2021 International Mother Language Day Fostering Multilingualism for Inclusion in Education and Society 19 February 2021 Biographies of the Participants Official opening session: 10:00 – 10:25 Stefania Giannini Ms Stefania Giannini was appointed UNESCO Assistant Director- General for Education in May 2018, becoming the top UN official in the field. In this position, she provides strategic vision and leadership for UNESCO in coordinating and monitoring the implementation of the Education 2030 Agenda, encapsulated in Sustainable Development Goal 4. With an academic background in the Humanities, Ms Giannini has served as Rector of the University for Foreigners of Perugia (2004 – 2012), being one of the first and youngest women to hold this position in Italy. As Senator of the Republic of Italy (2013 – 2018) and Minister of Education, Universities and Research (2014 – 2016), she developed and implemented a structural reform of the Italian education system, centred on social inclusion and cultural awareness. She has also been closely involved in an advisory capacity with the European Commissioner for Research and Innovation. Kazi Imtiaz Hossain Mr. Kazi Imtiaz Hossain is current Bangladesh Ambassador to France and Permanent Delegate of Bangladesh to UNESCO, a position he had held since 2017. He joined the Bangladesh Civil Service (Foreign Affairs) in 1989. In his long diplomatic career spanning over 30 years, he has served in the Ministry of Foreign Affairs and in Bangladesh Missions abroad in different capacities. He was Bangladesh Ambassador to the Kingdom of Thailand with concurrent accreditation to the Kingdom of Cambodia and was Bangladesh Representative to the UNESCAP in Bangkok from 2010 to 2014. He has also served as Bangladesh High Commissioner to Australia, with concurrent accreditation to Fiji and New Zealand from 2014 to 2017. In the Ministry, he has served as Director (South Asia) and Director General (SAARC & BIMSTEC). Ambassador Hossain holds a post-graduate degree in Accounting from Dhaka University and a Diploma in International Relations and Diplomacy from International Institute of Public Administration (IIAP), Paris, France. Umid R. Shadiev Umid R. Shadiev is actually Ambassador and Permanent Delegate of the Republic of Uzbekistan to UNESCO (Paris) since 2018. In 2004 he started working in the Embassy of the Republic of Uzbekistan in Belgium, for the Mission to the European Union and the Mission to NATO (Brussels). Afterwards, he held office in the Department for the USA and Americas, for the Ministry of Foreign Affairs of the Republic of Uzbekistan (Tashkent, 2005-2010). He moved to Washington DC in 2010 to become Attaché in Political Affairs in the Embassy of the Republic of Uzbekistan in the United States (2010-2013). Umid R. Shadiev has also worked as Counsellor in the Permanent Mission of Uzbekistan to the United Nations (2015-2017) and as executive Assistant and Head of the Secretariat to the Minister of Foreign Affairs of the Republic of Uzbekistan (Tashkent, 2013-2015). Besides, he has been Deputy Permanent Representative of the Republic of Uzbekistan to the United Nations (New York) from 2017 to 2018. Nivine Khaled En septembre 2020, Nivine KHALED rejoint l’OIF en qualité de Directrice de la langue française et des cultures. Elle possède une grande connaissance de la coopération culturelle de par ses expériences professionnelles au Ministère de l’enseignement supérieur et de la recherche scientifique égyptien et dans le réseau diplomatique culturel de son pays à l’international. Depuis 2016, elle était conseillère culturelle à l’ambassade d’Égypte à Paris, chargée de l’animation du Centre Culturel Egyptien, ainsi que responsable de la mission culturelle et scientifique en Belgique et en Suisse. Auparavant, elle a également occupé à l'Université d’Alexandrie les postes de Vice doyenne de la faculté des lettres et de Directrice du centre de traduction. De nationalité égyptienne, Madame KHALED est détentrice d’un Doctorat es Lettres de l’Université d’Alexandrie et d’une Maîtrise de Français langue étrangère de l'Université de Grenoble. Elle est également diplômée de l’Institut pour l'Étude de la Francophonie et de la Mondialisation de l’Université Jean Moulin de Lyon 3. 2
Biographies of the Participants 2021 International Mother Language Day Panel 1: Rethinking inclusive policy and practice in teaching and learning in multilingual contexts. 10:25 – 11:25 Ernesto Ottone Mr Ernesto Ottone R. is the Assistant Director-General for Culture of UNESCO. Prior to this position, Mr Ottone R. served as Chile’s first Minister of Culture, Arts and Heritage from 2015 to 2018. As Minister of Culture, he created a Department of First Peoples, a Migrants Unit and strengthened copyright laws and heritage protections. During this time, he also chaired the Regional Centre for the Promotion of Books in Latin America and the Caribbean (2016 – 2017). From 2011 to 2015, Mr Ottone R. served as Director-General of the Artistic and Cultural Extension Center of the University of Chile, which manages the National Symphony Orchestra of Chile, the Chilean National Ballet (BANCH), the Chile Symphony Choir and the Vocal Camerata. From 2001 to 2010, he held the position of Executive Director at the Matucana 100 Cultural Center in Santiago. Mr Ottone R. holds a Master's degree in Management of Cultural Institutions and Policies from the University of Paris IX Dauphine (1998) and a Bachelor of Arts in theatre from the University of Chile (1995). Gilvan Müller De Oliveira Gilvan Müller de Oliveira (56) is a linguist working in different multilingual contexts since 1985; Associate Professor at the Federal University of Santa Catarina (UFSC, Florianópolis) since 1994, currently Director of the UNESCO Chair on Language Policies for Multilingualism (www.unescochairlpm.org) and acting Executive Secretary of MAAYA - World Network for Linguistic Diversity (MAAYA, Paris). Co-publisher of the Digital Journal of Language Policies (RDPL, Córdoba, Argentina) of the Association of Universities of the Montevideo Group [NEPI / AUGM, https://revistas.unc.edu.ar/index.php/RDPL]. GMO worked as a linguist at the Fundação Nacional do Índio (FUNAI, Brasília), Director of the Institute for Research and Development in Linguistic Policy [IPOL, Florianópolis, http://ipol.org.br/] from 2002 to 2010 and also Executive Director of the International Portuguese Language Institute (IILP) of the Community of Portuguese Speaking Countries (CPLP) in Cape Verde, Africa, from 2010 to 2014 (https://iilp.cplp.org/). Firmin Edouard Matoko Holder of a diploma in Political Sciences and International Relations from the University Cesare Alfieri (Florence, Italy) and a diploma in Hautes Etudes internationales from the Centre d’Etudes stratégiques et diplomatiques de Paris, Mr. Matoko currently is the Assistant Director-General for Priority Africa and External Relations of UNESCO. Prior, he was Director of the UNESCO Liaison Office with the African Union (AU) and the United Nations Economic Commission for Africa (UNECA), as well as UNESCO Representative to Ethiopia. He served as Director in Quito and Bamako UNESCO Cluster Offices and as Chief of the 3
Biographies of the Participants 2021 International Mother Language Day Education for peace, Human rights and Democracy Section, in the Division for the Promotion of Quality education in the Sector of Education as well as Senior Programme Specialist for Culture of peace National Programs in UNESCO’s Paris Headquarters. Piet Van Avermaet Piet Van Avermaet is Professor in ‘Language and Diversity’ in the Linguistics Department of Ghent University, Belgium, where he teaches 'multicultural studies', 'multilingualism in education', ‘language, diversity and globalisation’ and 'language policy'. He is also Head of the Research Centre for Diversity & Learning (CDL) at the same University. He is series co-editor (with Kathleen Heugh and Christopher Stroud) of the book series ‘Multilingualisms and Diversities in Education’, Bloomsbury. His expertise and research interests cover topics related to multilingualism in education, social inequality and equity in education, language policy and practice in education, language policy and practice in contexts of (social) inclusion, language assessment, diversity and inclusion, integration and participation, discrimination in education. Neelam Pirbhai-Jetha Les principaux intérêts de Dr (Mme) Neelam Pirbhai-Jetha résident dans la littérature mauricienne, en particulier pendant la période coloniale. Elle a à son actif quelques publications et a participé à des conférences organisées par Aberystwyth University, University of Delhi et l'université Bourgogne Franche-Comté entre autres. Elle se lance dans la recherche en humanités numériques et a récemment participé à une conférence internationale organisée par University of Western Australia et un séminaire international organisé par Sorbonne Universités, l’université de Maurice et l’institut Français de Maurice. Elle est actuellement « Maître de conférences/Responsable du Centre des Humanités Numériques » à l’université des Mascareignes (Ile Maurice). Hamidou Seydou-Hanafiou Spécialiste de Programme « français & langues partenaires » à l’Institut de la Francophonie pour l’éducation et la Formation (IFEF), de l’Organisation internationale de la Francophonie (OIF). Coordonnateur de l’Initiative Ecole et Langues Nationales (ELAN), programme qui appuie douze pays d’Afrique subsaharienne dans leur volonté de faire de l’enseignement bilingue français-langues maternelles (langues premières) un vecteur d’amélioration des résultats scolaires au cycle primaire. Titulaire d’une thèse de doctorat en linguistique et didactique des langues, il était, avant d’être en poste à l’OIF, Enseignant-Chercheur à l’Université Abdou Moumouni de Niamey au Niger durant près de 15 ans. 4
Biographies of the Participants 2021 International Mother Language Day David Banes David Banes is Director of David Banes Access and Inclusion Services and co-founder of Global symbols, having previously led assistive technology services in Europe and the Middle East He now works across the globe including projects in Africa and South Asia to support access infrastructure from policy to practice, based upon a detailed model of the AT ecosystem that supports implementation. Recent projects include the development of a response to disruptive innovation in the access industry, whilst supporting entrepreneurs to bring products and services to market. He has a special interest in emerging technologies and the impact upon the daily lives of people with a disability. This has included the use of AI to augment communication and automation, emerging technologies and mobility and the use of innovation to build resilient services for people during the pandemic. David has extensive experience in the area of accessible design for a broad range of individual needs and writes regularly on the tools and techniques that might facilitate more accessible products including websites and apps in companies, public bodies and NGO’s. Recent publications include emerging technologies and the impact on universal design for learning, economic return on investment in AT, and the potential impact of frugal innovation on provision of assistive products. He maintains a regular written column on Medium to explore trends related to access and inclusion through technology. Hassana Alidou Ambassador Professor Hassana Alidou did her doctoral studies in Linguistics and Gender Roles in International Development at the University of Illinois Urbana-Champaign (1990-1997) She was Assistant Professor of International Education and TESOL at Texas A&M University (August 1998 to June 2001). She became Full Professor of Education and Endowed Chair of Leadership and Cross-Cultural Competence at Alliant International University (August 2001 to May 2009). She has published extensively on language education policies, curriculum reforms and teacher education in multilingual and Multicultural contexts as well as on gender and women’s leadership in Africa. From February 2012 to February 2015, Professor Hassana Alidou was UNESCO’s Regional Director and Representative based in Abuja, Nigeria. She covered Nigeria, Benin, Togo, Liberia, Sierra Leone, and Guinea. From February 23, 2015 to March 2019, Professor Hassana Alidou served as Ambassador Extraordinary and Plenipotentiary of the Republic of Niger to the United States and Canada. Since August 2019, Professor Alidou is Ambassador-at-large, Professor of Education and Scholar- in-Residence at the Social Justice Institute, Union Institute and University, Cincinnati, Ohio and Visiting Scholar at the Global and International Affairs, Rutgers University, New Jersey (USA). 5
Biographies of the Participants 2021 International Mother Language Day Panel 2: Enhancing inclusion through multilingualism, including sign language, in early childhood education and care (ECCE), the foundation for learning. 11:25 – 12:15 Manos Antoninis Manos joined the Report team in August 2011 from Oxford Policy Management, a development policy consultancy. He has worked as a monitoring and evaluation expert in education sector projects including: a public expenditure tracking and service delivery survey of secondary education provision in Bangladesh; the evaluation of a basic education project in the western provinces of China; the mid-term evaluation of the Education For All Fast Track Initiative; the annual reporting of progress in the implementation of the Second Primary Education Development Project in Bangladesh; a basic education capacity building programme in six states in Nigeria; the evaluation of an in-service, cluster-based teacher training programme in Pakistan; and the country study of the Out of School Children Global Initiative in Indonesia. He holds a BA in International Economics from the Athens University of Economics and Business and an MSc in Development Economics from the University of Oxford. His DPhil was a study of technical education and the labour market in Egypt, completed at the Centre for the Study of African Economies of the University of Oxford. Joyce Peel Après l’obtention d’un diplôme franco-allemand en relations internationales et administration publique à l’université de Constance et à l’IEP de Grenoble, Mme Peel a réalisé des missions d’économie sociale et solidaire centrées sur l’interculturel et l’éducation dans des contextes et territoires variés. Depuis 2019, elle se consacre au développement de l’association DULALA (acronyme de D’Une Langue A L’Autre), afin de soutenir la prise en compte du multilinguisme au sein des structures éducatives en France et au-delà. 6
Biographies of the Participants 2021 International Mother Language Day Cristian Fabbi M. Cristian Fabbi est Chef de l'Unité de l'EPPE au Bureau international d'éducation (BIE) de l'UNESCO. Il est président honoraire de la Reggio Emilia Approach to preschool. Il détient un baccalauréat en psychologie, une maîtrise en pédagogie (expertise en éducation de la petite enfance) et est psychothérapeute relationnel de formation professionnelle. Il a également travaillé sur des Child-Friendly Cities (villes amies des enfants) pour le compte de l'UNICEF. Il a contribué à la réforme du système et des programmes d'EPPE dans plusieurs pays. Closing remarks: 12:15 – 12:25 Justine Sass Justine Sass is the Chief of the Section of Education for Inclusion and Gender Equality at UNESCO Headquarters in Paris, France. Over the past 25 years, she has championed gender equality, girls’ and women’s empowerment, and the right to education and health in posts at UNESCO and other UN bodies, non-profit organizations and U.S. government agencies. She believes that we all have a role to play in ensuring an inclusive and equitable society that leaves no one behind. 7
