4. It is recommended that each coach should take no more than 4 bubbles for Artistic Gymnastics and 5 bubbles for Rhythmic Gymnastics at any one time. But coaches MUST comply with all government guidelines and the gymnastics specific Safe Management Measures. 5. Maintain a physical distance of at least 2m between each individual from the same bubble. Mask to be worn by all individuals at ALL times. 6. Each bubble will warm up and train independently, with NO intermingling, before, during or after class. 7. Each bubble needs to remain 3m apart from one another. 21 July 2021 23
Measures During Training (cont’d) 8. Class management is key. The Coach must be able to manage and guarantee the adherence of 2m physical distancing within their bubble. 9. Ensure that there is NO inter-mingling between bubbles. 10. Ensure that there is a “one-way system” to keep all bubbles separate and to avoid congestion at entrances and exits. Coaches to assist participants with where to go. 11. High touch point surfaces must be thoroughly wiped down and cleaned by the coach before moving to next circuit/rotation/apparatus. 12. No sharing of drink bottles, towels, or any other personal sporting equipment. As much as possible, participants should have their personal hand apparatus (recreational participants), personal yoga mat for warm up, physical preparation, cool down that are conducted on the floor. 21 July 2021 24
Measures During Training (cont’d) 13. Staggered training timings should be implemented to avoid intermingling and overcrowding in the gym such that physical distancing is not possible. 14. Recommended stagger time is 10 minutes between classes so there is no overlap between participants arriving and leaving. 15. Resumption of foam pit usage with landing/crash mats for users to land on. Users are to land on landing/crash mats, and NOT directly into the foam pit. 16. ALL individuals MUST have their mask on at ALL times. 17. There should be NO unnecessary body contact. (eg. General Hygiene 1. Minimise the use of communal facilities. Eg. Toilets, changing rooms. 2. Increase in the cleaning and sanitizing of training venue. 3. Full wipe down of gym at the end of each day. 4. Disinfecting high touch surfaces as per the equipment manufacturer’s guidelines. 5. Hand hygiene (hand sanitizers) on entry and exit point. 6. Change rooms, surfaces and objects in other relevant spaces should be cleaned between each session. Ie. door handles. (Dedicated cleaning time) 7. Ensure venue is well ventilated and aired at regular intervals. 8. Common areas must be periodically cleaned each day by law, and toilets must be provided at all times with adequate toilet paper, liquid soap or detergent, litter bins and clean towels or hand dryers. 21 July 2021 26
General Measures 1. Get in, train, and get out. 2. ALL individuals should arrive dressed and ready to start the session. 3. ALL individuals to change/shower at home on completion of session. 4. ALL individuals to only commute between training venues and their residences, without lingering outside before/after training. 5. Time spent in the gym should be reduced to the minimum. 6. NO socializing or group meals before, during or after training. 7. Staff to be working from home as much as possible. Work from home is the default! 8. No team bonding. I.e. birthday celebrations etc. 21 July 2021 27
Education of individuals about COVID-19 risk mitigation is crucial. Education will help to promote and set expectations for the required behaviours prior to recommencing activities. Continuous education and communication is KEY! 21 July 2021 28
Education 1. Provide education material for community sport members to promote required behaviours (e.g. regular and thorough handwashing, covering mouth and nose with a tissue or sleeve during coughing/sneezing) 2. Education of all individuals on hygiene practices and promote required behaviours, ie. No sharing of drink bottles and towels, No sharing of mats, or equipment without an appropriate cleaning protocol, in between training sessions. 3. Display appropriate education material within the gym. This should be put up all around the facility prior to commencement of training. 4. Documentation, distribution and communication of Safe Management plan 5. All members to be educated on the importance of personal hygiene. All individuals to ensure that they are “Germ Free” as much as possible. It is their personal responsibility! 21 July 2021 29
Isolation 1. There should be an area designated for isolation if an individual becomes unwell. 2. Evacuation response protocol must be put in place. SMOs to take charge should such a situation arise. 21 July 2021 30
Contingency Protocol 1. In the event of a confirmed COVID-19 case, that facility is to be shut down immediately. 2. Identification of all staff and members who were in the affected facility at the time. 3. List of staff and members to be submitted to MOH for contact tracing. 4. Deep cleaning to be done at facility using NEA vendor. 5. Facility to only be reopened after deep cleaning is done, and facility is given MOH’s approval to reopen. 21 July 2021 31
