COMPANY OVERVIEW Letsema La Batswana is a not-for-profit company responsible for the advancement of youth interest and sustainable skills development in the creative economy sector, as well as promoting comprehensive education on issues relating to Arts and Culture sector in South Africa. The main objective of the organization is to raise the bar in awareness within the creative industry i.e. Arts and Culture sector, promote diversity, heritage and lastly to provide capacity building training to the various NPOs, NGOs and SMMEs within the Arts and Culture space in South Africa. The organization also promotes Innovation, entrepreneurship, skills development and assist its youth owned businesses, NGOs and CBOs to gain access to finance, workshops, training, relevant conferences and mentorship programmes within the SA Arts and Culture Economy. The organization is a proudly black-owned South African Non-Profit Company (NPC) and a Level 1 BBBEE contributor. The Organization works to develop strategies on, facilitate dialogue over, lobby and increase capacity for the effective integration of youth in the national sustainability agenda. By engaging with stakeholders from government to industry, its aims is to provide a holistic, balanced and calibrated effort to inspire environmentally responsible, young South Africans. author of an entrepreneurship book called: The Start-Up Revolution: Fit in or Stand Out. INTRODUCTION South Africa is aligned with this trend where in 2014, according to some early mapping of the sector, South Africa’s creative economy contributed over R90.5bn to the national economy or 2.9% of the GDP in 2013 to 2014, exceeding, for instance, the contribution of agriculture to the GDP (2.2%). In this context, publically funded arts, culture and heritage sector projects, events and organizations play a vital role in South Africa’s economic growth, development and job creation. However, this strategic function is often underestimated. Drawing attention to the growing impact of cultural and creative industries on South African socio-economic development, requires that artistic practitioners, researchers and funders alike need to critically evaluate the overall impact and cultural value of their projects. Monitoring and evaluation is a management tool that allows creative to track the progress and gauge the success of their projects. It also plays an important role in helping public and private funders understand the value of cultural and creative industry projects. As such, monitoring and evaluation is increasingly recognized as an essential tool for assessing, and expressing, the impact of arts and culture projects. Despite its growing importance, monitoring and evaluating cultural and creative industries is not always simple – because of the complicated indicators involved such as various social and economic values, and the intrinsic values that arts and culture generate. The SA Cultural Observatory (Saco) says the creative economy contributes more than R90bn to the country’s GDP and employs thousands of people, mainly youth, who make up 77.6% of the population. Saco recently released an employment report that found that more than 1m, or 6.72%, of all SA jobs are housed in the broader cultural economy. PROBLEM STATEMENT There is an important need for a mass public awareness about the importance of the creative economy amongst the youth and general communities in the various rural and township areas in South Africa. Small business enterprises are not failing because they are incapable, but because of a lack of knowledge about business and the resources available to them, which in turn increases their vulnerability towards the failure and stagnation of their business in the rural and township areas. THE PROPOSED SOLUTION:LETSEMA LA BATSWANA ARTS DEVELOPMENT PROGRAMME In our efforts to create awareness of the Creative Economy space amongst the youth, NGOs and Community Based Organizations at large we have developed LETSEMA LA BATSWANA- a 5 months Arts Development and Capacity building Programme to address the a minimal knowledge about business and the resources available to them, which in turn increases their vulnerability towards the failure and stagnation of their business within the Arts and Craft in the rural and township areas and also opportunities within the sector. Principal to the implementation of this programme is the mass public engagement awareness and participation within Creative Economy sector with a focus on Arts, Craft and Culture space in general. within the North West Province in the 4 district municipalities with a specific focus to rural and township communities. The key objectives of the programme are to: Increase awareness on the opportunities and challenges in the Creative economy(Arts and Culture) i.e. amongst the youth; NGOs, Community Based Organizations and Cooperatives which resonates to of Government which is “Goal 5: Increased access to the arts Increase awareness of the arts through advocacy”. • Conscientise and expose out-of-school youth to internship and graduate opportunities within the Creative Economy sector i.e. Arts, Culture and Craft. • Capacitate SMMEs, i.e. (Cooperatives, Private organizations), NGOs and CBOs with relevant Business and Entrepreneurial skills within the Creative Economy sector to participate meaningfully in the local economic growth of the province. STRUCTURE, CONTENT AND METHODOLOGY Content for the programme is custom-made by industry experts and various stakeholders within the road transport sector in general. The programme will comprises of the four phases namely: • Pre- Skill Assessment • Capacitating Workshops and knowledge exchange sessions • Ongoing Mentorship Programme • Post Skills Assessment The challenge with any broad-based programme is finding an effective vehicle that can deliver quality content to many beneficiaries at an affordable cost. Our approach to the intervention will be implemented through Peer-to-Peer, Mentorship and Ambassadorship Mechanisms. Participants of the programme will be trained to use innovative tools, toolkits and intensive workshops (training) and peer-to-peer mechanism to create projects with efforts to prevent and combat the road accidents occurring within their respective communities. TARGET AUDIENCE AND AREAS The programme will consist of 400 out-of-school youth who are unemployed, youth within civil society (NGOs, NPOs, FBOs, CBOs, etc.) and youth in small businesses and lastly cooperatives. They are all based in Gauteng province and will be participating in the programme namely from these district municipalities include in the Province (5 Corridors) Our selection criteria will be specific to the Rural and Township areas in the province in accordance to the Arts and Culture Strategy of the province and the Gauteng Provincial Development Plan. PROFILING OF SMMES The programme will be implemented in five local municipalities targeting 500 rural and township SMMEs who are within the youth bracket (18 – 35 years of age) and slightly (until 40 years) with the following profiling: ROAD MAPPING The proposed programme will take place over a period of 6 months whereby a total of 40 workshop days and activations will take place over the 5 municipalities within the Gauteng Province in South Africa as tabulated below. The programme will be preceded by the Pre-Skills Assessment. DR KENNETH KAUNDA We have selected Klerksdorp which is under the Municipality to conduct the workshops. DR RUTH MOMPATI We have selected Vryburg in the Municipality. Local NGO/Forum to work with Letsema is Diamond Creative Vision Hub based in North West province. BOJANALA PLATINUM DISTRICT We have selected to conduct the programme in Rustenburg located within the Municipality. 3-DAY CAPACITY BUILDING WORKSHOPS The workshops with all the participants accommodated and catered for, for optimal usage of available time from this set-up which requires starting early in the morning and ending at night without any logistics hick-ups. Workshops will be held as the first phase of interaction with participants. This phase will initially draw information from the shop owners and representative in various communities on the factors hampering the growth of their businesses. The workshops will go deep in the various challenges faced by entrepreneurs, serving as pre-evaluation to be compared with post programme evaluation of the participants. This will be done in a form of short videos and tasks for activations on both traditional and new media platforms. Also, our partners will provide workshops on various aspects of Arts and Culture. Participants will be trained on how to use both online and offline activities to conscientise other young people in South Africa about the importance of the Arts and Culture sector of the economy. The 2-Day capacity building workshops will take place over a period of two (2) days with all the participants catered for, for optimal usage of available time from this set-up which requires starting early in the morning and ending in the afternoon without any logistics hick-ups. The workshops are designed for youths within the national youth bracket (15 – 35 years) but not limited to ages above 35 with 100 participants in each District Municipality. The workshops are categorized and detailed into the following: FULL DAY 1: UNDERSTANDING ENTREPRENEURSHIP AND CREATIVE INDUSTRY • Arts and Culture Presentation of their SMME programmes • Introduction of the Programme • Functions of the market mechanism for a new venture within the Arts, Culture Sector • Demonstrate an understanding of an entrepreneurial profile within the Arts and Culture Sector. FULL DAY 2: PREPARING A BUSINESS PLAN AND BUSINESS MODEL CANVASS FOR THE CREATIVE ECONOMY • Business Plans for a new venture and Retail business • Introduction to the Business Model Canvass(BMC) • Implementation and action plans for a new venture • Compliance and Regulatory frameworks • Costing and Pricing of products MENTORSHIP PROGRAMME Mentorship will play a critical role in assessing, coaching and guiding participants of the programme. This will help the ambassadors who will assume the role of mentors, to track progress of each group with the training and also give expert advice on the challenges faced by the participants. Online platforms such as social networking groups (e.g. WhatsApp Groups and Facebook Groups), Skype and Google Hangouts will be used to during the mentorship sessions. The mentor will create various social media groups and give expertise advice every week for 1hr 30mins. This will be live interactions with leaders from each group who will serve as a communication channel for members and the mentor. Furthermore, participants will be required to participate in online campaigns. THE PROPOSAL The total cost of the entire programme in the 4 Municipalities covering two local municipalities in each district within the North West Province for a period of four (4) months will cost R495 000. Letsema La Batswana Arts Development Programme NPC is committed to partnering with various stakeholders to support the programme implementation and establishment in the province at some point. This will also ensure that we forge relationship with the LED offices in the municipalities and also the Provincial economic development agency- GEP, GGDA and others) and the Provincial &local Department of Sports, Arts and Culture. We therefore take great pleasure to request and invite you to partner with us on this great initiative that will contribute immensely to the wellbeing and reduction of business skills shortage. VAT) R495 000.00 PROJECT BUDGET PROJECTIONS PROGRAMME OUTCOMES Through the programme, participants will: • A group of youth will be able to make meaningful decisions with regards to the Arts, Culture and heritage sector. They will in turn become ambassadors in their respective communities and general society. • A toolkit for Arts and Crafts NGOs, Individuals and Community at large will be developed for participants who were not part of the training. This will serve as a guide and tool for advancement of their businesses. • Have an opportunity to engage with various agencies within wholesale and Retail sector i.e. Dept. of Arts and Culture, Provincial Economic Development agencies. Local Municipalities and Cathsseta. • Have skills to participate within the creative sector of the local economy sector; • Contribute towards the reduction of youth unemployment and crimes in the various communities through the opportunities that they will be exposed to. 4 Letsema La Batswana Arts Development Programme. © 2020. PROGRAMME IMPACT ASSESSMENT Instrumental to measuring the success of the programme, an external company will be contracted to conduct an overall impact assessment in a form of a monitoring and evaluation of the entire programme from inception (April 2020) up to completion (August 2020). The assessment will look at the objectives, aims and overall outcomes of the programme. A report will be compiled to inform partners of the impact the programme has had on SMMEs and the local economic development of each municipality.
