Forword His Excellency Governor of Bethlehem Since the existence of the Palestinian National Authority, the Governorate of Bethlehem suffers from a lack of a strategic plan to be used for fund raising and to help developing the Governorate taking into consideration the geographical dimension. For that, the work that was prevailing was "random and fragmented". Several years ago, local authorities began to prepare strategic plans in their own areas and in accordance with their vision. Finally, the Governorate was able to complete a strategic spatial development framework for Bethlehem Governorate within the partnership between UN-Habitat and the Ministry of Local Government through funding from UKAID. The mentioned framework seeks to integrate planning practices for the preparation of strategic plans and those related to the preparation of physical plans to achieve the Governorate strategic goals including social justice, optimal exploitation of natural resources, achieving economic growth and develop scenarios for the development of marginalized areas, particularly in Area "C". The framework was prepared by the guiding principles and planning mechanisms mentioned within the "Strategic Planning Guide for the Governorates" and methodology, activities or outputs which appeared in "Urban Planning Guide", and in full partnership with citizens, institutions of civil society, local bodies and governmental institutions, in addition to representatives from the private sector and other stakeholders in Bethlehem Governorate. I thank the Consultancy Group and the General Directorate for planning and development in the Governorate and the Local Government Directorate and sectors advisers who have followed the process of framework preparation with all its details to reach to this strategic spatial development framework for the Governorate with this high quality and based on scientific and professional basis to be a mentor and help in the process of recruiting the funding and implementation of the proposed programs and projects to achieve the vision that was formulated and adopted as part of the framework. For that, the development goals, programs and projects proposed were all linked to the proposed vision within the timeframe proposed that covered the years 2016-2022. The preparation of the framework is just the beginning for hard work to be followed that includes its implementation, monitoring and evaluation on a continuous basis of different activities within an institutional framework described in the documents of the framework, which is the main ingredient for the success of the implementation process and to overcome obstacles and develop solutions to the problems that may occur during the implementation process. Introduction The preparation of a strategic spatial development framework for Bethlehem Governorate was funded by the Government of the United Kingdom, through UKaid Foundation under the supervision of the United Nations Human Settlements Programme (UN-Habitat) in Palestine in consultation and coordination with the Ministry of Local Government and Bethlehem Governorate. The consultants provided technical support and advisory assistance to the local committees to work through all the stages of the framework preparation process. This document provides a summary of the strategic spatial development framework for Bethlehem Governorate for the next seven years. It provides an analytical summary of the existing conditions of Bethlehem Governorate, the vision that has been agreed upon and then shows the priorities that have been identified and analyzed, and strategic goals that when achieved will meet the vision of the Governorate. Main Objectives This document aims to present a summary of the strategic spatial development framework for the Governorate of Bethlehem, which has been accomplished to achieve the following objectives: 1. The diagnosis of the situation for the different developmental fields (including economy, economic development, social aspects, infrastructure and services, management and good governance) in the Governorate. 2. Identify opportunities for the development process and the obstacles the Governorate faces. 3. The formulation of a comprehensive development vision for the Governorate in line with the vision of the citizens and their participation within a period not to exceed seven years. 4. Develop an integrated spatial development goals. 5. Identify priority projects and development programs, and identify them spatially in the Governorate. 6. Develop an integrated investment plan within the specified period with cost estimates. 7. Develop a methodology to observe the mechanisms of implementation of the framework, and identify indicators to monitor the progress in the implementation of projects and programs Methodology The Development of the strategic spatial development framework adopted the methodology based on partnership with the citizens, the institutions of civil society, the private sector and local governmental bodies and has also been guided by the methodology contained within the "Strategic Planning Guide for the Governorate "as 6
well as the methodology, activities or outputs which appeared in "Urban planning guide: procedures and tools of preparing master plans in the West Bank and Gaza Strip”. The Preparation of the strategic spatial development framework for Bethlehem Governorate went through three key stages, each contains several steps; also, every step contains different sub-activities, as shown in Figure (1). Overview about Bethlehem Governorate Bethlehem Governorate is located about 10 kilometers south of Jerusalem. Bethlehem Governorate is one of the largest Palestinian Governorates where the estimated area of the Governorate is about 607.8 km2 or about 11.7% of the total area of the West Bank. The Governorate was divided into several areas under Oslo agreement, where area A represents about 7.5% of Governorate and area B about 5.6% of the Governorate, while Area C and natural reserves representing 86.9% of the Governorate. Bethlehem includes 44 localities including three refugee camps. The number of residents in the Governorate for 2015 according to the Palestinian Bureau of Statistics estimates is 216,114 people. Figure (2) shows the geopraphical location of Bethlehem Governorate. Figure (2) Geopraphical Location of Bethlehem Governorate The current geopolitical situation is the most important challenge facing the strategic development in Bethlehem Governorate due to the limitations imposed by Area “C”, which forms the space for any future urban extensions and development activities of various economic and social sectors. Continuing the process of cutting from the 8
Governorate land for the construction and expansion of settlements, bypass roads and the separation wall and to identify natural areas and military camps, military and security barriers represent the major challenge for any future development. Mitigation of these acts requires great effort by responsible bodies and in cooperation with relevant international institutions. The current division of areas (A, B and C) makes development and development operations very challenging since land available is not enough even for the urban extensions in the near future. The decision to develop a strategic development framework for Bethlehem Governorate with Spatial dimension and including Area "C" was a courageous decision and a real challenge for the development of the Governorate and the development of all aspects on the one hand and to prevent settlement expansion on the other. Development Vision for Bethlehem Governorate The vision is a picture of the future and a set of perceptions and attitudes, which Governorate aspires to reach within a specified period of time, It is expressed in words formulated and agreed upon by representatives of the local community and local bodies. The future development vision that was agreed upon by all community representative in the Governorate is as follows: (Bethlehem Governorate Vision) "Towards a safe and attractive Governorate that enjoys tourism and economic prosperousy to achieve sustainable development" Strategic Planning Framework Based on the priority development issues that have been identified for each of the development sectors, a set of strategic objectives have been identified to target and solve these issues. To achieve these strategic objectives, programs and projects budgets were identified and distrubited over the seven years (2016-2022) as shown in 9
Figure (3) . In addition a set of indicators were developed to measure the level of achievement of the different strategic objectives during the implementation of the framework, as shown in Tables 1 through 3 below. Figure (3): Proposed Budget Distribution for Framework Implementation 10

Spatial Dimension of Proposed Programs and Developmental Projects Strategic spatial development framework for Bethlehem Governorate was based on a general overview without going into the specific details of places of developmental intervention, but at the same time, it provides a spatial dimension for each program or project proposal within the framework to asses implementing these programs and project. The guiding framework for the Spatial Development of Bethlehem Governorate In light of the strategic analysis stage for the various development areas in Bethlehem Governorate and the drafting of the strategic framework (vision and developmental goals) and the identification of the programs and proposed development projects, spatial developmental trends of the Governorate during the period of implementation of the strategic development framework can be identified. These trends were then translated into a guiding framework for spatial development in the Governorate. The guiding framework for spatial development is based mainly on information that describes the geographical and urban facts on ground and the current geopolitic of the Governorate (population centers sites, road networks, political classifications of areas, occupation effects like settelments and annexation and expansion wall), as well as information contained in the national plan for the protection of natural and cultural resources (agricultural land classifications, biodiversity areas, archaeological and historical areas… etc). The framework also includes the spatial representation for the development programs and projects proposed within the strategic development and spatial framework of Bethlehem Governorate, as well as the future of urban expansion or spatial needs of housing and social services for the projected population in the Governorate as shown in Figure (8) that shows the framework for spatial development in Bethlehem Governorate. Table (4) and Figures (4, 5, 6, & 7) include the proposed development programs and projects within the Strategic Development framework of Bethlehem Governorate with their spatial location and relationship with Area “C”. 35

Institutional framework for the implementation of the plan Effective institutional arrangements during the implementation phase is the main ingredient in the success of the implementation process and an assurance to overcome obstacles and develop solutions to the problems that can occur during the implementation process. In order to ensure the smooth implementation of the framework, an institutional structure was suggested to ensure proper implementation, monitoring and evaluation of the framework on an ongoing basis, led by Bethlehem Governorate. Figure (9) shows a suggested institutional framework to manage the implementation of the strategic spatial development framework, and to monitor and evaluate the implementation. Conclusions The Spatial Development Strategic Framework for Bethlehem Governorate (city- region) for the years 2016-2022 has been prepared considering a participatory approach to guide directing the development in the governorate according to a strategic vision that was formulated by the representatives of the public and private institutions, and the civil society. The adopted interventions and their spatial distribution aim to concentrate on tackling the most relevant developmental issues, but at the same time taking into account the need to create balanced development within the governorate, with special attention to granting the marginalized communities in areas called Area "C" what they deserve as these have been deprived from their basic needs for socio-economic development by the Israeli authorities policies. The proposed action plan for implementation identified a total of 34 programs and projects, mainly thorough economic, infrastructure, planning, and social welfare, with a total estimated of cost of implementation of about 216 million USD, spread over seven years. To ensure implementation of the framework, the fourth and fifth stages of strategic planning dealing with implementation, and monitoring and evaluation, need to be well followed up. Partnership and cooperation between the public and private sectors are essential for the successful implementation of the framework. Proper support by the government and the donor community is another key success factor. Finally, it is recommended to form a reference planning and development body through the General Directorate for Planning and Development in the governorate, with responsibilities extending to supervision and coordination, as well as follow up the implementation and evaluation processes, in order to ensure effective and efficient realization of the framework. 44
