The Community: This Workforce Development Program serves Guilford County where the City of Greensboro is the county seat. Guilford and Greensboro are the third largest County and City in North Carolina respectively. With a diverse population of over 533,000 where more than 100 languages are spoken, Guilford County is the largest County in the Piedmont Triad region, with Greensboro the largest city followed by Winston-Salem and High Point.Once known as the “Gate City” for the large numbers of trains that passed through downtown, the city maintains its history as a transportation hub with its easy access to major interstates and highways. Greensboro is also known for playing a major role in the Civil Rights movement when four NC A&T State University college students staged the first “sit-in” in the nation at the Woolworth’s “Whites Only” counter. This act sparked a larger response across the state and nation. Today, Greensboro is part of the US Civil Rights Trail and has a dedicated museum to help citizens understand the history of race relations in the City, State and US. High Point provides a wide variety of events that draw visitors from near and far, including those that venture from 110 countries twice a year for the High Point Market, the world’s largest Wholesale Home Furnishings show. They host more than 50 retail furniture stores and outlets, and a variety of manufacturers. Twelve colleges and universities in the Piedmont Triad provide Greensboro businesses well-trained and highly-educated people each year, adding to the city’s existing workforce. The textile industry helped build Greensboro, but the local landscape has transitioned to technology, healthcare, and service industries with five of the top 60 Fortune 500 companies having a presence in Greensboro, resulting in a vibrant economy. With its temperate climate and close proximity to both the mountains and the coast, Greensboro offers the best of both worlds.
Demographically, the county is 56.2% Caucasian, 35.1% African American, 8.2% Hispanics of any race, 5.4% Asian, and 3% Other. With a median age of 34, the County continues to strive to develop and promote quality of life choices for all ages with focused efforts in K-12 schools, job training, economic development, employment, and recreation. Organization Overview: Greensboro is governed by a City Council utilizing a council/manager form of government consisting of a Mayor and eight Council members. The City Council sets the policy and direction; the City Manager oversees the day-to-day operations of the organization. The City, believing in active Community input and engagement has more than 20 Council Committees, Commissions, or Boards. Due to a solid employment base in and around Greensboro and careful management of resources, the City of Greensboro has bond ratings of AAA and consistently wins awards for its annual budget and financial report. The 2019-2020 adopted budget is $566.5M. The City has approximately 3000 employees working across 20 departments. Workforce Development Department and Position Overview: This position provides executive, managerial and administrative leadership to implement the mission, goals, strategies, and directives of the Greensboro/High Point/Guilford County Workforce Development Board (WDB). The Director assists the 25-member WDB in developing its strategic vision and priorities; implements and provides oversight of WDB initiatives and programs; and facilitates development of stakeholder and community partnerships in support of its strategic goals. The WDB provides valuable tools, services and support at little or no cost to employers and job seekers. By leveraging many resources, WDB consults with local or relocating businesses and economic developers to deliver customized workforce development solutions. More importantly, WDB helps navigate a frequently complex network of education, government and private-sector resources to build a workforce that meets current and future needs, and boosts competitiveness and profitability. The value of WDB’s services extends beyond any single company.
As part of WDB, Workforce Development plays a role in managing the collaborative NCWorks Career Center. As part of the Guilford County NCWorks program, Workforce Development is committed to providing integrated, customer-focused business services that are responsive to employers. The Workforce Development Director plans, coordinates and provides oversight in implementation of programs authorized under the Workforce Innovation and Opportunity Act (WIOA), in accordance with federal, state, and local laws and regulations. The position promotes and supports the WDB in creating alliances that advance economic development, create a quality workforce, and impacts quality of life in the community and region. While administratively reporting to one of four City of Greensboro Assistant City Managers, the Workforce Development Director regularly presents to the elected bodies of Greensboro, High Point and Guilford County as well as the City/County Managers of those organizations. The Director will oversee a department budget of $6M. The work of WFD is accomplished by 16 FTE employees as well as various contracted employees. Key Priorities for the next Director include: • establishing a vision for WFD that integrates current employment realities, the regional nature of the WFD programs with a coordinated approach that delivers outstanding service to prospective employers and job seekers alike; • becoming a vital partner of choice to ensure effective job training for citizens and innovative programs that match local, ready-for-employment residents with organizations seeking qualified talent; • evaluating staffing needs and ensuring employees have the training and continuing education to be maximally effective in current and future positions as a part of ongoing performance excellence and succession planning; • supporting staff to have passion about the mission, meet high standards of performance, and to collaborate as community partners to meet strategic goals; and, • developing marketing and public education initiatives to inform employers, residents, organizational partners, and elected officials about Workforce Development

The successful candidate has a proven track record and: • has demonstrable experience in developing and implementing a broad range of successful Workforce Development programs and services; • is knowledgeable of applicable federal, state and local law, codes and regulations governing the administration of WIOA programs; • builds awareness of Workforce Development initiatives, advocates for and is effective in explaining services of the agency to regulatory bodies and programmatic partners, and effectively builds commitment with community stakeholders, nonprofits and employers for the programs being offered/sponsored; • inspires others by leading through empowerment, equally dedicated to building a cohesive team throughout the department as well as the development of individual employees; • proactively and strategically assesses stakeholder needs to enable realistic goal setting, achievable tactics and effective solutions; • is experienced in developing, managing and coordinating all financial operations through multiple funding streams and grants and ensures all investments and expenditures are handled and maintained according to Board policy and direction; • is collaborative, entrepreneurial and innovative with programming design and development; • possesses excellent verbal and written communication skills with demonstrable ability to effectively facilitate meetings, present publicly, and provide professional and appropriate business level written information utilizing various media; • possesses well-developed interpersonal skills and abilities, diplomatically communicating and working with diverse personalities and populations; and, • is disciplined and values accountability with high expectations of self and others, while also being an effective and respected leader Qualifications: Requires a minimum of a bachelor’s degree and 7 - 9 years of breadth and depth in workforce development, with a preference for 5 years of progressive supervisory experience in workforce development and local government familiarity.
Salary and Benefits: The hiring range is $98,600-131,466 with the full range to 164, 333 plus an Executive Compensation Supplement (beginning salary will be commensurate with experience).
