Program #1 Clean Power for Transport : roll-out charging stations • A Flemish initiative to stimulate electrical mobility • The tender • The project approach • Success story? #2 Impact of electrical mobility on the grid #3 Smart use of the available grid capacity
Need for clean mobility! Initiatives in Flemish Region Clean Power for Transport 20 hydrogen filling stations CNG: 300 fuel stations Electricity: 7 400 charging points Support by DSO via CPT-team Fiscal stimuli March 2019 4
Clean Power for Transport • Decree “Public Charging Infrastructure” (spring/2016) CPT Roll-out 2016-2020 • Public Service Obligation for the DSO Design of implantation plan Facilitation roll-out charging infrastructure Contact point ‘Charging station on demand’ March 2019 5
Design of implantation plan Objective: • 2 500 charging stations in Flanders towards 2020 • Optimal implantation in the Flemish region (300 municipalities) (At least one public charging station in each village/city) Taking into account … • Objective study • Cooperation with experienced Research Company EIFER ( f.i. Amsterdam, Nice, Stuttgart, …) • Flemish DATA • Taking into account non-public initiatives March 2019 6
Implantation plan: Objective 2020 At least 1 charging station in each city / village More than 100 41 to 100 21 to 40 11 to 20 6 to 10 1 to 5 March 2019 8
‘Charging station on demand’ Not able to charge your EV at home? Apply for a charging station near your home! => Apply via www.fluvius.be Conditions Results : 141 requests • You don’t dispose of a garage nor driveway at home Period: 30 months (2016-2017-2018) 21 realisations • You own a full-electric car (no hybrid car) • No public charging infrastructure in the neighborhood (< 500m) Today most of the EV’s are not depending on public charging infrastructure. They charge at home or at work, mostly on private property. March 2019 9
Tender – Conditions Flemish Decree • Stimulate the free market of charging providers • Charging provider = investor, and pays for: -The charging station infrastructure -The connection to the electricity grid - Exploitation and maintenance • The charging provider is responsible for the exploitation of the charging station during (at least) 10 years • No impact on the grid tariffs • Maximal interoperability • Possibility for ad hoc payments (without subscriptions) March 2019 11
Tender – Survey local authorities and EV drivers • Concerns of the local authorities: • Concerns of the EV drivers • No extra cabinets on the streets • Interoperability of different charging passes • Easy to use • Correct tariffs • Compact dimensions • Overview via web and app • Use of green energy • EHBO • Uniformity in look & feel • Safety of the users March 2019 12
Tender – Technical specifications • Compact meter compartment • Digital meter ready • Employability of existing charging stations • Connection power 2x11kW 400V 32A • 2 power plugs – each 11 kW (Type 2 connectors) • RFID card reader • Anti graffiti • LED status indications • No Smart Charging • Easy software and hardware upgrade in the future • … March 2019 13
Interoperability CPO Allego EV Box …. Blue Corner VISA …. PlugSurfing …. MSP The interoperability relies on Open Charge Point Protocol (OCPP) • Applied in > 50 countries • www.openchargealliance.org March 2019 14
Tender criteria • Maximal deployment of existing technology lower cost for the investor Fast roll-out • Importance of the qualifications: • Charging price: 50% • EV services: 25% • Project approach: 25% March 2019 15

Clean power for Transport Project Approach
From implantation plan to installation • Coordination: Fluvius(*) • Determination of the charging locations taking into account: Important parameters: Needs of the EV drivers • Electricity grid 3x400V Vision local authorities • Longterm parking Technical requirements Fluvius & CPO • 70% 20% 10% behavior • Public parkings 24/7 (*)Remark: • Each local authority had the choice either to organise the roll out on itself, or to let the roll out be organised via Fluvius • Result: Almost all installations are organised via Fluvius, except for Basic Infrastructure: Antwerp en St-Truiden Charging station on demand: Antwerp, St-Truiden and Leuven March 2019 18
Project Approach Coordination and connection of the Installation of the charging Adaptation of parking spot charging stations to the electricity station Adaptation of police grid Maintenance and exploitation regulations Contact point ‘Charging station Supporting EV drivers Installation of traffic sign follows car’ vb SMOOV app Coordination future charging locations Notification document Mobility Service Provider (MSP) Notification requirement / Databank Providing charging passes Invoicing March 2019 19
Clean power for Transport Success story?
Actual status: +/- 1000 CPT Charging Stations operational Gent www.milieuvriendelijkevoertuigen.be March 2019 21
26/02/2019 15h18 Charging capacity => EV Ready! March 2019 22
Actual status Roll-out on target EV’s lower than expected Support of local authorities decreases March 2019 23
Lessons Learned • Coordination at a higher level is a must • Cooperation local authority is very important (support roll- out and police regulations) • Roll-out aligned with # EV’s • Overhead costs vs. energy costs • What should we do differently? • Integration adaptation of parking lot • On the countryside more focus on ‘Charging station on demand’ and less basic roll-out infrastructure March 2019 24
E-Mobility: a threat or an opportunity for the grid? Some facts
Electricity demand increases Electricity consumption + 30% TWh (incl. energy-efficiency) because of: • Economical growth • Population growth • More electrical appliances: • Heat • Mobility • Industry • .. (Cijfers planbureau) March 2019 26
Evolution of batteries In 2022 it will be possible to build an EV with a Volume /4 range of 500 km for the same price of a combustion engine car. In 2025 an EV will be the cheapest alternative! Price /10 March 2019 27
Impact of E-Mobility on our grids • Simulation: 1 million EV’s (in 2030) Average use EV: 50 km / day => 10 kWh / day per EV (@ 20 kWh / 100 km) => 10 GWh / day per EV (@ 1.000.000 EV’s) => 3,6 TWh / year = 3% of total annual (total annual electricity electricity consumption consumption = 100 TWh *) Increase of EV fleet is no problem for the electricity transport grid Take care for local problems on the distribution grid (*) Federaal Planbureau Energiebehoefte 2050 March 2019 28

Smart use of the available grid capacity
Moment of charging is important Sun hours March 2019 32 Saturday Friday
A smart approach makes our grid EV-ready towards 2030 • Charging infrastructure • Roll-out aligned to the growth of EV fleet • After 2025 “smart charging” will be necessary • Slow charging when possible – Fast charging when needed • Encourage to charge at home and at work • Need for dynamic tariffs that influence behavior • Taking into account the availability of green energy • Taking into account the situation of, and the effect on the grid March 2019 34
