CLOSED: Saturday, Sunday and Public Holidays. 1.2 ROOMING HOUSE PROPRIETOR The FMC FLATS is owned and operated by Southern Adelaide Local Health Network (SALHN), (Rooming House Proprietor), as part of the Flinders Medical Centre. The Office Manager of the FMC FLATS appointed from time to time by Southern Adelaide Local Health Network is authorised to deal with the day to day operations of the facility and to deal with Tenancy matters, including the execution of Rooming House Agreements on behalf of the Rooming House Proprietor. 2.0 BEHAVIOUR AND SAFETY Residents are required to behave in an appropriate manner at all times and to show consideration to staff and other residents. Please note that if a resident cause’s serious damage, creates a danger to other residents, or disturbs the peace and quiet enjoyment of another resident, then their Rooming House Agreement may be terminated immediately, and they can be asked to leave the property. _____________________________________________________________________ Flinders Medical Centre Flats Residence – House Rules Page 1 March 2012
2.1 ILLEGAL OR IMMORAL PURPOSE The resident must not use the premises for illegal or immoral purposes. 2.2 QUIET ENJOYMENT “PARTIES” ARE NOT PERMITTED IN THE RESIDENCE. Residents are encouraged to socialise and enjoy the use of common areas in a responsible manner, having regard at all times to the reasonable peace, comfort and safety of all other residents. Residents shall ensure that their guests brought into the FMC FLATS behave in an appropriate manner at all times. 2.3 EQUAL OPPORTUNITY The FMC FLATS is covered by the Equal Opportunity policies adopted by SALHN. These policies are designed to promote an environment which is free from harassment and discrimination. SEXUAL HARASSMENT AND RACIAL DISCRIMINATION WILL NOT BE TOLERATED WITHIN THE RESIDENCE. Any complaints of this nature should be reported to: a) Manager, FMC Flats in Accommodation Office B2 b) Equal Opportunity Unit at College or University where you study. Such complaints will be thoroughly investigated and appropriate action taken. 2.4 FIRE The building is equipped with fire detection systems including smoke and thermal detectors, and fire fighting equipment including extinguishes. Residents shall not misuse or purposely cause fire equipment to be activated. This creates a danger to other residents and/or disturbs their peace and enjoyment. Your Rooming House Agreement may be terminated immediately if you misuse fire equipment. Any resident who misuses the fire equipment, or causes a false alarm activation shall be responsible for any cost of attendance, rectification and/or servicing of equipment, and any making good of the property required as a result of such misuse. Please note that there are significant fees if the Metropolitan Fire Service attends the site. Compromising the fire protection of the building by overloading of power circuits, tampering with smoke detectors, fire sprinklers or fire extinguishers, _____________________________________________________________________ Flinders Medical Centre Flats Residence – House Rules Page 2 March 2012
using lighted candles or any item with an open flame, or the burning of incense may cause an alarm. A sprinkler system is installed in the kitchens of the three bedroom flats of A and C blocks. The sprinkler system is not linked to the Fire panel and will not alert the Fire Service. If a sprinkler is activated the occupant must ring the FMC Switchboard on 33# or if there is no direct line to FMC, contact Switch via 82045511 and report all relevant details. Residents or tenants may at their discretion call the fire service on 000 if they think the situation warrants it, or await the arrival of the FMC response team which responds to the 33# call. The switchboard will activate the Emergency Response Team via pager and radio and they will respond to the particular flat (approx 5-10 min) and investigate. If is deemed necessary and the occupant has not already done so, the Team Leader will notify the SA Fire Service to attend. The smoke and thermal detectors installed in all of the residential flats and tenancies are connected to a fire panel located in the stairwell of each twin block ie A &B- C&D-F&G and at the CAMHS entrance to the E block. (underlined denotes in which stairwell the fire panel is located) The fire panel is local warning system only and is not linked to the FMC switchboard and will not alert the Fire Service. The following procedure is to be used b ALL occupiers and users of the Residential Accommodation. If an emergency arises at “The Flats” or a detector is activated and the alarm sounds (a continuous ringing bell) . Any persons discovering the emergency or hearing the alarm must warn other residents/tenants and if necessary evacuate into the carpark, report the emergency to FMC Switch on 33# or no direct line to FMC on 82045511 clearly stating the nature an location of the emergency. Residents or tenants may at their discretion, call the fire service on 000 if they think the situation warrants it, or wait the arrival of the response team. The switchboard will activate the Emergency Response Team via pager and radio and they will respond to the particular flat (approx 5-10 min) and investigate. If is deemed necessary and the occupant has not already done so, the Team Leader will notify the SA Fire Service to attend. 2.5 ILLICT DRUG USE SALHN and FMC FLATS have adopted a zero tolerance policy regarding illicit drug use, supply or cultivation within Flinders Medical Centre Flats Residence and the Flinders Medical Centre site. Residents will face immediate eviction from the building if found to be participating in such activities, which are considered to create a danger to property and other residents. Management will not hesitate to involve the police should circumstances warrant such action. 2.6 ALCOHOL Whilst the consumption of alcohol is permitted in the Building, residents are expected to act responsibly and to not overindulge. Aggressive or unruly behaviour whilst under the influence of alcohol is not acceptable. Consumption of alcohol is not permitted outside of the building within the grounds of the Flinders Medical Centre. Fines will be applicable. 2.7 SMOKING Smoking is PROHIBITED everywhere in and about the FMC FLATS building including all balcony areas. Smoking is not permitted anywhere within the Flinders Medical Centre Site, Grounds,Car parks or buildings. Fines will be applicable. Smoking is deemed to create a danger for other residents and constitutes a serious fire safety & health hazard. Residents are responsible for ensuring that their visitors comply with this policy. 2.8 CANDLES AND INCENSE Burning of incense and candles is not permitted in Flinders Medical Centre Flats Residence. 2.9 ELECTRICAL SAFETY All electrical items that are used outside of the Resident’s room should be checked for safety and compliance and tagged. Any appliances that are old or damaged may affect the electrics and cause a power failure and appliance will be removed. Residents must not use:Electric blankets, radiators, bar or fan heaters within the FMC FLATS building. Cooking Appliances must only be used in the communal kitchen areas. Power boards with a cut out switch are allowed. The following items are not permitted to be used in your room: Kettles, toasters, coffee makers, microwaves, rice cookers, toaster ovens, and sandwich makers. 3.0 TENANCY MATTERS 3.1 ACCOMMODATION- Single Bedsit rooms The FMC Flats provides predominantly single rooms(bedsits) for single occupancy. Each room has a single bed, built-in wardrobe, bedside table, built in desk and chair, lamp , hand basin, mirrored cabinet and shelving. Rooms are carpeted with a small area of vinyl under hand basin and all rooms have Reverse Cycle Air-conditioning. Some rooms have an additional desk. There are 8 single rooms on each level of the B and D Block with 2 levels of the D Block which are 4 single rooms only on that level. There is no Gender segregation but from time to time it may occur due to availability of bookings. Shared showers, bathroom toilet and kitchens are provided on each floor. A shared lounge/television room and kitchen/s is also provided in the Common rooms of the B and D Blocks. Bedsit rooms are provided with a bag of Hospital linen for use while residing along with a single set of cutlery and crockery. ACCOMMODATION-3 Bedroom Units The FMC Flats has 17 x 3 bedroom units provided for Staff only of FMC and RGH .One of these is for short stay(maximum 3 month).There is a waiting list and applications for these units are placed on the list and contacted if and when available. Currently min 2 year wait. The units have 3 bedrooms, Kitchen, Toilet, Bathroom and Lounge. All Units are provided with a Fridge,Microwave , Kettle and Toaster which are to remain in the Unit when vacating . Most units are Unfurnished but there are few that have been provided with beds or other items when available and will be listed to residents when offered a Unit. _____________________________________________________________________ Flinders Medical Centre Flats Residence – House Rules Page 5 March 2012
All Units have 3 bedrooms with Built-in wardrobes, carpeted expect for Kitchen vinyl and toilet and bathroom tiled. All rooms have blinds and or Curtains and there is a Split System Air-Conditioner in Lounge. 3.2 LEASE INQUIRIES All lease inquiries should be directed to the Manager, FMC Flats in the B Block, level 2 Office during their Office hours as signed from time to time. 3.3 AFTER HOURS CONTACT • Email Sonya.Mausolf@health.sa.gov.au who will respond on next working day . • Contact FMC Security on 82044569 if Locked yourself out or Security issue. • Contact FMC Control centre on 82044582 if urgent maintenance issue. 3.4 RESIDENTIAL TENANCIES ACT All Rooming House Agreements within the FMC FLATS will operate under the Residential Tenancies Act 1995 and more particularly the Residential Tenancies (Rooming Houses) Regulations 1999, under that Act. 3.5 RESIDENT SELECTION The Flinders Medical Centre Flats Residence is being operated with the purpose of providing residential accommodation to staff and visitors to the Flinders Medical Centre and for International, Interstate and SA Country students attending a recognized Education Facility within the Adelaide Metropolitan Area. The FMC FLATS Office Manager has the final decision as regards to selection and deemed eligibility of applicants. 3.6 RESIDENT APPLICATION Residents seeking accommodation in the FMC Flats will be required to complete an Application Form available from the FMC web site, via email request to Manager, FMC Flats or in person from Accommodation Office at the FMC Flats B2 during Office hours. Completed Applications are then to be submitted to the Manager, FMC Flats for consideration. The Manager, FMC Flats has the right to accept or reject any application. The Manager, FMC Flats may accept applications for tenancies on a periodic basis (no fixed term) or for a fixed term at their discretion. _____________________________________________________________________ Flinders Medical Centre Flats Residence – House Rules Page 6 March 2012
3.7 ROOMING HOUSE AGREEMENTS Approved Residents will be required to:- o Enter into a written Rooming House Agreement. o Complete a room inspection and inventory sheet. o Acknowledge receipt of these House Rules which will apply to the tenancy. o Comply with the Rooming House Agreement and House Rules. 3.8 RENTAL PAYMENTS Staff on the FMC Payroll will be required to have Payroll deductions for their rent covering rental periods up to Pay days. This will be arranged by the Manager, FMC Flats on arrival. All Non Staff will be invoiced for rent charges on a fortnightly basis and payable by the end of the period charged. Payment can be made in Cash only at the FMC Cashiers level 2 Monday- Friday 8.30 am to 4 pm or with Visa or Mastercard via telephone per details noted on the Invoice. The 1st 27 nights of occupancy has a 10% GST component which reduces to 5.5 % thereafter. New short stay residents will receive 1 only Invoice payable on vacating date. New residents staying long term, will be invoiced 4-5 weeks inadvance to get into the Fortnightly billing cycle which is to be paid in full by the end of that billed to period and fortnightly thereafter.. 3.9 SECURITY BOND Not applicable. 3.10 PROPERTY OUTGOINGS No additional charge will be made to Residents for rates and charges for water supply, electricity or gas. Telephone or internet is the Residents responsibility to arrange with Telstra direct once arrived. Most rooms or Units have had connections in the past 3.11 VACATING YOUR ROOM Residents will provide notice of termination of their Rooming House Agreement as required by the Residential Tenancies (Rooming Houses) Regulations 1999. Though the Act declares 1 days notice for vacating by tenant, it is asked if you can give at least 2 weeks notice where possible to allow rent Invoices to be raised correctly. _____________________________________________________________________ Flinders Medical Centre Flats Residence – House Rules Page 7 March 2012
Once advised the Manager, FMC Flats of your intended vacating, a “Vacating Procedure” will be issued to give further instructions of where to leave the key and what to do with the room. On vacating the room, the Resident will make arrangements for a final inspection with the Manager,FMC Flats. If Unable to do this due to Office hours, complete the Inspection form noting any issues regarding the room, sign and return to the Manager FMC Flats with Vacating procedure form. Check out time is generally at 11am on Vacating day. Please ensure that the room is clean and tidy, and that all items included on the inventory are clean, undamaged and accounted for. Residents will be charged for replacement costs of items unaccounted for, or damages caused (other than fair wear and tear). Please make sure lights and air-conditioners are turned off and door is locked. 3.12 ABANDONED POSSESSIONS Possessions abandoned by a resident at the expiry of tenancy will be disposed of or sold in accordance with the provisions of the Residential Tenancies (Rooming Houses) Regulations which provides that perishable foods can be disposed on immediately and that other items will be stored a period of 14 days, after which they may be disposed of or sold. 3.13 RENTAL REVIEWS Rental reviews will generally be undertaken annually each year or as otherwise provided within individual Rooming House Agreements. 4 weeks prior notice in writing will be given to the Resident on each occasion in accordance with the requirements of the Residential Tenancies (Rooming Houses) Regulations. Increases will have regard to the general market rental value of the accommodation services provided, the cost increases of operating the FMC Flats and having regard to any increase in the Consumer Price Index (All Groups) for Adelaide. 3.14 TERMINATION OF AGREEMENT The Agreement may be terminated by FMC Flats in accordance with the provisions of the Residential Tenancies (Rooming Houses) Regulations 1999, as follows: Immediately if the Resident causes serious damage to the rooming house, creates a danger to a person or property in the rooming house, _____________________________________________________________________ Flinders Medical Centre Flats Residence – House Rules Page 8 March 2012
or seriously interrupts the privacy, peace comfort or quiet enjoyment of another resident. On 2 days notice if the rent remains outstanding for at least two rental periods or two weeks rent (whichever is the lesser). On 7 days notice if the Resident breaches a term of the Rooming House Agreement. On 4 weeks notice under a periodic rooming house agreement without specifying a ground for termination. Upon expiry of a fixed term Rooming House Agreement Residents may terminate a periodic tenancy upon 1 days notice without specifying a ground for termination Residents may terminate a fixed term agreement at the expiry of the fixed term. Residents shall not permit or allow evicted residents to enter or re-enter the building. 3.15 PROBLEMS ARISING/GRIEVANCES When residents have a problem concerning Flinders Medical Centre Flats Residence, they are encouraged to discuss the matter with the Manager, FMC Flats. The timely management of conflict is important. Should any Resident have a grievance they should put this formally in writing to the Manager, FMC Flats. Residents who are not satisfied with the response from the Manager, FMC Flats Management can contact the Consumer Advisor, Flinders Medical Centre on 82045433 for an independent assessment. Rooming House Agreements and Lease disputes which can not be resolved with discussions as indicated above, may be referred to the Residential Tenancies Tribunal pursuant to the Residential Tenancies (Rooming Houses) Regulations 1999. 4.0 HOUSEKEEPING MATTERS 4.1 Cleaners There are 2 Cleaners per each Block of 32 rooms who work weekdays only and onsite until 9.30 am. They are contracted to clean the Toilet, Shower, Bathroom, Kitchen and passages of each level daily and empty rooms vacated and advised by Manager, FMC Flats. _____________________________________________________________________ Flinders Medical Centre Flats Residence – House Rules Page 9 March 2012
It is residents responsible to maintain their own rooms when residing and also to clean up after themselves when using the other facilities of their level or Common room. 4.2 Rubbish There are 2 Large Skips on site at the FMC Flats, located at the Eastern end of the A Block and Eastern end Office car park. The cleaners remove the kitchen bin rubbish and toilets bin daily Monday- Friday only. If the Kitchen bin is full over a weekend, it is asked if residents can remove and take to the skip and replace liner in bin which are provided in kitchen. It is residents responsibility to remove personal rubbish from their rooms and take to skips direct and not simply place into one of the kitchen or toilet bins. Residents are asked to not place food scraps into the Toilet bins. Do not leave any rubbish or boxes in the corridors. 4.3 ROOMS – Resident responsibilities Residents are responsible for room security, cleanliness and tidiness. Ensure that your room is locked at all times. Nails, drawing pins or adhesive materials must not be used on walls or furniture. The use of ‘blu-tak’ is permitted, providing that it is removed by the resident prior to the termination of their Agreement. A special pinboard area is provided in most bedsit rooms above built in desk. The resident has an obligation to keep and maintain his/her room in good repair, order and condition. Residents are prohibited from making any alterations or additions to the premises. 4.4 APPEARANCE OF FLINDERS MEDICAL CENTRE FLATS RESIDENCE a) Please take pride in maintaining the care and appearance of the Residence. b) Kitchen area: CLEAN UP the bench tops, stove and your own utensils after use. Personal electrical items, cooking utensils, cutlery and crockery etc. are to be taken back to your own room. If kitchen bin is full over a weekend, Residents are asked to remove and take to the Skip and replace with new liner, which are provided in either kitchen draws or under existing liner. c) Individual rooms: Residents are responsible for removal of their personal rubbish from their rooms and placing into the Skips on site, not simply placing into Toilet or Kitchen bins. d) There are 2 vacuum cleaners available for use located in the B Block level 2 entry area and must be returned immediately after use for other tenants to borrow. _____________________________________________________________________ Flinders Medical Centre Flats Residence – House Rules Page 10 March 2012
PERIODICAL ROOM CHECKS WILL BE CARRIED OUT BY THE MANAGER, FMC FLATS TO ENSURE THAT RESIDENTS ARE FULFILLING THEIR OBLIGATIONS. RESIDENTS WILL BE ADVISED INADVANCE WHEN THIS IS TO OCCUR. 4.5 BED LINEN All bedsit rooms are provided a bag of Hospital Linen containing, 3 Cotton Blankets, 3 single sheets,2 Pillow cases,2 tea towels and 2 bath towels. Upon vacating, these are to be placed back into Linen bag and left on the bed(dirty and or clean) There should be at least 1 pillow provided on the bed. These items must remain in the room upon vacating. 4.6 LAUNDRY FACILITIES There is a Laundry in the D Block, level 4 which is Privately contracted to a company who provides 3 coin operated washing machines and 2 driers currently at 3 x $1.00 coins per wash or dry. There is an indoor clothes line in the Laundry area and 2 on each of the Southern sides of the B and D Blocks. Residents may use clothes racks in the laundry area or outside grassed areas only or balaconies of the 3 bedroom units if residing in a unit. Residents are not permitted to use clothes lines in bedrooms with wet washing as will damage carpets. An iron and ironing board are provided in the laundry in cupboard on wall (drop down). 4.7 KITCHEN All floors of single bedsit levels and 3 bedroom units of FMC Flats have a kitchen for use by residents. Residents are required to provide their own, pots, pans and cooking utensils and are responsible for cleaning and storing of these items. 4.8 TOILETS Units have 1 toilet and single bedsit rooms have 1 toilet per 4 single rooms so if on a level with 8 single rooms , there will be 2 toilets on that level. All toilets are dual flush and all residents are advised to Flush are each use and leave the area in a clean state. DO NOT stand on bowl or seat! All toilets are provided with Sanitary bins for Female use and are touch free requiring a wave of hand to open. 4.9 PROPERTY AND PERSONAL INJURY FMC FLATS will not accept responsibility for lost or stolen property. 17.1 The resident, in his/her discretion, is to be responsible for insuring his/her possessions; 17.2 FMC FLATS will not be liable for any injury or damage which may be caused to the resident or to the resident’s property or to the resident’s visitors or their property by reason of any happening on the premises howsoever caused and the resident is to indemnify the landlord in this regard; 17.3 FMC FLATS will not be liable to the resident or any other person for any loss or damage arising from any defect in any plumbing, sewerage, water, fire protection system or other pipe, or any action or neglect of other occupants of the premises. 4.10 MAINTENANCE Unless caused by the negligence of the Resident, the FMC Flats shall be responsible for repairs to the interior and exterior of the premises. It is the responsibility of resident to promptly notify the Manager,FMC Flats of the need for any such repair of which the resident becomes aware. The resident will be responsible for any repairs caused by his/her negligence. ∗∗Residents will not make alterations, additions or improvements on the premises without in each case first obtaining the written consent of the Manager,FMC Flats. Consent to a particular alteration, addition or improvement shall not be deemed a consent to future alterations, additions or improvements. If you have a maintenance issue to report either: • Fill out Maintenance Request form and place in Black “Managers mail “box on wall next to B2 office door. • Email Sonya.Mausolf@health.sa.gov.au • Telephone the Manager, FMC Flats on 82045683 if after 1pm and before 5pm. If the maintenance issue is URGENT or out of business hours, please report direct to the 24 hour Control Centre on 82044582 FMC FLATS is permitted to enter a resident’s room to carry out maintenance and repairs as deemed necessary. _____________________________________________________________________ Flinders Medical Centre Flats Residence – House Rules Page 12 March 2012
4.11 VISITORS Residents are permitted visitors in FMC Flats Residence and are held responsible for their behaviour. Residents are also required to ensure that visitors leave the FMC Flats Residence by 12 midnight and are seen off the premises, and are not permitted to enter Flinders Medical Centre Flats Residence before 7.45am. Overnight visitors are not permitted unless prior arrangements for a room have been made with the Manager,FMC Flats. Residents who have unauthorised overnight visitors will face eviction from the Residence and will be charged for the visitor’s stay. 4.12 PETS Pets are not permitted! 4.13 TELEPHONES/INTERNET PUBLIC TELEPHONE The closest public phone is located in FMC. Please use the main entrance and take the stairs, public phones are located on level 2, directly above the stairs. If the main entrance is closed, there is also a phone for public use located next to the multistory car park at FMC, in front of Theo’s Coffee Shop. There are also FMC internal telephones located in the recreation rooms of the bed sit blocks. The phones can only be used to make calls to FMC or the Flinders University. External calls can be received from this line, but no external calls can be dialed out. The telephone numbers of these lines are: B Block - 8204 4638 D Block - 8204 4637 TELEPHONE CONNECTION TO ROOMS AND UNITS Tenants may have a phone connection activated in their flat or bed-sit room at their expense. Please note: If the phone connection has never been activated, the charge to activate the line can be up to $300.00. If the line is existing and has been activated in the past, the charge can be between $80.00- $180.00. To determine if the line in the room has been activated, please see the Accommodation Manager. To arrange activation of a line, or to find out further information on fees & charges, please contact the telecommunications provider ‘Telstra’. _____________________________________________________________________ Flinders Medical Centre Flats Residence – House Rules Page 13 March 2012
Please call the residential hotline on:Ph: 132200 The operator will need to know the address of residence. The operator will ask for a street number. There is no street number for FMC or for the FMC Flats, however to enable the line connection please state the street number 1. Therefore the address will appear as: e.g. FMC Flats D51 (Block number, level number and room number) 1 Flinders Drive BEDFORD PARK SA 5042 The operator may need further assistance in the form of a previous telephone number of the room. Please see the Accommodation Manager if this information is required. A technician may also be required to visit the premises. If this is the case, please notify the Accommodation Manager of when the technician will be visiting. The technician will need access to cabling, and access is only provided by the Accommodation Manager and the cleaners. INTERNET CONNECTION The flats are within the network coverage area, however there is no FMC server provided, therefore wireless internet connection is to be self arranged by the tenant. To organise internet connection via the phone line, please follow the above directions in order to activate the line and arrange internet access at the same time. Tenants who are enrolled as a full time or visiting student of FUSA are permitted to use the internet in the Medical Library, on level 5 of FMC. 4.14 MAIL Mail is delivered daily, Monday to Friday, to either your mail box in Common room level 1 of your block if in Bedsit or to the Mail boxes in front of the C Block Northern side if in Unit. Please ensure that Mail is addressed correctly with your full name in English and FMC FLATS’s mailing address. Parcels are delivered either via Hospital mail room or Australia post and will placed into your mail box if small enough or a note will be issued in mail box to arrange collection from B2 Office. 4.15 COMMON ROOM-for Single Bedsit rooms only B and D Blocks A Common Room is located on level 1 of each block of FMC FLATS for the enjoyment of all residents. 4.16 CAR PARKING There are limited car park spaces for residents at the FMC Flats and availability is to be enquired when making a booking. A Parking Permit is required for FMC FLATS residents who wish to park onsite. There are no Fees charged for residence parking, but Registration details are to be provided to the Manager, FMC Flats in order to be issued a permit which should be displayed on windscreen or visible on dash board. Permits are issued yearly in early July if long term resident. Infringement of parking bylaws will invoke a fine. Please report any interference to your vehicle immediately to Police and as soon as practicable notify Manager, FMC Flats and FMC Security. 5.0 SECURITY FMC security is located on level 3 of the Hospital next to the Emergency Dept and can be contacted on 82044569 if any Security risks or Fire alarm while residing at the FMC Flats. Apart from the Cleaning staff and the Manager,only tenants of that level have access to that level. If any maintenance required on a level it is with the approval of the Manager, FMC Flats or arranged by the FMC Environmental Maintenance Co-ordinator. Security Awareness Please keep your room locked at all times. Report any theft or other illegal activity immediately to the Police (13 1444) and inform Flinders Medical Centre Flats Residence staff as soon as practicable. Residents should be aware of the need for security at all times. Any incident or suspicious behaviour report immediately.
