Updated: Thursday, May 21, 2020 5:30 p.m. ESSENTIAL & NON-ESSENTIAL BUSINESSES CITY OF FRESNO EMERGENCY ORDER – COVID-19 Effective until further notice Updated Thursday, May 21 5:30 PM Essential and Non-Essential Businesses (PDF) This list prevails over all other orders or lists for individuals and business or facility locations in the City of Fresno. All establishments that are allowed to remain open to any extent shall practice adequate social distancing, sanitizing for both employees and patrons, both inside and outside the facility, and employees wearing facial coverings as required. Businesses that may remain open must limit the number of employees and customers allowed in the facility at any given time to maintain social distancing. They also must post signs detailing their Social Distancing Protocol (Appendix A to Emergency Order 2020-13), and put markings such as tape in six foot intervals at cash registers and self-checkout stations as well as outside their establishment where customers line up waiting to enter. https://www.fresno.gov/wp-content/uploads/2020/04/Emergency-Order-2020-13- Shelter-in-Place-Extended-and-Expanded-with-Appendix-A.pdf) Businesses within shopping malls are treated on an individual basis. A business may not remain open if a permitted activity is merely incidental to the primary business or function. No one is prohibited from working remotely from their home, but no customers on site. If a business is required to close, proprietors or employees may not conduct that business elsewhere in the City, including customers’ or their homes. For all businesses, the standards applied shall be the nature of the business as of March 3, 2020, prior to the State Declaration of Emergency. Anyone providing direct relief efforts is permitted to do so, with all required safety precautions observed, but that does not then allow a business to be open for other purposes. Such efforts should be confirmed in advance with the City by emailing EmergencyOrderFAQs@fresno.gov Compliance is mandatory. Failure to comply may subject businesses to administrative fines and penalties, which may include fines of $1,000 for the first violation, $5,000 for the second, and $10,000 for the third and subsequent; violations of conditions upon remaining open may also result in a business being shut down completely. Below are non-exhaustive lists of businesses that may remain open and those that shall close. Updated: Thursday, May 21, 2020 5:30 p.m. ESSENTIAL BUSINESSES THAT MAY REMAIN OPEN Accounting, bookkeeping, payroll Agriculture Airlines Alarm and security companies Animal boarding Appliance sales, repair (in home only) Auto repair, service, supplies, and smog testing Auto sales (provided transactions are handled electronically and delivery of vehicles is to the customers’ home; showrooms and vehicle lots shall not be open to customers; no test drives) Banks and other financial services Beauty and health supply stores Bed and breakfasts Blood donation centers Businesses that supply essential businesses with necessary supplies (e.g., office or restaurant supply stores Businesses that supply items required to work from home Businesses that provide training and/or certification for employment, or to maintain or renew a government approved license or permit, but solely for those purposes (not for recreation) Busses Car washes (exterior only, customer remains in vehicle) Cemeteries (no more than 10 people total, counting family members, funeral home employees, etc. and all participants must wear masks, per Fresno County Health Dept. 4/15/2020 guidance) Childcare and adult care facilities* Churches (only for counseling, providing relief, and broadcasting religious services permitted - but no congregations of more than 10 people) Community garden Construction (only construction in progress may continue) Construction - housing and care facilities Construction supplies Convenience stores Counseling and behavioral health Craft and fabric stores (only to fulfill orders curbside, or providing limited selection in the front 20% of floor space for fabric and supplies to be used for COVID-19 relief) Distribution and delivery of essential consumer or business goods Distribution centers (no customers are allowed at the center) Domestic violence shelters Drug stores Dry cleaners Electricians Exterminators Farmer’s markets Farming (all agriculture)
Updated: Thursday, May 21, 2020 5:30 p.m. Florists (only to supply funerals) Food and goods delivery services Food banks and other organizations that provide assistance to the disadvantaged Food preparation facilities Food trucks (but no tables or chairs for customers) Funeral parlor and interment services (no more than 10 people total at any funeral, memorial, or graveside service, counting family members, funeral home employees, etc. and all participants must wear masks, per Fresno County Health Dept. 4/15/2020 guidance) Gas stations Golf courses and driving ranges (subject to the City’s Golf Social Distancing and Safety Plan available online) Government services and facilities essential to maintain critical infrastructure (each public agency to make its own determination - minimize employees and congregations of people) Grocery stores Hardware stores Healthcare providers -- doctors, dentists, mental health professionals, nurses, optometrists, hospice, etc. should follow the guidance of the California Department of Public Health, the Fresno County Department of Public Health and their respective licensing authorities Home-based care for all Home repair and maintenance (landscaping, pool service, repairs; stores that primarily sell supplies for pool or spa maintenance, but only for those purposes) Homeless service providers Hospitals and clinics Hotels and motels HVAC services Laundromats Law firms Mailing and shipping services Malls, if certain businesses within the mall may remain open Manufacturing of essential consumer and business goods Media Pawn shops Pet grooming Pet supply Pharmacies Phone centers Plumbers Produce stands Professional services - legal, accounting, payroll, insurance, etc. (as needed to assist with legally mandated activities) Property management Real estate sales** Railroads

Updated: Thursday, May 21, 2020 5:30 p.m. Historical sites Ice rinks Industrial and manufacturing not expressly permitted Libraries Liquor stores (but grocery and convenience stores permitted) Massage parlors Miniature golf courses Motorcycle clubs Movie theaters Museums Music events Nightclubs Performing arts centers Pool and billiards lounges Private social clubs Public swimming pools Riding stables Roller skating rinks Second hand/thrift stores Sports stadiums and facilities - all Swap meets/flea markets Tasting rooms Tattoo and body piercing Tennis clubs Trampoline and bounce houses Water parks Zoos For all of the following, all persons in the facilities shall fully comply with the health and safety requirements in Emergency Order 2020-13 and Appendix A: Social Distancing Protocol, referenced above: *Childcare facilities providing services that enable employees exempted in this Order to work as permitted. To the extent possible, childcare facilities must operate under the following mandatory conditions: (1) Childcare must be carried out in stable groups of 10 or fewer (“stable” means that the same 10 or fewer children are in the same group each day); (2) Children shall not change from one group to another; (3) If more than one group of children is cared for at one facility, each group shall be in a separate room. Groups shall not mix with each other; (4) Childcare providers shall remain solely with one group of children. **Sales Offices and Model Homes can be open by appointment only. An appointment consists of one sales associate and one family (defined as immediate family who currently lives in the same residence and less than 9 individuals) at a time in the sales office or any model home. Have enough hand sanitizers for the employees and the customers. Disinfect the sales offices and model homes prior to opening each day. ***Schools for purposes of facilitating distance learning or performing essential functions (including but not limited to administration and provision of community meal programs).
