Fall 2021 Reopening Template for Community Colleges Effective for August 25, 2021 Name of Institution: Naugatuck Valley Community College COVID-19 Coordinator: Dana D. Elm, Interim Dean of Administration, DElm@nv.edu Fall start date for classes starting on campus: Thursday, August 26, 2021 Expected number of students on campus: 3,030 Expected number of faculty/staff on campus: 250 Repopulation of campus: Offices will be fully staffed, expect for those employees who have been approved by HR to telework. General Safety Principles: Offices have a minimum of 3 foot spacing and classroom spaces used for the fall semester have been arranged in most cases at a minimum of 3 feet of spacing following guidance from current public health officials. Masks will be worn by all within college buildings. Disinfectant stations are installed at all open entrances and in many other locations throughout the campuses. Proper hand hygiene is strongly encouraged. PART 1 – Teaching Plans • Classrooms o Class modality (credit courses): on-ground: 29% Hybrid: 24% Hyflex: 2% Online: 45% • Staffing o Number of full time __239 (duplicated)__ o Number of part time _198 (duplicated)___ o Faculty teaching on campus; __60__% of faculty workforce (At this time, there are 139 unassigned sections, work still in progress) PART 2—Student Services Plans (includes CAPSS, Registrar, Financial Aid, Admissions) • Student services offices o General description of operations: CAPSS, Registrar, Financial Aid, and Admissions will continue with regular on campus hours of 8am-5pm. Students desiring virtual appointments will be accommodated. Seating will be available in Café West for consumption of food brought from outside the college. o Number of full time _0_ and part time_0_ staff working on campus • Libraries o General description of operations: The library plans to resume normal business hours, which includes days, evenings, and weekends. o Number of full time __7__ and part time__5__ staff working on campus o Number of full time ___ and part time____ staff working remotely • Childcare Centers o General description of operations: Center operates Monday through Friday, from 7:30 am until 5:30 pm (12 pm on Fridays). All three classrooms will be open, with a total of 48 children (dependent upon no changes from the State for early care and education group sizes). Initially, the Center will be open for children only. However, we will assess whether families can enter the Center as public health guidance becomes less restrictive. All practicum students will complete their required hours in the Center. Students completing observation hours for their ECE courses may be allowed if recommended social distancing can be maintained. o Number of full time _7__ and part time__15__ staff working on campus o Number of full time _0__ and part time__0__ staff working remotely o Number of children served __48__ • Food pantries o General description of operations – The Food Pantry will resume normal operations, where students can pick up grab and go items or grocery items. • Veteran Oasis Centers o General description of operations - The Veterans Oasis will be open for use by students. Signage will be posted reminding users about the requirement of wearing face masks and maintaining social distance. o Number of full time __0_ and part time_0___ staff working on campus o Number of full time 0___ and part time_0___ staff working remotely • Welcome Centers o General description of operations o Number of full time ___ and part time__2-3__ staff working on campus o Number of full time ___ and part time____ staff working remotely • Other congregate spaces (general description of operations for all that apply) o Student Lounge/Game Rooms/ SGA/PTK Office etc. - The Game Room will not open initially, but this will be assessed after the start of the semester to gauge whether we can expect compliance amongst student users without constant supervision. The SGA offices will be available for use by the SGA leadership. o Cafeteria – Café West will be open for seating. Tables and chairs will be set up to ensure 3-foot distancing between users. o Furniture in Hallways / study pods - Furniture and study carrels in hallways will continue to be available, though seats will be clearly marked so that recommended social distancing is maintained. o Rental Spaces - Requests for rental of spaces will be evaluated on a case-by-case basis and approved by the CEO and/or the Dean of Administration. Event planners will be required to submit a detailed plan that describes how they will maintain compliance with all COVID guidance, including the requirement for mask wearing, distancing, and cleaning and disinfection for the duration of the event. PART 4—Technology/Facilities Planning • Document plans to re-establish technology resources on campus for faculty, staff and students which may have been redeployed for remote work (if not complete in summer plan) • Outline new technology resources that will be used/needed to support innovations in teaching and student services • Document plans to re-establish fully operational offices and classrooms (if not complete in summer plan) • Provide general description of campus transportation (if applicable) Departmental offices will be fully operational. Offices are fully equipped with technology needed to perform work. Full-time employees will be issued laptops, which will be available for home use in the event that we must return to teleworking. Laptops, chromebooks, and hotspots are available for loan to students through the library. While the supply for Revised date: 08/26/2021
Spring 2021 was adequate to meet student needs, we are prepared to purchase additional laptops should there be an unmet demand. Four classrooms are currently equipped with Hy-flex technology and several others may outfitted by or during the fall semester. This will enable students who cannot attend classes in person, to stay current with their classwork. PART 5—Virus Mitigation Strategies/Rules to Contain Exposure • Weekly COVID testing for unvaccinated students • Plans to address PPE and social distance requirements (when social distance can’t be maintained at all times such as in labs or hands on training, use of face shields is recommended as additional layer of protection) • Schedule for disinfection of bathrooms, classrooms, etc. • Plans for allowing visitor access to campus (library, special events, etc.) • Document travel restrictions for professional development, student trips, etc. (if applicable) Weekly COVID Testing – Weekly testing will take place on campus for students who are unvaccinated or do not provide proof of their vaccine status. A testing vendor will coordinate with the college to provide testing twice weekly on the Waterbury campus. Danbury students will be tested at WCSU. The testing vendor will bill student’s insurance where possible or the cost will be covered by the state. More information specific to the weekly testing program will be available soon. Vaccinated students will not be tested as part of the weekly screening program. Cleaning and Disinfection - Classrooms and rest rooms that are in use will be cleaned and disinfected once daily by our custodial staff, typically at the end of the day by our second shift custodians. Common, high touch surfaces will be cleaned and disinfected daily. Disinfectant wipes or spray will be available to offices with high touch surfaces and to areas with shared computer stations to use by office occupants or users of the technology. Sharing items in classrooms is discouraged; however, if items must be shared during classroom activities with “hands on” learning (e.g., science, clinical labs, automotive technology, and manufacturing) the equipment, tools, etc. will be disinfected in between use. Plexiglas barriers are installed at transaction counters and in some offices where SD of 3 feet cannot be maintained despite other interventional measures. Current or prospective students may access offices, the library, and ACE during normal business hours. Visitors to offices and library will be allowed if spacing can be maintained. Priority will be given to student use over visitors. Events open to the public will be very limited, and only approved by the CEO and/or the Dean of Administration on a case-by-case basis after confirming that the event planner and attendees will follow all established COVID-19 procedures (masks and social distancing). Travel - All NVCC staff, faculty, and students are expected to follow the Centers for Disease Control (CDC) Travel Guidelines in place at the time of travel. Per the CDC guidance, unvaccinated individuals who travel outside of Connecticut should get a test 1-3 days before and 3-5 days after travel and quarantine for 7 days upon return; even if they get a negative test individuals should quarantine for the full 7 days. If they receive a positive test or experience symptoms, isolation is required for 10 days or until fever is gone for 24 hours and other symptoms are improving. Before returning to campus, students and employees must be cleared by the COVID Coordinator. Those who are vaccinated do not need to test or quarantine after traveling. At this time, the CDC recommends individuals do not travel internationally until they are fully vaccinated. Read the full CDC international travel guidance for vaccinated and unvaccinated individuals. The COVID-19 situation, including the spread of new or concerning variants, differs from country to country. All travelers need to pay close attention to the conditions at their destination before traveling. Unvaccinated employees and students are prohibited from school-sponsored travel unless granted an exception for special circumstances until such time as local, national and international transmission of the virus is low and/or CDC guidance changes. All school-sponsored and personal international travel must be discussed with the COVID Coordinator to establish a plan for the student’s or employee’s safe return to campus. All sponsored trips should follow CDC guidance for public transportation: CDC public transportation guidelines. PART 6—Communications • Outline communications strategies for students, employees and the general public about reopening plans A link to this document will be provided on the NVCC website and sent to employees via campus-wide email.
